Military Forces Assuring that Treatment of Items by Gender are Uniform and Equal across the Services Act of 2021 or the Military FATIGUES Act of 2021 This bill requires the Office of the Under Secretary of Defense for Personnel and Readiness within the Department of Defense to establish consistent criteria for determining which uniform or clothing items across the military departments are considered uniquely military for purposes of calculating the standard cash clothing replacement allowance for members of the armed forces. The office must review the established criteria every five years and recommend adjustments to enlisted clothing allowances if they are insufficient to pay for uniquely military items. Additionally, the office must periodically review uniform clothing plans of the military departments to identify data and requirements necessary to facilitate cost discussions and recommend adjustments, items in the military departments' calculations of the enlisted standard cash clothing replacement allowances to develop a standard by which to identify significant cost differences that need addressing, plans of the military departments for changing uniform items to determine if the changes will result in significant out-of-pocket cost differences among the departments or among genders, and initial officer clothing allowances to identify requirements needed to facilitate cost discussions and adjustment recommendations.

Supply Chain Fluctuation Forecasting Act This bill addresses supply chain forecasting for the Department of Defense (DOD). Under the bill, DOD must specify methods and processes to track and reduce fluctuations in supply chain forecasting and demand requirements. DOD must also implement policies to encourage predictable demand requirements for the following items: clothing and the materials and components thereof; tents (and the structural components thereof), tarpaulins, or covers; any item of individual equipment manufactured from or containing specified fibers, yarns, fabrics, or materials; and hand or measuring tools.

Combatting Anomalous Health Incidents Act This bill requires the Department of Defense (DOD) to brief Congress on anomalous health incidents affecting members of the Armed Forces and civilian DOD employees. In its briefing, DOD must address any ongoing efforts to protect members and employees from the effects of anomalous health incidents and the extent and nature of engagement by DOD with other federal departments and agencies regarding anomalous health incidents affecting their employees. The senior DOD official with the principal responsibility for leading the efforts regarding anomalous health incidents must be an official who is appointed by, and with the advice and consent of, the Senate.

Streamline DoD Cyber Recruitment Act This bill requires the Department of Defense (DOD) to study the establishment of a designated central program office within DOD to oversee all academic engagement programs focusing on cyber talent across DOD. Upon completion of the study, DOD must determine whether it should establish a designated central program office responsible for each specified academic engagement program (e.g., recruitment or retention programs) across DOD. Additionally, DOD must justify a decision not to establish such a program office.

Department of Veterans Affairs Post-Traumatic Stress Disorder Processing Claims Improvement Act of 2021 This bill requires the Veterans Benefits Administration (VBA) within the Department of Veterans Affairs (VA) to update an ongoing national training program for claims processors who review compensation claims for service-connected post-traumatic stress disorder (PTSD). Such claims processors will be required to participate in the training at least once a year starting in their second year of being a VA claims processor. The training program must be standardized at regional offices of the VBA and include instruction on stressor development and verification. The VBA must establish a formal process to annually analyze training needs based on identified processing error trends. Additionally, the VBA must establish a formal process to conduct annual studies to help guide the national training program for claims processors. Finally, the VBA must evaluate the guidance relating to PTSD to determine if updates are warranted to provide claims processors with better resources regarding best practices for claims processing, including specific guidance regarding development of claims involving compensation for service-connected PTSD.

Reg. 11849), which relates to U.S. supply chains. After the framework is established, DOD must regularly issue guidance on mitigating risks to the defense supply chain.

Veterans Justice Outreach Improvement Act of 2021 The bill updates the Veterans Justice Outreach Program, which is a program through which the Department of Veterans Affairs (VA) identifies justice-involved veterans and provides them with access to VA services. Justice-involved veterans are those with active, ongoing, or recent contact with some component of a local criminal justice system. Under the bill, the VA must conduct program outreach to justice-involved veterans, military and veterans service organizations, and relevant stakeholders in the criminal justice community (e.g., local law enforcement). The VA must also develop a strategic plan for the program. In developing the plan, the VA must conduct (1) a workforce gap analysis for the program; and (2) an assessment of barriers to working with justice-involved veterans in rural, remote, and underserved areas. The VA must increase the number of Veterans Justice Outreach specialists responsible for supporting justice-involved veterans in rural, remote, or underserved areas. The bill requires the VA to establish performance goals and implementation plans for the program, Veterans Justice Outreach specialists, and for providing support for research regarding justice-involved veterans. Finally, the VA must ensure all Veterans Justice Outreach specialists receive annual training on (1) best practices for identifying and conducting outreach to justice-involved veterans and relevant stakeholders in the criminal justice community, and (2) veteran eligibility for the program.

The resolution supports efforts to resolve the Transnistria conflict through a comprehensive settlement that secures Moldova's sovereignty and territorial integrity, while providing a special status for the Transnistrian region within Moldova. Finally, this resolution affirms that lasting stability and security in Moldova is a key priority for the United States and can only be achieved if the territorial integrity and sovereignty of Moldova and all other European countries are respected.

Supplemental Impact Aid Flexibility Act This bill revises the Impact Aid Program application process for FY2023. Specifically, the bill requires local educational agencies (LEAs) participating in the Impact Aid Program to use the student count or federal property valuation data from their FY2022 program applications, as applicable, for their FY2023 program applications. The program provides funding to LEAs that have lost property tax revenue due to the presence of tax-exempt federal property or to those that have experienced increased expenditures due to enrollment of federally connected children (e.g., children living on Indian lands or military bases).

Space Protection of American Command and Enterprise Act or the SPACE Act This bill prohibits the purchase of certain telecommunications or aerospace equipment and services from China and requires reporting on investment by foreign persons in U.S. space companies. The National Space Council shall submit a specified report to Congress on space investment competition from China and Russia. No funds made available to the Department of Commerce or the National Aeronautics and Space Administration (NASA) may be used to purchase or lease telecommunications or aerospace hardware or software equipment or services from any telecommunications or aerospace corporation, subsidiary, or affiliate associated with China or the Communist Party of China. The bill reduces the threshold beyond which a person must report to the Securities and Exchange Commission the acquisition of shares in a U.S. space company. Currently, a person must make such a report when that person's ownership exceeds 5% of a company's total issue of stock. This bill reduces that to 2% for the acquisition of shares in such a company. The Department of Defense, in coordination with Commerce and the Department of the Treasury, shall submit annual reports to Congress on investment by foreign persons in activities conducted in the United States or by U.S. persons related to exploration, manufacturing, telecommunications, or national security activities involving space.

Building Equitable Access to Contribute to Our National Security Act of 2021 or the BEACON Act of 2021 This bill implements plans and requirements related to minority institutions of higher education and their contributions to national security efforts. Specifically, the bill requires the Department of Defense (DOD) to submit a plan for the establishment of the Minority Institute for Defense Research. The plan must be made available on a publicly accessible DOD website. DOD is authorized to establish a program to award grants to leading minority institutions to, among other purposes, advance research capabilities relating to national security. Under the bill, certain contracts awarded to educational institutions must include a requirement to subcontract with one or more minority institutions for a total amount of at least 5% of the amount awarded in the contract.

Repeal Existing Policies that Encourage and Allow Legal HIV Discrimination Act of 2022 or the REPEAL HIV Discrimination Act of 2022 This bill addresses federal and state laws, policies, and regulations that may burden people living with HIV/AIDS. Specifically, the bill directs the Department of Justice (DOJ), the Department of Health and Human Services (HHS), the Department of Defense (DOD), and the White House Office of National AIDS Policy to initiate a national review of federal (including military) and state laws, policies, regulations, and judicial precedents and decisions regarding criminal and related civil commitment cases involving people living with HIV/AIDS. DOJ must transmit to Congress and make publicly available the results of such review with related recommendations. The White House Office of National AIDS Policy must also develop and publicly release guidance to assist states with handling relevant cases. The office, DOJ, HHS, and DOD must transmit to the President and Congress any proposals necessary to implement adjustments to federal laws, policies, or regulations. This bill shall not be construed to discourage the prosecution of individuals who act with the intent to do harm to another individual by intentionally transmitting HIV.

Post-9/11 Veterans' Mental Health Care Improvement Act of 2021 This bill addresses mental health care provided by the Department of Veterans Affairs (VA), including by requiring the VA to expand access to mental health care, expand its mental health workforce, and conduct studies and research. Among other requirements, the VA must increase the number of full-time equivalent employees at Vet Centers, expand specified scholarships and loan repayment programs for mental health providers and students, offer mental health consultations to certain veterans, improve the assessment and treatment of veterans with sleep disorders, and perform various studies and research related to mental health issues and care.

Expanding Access to Fertility Care for Servicemembers and Dependents Act This bill entitles members of the armed forces and their dependents (including the reserve components) who are performing active service and are entitled to medical care under TRICARE to assisted reproductive technology services (e.g., in vitro fertilization). Such services must be provided, regardless of (1) whether the assisted reproductive technology service is related to the treatment of a service-connected disability; (2) whether the member has a serious illness or injury resulting from a service-connected disability; (3) the ability of the member or dependent to conceive a pregnancy or carry a pregnancy to term; or (4) the sex, gender, sexual orientation, or marital status of the member or dependent.

Veterans Assistance Helpline Act of 2021 This bill requires the Department of Veterans Affairs (VA) to establish a toll-free telephone help line for the purpose of providing information to specified individuals about VA services and benefits available in their area. Specifically, the help line is for veterans, persons acting on behalf of veterans, or individuals who are eligible to receive benefits or services from the VA. The VA, in coordination with the Federal Communications Commission (FCC), may contract with a third party to direct calls to the appropriate person regarding a VA service or benefit. Additionally, the VA must coordinate with the FCC to study and report on the feasibility and advisability of designating a covered dialing code for the purpose of reaching the help line.

Arctic Focus Act This bill directs the Coast Guard to undertake various efforts to maintain a persistent presence in the Arctic to advance the national security interests of the United States. The Coast Guard must prioritize icebreaker deployments to the Arctic; provide sufficient icebreaking activity to keep the Northwest Passage sea lanes open for commerce, national defense, rescue and recovery operations, and scientific exploration by 2030; permanently station at least one ice-breaking vessel within the Arctic by the earlier of one year after the delivery of the first Polar Security Cutter, or 2030; and continuously patrol the Arctic with at least one major Coast Guard cutter that is able to execute search and rescue operations, fisheries enforcement, pollution response, and support for national defense operations. The department in which the Coast Guard is operating must submit a report to the appropriate congressional committees that describes the ability and time line to conduct a transit of the Northern Sea Route and periodic transits of the Northwest Passage, and that includes a plan to implement the activities set forth in this bill.

This bill requires the Department of Veterans Affairs (VA) to seek to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine (NASEM) to conduct a comprehensive review of VA medical examinations provided to individuals who submit claims for compensation for a service-connected disability related to military sexual trauma. Specifically, NASEM must review VA examinations that are provided for mental and physical conditions linked to military sexual trauma and are conducted to assess the impairments of individuals arising from such trauma. NASEM must report on its review, and the VA must report on its plans to implement actions based on NASEM's findings and recommendations.

PFAS Health Study Act of 2021 This bill extends through FY2023 the authority of the Department of Defense to transfer funds for the required study on the human health implications of perfluoroalkyl and polyfluoroalkyl substances (PFAS) contamination in drinking water, groundwater, and any other sources of water and relevant exposure pathways, including the cumulative human health implications of multiple types of PFAS contamination at levels above and below health advisory levels. PFAS are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing.

Surpassing Temporary Obstructions at Ports and Guaranteeing Resources to Increase the Nation's Commercial Health Act or the STOP the GRINCH Act This bill temporarily waives various requirements and makes other changes to address congestion at U.S. ports. The Federal Motor Carrier Safety Administration (FMCSA) must waive the hours of service limits (i.e., the number of hours a driver may operate a truck or motor carrier in a set period of time) and minimum age requirements that apply to commercial driver's licenses for individuals transporting cargo directly to or from a U.S. port. Additionally, the Coast Guard may temporarily allow foreign-built, -owned, and -crewed vessels to transport cargo between U.S. ports and engage in certain ship-to-ship transfers of cargo. (Current coastwise law, commonly known as the Jones Act, generally requires that vessels transporting cargo domestically be U.S.-built, -owned, and -crewed.) The FMCSA and the Coast Guard must also prioritize the completion of security screenings and credentialing of maritime workers. The Department of Defense must (1) inventory its intermodal equipment (e.g., trailers and chassis used to transport shipping containers) to identify equipment available for loan to trucking companies to relieve congestion at U.S. ports, and (2) establish a process to allow trucking companies to request the loan of such equipment. The bill also requires the identification and designation of federal land located near U.S. ports for use as overflow areas for empty cargo containers.

Afghanistan War Commission Act of 2021 This bill establishes the independent Afghanistan War Commission within the legislative branch. The commission must conduct a study of various matters related to U.S. operations and activities in Afghanistan, including (1) U.S. military, diplomatic, development and intelligence objectives from September 1, 1996, to August 30, 2021; (2) the efficacy of U.S. efforts to meet such objectives; (3) the factors that led to the collapse of the Afghan National Defense Security Forces in 2021; and (4) the efficacy of efforts to fight corruption. The commission must annually report to Congress on the progress of its study. Within three years (with an extension of up to one year available) of the commission's first meeting, it must submit to Congress a final report with a detailed statement of findings, recommendations, and lessons learned.

Circumspectly Reducing Unintended Consequences Impairing Alliances and Leadership Act of 2021 or the CRUCIAL Act of 2021 This bill establishes requirements relating to the President's ability to impose sanctions on individuals or entities that engage in a significant transaction with the defense or intelligence sectors of Russia's government if the transaction involves a member of the Quadrilateral Security Dialogue. (The dialogue is a coalition comprised of the governments of the United States, Japan, India, and Australia.) Specifically, before imposing such sanctions for a transaction involving a member of the dialogue, the President must certify to Congress that the government in question is not participating in the dialogue on security matters that are critical to U.S. strategic interests.

Additionally, the Coast Guard may temporarily allow foreign-built, -owned, and -crewed vessels to transport cargo between U.S. ports and engage in certain ship-to-ship transfers of cargo. (Current coastwise law, commonly known as the Jones Act, generally requires that vessels transporting cargo domestically be U.S.-built, -owned, and -crewed.) The FMCSA and the Coast Guard must also prioritize the completion of security screenings and credentialing of maritime workers. The Department of Defense must (1) inventory its intermodal equipment (e.g., trailers and chassis used to transport shipping containers) to identify equipment available for loan to trucking companies to relieve congestion at U.S. ports, and (2) establish a process to allow trucking companies to request the loan of such equipment. The bill also requires the identification and designation of federal land located near U.S. ports for use as overflow areas for empty cargo containers.

Responsible Education Mitigating Options and Technical Extensions Act of 2021 or the REMOTE Act of 2021 This bill addresses the administration of certain Department of Veterans Affairs (VA) educational assistance benefits, including by authorizing the VA to waive certain enrollment verifications, exempting foreign educational institutions from certain requirements, and extending the time limitations on the use of educational assistance benefits.

HBCU National Security Innovation Act of 2021 This bill authorizes the Office of the Under Secretary of Defense for Research and Engineering within the Department of Defense (DOD) to establish activities to better connect historically Black colleges and universities (HBCUs) and minority-serving institutions to the programs of the Defense Innovation Unit (DIU). DOD must brief the congressional defense committees on activities conducted to expand DIU programs to HBCUs and minority-serving institutions and recommendations for how DOD and the federal government can support such institutions to successfully participate in DIU programs.

Veterans Health Flexibility Act This bill expands eligibility for veterans to receive care through the Veterans Community Care Program (VCCP) by removing existing qualifying criteria. Under the bill, veterans may receive care through the VCCP if they notify the Department of Veterans Affairs that they want care through the program.

Men's Health Awareness and Improvement Act This bill establishes the Office of Men's Health within the Department of Health and Human Services (HHS) and requires other activities to improve men's health in the United States. The office must support and promote men's health programs and initiatives, including by working with relevant federal agencies (e.g., the Department of Defense and the Department of Veterans Affairs) and consulting with other HHS offices and agencies on activities related to men's health. HHS must issue associated guidance and recommendations on improving men's health outcomes that include short-term and long-term objectives for disease prevention, health promotion, and other areas of concern. The bill also requires studies and reports on men's health topics. The Office of the Assistant Secretary for Health must study men's use of health screenings and services, and the Government Accountability Office must report on the effectiveness of federal outreach related to men's health initiatives.
