Sanctioning Iranian-Backed Militia Terrorists Act This bill requires the President to impose property- and visa-blocking sanctions with respect to Kata'ib Sayyid al-Shuhada and any foreign person that is a member, agent, or affiliate of, or owned or controlled by, Kata'ib Sayyid al-Shuhada. Kata'ib Sayyid al-Shuhada is an Iranian-backed Iraqi militia that has worked with groups that have been designated as foreign terrorist organizations and has deployed forces to Syria to engage in military operations supporting the Syrian government.

Prohibiting Abortion on Federal Lands Act This bill prohibits the federal government from promoting, supporting, or contracting with abortion entities, or otherwise expanding access to abortions on federal lands or in federal facilities, including military installations, national parks, court houses, and other federal buildings.

Drone Act of 2023 This bill creates a federal statutory framework to criminalize various conduct involving the misuse of drones. Among its provisions, the bill generally prohibits the operation of a drone that poses an imminent safety hazard to vessels or motor vehicles; weaponization of a drone (e.g., attaching a firearm or explosive); and operation of a drone that interferes with a law enforcement, emergency response, or military operation or activity of the federal government or of a state, local, or tribal government.

Elizabeth Dole Home and Community Based Services for Veterans and Caregivers Act of 2023 or the Elizabeth Dole Home Care Act This bill addresses home care and caregiver programs provided by the Department of Veterans Affairs (VA). Under the bill, the cost of providing noninstitutional alternatives to nursing home care may not exceed the cost that would have been incurred if a veteran had been furnished VA nursing home care, unless the VA determines that a higher cost is in the best interest of the veteran. (Under current law, these expenditures are limited to 65% of the cost.) Among other requirements, the VA must establish a partnership with the Program of All-Inclusive Care for the Elderly in certain areas to furnish noninstitutional alternatives to nursing home care; implement various programs (e.g., the Veteran Directed Care program) to expand access to home- and community-based services; provide specified support and benefits to caregivers of certain disabled veterans; implement a pilot program to provide homemaker and home health aide services to veterans who reside in communities with a shortage of home health aides; and ensure the availability of home and community-based services for Native American veterans. For veterans or family caregivers who are discharged from the Program of Comprehensive Assistance for Family Caregivers, a caregiver support coordinator must provide for a personalized transition to an appropriate program. The Veterans Health Administration must review programs administered through the Office of Geriatric and Extended Care to ensure consistency in program management, eliminate service gaps at the medical center level, and ensure the availability of and access to home and community-based services.

Breaking the Gridlock Act This bill addresses a wide variety of issues, ranging from raising grandchildren to earthquake hazards reduction, to underrepresented groups in cancer trials to telehealth, and fighting Boko Haram in Nigeria. Specifically, the bill establishes a Federal Task Force to Support Grandparents Raising Grandchildren. With respect to earthquake hazards reduction, the bill reauthorizes the National Earthquake Hazards Reduction Program; reduces the frequency of reporting by the Interagency Coordinating Committee on Earthquake Hazards Reduction; modifies the responsibilities of the Federal Emergency Management Agency (FEMA), the U.S. Geological Survey, and the National Science Foundation; and directs the Government Accountability Office (GAO) to review federal earthquake hazard risk reduction efforts. The bill also (1) reauthorizes the Nonprofit Security Grant Program, and (2) restores certain amounts withheld for tax purposes from severance payments to veterans with combat-related injuries. The GAO must review actions federal agencies have taken to address barriers to participation in federally funded cancer clinical trials by populations that have been traditionally underrepresented in such trials. The Department of State and the Department of Defense must jointly develop and submit to Congress a five-year strategy to help enable the government of Nigeria, members of the Multinational Joint Task Force to Combat Boko Haram authorized by the African Union, and relevant partners to counter the regional threat of Boko Haram. The bill makes supplemental appropriations for the Telehealth Resource Center of the Federal Office of Rural Health Policy of the Office for the Advancement of Telehealth.

Justice for Kennedy Act of 2023 or the JFK Act of 2023 This bill directs the National Archives and Records Administration, the Internal Revenue Service, the Central Intelligence Agency, the Federal Bureau of Investigation, the Department of Defense, and the Department of State to publicly disclose in unclassified and unredacted form any assassination record and information in their control or possession relevant to the assassination of President John F. Kennedy. The Department of Justice must petition any court in the United States or in a foreign country to publicly disclose in such form any assassination record and information relevant to the assassination of President Kennedy that is held under seal of the court or under the injunction of secrecy of a grand jury.

Daniel J. Harvey Jr. and Adam Lambert Improving Servicemember Transition to Reduce Veteran Suicide Act This bill requires the Department of Defense and Department of Veterans Affairs to jointly carry out a five-year pilot program to assess the feasibility and advisability of providing certain services and a module comprised of specified elements as part of the pre-separation transition process for members of the Armed Forces for the purpose of reducing the incidence of suicide among veterans.

TSP Fiduciary Security Act of 2023 This bill incorporates national security interests into management of the Thrift Savings Fund. Specifically, the bill requires fiduciaries that are responsible for managing the fund (i.e., the Federal Retirement Thrift Investment Board) to prevent fund investments and associated votes that harm the national security of the United States, including investments in entities on certain lists maintained by the Department of Defense and the Department of Commerce (e.g., Chinese military companies). The Department of Labor must issue implementing regulations that include these and other standards for compliance. Beginning January 1, 2025, fiduciaries may be held personally liable for monetary damages and may be assessed civil penalties for failing to meet these requirements.

American Financial Markets Integrity and Security Act This bill generally prohibits investments in sanctioned entities, certain Chinese military companies, and entities reasonably believed to be involved in activities contrary to the national security or foreign policy interests of the United States. These entities may not sell securities to U.S. markets. Investment companies, insurance companies, and retirement plans are prohibited from investing in these entities. The bill also prohibits the use of federal funds to enter into or renew a contract with these entities. Furthermore, the Department of Commerce and the Office of the Director of National Intelligence—in addition to the Department of Defense as under current law—are allowed to add entities to the list of Chinese military companies. Additionally, the Office of Commercial and Economic Analysis of the Air Force must (1) report on the strategic importance to the Chinese government of inflows of U.S. dollars to China through capital markets, and (2) make recommendations to mitigate any related national security and economic risks.

Turn Off Federal Funding of Threatening Entities that Thwart American Prosperity Act or the Turn OFF THE TAP Act This bill prohibits certain entities from receiving federal funds or contracts from an executive agency. Specifically, this prohibition applies to (1) entities listed as specially designated nationals and blocked persons by the Office of Foreign Assets Control (OFAC) of the Department of the Treasury, (2) certain entities on the OFAC's Non-SDN Chinese Military-Industrial Complex Companies List, (3) entities identified on a Department of Defense list of Chinese military companies operating in the United States, (4) entities on the entity list maintained by the Bureau of Industry and Security of the Department of Commerce, and (5) entities identified by the Federal Communications Commission as a telecommunications equipment or service provider that pose an unacceptable risk to U.S. national security.

This bill terminates the Department of Veterans Affairs (VA) Electronic Health Record Modernization Program (program) and requires the VA to abolish the Electronic Health Record Modernization Integration Office. The VA must transfer any activities or functions of the office that are not terminated to the Veterans Health Administration (VHA) or VA Office of Information and Technology. Additionally, the VA must revert VHA facilities to the Veterans Health Information Systems and Technology Architecture and the Computerized Patient Record System of the VA. Further, the VA must stop the implementation of an electronic health record system under the program at any VHA facility where the system is not in use as of the date of enactment. The VA is prohibited from exercising any option periods or optional tasks under any contract under the program.

Department of Veterans Affairs Electronic Health Record Modernization Improvement Act This bill prohibits the Department of Veterans Affairs (VA) from commencing a program activity (i.e., an activity under the Electronic Health Record Modernization Program) at a facility of the Veterans Health Administration (VHA) until the VA certifies to Congress that the electronic health record system has met specified improvement objectives at each facility where the system is being utilized as of the date of the enactment of this bill. The VA is prohibited from newly implementing the electronic health record system at a VHA facility until the director of the facility, chief of staff of the facility, and the director of the appropriate Veterans Integrated Services Network certify to Congress that (1) the proposed build and configuration of the system are accurate and complete; (2) the staff and infrastructure of the facility are adequately prepared to receive the system; and (3) the implementation will not significantly affect patient safety, patient wait-times for medical care, or health care quality.

Balkans Security Cooperation Act This bill requires the Department of Defense to report on security cooperation between Western Balkan countries and the United States, Russia, China, and NATO. For the purposes of this bill, the Western Balkan countries are Albania, Bosnia and Herzegovina, Croatia, Kosovo, Montenegro, North Macedonia, Serbia, and Slovenia. The report must include (1) an assessment of how Western Balkan security cooperation with Russia and China affect the security interests of the United States and NATO; and (2) an assessment of the Russian Humanitarian Center in Nis, Serbia, and any influence or coordination it may have with Russian intelligence agencies.

Improving Veterans Access to Congressional Services Act of 2023 This bill requires the Department of Veterans Affairs (VA) to permit a Member of Congress (upon request) to use a VA facility to meet with constituents. The VA and the General Services Administration must jointly identify available spaces in VA facilities for such purposes. The VA must prescribe regulations regarding such use of a VA facility by a Member of Congress.

Securing America's Vaccines for Emergencies Act of 2023 or the SAVE Act of 2023 This bill authorizes the President to make payments to manufacturers to increase supply-chain security if doing so is important to the national defense. The President must submit a strategy to Congress that includes (1) a plan to use authorities under the Defense Production Act of 1950 to ensure the supply of medical materials essential to the national defense; and (2) plans to diversify, and address vulnerabilities in, supply chains for essential medical materials. The President must submit to Congress annual progress reports through FY2025 evaluating the implementation of the strategy.

Department of Veterans Affairs Continuing Professional Education Modernization Act or the VA CPE Modernization Act This bill modifies the program under which the Department of Veterans Affairs (VA) reimburses certain full-time health care professionals for continuing professional education expenses. Under current law, only board-certified physicians and dentists are eligible for such reimbursement. The bill expands the program to require reimbursement for various specified full-time health care professionals (e.g., registered nurses) and increases the amount available for a physician or dentist. Additionally, the bill removes the requirement that an individual be board-certified to receive reimbursement. The VA may adjust the amount of the reimbursement, so long as the adjustment does not result in a reimbursement of less than $2,000 per year for each specified position.

Veterans Infertility Treatment Act of 2023 This bill requires the Department of Veterans Affairs (VA) to furnish infertility treatments, standard fertility preservation services, or both to a covered veteran or partner of a covered veteran. A covered veteran is a veteran who is enrolled in the VA health care system and has infertility or is at risk of having infertility, as determined by a licensed physician. The VA may furnish up to three completed in vitro fertilization cycles that result in live birth, or 10 attempted cycles, whichever occurs first. Additionally, the VA may furnish in vitro fertilization treatment using donated gametes or embryos. The VA must receive consent to furnish an in vitro fertilization cycle from the covered veteran, the partner of a covered veteran, and the third-party donor (if applicable). For purposes of paying travel expenses for treatment or services to the partner of a covered veteran, the VA must deem the partner to be a veteran receiving treatment or care. The VA must prescribe regulations related to the provision of infertility treatments and standard fertility preservation services as required by this bill. Prior to the enactment of such regulations, the VA must ensure that (1) counseling and treatment furnished under existing authority is available to a veteran and the veteran's partner, regardless of whether they are married; and (2) treatment under existing authority may be furnished using donated gametes or embryos.

This bill prohibits China, Iran, North Korea, or Russia from purchasing property within 10 miles of a sensitive site, such as a U.S. military installation. The prohibition also applies to leases or receiving concessions to property within 10 miles of a sensitive site. For the purposes of this bill, a sensitive site is public or private real estate in the United States that (1) functions as an air or maritime port, (2) is a U.S. military installation, (3) is a U.S. government facility that is sensitive for national security reasons, or (4) could expose U.S. national security activities or intelligence at a military installation or government facility to one of the prohibited countries. The prohibition shall apply to purchases, leases, and concessions made on or after this bill's enactment.

Military Child Educational Freedom Act This bill modifies the requirements for tax-exempt Coverdell education savings accounts to permit members of the Armed Forces serving on extended active duty or their spouses to use the accounts for certain education expenses incurred in connection with a home school that provides elementary or secondary education. The home school must be treated under state law as a home school or a private school.

Commitment to Veteran Support and Outreach Act This bill authorizes the Department of Veterans Affairs (VA) to provide grants to states to implement programs that improve outreach and assistance to veterans and their families to ensure that such individuals are fully informed about veterans' benefits and programs. Specifically, the VA may provide grants to states to (1) implement or enhance outreach activities or activities to assist in the development and submittal of claims for veterans, or (2) increase the number of county or tribal veterans service officers in the state. The VA must prioritize awarding grants in areas with a critical shortage of county or tribal veterans service officers, areas with high rates of suicide among veterans, and areas with high rates of referrals to the Veterans Crisis Line.

This bill addresses Department of Veterans Affairs (VA) benefits and care for certain children with spina bifida or other birth defects. The bill requires the VA to provide health care, job training, and monetary benefits for the duration of the child's life. The bills covers a child, regardless of age or marital status, who: (1) has spina bifida and is the natural child of a Vietnam veteran or a veteran of specified service in Korea or Thailand who was conceived after the date on which the veteran entered service in Vietnam, Korea, or Thailand; or (2) has certain birth defects and is the natural child of a woman Vietnam veteran. The bill requires the VA to establish an advisory council on health care and benefits for covered children. Additionally, the VA must establish care and coordination teams for covered children. At least every 180 days, the teams must conduct outreach to ensure the continued care of the children and assist with any necessary changes in care. The VA must report to Congress a list of conditions that will trigger outreach to covered children, and must attempt to contact such children as soon as practicable after the identification of a condition. The Veterans Benefits Administration and the Veterans Health Administration must enter into a memorandum of understanding to better assist covered children.

Deliver for Veterans Act This bill authorizes the Department of Veterans Affairs (VA) to pay the total shipping price for the delivery of an automobile or other conveyance to certain disabled veterans or members of the Armed Forces. Currently, the VA may pay the lesser of (1) $24,115 (adjusted annually for inflation), or (2) the full purchase price associated with providing an automobile or other conveyance to such individuals (not including delivery costs).

This bill modifies the process for repaying service members and veterans who paid to keep benefits under the Montgomery GI Bill, but later chose to utilize Post-9/11 GI Bill benefits. Specifically, the bill removes the requirement for the Department of Veterans Affairs (VA) to issue the repayments with the last monthly housing stipend under the Post-9/11 GI Bill. This requirement has limited the repayments to individuals who are receiving stipends. Under the bill, the VA must make such a repayment before the exhaustion of the individual's entitlement to education assistance.

Full Faith and Credit Act This bill requires the Department of the Treasury to prioritize certain obligations if the federal debt limit is reached and provides for a limited increase in the debt limit to fund these priorities. If the federal government reaches the debt limit, the following obligations must be given equal priority over all other federal obligations: the principal and interest on the debt held by the public; Social Security benefits; pay and allowances for members of the Armed Forces on active duty and members of the U.S. Coast Guard; compensation, pensions, and payments for medical services provided by the Department of Veterans Affairs, and the Medicare programs. If the debt limit has been reached and incoming revenue will be insufficient to pay the priority obligations over an upcoming two-week period, the bill requires (1) Treasury to notify Congress of the expected revenue shortfall for the two-week period, and (2) the debt limit to be increased by the amount of the expected shortfall. If the incoming revenue exceeds the expected shortfall, the excess revenue must be held in reserve and applied to the following two-week period.

Western Wildfire Support Act of 2023 This bill establishes activities to address wildfires. The bill requires the Department of Agriculture (USDA) and the Department of the Interior to establish spatial fire management plans before the end of FY2026. The bill establishes accounts in the Treasury for addressing wildfires, a program to train and certify citizens who wish to be able to volunteer to assist USDA or Interior during a wildland fire incident, a program to award grants to eligible states or units of local government to acquire slip-on tank and pump units for a surge capacity of resources for fire suppression, the Theodore Roosevelt Genius Prize for the management of wildfire-related invasive species, and the Management of Wildfire-Related Invasive Species Technology Advisory Board. The bill also requires the Department of Defense (DOD) to reimburse a state or federal agency for the costs of wildfire suppression as a result of a fire caused by DOD activity, requires the Joint Fire Science Program to work with unmanned aircraft test ranges to carry out research and development of unmanned aircraft system fire applications, requires federal and state disaster preparedness programs to include postdisaster assistance, and authorizes the Federal Emergency Management Agency to provide funding to a state agency to establish and operate a website to provide information relating to postfire recovery funding and resources to a community or an individual impacted by a wildland fire.

Be Ready to Assist Veterans in Extremis Act or the BRAVE Act This bill requires the Department of Veterans Affairs (VA) to establish a patient outreach system under which it must ensure that veterans who are enrolled in the VA health care system and have experienced a traumatic or highly stressful event may elect to receive information and resources relating to mental health and available mental health care services. Education Savings Accounts for Military Families Act of 2023 This bill directs the Department of Education (ED) to establish a program to provide children with parents on active duty in the uniformed services with funds to pay educational expenses. Specifically, ED must establish a tax-exempt Military Education Savings Account for dependent children of parents in the uniformed services for the payment of the children's educational expenses. Funds in the savings account may be used for specified purposes, including the cost of attendance at a private elementary or secondary school or institution of higher education, private tutoring, or costs associated with an apprenticeship or other vocational training program.

Separation of Powers Restoration Act This bill restricts the ability of the President to exercise certain powers, such as declaring a national emergency. Specifically, the bill terminates all powers and authorities possessed by the President, any executive agency, or any federal officer that derive from a declaration of national emergency. It eliminates any statutory grant of authority allowing the President or any other officer or employee of the executive branch to declare a national emergency, specifying that such power is vested solely in Congress. Furthermore, for each presidential order (i.e., executive order, presidential proclamation, presidential directive, or similar presidential or executive branch instructions), the President must include a statement specifying the statutory or constitutional provision that grants the President the authority to issue the order. It also limits the effect of a presidential order to the executive branch, with certain exceptions, such as if the order cites the specific congressional enactment from which it derives its authority. The bill provides standing to challenge the validity of presidential orders to (1) certain federal, state, and local officials; and (2) persons adversely affected by the order. This bill also repeals the War Powers Resolution, a joint resolution that outlines procedures for Congress and the President to participate in decisions to send Armed Forces into hostilities.

Allowing Military Exemptions, Recognizing Individual Concerns About New Shots Act of 2023 or the AMERICANS Act This bill prohibits the Department of Defense (DOD) from issuing any COVID-19 vaccine mandate as a replacement for the rescinded vaccine mandate of August 24, 2021, unless the mandate is expressly authorized by Congress. The bill also provides that DOD must establish an application process for remedies for members of the Armed Forces who were discharged or subject to adverse action under the rescinded mandate. Any administrative discharge of a member on the sole basis of a failure to receive a COVID-19 vaccine must be categorized as an honorable discharge, and DOD is prohibited from taking any adverse action against such a member for that reason. Under the bill, DOD must try to retain unvaccinated members and provide such members with professional development, promotion and leadership opportunities, and consideration equal to that of their peers. Additionally, DOD may only consider the COVID-19 vaccination status of members in making certain decisions (e.g., deployments in countries where it is the law) and must establish a process to provide exemptions to certain members for such decisions. This bill applies to all members of the Armed Forces, regardless of whether they sought an accommodation to any DOD COVID-19 vaccination policy.

VA medical Center Absence and Notification Timeline Act or the VACANT Act This bill requires the Department of Veterans Affairs (VA) to comply with certain notification and staffing requirements when a VA medical center director is on detail. Not later than 90 days after detailing a director of a VA medical center to a different position within the VA, the VA must notify Congress with specified information about the detail (e.g., the location of the detail). Additionally, the VA must appoint an individual as acting director not later than 120 days after detailing a director to a different position. The VA must regularly update Congress regarding the status of the detail. Generally, not later than 180 days after detailing a director to a different position, the VA must return the individual to the position as director or reassign the individual from the position and begin the process of hiring a new director. This requirement may be waived for a limited amount of time, but the VA must submit to Congress a justification for the waiver.

Obtaining National and Secure Homeland Operations for Rare Earth Manufacturing Act of 2023 or the ONSHORE Manufacturing Act of 2023 This bill sets forth provisions to support secure supply chains of rare earth elements. A rare earth element means a natural element associated with (1) the metallic element scandium, with atomic number 21; (2) the metallic element yttrium, with atomic number 39; or (3) any of the series of 15 metallic elements between lanthanum, with atomic number 57, and lutetium, with atomic number 71, on the periodic table. The Department of Energy (DOE) must establish a program that provides financial assistance for facilities located in the United States that produce finished rare earth products from purified rare earth elements. Financial assistance may be provided to (1) construct such facilities, (2) support workforce development for the facilities, or (3) support site development and technological upgrade for facilities. The Department of the Treasury may establish the Minerals Security Partnership Fund to support the development and adoption of a secure supply chain for rare earth elements. DOE must also establish an initiative with educational, workforce training, and apprenticeship programs relating to advanced rare earth element mining, separation, processing, metallurgy, and advanced equipment maintenance capabilities. In addition, the President must develop a plan of action for using the authorities available under the Defense Production Act of 1950 to establish or enhance a domestic production capability for finished rare earth products and related technologies.

Washington, D.C. Admission Act This bill provides for the admission of the state of Washington, Douglass Commonwealth into the United States. The commonwealth consists of all the territory of the District of Columbia (DC), excluding certain federal property. The excluded property shall be known as the Capital and serve as the seat of federal government; it includes the principal federal monuments, the White House, the Capitol Building, the Supreme Court Building, and the federal office buildings located adjacent to the Mall and Capitol Building. In addition, the bill maintains the federal government's authority over military lands and specified other property and prohibits the commonwealth from taxing federal property except as permitted by Congress. Within 30 days of this bill's enactment, the DC mayor must call for the election of two Senators and one Representative for the commonwealth. The commonwealth shall be admitted into the United States upon a presidential proclamation announcing the results of that election. The bill applies current DC laws to the commonwealth and continues pending judicial proceedings. It also continues certain federal authorities and responsibilities, including regarding employee benefits, agencies, and courts, until the commonwealth certifies that it is prepared to take over those authorities and responsibilities. Further, the bill provides for expedited consideration of a joint resolution to repeal the Twenty-third Amendment to the Constitution (which allows DC citizens to vote in presidential elections). The bill also establishes a commission to advise the President, Congress, and DC and commonwealth leaders on the transition.

Build, Utilize, Invest, Learn, and Deliver for Veterans Act of 2023 or the BUILD for Veterans Act of 2023 This bill addresses Department of Veterans Affairs (VA) capital asset management, planning, and investment. Among other requirements, the VA must ensure it has dedicated offices or entities and sufficient staff to conduct relevant critical responsibilities for the life cycle of capital asset management at the local, regional, and central office levels; establish a staffing model to ensure a minimum base level of capital asset staffing; develop goals and metrics to assess and improve the performance of VA capital asset management programs; comprehensively review the climate resilience of its facilities, land, and other relevant capital assets; submit the Strategic Plan to Improve VA's Delivery and Management of Capital Assets; and review all relevant authorities of the VA to determine whether the provisions are meaningful, relevant, and reflect current operational needs, organization structure, and all other necessary requirements for the full life cycle of effective and efficient management of capital assets. The Inspector General of the VA must examine and report on the management and performance of relevant capital asset projects of the VA. The Government Accountability Office must review and report on the VA's progress toward meeting the goals, metrics, and other plans set forth in this bill. The bill also requires various reports from the VA relating to capital asset improvement and the implementation of capital asset directives (e.g., reports on the VA's physical infrastructure and information technology needs).

Education Savings Accounts for Military Families Act of 2023 This bill directs the Department of Education (ED) to establish a program to provide children with parents on active duty in the uniformed services with funds to pay educational expenses. Specifically, ED must establish a tax-exempt Military Education Savings Account for dependent children of parents in the uniformed services for the payment of the children's educational expenses. Funds in the savings account may be used for specified purposes, including the cost of attendance at a private elementary or secondary school or institution of higher education, private tutoring, or costs associated with an apprenticeship or other vocational training program.

VA Clinician Appreciation, Recruitment, Education, Expansion, and Retention Support (CAREERS) Act of 2023 This bill addresses Department of Veterans Affairs (VA) personnel matters and the training, recruitment, and retention of VA health care employees. Among other requirements, the VA must expand various staff training efforts and programs; comply with certain notification and staffing requirements when a VA medical center director is on detail; prescribe a system of pay for individuals appointed as directors of medical centers and directors of Veterans Integrated Service Networks; and establish a consolidated annual leave account for certain VA employees with restored leave during 2020, 2021, and 2022. The bill also authorizes the VA to waive pay limitations for employees of the Veterans Health Administration (VHA) who are performing mission critical work; increases the maximum amount of incentive pay for pharmacist executives; modifies the special pay authority for nurse executives and the administration of pay for VA physicians, podiatrists, optometrists, and dentists; authorizes a waiver of certain licensure requirements for psychologists and mental health counselors in certain circumstances; requires the Inspector General of the VA to study and report on the use of direct hire authority, the contributions made by the use of such authority, and any vulnerabilities or inconsistencies with respect to the use of such authority; includes VA police officers as law enforcement officers for purposes of the federal retirement system; and requires the Government Accountability Office to report on human resources modernization conducted by the VHA.

American Science First Act This bill prohibits the National Science Foundation (NSF) from providing grants or other forms of assistance to certain foreign individuals and entities. Specifically, the NSF may not support any individual or entity that is affiliated or otherwise has a relationship, including but not limited to a research partnership, joint venture, or contract, with an entity included on the entity list under the Export Administration Regulations, which identifies foreign entities subject to license requirements for the export, reexport, or transfer of certain items; a Chinese military company operating in the United States or any of its territories or possessions on the list required under the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999, or required under the Mac Thornberry National Defense Authorization Act for Fiscal Year 2021, or any successor list; or any parent, subsidiary, affiliate of, or entity owned by or controlled by any such entity.
