Expanding Military Sexual Assault Data Collection Act This bill expands the matters that must be included in the Armed Forces Workplace and Gender Relations Surveys conducted by the Department of Defense. Specifically, the surveys must solicit information on indicators of an assault that give reason to believe that the victim was targeted or discriminated against (or both) for a status in a group.

This resolution supports the North Atlantic Treaty Organization's (NATO) implementation of regional defense plans adopted at the 2023 Vilnius Summit. The resolution also urges swift implementation and resourcing of regional defense plans and encourages NATO allies to align defense spending and resource allocation in accordance with those plans.

Guam Service Academy Equality Act This bill increases from four to five the number of cadets the Delegate in Congress from Guam is authorized to nominate to the U.S. Military Academy, U.S. Naval Academy, and the U.S. Air Force Academy.

Chinese Spy Balloon Assessment Act This bill requires the Department of Defense to consult with the President and report on the effects on national security of surveillance conducted by China via the high-altitude surveillance balloon shot down in the United States in February 2023. The report must be submitted in an unclassified form, but may include a classified annex.

This resolution recognizes and commends the century of service by the American Battle Monuments Commission and its personnel. Additionally, the resolution encourages all people of the United States to visit and pay respects to those interred in cemeteries maintained by the American Battle Monuments Commission overseas.

This resolution condemns the December 6, 2019, terrorist attack at Naval Air Station Pensacola and commemorates the service members and civilians who lost their lives or were injured in the attack. Additionally, the resolution remembers Ensign Joshua Kaleb Watson, Petty Officer Third Class Mohammed Sameh Haitham, and Petty Officer Third Class Cameron Scott Walters, who were killed in the attack. Finally, the resolution commends (1) the decision to give medals and awards to the law enforcement officers, uniformed service members, and civilians who responded to the attack; and (2) the efforts undertaken by the Department of Defense to enhance security at military installations.

Protecting Military Servicemembers' Data Act of 202 3 This bill prohibits businesses that collect consumer personal information from selling lists containing the personal information of members of the Armed Forces to North Korea, China, Russia, or Iran. The bill provides enforcement authority to the Federal Trade Commission and state attorneys general.

Land And National Defense Act or the LAND Act This bill requires that a foreign purchaser of agricultural land be subject to the same restrictions and limitations as a U.S. citizen or national would be subject to when purchasing agricultural land in the foreign purchaser's home country. The bill applies to all foreign purchasers, including U.S. citizens who are also a citizen of one or more other countries (e.g., a dual citizen). For a foreign company purchasing agricultural land, a country is treated as the company's home country if (1) it has the most restrictive laws with respect to the purchasing of agricultural land, and (2) the citizens of the country hold at least 5% of the company. The seller of the agricultural land to a foreign purchaser must report the sale to the Department of Agriculture (USDA). Further, USDA must notify certain Members of Congress of the sale, including (1) the Senators from the state in which the agricultural land is located, and (2) the Representative from the congressional district where the land is located. In addition, the bill establishes the U.S. Land Protection Task Force, chaired by the Secretary of Agriculture, to identify violations of these restrictions on foreign agricultural land purchasers. The task force must submit a report to Congress every six months, which must include specific information on the sale of agricultural land to foreign purchasers.

This bill prohibits federal contracting with certain biotechnology providers connected to foreign adversaries, with exceptions. Specifically, the bill prohibits executive agencies from (1) procuring, obtaining, extending, or renewing a contract to procure or obtain any biotechnology equipment or service produced or provided by a biotechnology company of concern; or (2) entering into a contract or extending or renewing a contract that uses such equipment or service or that will require the direct use of such equipment or services. Those agencies may not obligate or expend loan or grant funds for such purposes. A biotechnology company of concern includes BGI Group, MGI Group, Complete Genomics, any subsidiary, parent affiliate, or successor of such entities, and any entity that is subject to the jurisdiction, direction, or control of a foreign adversary; operates primarily in the biotechnology industry; and the Department of Defense (DOD) deems to pose a risk to national security. DOD must determine, within 90 days after this bill's enactment, whether WuXi AppTec, Axbio, and any subsidiary, affiliate, or successor of such entities, or any other entity headquartered in or organized under the laws of China, is a biotechnology company of concern. Executive agencies may waive the prohibitions on a case-by-case basis under specified circumstances.

Restore Everyone's Sleep Tonight Act of 2023 or the REST Act of 2023 This bill authorizes an airport to impose an access restriction (i.e., a prohibition on the landing or takeoff of aircraft) between the hours of 10 p.m. and 7 a.m. for aircraft, with exceptions. The authorization to impose the restriction does not apply to exceptional circumstances, such as (1) a scheduled flight that is delayed in takeoff or landing due to weather; (2) emergency flights; and (3) flights for the purpose of preserving life, health, or safety. An airport may impose a noise deterrence penalty on an air carrier or aircraft operator for a violation of the access restriction. The restriction does not apply to the operation of military, law enforcement, and U.S. Coast Guard flights. Further, the bill specifies that an airport may impose the restriction without approval or comment by the Federal Aviation Administration, the Department of Transportation, any air carrier or aircraft operator, or any other entity.

This bill requires the Office of the Under Secretary of Defense for Personnel and Readiness of the Department of Defense to study and report on reforms to grace periods under the Transition Assistance Program (TAP). Among other elements, the study must include an assessment of grace periods that allow for unplanned periods of leave, temporary duty, deployments, or other periods when a member of the Armed Forces is unavailable to participate in TAP.

Enabling Necessary Discipline with the Defense of Executives’ Endeavors to Properly Staff Their Agencies with Trustworthy Employees Act or the END the DEEP STATE Act This bill requires the Office of Personnel Management to withdraw the proposed rule titled Upholding Civil Service Protections and Merit System Principles and published on September 18, 2023. The bill also prohibits further action to finalize, implement, or enforce the same or a substantially similar rule. The proposed rule addresses civil service protections for federal employees. Among other things, the proposed rule provides that federal employees shall not lose their status or civil service protections when they involuntarily leave the competitive service to enter the excepted service or move between positions in the excepted service; establishes related procedures that apply when moving to these positions; and specifies that the phrase confidential, policy-determining, policy-making, or policy-advocating, which is used to describe certain positions that are excepted from civil service protections, is intended to apply to noncareer, political appointments.

Federal Cybersecurity Workforce Expansion Act This bill establishes an apprenticeship program and a pilot program on cybersecurity. The Cybersecurity and Infrastructure Security Agency may establish one or more apprenticeship programs that lead directly to employment in a cybersecurity work role with the agency; or a position with a company or other entity, as prescribed by this bill. The Department of Veterans Affairs (VA) shall establish a pilot program under which the VA shall provide cyber-specific training for members of the Armed Forces transitioning from service in the Armed Forces to civilian life and veterans. The bill extends through FY2025 the requirement for each federal agency to submit an annual report to the Office of Personnel Management that identifies information technology, cybersecurity, or other cyber-related work roles of critical need in the workforce of the agency.

Expanding Public Lands Outdoor Recreation Experiences Act or EXPLORE Act This bill sets forth policies for the Department of the Interior and the Department of Agriculture related to recreation on certain public lands. Issues addressed include itemized budget information for outdoor recreation across departments; long-distance bike trails; recreational climbing activities; target shooting ranges; overnight campsites in Arkansas; filming and still photography; motorized and nonmotorized access; invasive species; gateway communities; real-time information for the public on visitor levels; broadband and cellular service; public-private partnerships; access for persons with disabilities to trails and recreation opportunities; recreational and job opportunities for military members and veterans; youth access to recreational lands; issuance of special recreation permits; a digital version of the National Parks and Federal Recreational Lands Pass; extension of seasonal recreation opportunities; and volunteers on public recreational lands.

Mark Our Place Act This bill authorizes the Department of Veterans Affairs to furnish a headstone, marker, or medallion signifying the status of a deceased member of the Armed Forces as a Medal of Honor recipient regardless of when the member served. Under current law, only Medal of Honor recipients who served after 1917 are eligible for such markers.

Venezuela Defense of Human Rights and Civil Society Reauthorization Act of 2023 This bill extends through 2025 authorizations for certain sanctions related to Venezuela. These include (1) sanctions against persons committing violence and human rights violations in Venezuela, (2) sanctions against persons acting on behalf of Russia supporting Venezuelan security forces, (3) restrictions on export of defense articles and services to Venezuela, and (4) restrictions on visas to senior Venezuelan officials.

Child Welfare Provider Inclusion Act of 2023 This bill generally prohibits the federal government, states, tribal nations, or localities from discriminating or taking adverse action against a child welfare provider that declines to provide services due to the provider's sincerely held religious beliefs or moral convictions. However, government entities may still take adverse action against a provider that declines to provide adoption or foster care services based on race, color, or national origin. The Department of Health and Human Services must withhold a portion of federal funding for family services and child welfare activities from a government entity that discriminates against a child welfare provider in violation of this bill. Child welfare providers may also sue the government entity for such discrimination. A prevailing provider may recover reasonable attorney's fees and costs. Furthermore, government entities that accept certain federal funding for family services and child welfare activities must waive sovereign immunity as a defense to lawsuits brought under this bill. (In many cases, sovereign immunity shields states, territories, tribal nations, and some localities against private suits.)

This resolution condemns Vladimir Putin's illegal war in Ukraine and his weaponization of hunger; calls upon Vladimir Putin and the Russian Armed Forces to immediately cease their attacks on Ukrainian civilians, to withdraw, and to respect Ukraine's independence; remembers the 90th anniversary of the Ukrainian Famine (Holodomor) of 1932-1933 and extends its deepest sympathies to the victims, survivors, and families of this tragedy; condemns the systematic violations of human rights of the Ukrainian people by the Soviet Union; and supports the continuing efforts of the people of Ukraine to defend themselves against Russian aggression.

National Guard and Reservists Debt Relief Extension Act of 2023 This bill extends for an additional four years the exemption from the presumption of abuse means test under Chapter 7 (liquidation) bankruptcy for qualifying members of an Armed Forces reserve component or the National Guard. Specifically, members who, after September 11, 2001, are called to active duty or to perform a homeland defense activity for not less than 90 days qualify for this exemption. Currently, the exemption expires on December 19, 2023.

Last Servicemember Standing Medal Act This bill establishes the Last Servicemember Standing medal for certain members of the Armed Forces. A person eligible for the medal is any servicemember who served on active duty; was deployed during war or an overseas contingency operation; as a result of a combat instance during such war or operation, was the last surviving member of a unit; demonstrated extraordinary heroism during such combat; and whose character is recommended for recognition by their commanding officer and at least two peers. The medal may be issued to the next-of-kin if the recipient is deceased.

This resolution supports the President's efforts to deter Iran, the Islamic Revolutionary Guard Corps, Hamas, and other Iranian proxies from expanding the ongoing conflict in the Middle East. The resolution also recognizes Israel's right to self-defense and encourages the President to work to secure the safe release and return of all hostages held by Hamas.
