Spina Bifida Health Care Program Expansion Act - Requires the Secretary of Veterans Affairs to provide comprehensive health care coverage through the Department of Veterans Affairs (VA) for a child of a Vietnam veteran who is suffering from spina bifida. (Current law requires the Secretary to provide such child such health care as the Secretary determines is needed by the child for the spina bifida or any disability that is associated with such condition.)

House Reservists Pay Adjustment Act - Requires the Chief Administrative Officer (CAO) of the House of Representatives to pay an eligible House employee, who is also a member of a Reserve component of the Armed Forces, for each active duty month the amount by which the employee's regular compensation from the House would have exceeded (if at all) the total monthly military compensation paid to the employee for the active duty month by the Secretary of Defense. Limits employee eligibility for such adjusted compensation to those employed by the House each day of the 90 days ending on the day on which the employee reports for active duty under an involuntary mobilization order. Requires the CAO to reduce the amount of any payment to such employee for an active duty month by the amount of any pay and allowances received by the individual from any other source as replacement of lost income. Prohibits the CAO from making a required payment under this Act unless the payment, taking into account any reduction, is at least $50. Amends Rule XXIII (Code of Official Conduct) of the Rules of the House of Representatives to declare that nothing in such Rule may be construed to prohibit the disbursement or receipt of any payment authorized under this Act. Amends the Legislative Branch Appropriation Act, 1955 to declare that nothing in the Act may be construed to prohibit the CAO from paying a gratuity to the widow, widower, or heirs-at-law of a House employee who dies during an active duty month.

Colonel Charles Young Home National Historical Site Study Act - Directs the Secretary of the Interior, in consultation with the Secretary of the Army, to conduct a study of the Colonel Charles Young Home, a National Historic Landmark in Xenia, Ohio, and associated locations and museums (the study area) to assess its national significance and the suitability and feasibility of including it as a unit of the National Park System. Requires the Secretary, if the study area meets the criteria for inclusion, to include it as a unit of the System. Provides for: (1) the consideration of an affiliation of the study area with the National Museum of the United States Army, the Buffalo Soldiers National Museum, or other entities associated with Colonel Charles Young in order to focus on his life and the African-American military experience; and (2) an investigation of the historical relationship of the Colonel Charles Young Home with the Underground Railroad.

Appropriates funds for the Department of Veterans Affairs (VA) for: (1) the Veterans Benefits Administration; (2) readjustment benefits; (3) veterans insurance and indemnities; (4) the Veterans Housing Benefit Program Fund; (5) the Vocational Rehabilitation Loans Program; (6) the Native American Veteran Housing Loan Program; (7) guaranteed transitional housing loans for homeless veterans; (8) the Veterans Health Administration; (9) the National Cemetery Administration; (10) the Office of Inspector General; (11) construction for major and minor projects; and (12) grants for the construction of extended care facilities and veterans cemeteries. Appropriates funds for: (1) the American Battle Monuments Commission; (2) the U.S. Court of Appeals for Veterans Claims; (3) DOD cemeterial expenses; and (4) the Armed Forces Retirement Home. Specifies restrictions and authorities regarding the use of funds appropriated in this Act.

Giving Inmate Terrorists More Opportunities (GITMO) Act of 2008 - Directs the Secretary of Defense to immediately transport all enemy combatants detained in Guantanamo Bay, Cuba, to Washington, DC, where the U.S. Supreme Court shall hold such prisoners on Court grounds, confined by adequate fencing. Requires the Secretary to: (1) provide shelter for such detainees outside the Court building, but on Court grounds; (2) provide guards; and (3) implement a system to ensure that the prisoners receive an appropriate amount of food and water. Directs detainees to use the restroom facilities inside the Court building. Allows any of the nine justices to guard the prisoners, or provide them with food and water, whenever they choose. Provides that, if either the Secretary or any of the justices refuses to carry out their duties under this Act, then their respective department or Court shall receive funding for the next fiscal year at half the level appropriated for the current fiscal year, or until such time as the Court no longer desires to micromanage the prisoners.

Amends Rule I (The Speaker) of the Rules of the House of Representatives to authorize the Speaker to issue rules permitting the display outside of the offices of Members, Delegates, and the Resident Commissioner in the House office buildings of tributes to members of the Armed Forces killed in U.S. engagements in Iraq or Afghanistan. Permits current tributes outside of such offices to remain there until such rules are issued.

Directs the Secretary of the military department concerned to provide uncharged leave or a monetary benefit to any member or former member of the Armed Forces who, on any day beginning on January 19, 2007, and ending on the date of implementation of the Post-Deployment/Mobilization Respite Absence program, would have qualified for a day of administrative absence under such program had it been in effect. Makes such benefit: (1) an amount not to exceed $200 for each day, in the case of a former member; and (2) either one day of administrative absence or an amount not to exceed $200, in the case of a current member. Excludes from such benefit any members discharged or released under other than honorable conditions. Sets at 40 the maximum number of days for which such benefit may be provided.

Hubbard Act - Amends federal employment, armed forces, military pay, and veterans' benefits law to authorize the provision of the following benefits to a member of the Armed Forces who is discharged at the member's request pursuant to a Department of Defense (DOD) policy permitting the early discharge of a member who is the only surviving child in a family in which the father or mother, or one or more siblings, served in the Armed Forces and, incident to such service, was killed, died as a result of wounds, accident, or disease, is in a captured or missing in action status, or is permanently disabled: (1) continued payment, through the original agreed-upon service period, of any bonus, incentive, or similar benefit to which the member was entitled during service; (2) separation pay, even though the member has completed less than six years of active service before discharge; (3) transitional health care, on the same basis as an active-duty member, for 180 days after discharge; (4) transitional commissary and exchange benefits, on the same basis as an active-duty member, for two years after discharge; (5) veterans' housing loan, employment and training, and basic educational assistance; (6) federal unemployment compensation; and (7) veteran's preference for federal employment purposes. Amends the Internal Revenue Code to repeal the limitation on contributions to funeral trusts. Makes this Act effective with respect to any such discharge granted after September 11, 2001.

Veteran Voting Support Act - Directs the Secretary of Veterans Affairs to permit a state to designate facilities of the Department of Veterans Affairs (VA) located in the state as voter registration agencies under the National Voter Registration Act of 1993. Requires any VA facility designated as a voter registration agency to: (1) provide information relating to the opportunity to request an absentee ballot; (2) make available absentee ballot applications and absentee ballots upon request, as well as assistance in completing them; and (3) work with local election officials to ensure the proper delivery of such applications and ballots. Directs the Secretary to permit a meaningful opportunity for nonpartisan organizations to provide voter registration information and assistance at VA facilities. Prohibits the Secretary from banning any election administration official, whether state or local, party-affiliated or non-party affiliated, or elected or appointed, from providing nonpartisan voting information to veterans at any VA facility. Directs the Secretary to provide reasonable access to VA facilities to state and local election officials for the purpose of providing nonpartisan voter registration services to individuals.

Prohibits the Administrator of the Environmental Protection Agency (EPA), or a state with an approved National Pollutant Discharge Elimination System (NPDES) permit program under the Federal Water Pollution Control Act, from requiring an NPDES permit for a covered vessel for the next two years for any discharge: (1) of effluent from properly functioning marine engines; (2) of laundry, shower, and galley sink wastes; or (3) that is incidental to the normal operation of a covered vessel. Defines "covered vessel" to mean a vessel that is less than 79 feet in length or a fishing vessel. Requires the Administrator to evaluate the impacts of such discharges, excluding discharges: (1) from a vessel of the Armed Forces; (2) of sewage from a vessel, other than the discharge of graywater from a vessel operating on the Great Lakes; and (3) of ballast water. Provides that such prohibition does not apply with respect to: (1) rubbish, trash, garbage, or other such materials discharged overboard; (2) other discharges when the vessel is operating in a capacity other than as a means of transportation; (3) ballast water discharges; or (4) any discharge that contributes to a violation of a water quality standard or poses an unacceptable risk to human health or the environment.

Providing Real Outreach for Veterans Act of 2008 or PRO-VETS Act of 2008 - Directs the Secretary of Veterans Affairs (Secretary) to enter into an agreement with the Secretary of Defense for the transfer of data to the Secretary for providing members of the Armed Forces and veterans with individualized information concerning veterans' benefits that each member and veteran may be eligible for. Requires the Secretary, after receiving such data, to: (1) compile a list of all benefits for which each member or veteran may be eligible; (2) notify the member or veteran (or their legal representative) of such benefits; and (3) provide a second notification if the member or veteran does not apply for a listed benefit within 60 days, as well as annual notifications thereafter. Requires additional notifications based on changed circumstances. Allows each member or veteran the option to decline further notifications. Directs the Secretary to use transferred data to reduce the amount of information that a member or veteran must provide when applying for benefits. Requires the Secretary of Defense to provide a member or veteran the opportunity to decline authorization for the transfer of information under this Act.

American Energy Act - Deep Ocean Energy Resources Act of 2008 - Amends the Submerged Lands Act (SLA) regarding delineation of offshore state boundaries with respect to the Outer Continental Shelf Lands Act (OCSLA), as well as related oil and gas mineral rights. Amends the Outer Continental Shelf Lands Act to: (1) allow the Secretary of the Interior (Secretary) to grant natural gas leases in the outer Continental Shelf (OCS); and (2) revise provisions concerning oil and gas leases and withdrawals of unleased land. Provides for federal agency coordination with adjacent states on the construction of pipelines for crude oil or petroleum products or natural gas produced from the OCS. Sets forth provisions concerning the application of the National Environmental Policy Act of 1969 to OCS programs. Declares existing federal prohibitions against spending appropriated funds for leasing and preleasing OCS oil and natural gas to be without force or effect. Prohibits a federal agency from permitting certain activities on the federal OCS or in state waters that are incompatible with: (1) oil or natural gas leasing; and (2) full exploration and production of tracts that are geologically prospective for oil or natural gas. Directs the Secretary to establish OCS Regional Headquarters in designated locations. Repeals: (1) the coastal impact assistance program; and (2) the Gulf of Mexico Energy Security Act of 2006. American Energy Independence and Price Reduction Act - Requires the Secretary to establish a competitive oil and gas leasing program that will result in an environmentally sound program for the exploration, development, and production of the Coastal Plain's oil and gas resources. Amends the Alaska National Interest Lands Conservation Act of 1980 to terminate the prohibition against leasing or other development leading to production of oil and gas from the Arctic National Wildlife Refuge. Provides for the authorization of Special Areas to be managed so as to protect and preserve the area's unique and diverse character including its fish, wildlife, and subsistence resource values in the Coastal Plain. Requires the Secretary to designate Sadlerochit Spring as a Special Area. Requires the Secretary to: (1) issue specified rights-of-ways and easements across the Coastal Plain for the transportation of oil and gas; and (2) convey specified estates to the Kaktovik Inupiat Corporation and the Arctic Slope Regional Corporation. Establishes the Coastal Plain Local Government Impact Aid Assistance Fund and the American Renewable and Alternative Energy Trust Fund. Amends the Consolidated Appropriations Act, 2008 to terminate the prohibition against using federal funds to prepare or publish final regulations regarding a commercial leasing program for oil shale resources on public lands or to conduct an oil shale lease sale pursuant to the Energy Policy Act of 2005. Amends the Internal Revenue Code to set forth provisions concerning credits for fuel efficiency, alternative fuel vehicles, energy efficiency, nuclear energy, and renewable energy. Requires the Secretary of Energy to provide awards for activities concerning the: (1) research, development, demonstration, and commercial application of innovative energy technologies and new energy sources; (2) manufacture of midsized sedan automobiles that operate on gasoline and can travel 100 miles per gallon; and (3) manufacture of advanced batteries. Refinery Permit Process Schedule Act - Authorizes the Administrator of the Environmental Protection Agency (EPA) to provide financial assistance to states or tribes to facilitate the hiring of personnel with expertise in federal refinery authorizations. Requires the President to: (1) appoint a federal coordinator to facilitate such authorizations; and (2) designate at least three closed military installations as potentially suitable for the construction of a refinery and at least one for producing biofuel. Amends the Energy Policy Act of 2005 to repeal certain requirements regarding refinery revitalization. Amends the Energy Independence and Security Act of 2007 to repeal restrictions on federal agencies procuring alternative or synthetic fuel for mobility-related uses. Requires the Secretary of the Treasury to auction to the public coal-to-liquid fuel put option contracts. Provides for standby loans for qualifying coal-to-liquid projects. Amends the Nuclear Waste Policy Act of 1982 to revise provisions concerning the recycling and disposal of spent nuclear fuel or high-level radioactive waste.

American Affordable Fuels Act of 2008 - Directs the Administrator of the Environmental Protection Agency (Administrator), upon request, to enter into a domestic fuels facility permitting agreement with the requesting state or Indian tribe under which the process for obtaining all permits necessary for the construction and operation of a domestic fuels facility shall be improved using a systematic interdisciplinary multimedia approach. Directs the Secretary of Commerce and the Economic Development Administration, in making community assistance grants to communities whose economies are injured by military base closures or realignments, to give priority to projects to support commercial-scale cellulosic biomass ethanol projects and coal-to-liquids facilities. Directs the Securities and Exchange Commission (SEC) to appoint a task force to report to Congress on: (1) modernization of the SEC hydrocarbon reserves disclosures classification system; and (2) creation of a renewable reserves classification system for cellulosic biofuels feedstocks. Amends the Internal Revenue Code to extend: (1) the taxpayer election to expense certain refineries; and (2) the special allowance for cellulosic biomass ethanol plant property to all cellulosic biofuel plant property. Amends the Submerged Lands Act (SLA) to: (1) modify the seaward boundaries of states to 12 miles offshore; and (2) exclude from the rights of states, and declare federal, oil and gas mineral rights for land beneath navigable waters located within specified expanded offshore state seaward boundaries. Amends the Outer Continental Shelf Lands Act (OCSLA) to: (1) modify the determination of Adjacent Zones and Planning Areas in the outer Continental Shelf (OCS) subsoil and seabed; (2) authorize the Secretary of the Interior to grant natural gas leases; (3) modify the OCS leasing program; and (4) require the concurrence of the adjacent state for any construction of a petroleum pipeline within the part of its Adjacent Zone withdrawn from oil and gas or natural gas leasing. Establishes the Federal Energy Natural Resources Enhancement Program to manage wildlife and natural resources related to energy and minerals development on federal lands. Declares without force or effect all existing federal prohibitions against spending appropriated funds for leasing and preleasing OCS oil and natural gas. Requires the Secretary to repurchase and cancel certain federal oil and gas, geothermal, coal, oil shale, tar sands, or other mineral leases, whether onshore or offshore. Redesignates the Minerals Management Service as the National Ocean Resources and Royalty Service. Rigs to Reefs Act of 2008 - Amends the OCSLA to prescribe requirements for the use of decommissioned offshore oil and gas platforms for an artificial reef, scientific research, or other authorized uses. Amends the Energy Policy Act of 2005 to repeal the requirement to conduct a comprehensive inventory of OCS oil and natural gas resources. Directs the Secretary of the Interior to provide funds to certain institutions of higher education that maintain engineering programs for petroleum, mining, or mineral engineering. Establishes in the Department of the Interior the Office of Petroleum and Mining Schools. Instructs the Secretary to establish a Committee on Petroleum, Mining, and Mineral Engineering and Energy and Mineral Resource Education. Establishes a Physical Science, Engineering, and Technology Scholarship Program. National Geo Fund Act of 2008 - Directs the Secretary to establish a program for production of: (1) fuels from strategic unconventional resources; and (2) oil and gas resources using CO2 enhanced recovery. Directs the Secretary to establish grant programs for production of: (1) geothermal and geopressure oil and gas energy; (2) liquid fuels; and (3) renewable energy from ocean waves, currents, and thermal resources. Amends OCSLA to repeal the coastal impact assistance program. Amends the Energy Policy Act of 2005 to repeal the requirement for payments for oil shale and tar sands leases. Amends the Mineral Leasing Act to prescribe requirements for treatment of oil shale or tar sands lease revenues and royalty rates for commercial leases. Repeals the Gulf of Mexico Energy Security Act of 2006. Sets forth a leasing program for exploration, leasing, development, production, and transportation of oil and gas in and from the Coastal Plain (Alaska). Amends the Alaska National Interest Lands Conservation Act to repeal the prohibition against production of oil and gas from the Arctic National Wildlife Refuge (ANWR). Establishes the Coastal Plain Local Government Impact Aid Assistance Fund within the Alaska state treasury. Prohibits exportation of oil or gas produced under a lease issued under this Act. Amends the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2008, to repeal the prohibition against final regulations for a commercial leasing program for oil shale resources on public land. Amends the Energy Independence and Security Act of 2007 to repeal the limitation placed upon a federal contract for procurement of an alternative or synthetic fuel (including fuel produced from nonconventional petroleum sources) for any mobility-related use. Amends the Internal Revenue Code to: (1) eliminate the taxable income limit on percentage depletion for oil and natural gas produced from marginal wells; and (2) allow a new qualified alternative fuel motor vehicle credit for dual fueled automobiles. Amends the Clean Air Act to: (1) redefine renewable fuel to include renewable and nonrenewable natural gas (NG), including compressed natural (CNG) and liquefied natural gas (LNG); and (2) require fuel credit program regulations to provide for generation of credits for renewable and nonrenewable natural gas. Directs the Secretary of Energy, in coordination with the Administrator of the Environmental Protection Agency (EPA), to conduct a program of natural gas vehicle research, development, and demonstration, with a particular emphasis on streamlining the certification of NG conversion systems. Directs the EPA Administrator to: (1) establish a demonstration program to assist states in facilitating the development of alternative-fueled vehicles; and (2) waive requirements for recertification of certain kits for the conversion of vehicles to NG.

Relief Now on the Road to Renewable Energy Act of 2008 - Instructs the Secretary of the Treasury to promulgate certain tax regulations relating to election to expense certain refineries. Provides for tax-exempt financing of domestic use oil refinery facilities. Instructs the President to designate sites for oil or natural gas refineries on federal lands, including closed military installations. Prohibits the Nuclear Regulatory Commission (NRC) from denying an application for a license or permit based upon either insufficient capacity or nonavailability for disposal of spent nuclear fuel or high-level radioactive waste. Amends the Internal Revenue Code to: (1) modify the business-related credit for the American Society of Mechanical Engineers (ASME) nuclear component certification; (2) apply the tax credit for producing fuel from nonconventional sources to gas produced onshore from formations more than 15,000 feet deep; and (3) grant a tax credit for carbon dioxide captured from industrial sources and used as tertiary injectant in enhanced oil and natural gas recovery. Terminates congressional moratoria on oil and gas development on the Outer Continental Shelf (OCS). American-Made Energy and Good Jobs Act - Sets forth an oil and gas leasing program on the Arctic Coastal Plain, that includes: (1) federal and state distribution of revenues; (2) rights-of-way across the Coastal Plain; and (3) local government impact aid and community service assistance. Amends the Internal Revenue Code to provide: (1) a tax deduction for certain commuting expenses of individuals; and (2) a tax credit for fuel expenses of truckers. Coal-to-Liquid Fuel Promotion Act of 2008 - Amends the Energy Policy Act of 2005 to instruct the Secretary of Energy to establish a coal-to-liquid facilities loan program. Amends the Energy Policy and Conservation Act to authorize the Secretary to: (1) construct storage facilities in the vicinity of pipeline infrastructure and at least one military base; and (2) acquire coal-to-liquid products for storage, transport, or exchange. Authorizes appropriations for the Air Force Research Laboratory to test and procure synthetic fuels developed from coal for aviation jet use. Authorizes the Secretary of Defense to enter into agreements to develop and operate coal-to-liquid facilities on or near military installations. Authorizes the Secretary of Energy to implement a program to evaluate emissions of Fischer-Tropsch products used as transportation fuel. Amends the Internal Revenue Code to: (1) provide a tax credit for investment in coal-to-liquid fuels projects; (2) authorize taxpayer election to expense certain coal-to-liquid fuels facilities; (3) extend the alternative fuel credit for fuel derived from coal through the Fischer-Tropsch process; (4) provide enhanced credit for projects using qualified carbon dioxide; (5) prescribe special rules for enhanced oil, natural gas, and coalbed methane recovery, and the capture and sequestration credit against the alternative minimum tax; and (6) modify the tax credit for energy efficient vehicles. Clean Energy Tax Stimulus Act of 2008 - Amends the Internal Revenue Code to extend and modify the tax credit for: (1) renewable energy production, including solar energy and fuel cell investment; (2) residential energy efficient property; (3) clean renewable energy bonds; and (4) wind production. Extends and modifies the tax credit for: (1) energy efficiency improvements to existing homes; (2) energy efficient new homes; (3) certain energy efficient appliances; and (4) energy efficient commercial buildings. Sets forth an investment tax credit for oil shale extraction and processing using in-situ conversion technology. Amends the Federal Land Policy and Management Act of 1976 to authorize the Secretary of the Interior to lease certain public lands for production of renewable biomass for biofuels.

Vessel Hull Design Protection Amendments of 2008 - Amends federal copyright law to specify that the design of a vessel's hull, deck, or combination of a hull and deck, including a plug or mold are protected (currently, only the design of the vessel hull is protected, including a plug or mold). Requires that Department of Defense (DOD) rights in a registered design, including the right to build to such a design, be determined solely by provisions of federal Armed Forces law relating to rights in technical data or by the instrument under which the design was developed for the U.S. government. Redefines "useful article" and "hull." Defines "deck" as the horizontal surface of the vessel that covers the hull, including exterior cabin and cockpit surfaces, and exclusive of masts, sails, yards, rigging, hardware, fixtures, and other attachments.

Justice Integrity Act of 2008 - Requires the Attorney General to: (1) establish a pilot program in 10 U.S. districts to promote fairness and the perception of fairness in the federal criminal justice system and to determine whether legislation is required; and (2) designate a U.S. attorney in each of the districts to implement a plan for carrying out such pilot program. Requires each U.S. attorney designated to implement a pilot program to appoint an advisory group consisting of judges, prosecutors, defense attorneys, and other individuals and entities who play an important role in the criminal justice system. Requires each advisory group to: (1) collect and analyze data on the race and ethnicity of defendants at each stage of a criminal proceeding; (2) seek to determine causes of racial and ethnic disparities in the criminal justice process; and (3) submit to the U.S. attorney a report and proposed plan for addressing such disparities. Requires each U.S. attorney to annually evaluate the efficacy of a plan submitted by an advisory group. Requires the Attorney General to: (1) prepare a comprehensive report on all advisory group plans and submit such report and plans to Congress; and (2) exercise continuing oversight of the criminal justice system to reduce unwarranted racial and ethnic disparities and improve such system.

Enhanced Partnership with Pakistan Act of 2008 - Authorizes FY2009-FY2013 appropriations for assistance to Pakistan under the Foreign Assistance Act of 1961 for projects to benefit the people of Pakistan, including projects that promote: (1) democratic governance; (2) economic freedom and growth; and (3) investments in people, and particularly, women and children. Limits certain military assistance and arms transfers to Pakistan until the Secretary of State certifies that Pakistan's security forces: (1) are making concerted efforts to prevent al Qaeda and the Taliban from operating in Pakistan's territory; and (2) are not materially interfering in Pakistan's political or judicial processes. Directs the Secretary to develop a comprehensive, cross-border strategy for working with the government of Pakistan, the government of Afghanistan, the North Atlantic Treaty Alliance (NATO), and other allies to implement effective counterterrorism and counterinsurgency measurers along the border areas of Pakistan and Afghanistan.

Providing Real Outreach for Veterans Act of 2008 or PRO-VETS Act of 2008 - Directs the Secretary of Veterans Affairs (Secretary) to enter into an agreement with the Secretary of Defense for the transfer of data to the Secretary for providing members of the Armed Forces and veterans with individualized information concerning veterans' benefits that each member and veteran may be eligible for. Requires the Secretary, after receiving such data, to: (1) compile a list of all benefits for which each member or veteran may be eligible; (2) notify the member or veteran (or their legal representative) of such benefits; and (3) provide a second notification if the member or veteran does not apply for a listed benefit within 60 days, as well as annual notifications thereafter. Requires additional notifications based on changed circumstances. Allows each member or veteran the option to decline further notifications. Directs the Secretary to use transferred data to reduce the amount of information that a member or veteran must provide when applying for benefits. Requires the Secretary of Defense to provide a member or veteran the opportunity to decline authorization for the transfer of information under this Act.

Approves specified expenditures from the Bonneville Power Administration Fund. Appropriates funds for operation and maintenance of: (1) the Southeastern Power Administration; (2) the Southwestern Power Administration; (3) the Western Area Power Administration; (4) the Falcon and Amistad Dams. Port Chicago Naval Magazine National Memorial Enhancement Act of 2008 - Amends the Port Chicago National Memorial Act of 1992 to require the Secretary of the Interior to administer the Port Chicago Naval Magazine National Memorial (Memorial) as a unit of the National Park System. Directs the Secretary of Defense to transfer certain land within the Memorial to the administrative jurisdiction of the Secretary of the Interior if: (1) the land is excess to military needs; and (2) the Administrator of the Environmental Protection Agency (EPA) makes certain determinations relating to the protection of human health and the environment. Authorizes the Secretary of the Interior to enter into an agreement with the City of Concord, California, and the East Bay Regional Park District, to establish and operate a facility for visitor orientation and parking, administrative offices, and curatorial storage for the Memorial. Expresses the sense of Congress with respect to environmental remediation and repair of the Memorial.

Requires the Secretary to reimburse a qualified volunteer fire department for 75% of the difference between: (1) the actual expenditures of the department for gasoline and diesel fuel for a year; and (2) the amount that such expenditures would have been using the baseline fuel costs. Directs each qualified volunteer fire department seeking reimbursement to submit to the Secretary at the end of each year: (1) all of its receipts and bills of sales documenting the amounts of gasoline and diesel fuel purchased during that year; and (2) a sum total of the aggregate number of gallons and the costs of gasoline and diesel fuel purchased.
