Additionally, any personnel policy developed or implemented by a military department with respect to members of the Armed Forces must ensure equality of treatment and opportunity for all persons, without regard to race, color, national origin, religion, and sex (including gender identity, sexual orientation, or sex characteristics).

Under this bill, program participants must investigate and analyze fentanyl trafficking in addition to the issues required under current law, such as child exploitation and human trafficking. The bill also changes the name of the program to the Human Exploitation Rescue Operation Corps.

Get Rewarding Outdoor Work for our Veterans Act or the GROW Act This bill addresses certain federal activities related to veterans who are transitioning from service to civilian life. First, the bill requires the Department of Veterans Affairs to annually report to Congress on the Warrior Training Advancement Course (WARTAC) of the Veterans Benefits Administration. The report must include specified elements, including information regarding how many members of the Armed Forces who are participating in the Transition Assistance Program have participated in WARTAC. The bill also requires the Veterans' Employment and Training Services within the Department of Labor to establish guidelines containing best practices for departments and agencies that implement programs to employ veterans who are transitioning from service. Additionally, the Department of the Interior must implement a two-year pilot program under which veterans are employed by the federal government in positions that relate to the conservation and resource management activities of Interior.

This bill requires the military departments to ensure that certain military service in a female cultural support team is included in an individual's military service record and in the computation of retired pay. Specifically, the bill addresses service of a member of the Armed Forces who served in a female cultural support team (with the personal development skill identifier of R2J or 5DK) from January 1, 2010, through August 31, 2021. The bill provides that individuals who performed such service (or their survivors) who have previously had a claim for service-connection denied may resubmit a claim for the same condition to be considered by the Department of Veterans Affairs (VA). For purposes of claims for service-connected disability or death, the VA must treat such service as engagement in combat with the enemy in the course of active duty. The VA must determine the effective date of the award by treating the date of the initial claim as the date on which the individual filed the awarded claim. The VA must also improve training and guidance for employees who may process claims for service-connected disability and death for individuals who served in a female cultural support team. Finally, the VA must conduct outreach to inform individuals who performed such service (or survivors of such individuals) that they may submit supplemental claims for service-connected disability or death incurred or aggravated in the course of service.

Under this bill, the provision shall apply to qualifying H-2B visa holders who are admitted into Guam or the Northern Mariana Islands before December 31, 2029, whereas currently the provision applies to H-2B visa holders admitted before December 31, 2024. (The provision exempts qualifying H-2B visa holders from the annual numerical limit on such visas. Generally, this exemption applies to H-2B workers performing labor (1) related to construction or facility services associated with the military alignment occurring on Guam or the Northern Mariana Islands; or (2) as a health care worker at a facility that jointly serves Armed Forces members, dependents, and civilians on Guam or the Northern Mariana Islands.)

Not Just a Number Act This bill requires the Department of Veterans Affairs (VA) to take specified actions related to its suicide prevention services. Specifically, the bill requires the VA to annually submit a National Veteran Suicide Prevention Annual Report and publish it on a VA website. The VA must also analyze and report on which benefits and services from the VA have the greatest impact on suicide prevention among veterans. The VA must collaborate with the Centers for Disease Control and Prevention (CDC) to develop a toolkit for state and local coroners and medical examiners that contains best practices for accurately identifying and reporting suicide deaths of veterans. The toolkit must be available on a publicly available website, and the VA and CDC must conduct outreach to state and local agencies to promote the availability and use of the toolkit. The VA must review the findings and recommendations of the Government Accountability Office's management review of the VA's mental health and suicide prevention services and study the feasibility and advisability of creating a suicide prevention office within the VA.

Disincentivizing Internet Service Censorship of Online Users and Restrictions on Speech and Expression Act or the DISCOURSE Act This bill limits federal liability protections for a user or provider of an interactive computer service (e.g., a social media company) related to content provided by third parties. It also requires a provider that offers its service through a mass-market offering to the public to disclose information about its content moderation activities. The bill removes liability protections (sometimes referred to as section 230 protection) for a provider with a dominant market share if the provider promotes or suppresses a viewpoint through its content moderation, including by affecting a content creator's revenue; uses automated processes (e.g., algorithms) to target and amplify content provided to a user who has not requested or searched for the content; or solicits, funds, modifies, or otherwise contributes to content. Currently, a provider retains liability protections even when it restricts access to materials that it considers objectionable. Under this bill, a provider retains protections if restricted materials fall, based on an objectively reasonable belief, into a prescribed list of harmful or unlawful categories. Additionally, the liability protections shall not apply to providers that (1) restrict access to content in a manner that burdens the exercise of religion, or (2) fail to comply with an existing requirement to notify customers of options for limiting a minor's access to harmful online content (e.g., parental controls). The bill also changes legal procedures related to the liability protections, including by specifying that the protection serves as an affirmative defense.

VET-TEC Authorization Act of 2023 This bill requires the Department of Veterans Affairs (VA) to permanently implement a program under which it provides up to 8,000 covered individuals per year the opportunity to enroll in high technology programs of education that provide non-degree training or skills related to computer programming, media application, data processing, or information sciences. A covered individual is a veteran who (1) the VA determines is under the age of 62, served an aggregate of at least 36 months on active duty, and was discharged or released from service under conditions other than dishonorable; or (2) will satisfy such requirements in fewer than 180 days after the VA's determination. In administering the program, the VA must provide assistance to covered individuals in amounts equal to those provided to Post-9/11 GI Bill recipients who are pursuing a degree on more than a half-time basis. The VA must seek to enter into contracts with any number of qualified providers of high technology programs of education and pay such providers a specified percentage of the tuition and other fees for each enrolled individual. The bill prescribes (1) requirements for a provider of a program to be considered as qualified (e.g., the provider employs instructors the VA determines are experts in their respective fields), and (2) criteria for the VA to approve providers for contracts. If a covered individual has remaining entitlement to other VA educational assistance, entitlement under this program must be charged at the rate of one month of that remaining entitlement for each month of assistance under this program.

Supersonic and Hypersonic Aircraft Testing Corridor Act This bill requires the Federal Aviation Administration (FAA), in consultation with the Department of Defense (DOD), to designate an overland supersonic and hypersonic testing corridor for military passenger aircraft, military non-passenger aircraft, and civil aircraft. The FAA must designate the corridor within existing military operation areas, as practicable, that run from Edwards Air Force Base in California to the Utah Test and Training Range and Dugway Proving Ground in Utah. DOD must allow civil aircraft testing unless such testing would interfere with any military operations or testing in the corridor, or the FAA has not granted a required special flight authorization for the testing. Further, testing may only occur from sunrise to sunset and may not include commercial passengers or cargo. For civil aircraft testing that requires a special flight authorization, the FAA must (1) permit a measurable amount of sonic boom overpressure outside of the corridor if the available data is sufficient to determine that the sonic boom overpressure does not significantly affect the quality of the human environment, (2) not require additional environmental impact analysis regarding noise impact if certain requirements are met, and (3) allow for the reuse of certain research and findings from prior tests.

SHIELD U Act

Stopping Harmful Incidents to Enforce Lawful Drone Use Act or the SHIELD U Act This bill authorizes and expands counter-drone activities by state, local, and airport law enforcement, and federal agencies. Specifically, the bill authorizes state, local, and airport law enforcement to carry out Counter-Unmanned Aircraft System (Counter-UAS) activities on commercial service airport property to detect, identify, and mitigate threats posed by unmanned aircraft (i.e., drones). The Department of Homeland Security (DHS) is also authorized to carry out these activities. Further, the bill authorizes state and local law enforcement to carry out Counter-UAS activities off commercial airport property; the Federal Aviation Administration (FAA) must establish a process that allows for collaboration and coordination with these entities. In addition, each commercial airport must convene a task force that includes federal agencies, air carriers, and telecommunications service providers to establish or modify the airport's tactical response plan to drone threats. The FAA and Transportation Security Administration must also publish best practices guidance on Counter-UAS activities at commercial service airports. This guidance must be updated annually. The bill also allows DHS and the Departments of Defense, Justice, and Energy to contract with other entities to carry out authorized Counter-UAS activities. Further, the bill amends restrictions on the use of radio frequency jamming technology to allow state, local, and airport law enforcement to use the technology to mitigate a drone threat. Finally, the Federal Law Enforcement Training Center must expand its curriculum to include training on the use of Counter-UAS activities. The training must be available to state, local, tribal, and territorial law enforcement, as well as private sector security agencies.

Department of Homeland Security Civilian Cybersecurity Reserve Act This bill authorizes the Cybersecurity and Infrastructure Security Agency (CISA) to create a temporary Civilian Cybersecurity Reserve to address U.S. cybersecurity needs with respect to national security. Reserve members must (1) be former employees or contractors of the executive branch, former military personnel, or former state or local government employees; (2) have cybersecurity expertise; and (3) obtain any necessary security clearances. Membership in the reserves is contingent on a mutual agreement between the agency and the individual. CISA must submit an implementation plan for congressional review before taking any further action with respect to the reserve. In addition, CISA and the Government Accountability Office must evaluate and report on the reserve, including whether it should be made permanent.

Under the pilot project, the Department of the Army may appoint up to 50 members to the Civilian Cybersecurity Reserve at any time. Such appointees must be considered to be federal civil service employees. Individuals who are employees of the executive branch may not be recruited or appointed to serve in the Civilian Cybersecurity Reserve. The Department of the Army must issue guidance establishing and implementing the pilot project.

Under current law, DEA educational assistance for an individual pursuing a program of education at an institution located in the Philippines is limited to $0.50 for each dollar. The bill makes an individual eligible for the full assistance amount.
