Ruth Moore Act of 2013 - Directs the Secretary of Veterans Affairs (VA), in any case in which a veteran claims that a covered mental health condition was incurred in or aggravated by military sexual trauma during active duty, to accept as sufficient proof of service-connection a diagnosis by a mental health professional together with satisfactory lay or other evidence of such trauma and an opinion by the mental health professional that such condition is related to such trauma, if consistent with the circumstances, conditions, or hardships of such service, notwithstanding the fact that there is no official record of such incurrence or aggravation in such service, and to resolve every reasonable doubt in favor of the veteran. Allows such service-connection to be rebutted by clear and convincing evidence to the contrary. Includes as a "covered mental health condition" post-traumatic stress disorder, anxiety, depression, or any other mental health diagnosis that the Secretary determines to be related to military sexual trauma. Requires the Secretary to report annually to Congress in each of 2014 through 2018 on covered claims submitted.

North Korea Nonproliferation and Accountability Act of 2013 - Expresses the sense of Congress that: the test of a nuclear device by North Korea on February 12, 2013, and the missile launch of December 12, 2012, represent flagrant violations of the sanctions regime created by United Nations (U.N.) Security Council Resolutions 1695, 1718, and 1874; the February 12, 2013 test of the nuclear device is a clear and provocative violation of Security Resolution 2087; North Korea continues to defy the U.N., its Six-Party partners, and the international community; U.N. member states should implement and enforce sanctions imposed by these resolutions and censure North Korea; North Korea should dismantle its ballistic missile and nuclear weapons programs, cease its proliferation activities, and comply with all relevant resolutions and its commitments; restrictions against North Korea should remain in effect until it no longer threatens the United States, our allies, and global peace; the United States should seek a new round of Security Council sanctions; U.N. member states should strengthen efforts to prevent the transfer of military and dual-use technologies to North Korea, monitor the activities of their nationals, financial institutions, and other entities with or on behalf of North Korean financial institutions, and prevent transshipments that relate to North Korean military, missile, and nuclear programs and proliferation activities; the United States should explore all appropriate measures for enhanced military operations by the U.S. Armed Forces in the Asia-Pacific region in order to safeguard U.S. national interests; and the United States should secure the agreement of the United Nations Human Rights Council (UNHRC) and General Assembly to adopt the recommendations made in the February 2013 report of Marzuki Darusman, Special Rapporteur on the situation of human rights in the Democratic People's Republic of Korea, that an inquiry mechanism should be established to investigate North Korea's systematic violations of human rights, as well as to analyze whether crimes against humanity are being perpetrated in North Korea. Directs the Secretary of State to conduct and submit to Congress a comprehensive report on U.S. policy towards North Korea.

Constitutional Amendment - Prohibits total outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a two-thirds roll call vote of each chamber, authorizes a specific excess of outlays over receipts. Prohibits total outlays for any fiscal year from exceeding 18% of the gross domestic product (GDP) for the preceding calendar year unless Congress, by a two-thirds roll call vote of each chamber, authorizes a specific excess over such 18%. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill from becoming law that imposes a new tax or increases the statutory rate of any tax or the aggregate amount of revenue, unless approved by a two-thirds roll call vote of each chamber. Requires a three-fifths roll call vote of each chamber to increase the federal debt limit. Authorizes waivers of these requirements: (1) when a declaration of war is in effect against a nation-state and Congress, by a majority roll call vote of each chamber, authorizes a specific excess; or (2) under other specified circumstances involving military conflict, if Congress, by a three-fifths roll call vote of each chamber, authorizes such waiver. Prohibits a federal or state court from ordering any increase in revenue to enforce this article.

Servicemembers' Choice in Transition Act of 2013 - Amends provisions concerning the Transition Assistance Program of the Department of Defense (DOD) (employment and job training assistance and related services for members of the Armed Forces being separated from active duty, and for their spouses) to require such Program to consist of at least five days of instruction as follows: (1) at least one day of service-specific pre-separation training; (2) up to one day each for instruction in preparation for employment, preparation for education or career or technical training, preparation for entrepreneurship, or other options determined by the Secretary of the military department concerned; (3) at least two days of in-depth instruction of the participant's choice in any of the subjects described under (2), above; and (4) up to one day in benefits provided under laws administered by the Secretary of Veterans Affairs (VA) and in other subjects determined by the Secretary concerned. Requires the VA Secretary to submit to the congressional veterans committees the results of a study to determine the feasibility of providing veterans' benefits instruction at all overseas locations where such instruction is provided through a joint contract with the Secretary of Labor.

Cyber Intelligence Sharing and Protection Act

Cyber Intelligence Sharing and Protection Act - Amends the National Security Act of 1947 to add provisions concerning cyber threat intelligence and information sharing. Defines "cyber threat intelligence" as intelligence in the possession of an element of the intelligence community directly pertaining to: (1) a vulnerability of a system or network of a government or private entity; (2) a threat to the integrity, confidentiality, or availability of such a system or network or any information stored on, processed on, or transiting such a system or network; (3) efforts to deny access to or degrade, disrupt, or destroy such a system or network; or (4) efforts to gain unauthorized access to such a system or network, including for the purpose of exfiltrating information. Excludes intelligence pertaining to efforts to gain unauthorized access to such a system or network that solely involve violations of consumer terms of service or consumer licensing agreements and do not otherwise constitute unauthorized access. Requires the Director of National Intelligence (DNI) to: (1) establish procedures to allow intelligence community elements to share cyber threat intelligence with private-sector entities and utilities, and (2) encourage the sharing of such intelligence. Requires the procedures established to ensure that such intelligence is only: (1) shared with certified entities or a person with an appropriate security clearance, (2) shared consistent with the need to protect U.S. national security, and (3) used in a manner that protects such intelligence from unauthorized disclosure. Provides for guidelines for the granting of security clearance approvals to certified entities or officers or employees of such entities. Prohibits a certified entity receiving such intelligence from further disclosing the information to any entity other than another certified entity or a federal agency authorized to receive such intelligence. Authorizes a cybersecurity provider (a non-governmental entity that provides goods or services intended to be used for cybersecurity purposes), with the express consent of a protected entity (an entity that contracts with a cybersecurity provider), to: (1) use cybersecurity systems to identify and obtain cyber threat information in order to protect the rights and property of the protected entity; and (2) share cyber threat information with any other entity designated by the protected entity, including the federal government. Provides similar cybersecurity system use and threat information sharing authority to self-protected entities (an entity that provides goods or services for cybersecurity purposes to itself). Requires the head of a federal agency receiving cyber threat information to provide such information to the National Cybersecurity and Communications Integration Center of the Department of Homeland Security (DHS), and allows such agency head to request the Center to provide such information to another federal agency. Sets forth requirements with respect to the use and protection of shared information, including prohibiting the use of such information to gain a competitive advantage and, if shared with the federal government, exempts such information from public disclosure. Prohibits a civil or criminal cause of action against a protected entity, a self-protected entity, or a cybersecurity provider acting in good faith under the above circumstances. Allows the federal government to use shared cyber threat information: (1) for cybersecurity purposes to ensure the integrity, confidentiality, availability, or safeguarding of a system or network; (2) for the investigation of cybersecurity crimes; (3) for the protection of individuals from the danger of death or serious bodily harm and the prosecution of crimes involving such dangers (including the protection of minors from child pornography, sexual exploitation, kidnapping, and trafficking); or (4) to protect U.S. national security. Prohibits the federal government from affirmatively searching such information for any other purpose. Provides for the protection of sensitive personal documents such as library records, firearms sales records, educational records, tax returns, and medical records. Requires a federal agency receiving information that is not cyber threat information to so notify the entity or provider of such information. Prohibits federal agencies from retaining shared information for any unauthorized use. Outlines federal government liability for violations of restrictions on the disclosure, use, and protection of voluntarily shared information.

Authorizes the Secretary to waive such requirement upon demonstrating, on an individual basis, that the costs of providing the contract care significantly outweigh the benefits of localized health care.

Expresses the sense of Congress that the Secretary of State should redesignate North Korea as a state sponsor of terrorism. Finds that the United States did not grant diplomatic recognition to North Korea upon its establishment as a client regime of the former Soviet Union in 1948. Continues diplomatic nonrecognition of North Korea until such benchmarks have been met. Directs the President, in the case of a North Korean missile, rocket, or other airborne launch or the conducting of a nuclear test in violation of U.N. Security Council Resolutions 1695, 1718, and 1874, to instruct the U.S. Permanent Representative to the United Nations to use U.S. influence to secure adoption of a Security Council resolution condemning North Korea's action and requiring implementation of comprehensive sanctions and an inspection regime against North Korea.

Public Land Renewable Energy Development Act of 2013 - Amends the Energy Policy Act of 2005 to require amounts received through FY2020 (currently, through FY2010) from leases under the Geothermal Steam Act of 1970 to be available to the Secretary of the Interior for implementing the Energy Policy Act of 2005, as well as the Geothermal Steam Act of 1970. Requires the Secretary of Agriculture (USDA) to: (1) prepare and publish a notice of intent to prepare a programmatic Environmental Impact Statement (EIS) in accordance with the National Environmental Policy Act of 1969 (NEPA) to analyze the potential impacts of a program to develop solar and wind energy on National Forest System land and any necessary amendments to land use plans for such land, and (2) amend such plans to provide for the development of renewable energy on completion of the programmatic EIS. Requires the Secretary of Defense (DOD), for states that have not completed such an analysis, to submit a report that: (1) identifies locations on land withdrawn from the public domain and reserved for military purposes that could be developed for renewable energy production, and (2) describes the administration of public land withdrawn for military purposes for the development of commercial-scale renewable energy projects. Requires the Secretary of the Interior to establish a wind and solar leasing pilot program on public land administered by the Secretary. Requires the Secretary of the Interior and the Secretary of Agriculture to: (1) make a joint determination on whether to establish such program within two years on all covered land, (2) establish such program unless they determine that the program is not in the public interest and does not provide an effective means of developing such energy, and (3) require as a condition for any authorization for the development of such energy on such land the payment of a royalty. Defines "covered land" as: (1) public land administered by the Secretary or National Forest System land administered by the Secretary of Agriculture; and (2) land not excluded from the development of solar or wind energy under a land use plan established under the Federal Land Policy and Management Act of 1976, the National Forest Management Act of 1976, or other law. Establishes in the Treasury the Renewable Energy Resource Conservation Fund to be administered by the Secretary of the Interior in regions impacted by the development of wind or solar energy for addressing and offsetting the impacts of such development on federal land, securing recreational access to federal land to provide enhanced public access to existing federal land that is inaccessible or significantly restricted, and carrying out activities authorized under the Land and Water Conservation Fund Act of 1965. Requires the Secretaries of Agriculture and the Interior to determine the feasibility of carrying out a conservation banking program. Prohibits wind or solar generation projects with a capacity of 20 megawatts or more that are issued a lease, right-of-way, permit, or other authorization from being subject to the rental fee exemption for rights-of-way under the Federal Land Policy and Management Act.

Urges the President, in negotiating any conventional arms control agreement, to: (1) encourage the national control list of each party to an agreement to cover all types of weaponry, munitions, armaments and related material used for potentially lethal force in military and law enforcement operations; (2) assess each application or proposal to export or internationally transfer arms on a case-by-case basis; (3) deny an arms transfer authorization if there is a substantial risk that the arms will be used to commit or facilitate violations of international human rights law or international humanitarian law; (4) require import and transit state authorizations and certified end use assurances before issuing an export license or authorization for any international transfer of conventional arms; and (6) require each party to an agreement to establish a legal framework for lawful brokering and shipping activities relating to conventional arms transfers. Prohibits, with certain exemptions, the transfer of defense articles or defense services to the government of a foreign country under the Foreign Assistance Act of 1961 or the Arms Export Control Act unless the President certifies to Congress that such government is not: (1) engaging in gross violations of internationally-recognized human rights, and (2) identified by the Secretary of State as having governmental armed forces or government supported armed groups that recruit or use child soldiers.

Prohibits a federal agency head from hiring more than 1 employee for every 3 full-time employees who leave employment in such agency until the OMB Director makes a determination that the number of full-time federal employees is 10% less than the initial level as determined by OMB. Allows a waiver of such workforce limitation by the President for national security reasons or in the case of an extraordinary emergency. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), as amended by the Budget Control Act of 2011, to offset mandatory sequestration in security and nonsecurity categories with revenues resulting from reductions in the federal workforce and the pay freeze under this Act. Authorizes the Secretary of Defense (DOD) to transfer amounts appropriated for DOD by the Continuing Appropriations Resolution (P.L. 112-175) among accounts of DOD. Prohibits a cost-of-living adjustment to the pay of Members of Congress in any year in which there is a budget deficit.

Prohibits construction of border fencing, physical barriers, roads, lighting, cameras, sensors, or other tactical infrastructure prior to 90 days after such border strategy's submission to Congress. Directs the Secretary of Homeland Security, in consultation with the Secretary of the Interior, the Secretary of Agriculture, the Secretary of Defense, the Secretary of Commerce, and the heads of appropriate state and tribal wildlife agencies, to implement a comprehensive monitoring and mitigation plan to address the ecological and environmental impacts of security infrastructure and activities along the international land borders of the United States. Authorizes the President to waive a reduction in discretionary budget authority if such reduction would harm national security or members of the Armed Forces who are in combat. Requires a report to Congress listing required DOD reports that interfere with DOD's capacity to achieve an audit of its financial statements with an unqualified opinion. Expresses the sense of Congress that: (1) congressional defense committees and DOD should not endanger the nation's troops by reducing wounded warrior accounts or vital protection for members of the Armed Forces in harm's way, (2) the valuation of legacy assets by DOD should be simplified without compromising essential controls or generally accepted government auditing standards, and (3) this Act should not be construed to require or permit the declassification of accounting details about classified defense programs and DOD should ensure financial accountability in such programs. .
