Wings for Veterans Act This bill directs the Department of Transportation (DOT) to establish a pilot program to award grants to up to 10 flight schools to provide flight training for eligible veterans. Under the bill, an  eligible veteran  includes an individual who served in the active military, naval, air, or space service and who was honorably discharged, meets the requirements to obtain at least a second class medical certificate, and certifies an intent to pursue a career as a commercial pilot. Flight schools may use grants for (1) the provision of guidance and pilot training services (including tuition and flight training fees); (2) the provision of related books, training materials, and equipment; and (3) program administrative costs. DOT must submit a report to Congress on the program and related issues.

Further Continuing Appropriations and Other Extensions Act, 2024 This bill provides continuing FY2024 appropriations for federal agencies and extends several expiring programs and authorities. It is known as a continuing resolution (CR) and prevents a government shutdown that would otherwise occur if the FY2024 appropriations bills have not been enacted when the existing CR expires on November 17, 2023. The CR generally funds most programs and activities at the FY2023 levels with several exceptions that provide funding flexibility and additional appropriations for various programs. The CR provides funding through January 19, 2024, for agencies and programs that were funded in the following four FY2023 appropriations acts: the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2023; the Energy and Water Development and Related Agencies Appropriations Act, 2023; the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2023; and the Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2023. For most other federal agencies and programs, the CR provides funding through February 2, 2024. The CR also extends several programs and authorities, including programs authorized by the Agriculture Improvement Act of 2018 (commonly known as the 2018 farm bill), several public health programs and authorities, the U.S. Parole Commission, and the Department of Homeland Security's Countering Weapons of Mass Destruction Office.

Protecting Benefits for Disabled Veterans Act of 2023 This bill provides statutory authority for the Department of Veterans Affairs (VA) to assign, for purposes of the disability compensation program, a disability rating of total to a veteran who meets certain parameters and is unable to secure or maintain substantially gainful employment due to a service-connected disability. Specifically, the VA may make such a disability determination if a veteran has a service-connected disability rated at least 60%, or has two or more service-connected disabilities with one being at least 40% and a combined total of at least 70%. The VA may also make a determination on the disability rating in circumstances where a veteran meeting the specified parameters maintains marginal employment (income is less than the poverty threshold), or if the veteran maintains substantially gainful employment (exceeds the poverty threshold) and the VA determines that the rating is appropriate. The bill prescribes what disabilities may be considered as one disability (e.g., disabilities incurred or aggravated as a prisoner of war). The VA may not consider the age of a veteran or eligibility for retirement benefits when making any determination related to disability rating.

Veterans' Sentinel Act This bill requires the Department of Veterans Affairs (VA) to implement a pilot program establishing a working group in the Office of Mental Health and Suicide Prevention to collect and analyze data regarding on-campus (i.e., on VA property) suicides and on-campus attempted suicides by veterans. The working group is authorized to implement improvements to the process by which the VA collects data related to on-campus suicides to unify the disparate sources of such data. The VA must annually brief Congress regarding the progress and findings of the working group. The bill requires the VA to (1) annually evaluate the statistical trends of suicides and attempted suicides by veterans that occur on VA property, and (2) determine recommendations for preventing such suicides and attempted suicides. Finally, the bill requires the Government Accountability Office to submit a report on (1) the actions the Office of Mental Health and Suicide Prevention has taken to meet the priority objective of the VA with respect to preventing veteran suicide, (2) the challenges the office has faced in making such actions, and (3) recommendations for improvements.

Additionally, the bill requires the VHA to communicate with VA employees who have responsibilities related to homelessness assistance programs regarding (1) the measurement of performance by the VA's Homeless Program Office, and (2) how to obtain and provide feedback about the performance measures.

The coordinator must (1) disseminate to veterans, service members, and their families and caregivers information about the most common fraud schemes, including methods of reporting complaints to the FTC; (2) make complaints immediately available to relevant law enforcement authorities; (3) publish information regarding the FTC's enforcement actions; and (4) maintain a website as a resource for information on fraud targeting those individuals.

If the VA does not provide notification by such date, it may not collect the payment, including through a third-party entity, unless the veteran is provided with (1) information about applying for a waiver and establishing a payment plan with the VA, and (2) an opportunity to make a waiver or establish a payment plan. Finally, the bill requires the VA to review and improve its co-payment billing internal controls and notification procedures.

Sgt. Isaac Woodard, Jr. and Sgt. Joseph H. Maddox GI Bill Restoration Act of 2023 This bill expands eligibility for Post-9/11 GI bill benefits and the Department of Veterans Affairs (VA) home loan program by updating terminology related to certain Black veterans. Specifically, the bill explicitly includes the following individuals as eligible veterans under the programs: Black veterans who served on active duty during World War II and can certify they were denied a specific benefit on the basis of race; and the living surviving spouses, children, grandchildren, or other direct descendants of such veterans described above who can certify the veteran was denied a specific benefit on the basis of race. Eligible veterans must apply for educational or home loan benefits within the five-year period after the bill is enacted. The Government Accountability Office must report on the number of individuals who received VA educational or housing loan benefits due to the amendments made by the bill and the total value of such benefits. Finally, the VA must appoint a panel of independent experts to develop recommendations regarding additional benefits and assistance for female and minority members of the Armed Forces.
