GI Internship Program Act

GI Internship Program Act This bill requires the Department of Veterans Affairs (VA) to establish a program to match veterans who are entitled to educational assistance with internships to provide such veterans with work experience and marketable skills. The VA shall establish criteria that employers must meet to participate in the program. The following employers are excluded from participating in the program: (1) government agencies, (2) employers who cannot provide the VA with certain assurances, and (3) employers who have previously participated in the program and failed to abide by its requirements. The VA shall pay individuals who are full-time participants in such an internship the amount of educational assistance payable to those participating in a full-time apprenticeship or other on-job training programs. Interns shall be considered as employees of the VA, not the program employer, for purposes of the Patient Protection and Affordable Care Act. Additionally, each intern and employer shall provide the VA with a monthly certification that the intern worked at least 35 hours each week performing functions that provided the individual with valuable experience. The VA and the Department of Labor shall create and publicize a website to serve as a portal for the program. The VA shall (1) minimize the administrative burdens incurred by employers due to their participation in the program, and (2) ensure that employer participation is at no cost to the employer.

TOTAL Care Act

TRICARE OBGYN Treatment and Access without Lags in Care Act or the TOTAL Care Act This bill requires the Department of Defense (DOD) to implement a five-year pilot program under which female beneficiaries enrolled in TRICARE Prime may receive obstetrical and gynecological care without a referral. (Generally, the TRICARE Prime program requires a beneficiary to obtain a referral for care through a designated primary care manager.) Under the pilot program, participating female beneficiaries may elect to designate an obstetrical or gynecological care provider under the TRICARE program (i.e., the various programs carried out by DOD, including TRICARE Prime) as an additional designated primary care manager.

Protecting Military Parental Leave Evaluations Act This bill requires the Department of Defense to prescribe regulations regarding parental leave policies for members of the Armed Forces across all branches. Specifically, the regulations must (1) exempt a member from a performance evaluation when such member is taking parental leave that exceeds 31 consecutive days; and (2) authorize a member (without a waiver) to take leave during the two-year period after the birth of a child, adoption of a child, or placement of a minor child in the custody of such member.

Women Veterans Cancer Care Coordination Act This bill requires the Department of Veterans Affairs (VA) to hire or designate a Regional Breast Cancer and Gynecologic Cancer Care Coordinator for each Veteran Integrated Services Network (i.e., regional VA health care administrative areas). Among other duties, such coordinators must ensure the coordination of care between VA clinicians and breast and gynecologic cancer community care providers. Under the bill, veterans are eligible for such care coordination if they are diagnosed with a breast or gynecologic condition and are eligible for health care through the Veterans Community Care Program.

This joint resolution nullifies the Department of Defense (DOD) rule titled Cybersecurity Maturity Model Certification (CMMC) Program (89 Fed. Reg. 83092) and published on October 15, 2024. Among other elements, the rule establishes the Cybersecurity Maturity Model Certification Program. The program institutes policies regarding the protection of Federal Contract Information (FCI) and Controlled Unclassified Information (CUI) that is processed, stored, or transmitted on defense contractor and subcontractor information systems during defense contract performance. The rule also identifies entities to which the rule applies and describes DOD implementation of the program.

Restoring Trade Fairness Act

Restoring Trade Fairness Act This bill establishes various trade measures related to China, including by revoking China's permanent normal trade relations (PNTR) status and increasing the rates of duty (i.e., tariffs) on Chinese imported goods. The bill prohibits imported goods originating from North Korea, China, Russia, or Iran from receiving de minimis treatment. (Current law allows for U.S. imports under a de minimis threshold of $800 per shipment to enter free of tariffs, fees, and taxes.) Specifically, the bill revokes China's PNTR status. Currently, China's PNTR status allows for Chinese goods to have duty rates set forth in column 1 of the Harmonized Tariff Schedule of the United States (HTS). With the removal of China's PNTR status, the bill generally sets the applicable duty rates on imported Chinese goods at the higher rates listed in column 2 of the HTS, with exceptions. The bill establishes a minimum duty rate of 35% for all Chinese goods, which requires column 2 rates to be at least 35%. However, the bill establishes a minimum duty rate of 100% for a list of specified goods (e.g., various minerals, certain vaccines and drugs, and certain defense-related articles). Duty rates are phased in over five years and adjusted annually for inflation. The bill also authorizes the President to take additional actions related to trade with China,  requires merchandise imported from China to be appraised based on U.S. value, and  establishes a trust fund to compensate U.S. producers for lost revenue resulting from retaliatory actions by China.
