Stop Militarizing Law Enforcement Act This bill restricts the Department of Defense (DOD) from transferring certain surplus military property to federal, state, or local law enforcement agencies. Specifically, DOD may not transfer to such agencies property such as controlled firearms, ammunition, bayonets, grenades or grenade launchers, explosives, certain vehicles or trucks, armored or weaponized drones, certain controlled aircraft, silencers, or long-range acoustic devices. DOD may waive this limitation and transfer certain vehicles or trucks if DOD determines that the transfer is necessary for disaster or rescue purposes or for another purpose where life and public safety are at risk. As a condition for a transfer of allowable property, DOD must require the federal or state agency that receives the property to return the property if the agency is investigated by the Department of Justice for civil liberties violations or is otherwise found to have engaged in widespread abuses of civil liberties. DOD must also periodically submit certain transfer-related information and certifications to Congress. Furthermore, as a condition for transfer, the recipient must receive the approval of its local governing body, provide specified notice to the local community, and submit specified information and certifications to DOD. A federal or state agency that receives controlled property under such a transfer may never take ownership of the property. The bill also eliminates the requirement for DOD to give preference to transfers of property that will be used in counter-drug, counterterrorism, or border security activities.

PFC Joseph P. Dwyer Peer Support Program Act This bill requires the Department of Veterans Affairs (VA) to establish the P.F.C. Joseph P. Dwyer Peer Support program to make grants to eligible entities for peer-to-peer mental health programs for veterans. Eligible entities include (1) a nonprofit organization having historically served the mental health needs of veterans; (2) a congressionally chartered veteran service organization; or (3) a state, local, or tribal veteran service agency, director, or commissioner. The VA shall establish an advisory committee to create appropriate program standards.

Charitable Equity for Veterans Act of 2019 This bill allows a tax deduction for charitable contributions to certain federally chartered organizations of past or present members of the Armed Forces. (Under current law, donations to such an organization are only deductible if at least 90% of the organization's membership consists of war veterans. The bill expands the deduction to include organizations that do not meet the wartime service requirement and are federally chartered.)

Lonnie Kilpatrick Central Pacific Relief Act This bill provides a presumption of service-connection for diseases associated with exposure to certain herbicide agents to veterans who served on (1) Guam or American Samoa, or in the territorial waters thereof between January 9, 1962, and July 31, 1980; or (2) Johnston Atoll or a ship that went to Johnston Atoll between January 1, 1972, and September 30, 1977. Under a presumption of service-connection, specific diseases diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Additionally, the bill expands eligibility for hospital care, medical services, and nursing home care to veterans with a disability associated with exposure to certain herbicides during specified times of military service on Guam, American Samoa, or Johnston Atoll.

Constitutional Amendment This joint resolution proposes a constitutional amendment prohibiting total outlays for a fiscal year from exceeding total receipts for that fiscal year unless (1) Congress authorizes the excess by a three-fifths vote of each chamber, and (2) total outlays do not exceed a specified percentage of the estimated gross domestic product of the United States. The prohibition excludes outlays for repayment of debt principal and receipts derived from borrowing. The amendment requires a three-fifths vote of each chamber of Congress to increase revenue or increase the limit on the debt of the United States. The President must submit an annual budget in which total outlays do not exceed total receipts and that includes justifications and specified details regarding funding proposed for departments and agencies. Congress may waive the requirements due to a declaration of war, a military conflict, an event that causes an imminent and serious military threat to national security, or a natural disaster.

Veterans Improved Access and Care Act of 2019 This bill requires the Department of Veterans Affairs (VA) to carry out a pilot program at a minimum of 10 medical facilities to assess the feasibility and advisability of expediting the VA's process for onboarding new medical providers. Priority shall be given to facilities facing hiring shortages of licensed and independent medical providers. The VA is also required to submit to Congress a strategy to reduce the duration of its hiring process for licensed medical providers.

Uniting Families Act of 2019 This bill establishes a non-immigrant visa category for an alien who (1) is 18 or older and is the genetic son or daughter of a U.S. citizen who served in the Armed Forces on active duty abroad; or (2) is the spouse or child of such alien and is accompanying, or following to join, such alien. To obtain a visa, the alien's citizen parent must petition and receive approval from the Department of Homeland Security. The petition shall include (1) DNA evidence establishing the parent-child relationship, (2) a written statement that the parent will provide financial support until the alien receives lawful permanent resident status, and (3) proof of the parent's U.S. citizenship and active duty with the Armed Forces abroad. The period of authorized admission for aliens with the visa is five years, and 5,000 principal visa aliens may be admitted per fiscal year. Holders of such a visa may adjust to lawful permanent resident status after meeting various requirements, such as being admissible as an immigrant.

Women and Countering Violent Extremism Act of 2019 This bill (1) authorizes assistance to women's groups in foreign countries that work on terrorism-related issues, and (2) amends various reporting and training provisions to incorporate issues related to gender and terrorism. The President may provide assistance to non-U.S.-based, women-led organizations countering violent extremism and terrorism in foreign countries. The President's periodic Women, Peace, and Security Strategy shall include a section on (1) women's contributions to countering violent extremism, (2) preventing women's involvement in violent extremism, and (3) the gender dimensions of disarming and reintegrating former extremists. Training for certain personnel of the Department of State and the Department of Defense (DOD) shall include training on preventing violent extremism. The State Department shall seek to double the number of women receiving training under its Anti-Terrorism Assistance programs within three years of this bill's enactment. The State Department, DOD, and the U.S. Agency for International Development shall conduct research on gender and countering violent extremism, including best practices to support women preventing violent extremism, and utilize the results of such research in their programs. The State Department's annual country reports on terrorism to Congress shall include, for at least five countries, a gender analysis of the conflict drivers, power dynamics, and impacts that are relevant to violent extremism.

Veteran Education Empowerment Act This bill requires the Department of Veterans Affairs to make grants to institutions of higher education (IHEs) or consortia of IHEs for the establishment, maintenance, improvement, and operation of veteran student centers. A veteran student center is a dedicated space on a campus that provides students who are veterans or members of the Armed Forces with (1) a lounge or meeting space for themselves, their spouses or partners, their children, and veterans in the community; (2) a centralized office for veteran student services that serves as a single point of contact to coordinate veterans support services; and (3) comprehensive academic and tutoring services to veterans.

Youth Corps Act of 2019 This bill authorizes the Department of Labor to make grants to public or private nonprofit agencies or organizations to carry out Youth Corps programs that utilize the Youth Corps model to provide low-income youth (age 16 and not more than age 24) with education and work readiness training. The term "Youth Corps model" means a youth education and training program for which an eligible entity provides eligible youth with, among other things, stipended or paid work experience and basic and technical skills training leading to (1) enrollment in postsecondary education or training, (2) attainment of an industry-recognized certification or credential, (3) meaningful employment in the economy of the 21st century, or (4) military service.

Care And Readiness Enhancement for Reservists Act of 2019 or the CARE for Reservists Act of 2019 This bill authorizes the Department of Veterans Affairs (VA) to provide counseling without referral to any member of the reserve components of the Armed Forces who has a behavioral health condition or psychological trauma. Such counseling may include a comprehensive individual assessment, and outpatient services shall also be available. The bill authorizes the VA to furnish mental health services to reservists. The bill also expands specified VA programs to include reservists for the provision of (1) comprehensive suicide prevention, and (2) mental health treatment for veterans who served in classified missions.

Guatemala Rule of Law Accountability Act This bill directs the President to impose visa- and property-blocking sanctions on certain foreign persons that have engaged in corruption, money laundering, or other specified activities in Guatemala. Specifically, the sanctions shall apply to a current or former Guatemalan official, or a foreign person acting in cooperation with such an official, that knowingly (1) committed or facilitated acts of significant corruption, money laundering, or narcotics trafficking; (2) obstructed investigations into any of those acts; (3) misued equipment provided by the Department of State or Department of Defense to Guatemala's military or national police for the purpose of combating drug trafficking or securing Guatemala's border; or (4) disobeyed rulings of the Guatemalan Constitutional Court. The President shall report to Congress on the implementation of such sanctions. In agreements to transfer equipment to Guatemala's military or national police, the State Department shall include a provision allowing the United States to recover such equipment if it is used in a way that violates an end-use agreement.

Keeping Russian Entrapments Minimal and Limiting Intelligence Networks Act or the KREMLIN Act This bill directs the Office of the Director of National Intelligence (ODNI) to provide Congress with assessments of the current intentions of Russia and its leaders. Global Fragility Act of 2019 This bill directs the Department of State to establish the interagency Global Fragility Initiative to stabilize conflict-affected areas and prevent violence globally, and establishes funds to support such efforts. The State Department shall devise a plan for the initiative, including its organizational structure and goals. The State Department shall lead in foreign policy, diplomatic, and political efforts. The U.S. Agency for International Development shall lead in development, humanitarian, and non-security policies. Other departments and agencies, including the Department of Defense, shall provide support as necessary. The State Department shall select priority countries and regions that are particularly at risk, and report to Congress 10-year plans for each. Each plan shall include information including descriptions of goals, plans for reaching such goals, and benchmarks for measuring progress. The State Department shall report to Congress every two years about the initiative's progress. The Government Accountability Office shall consult Congress every two years about opportunities to assess the initiative and recommend improvements. The bill creates the Stabilization and Prevention Fund to support efforts to stabilize conflict-affected areas, including areas at risk from the Islamic State of Iraq and Syria or other terrorist organizations. The bill establishes the Complex Crises Fund to support programs to address emerging, unforeseen, or complex challenges abroad.

Ensuring Safe Housing for Our Military Act This bill addresses certain health, safety, and environmental hazards in private military housing units and offers certain protections to service members. Among other things, the bill (1) requires uniform credentials for housing inspectors; (2) allows the Department of Defense (DOD) to withhold payment to landlords over health, safety, or environmental hazard concerns; (3) requires a landlord to pay certain relocation costs in connection with a hazard and to reimburse a tenant for personal property damage; and (4) disallows deposits and certain fees or penalties. DOD must maintain an electronic work order system to facilitate repairs to units.

Closing the Law Enforcement Consent Loophole Act of 2019 This bill makes it unlawful for a federal law enforcement officer to engage in a sexual act while acting under color of law or with an individual who is under arrest, in detention, or in custody. Consent is not a defense to prosecution for unlawful conduct. A violator is subject to criminal penalties—a fine, a prison term of up to 15 years, or both. Additionally, the bill authorizes the Department of Justice to make grants to states that have in effect similar laws. Grants must be used for the same purposes as formula grants under the STOP Violence Against Women Program and the Sexual Assault Services Program.

Prompt and Fast Action to Stop Damages Act of 2019 This bill authorizes military departments to provide water for agricultural purposes in areas in which activities on a military installation have contaminated a water source with perfluoroalkyl or polyfluoroalkyl substances, such as perfluorooctanoic acid (PFOA) or perfluorooctane sulfonate (PFOS). The military departments may provide uncontaminated water or provide treatment for contaminated water. The agricultural products produced must be destined for human consumption. The Department of the Air Force may acquire certain real property adjacent to an Air Force base that has shown signs of contamination from PFOA and PFOS due to activities on the base. The Department of Defense must submit to Congress a remediation plan for water at or adjacent to a military base that is contaminated with PFOA or PFOS.

The Department of the Air Force may acquire certain real property adjacent to an Air Force base that has shown signs of contamination from PFOA and PFOS due to activities on the base. The Department of Defense must submit to Congress a remediation plan for water at or adjacent to a military base that is contaminated with PFOA or PFOS.
