Gerald's Law Act This bill requires the Department of Veterans Affairs (VA) to provide a burial and funeral allowance for a veteran who dies from a non-service-connected disability in a home or other setting at which the veteran was receiving VA hospice care (if such care was directly preceded by VA hospital or nursing home care).

Defense Export Promotion Of Relevant Technology and Supplies Act or the Defense EXPORTS Act This bill provides funding to (1) develop program protection strategies for Department of Defense systems that may be exported, (2) design and incorporate exportability features into such systems during the research and development phases of such systems, and (3) integrate design features that enhance interoperability of such systems with those of friendly foreign countries.

Preserving the Gulf Test Range to Ensure Military Readiness Act This bill establishes a moratorium on energy development (e.g., offshore wind development) in specified areas of the Gulf of Mexico until June 30, 2032. Until that date, the Department of the Interior may not conduct certain energy development activities in any area east of the Military Mission Line in the Gulf of Mexico. The moratorium also applies to other areas of the Outer Continental Shelf—the South Atlantic Planning Area, the Straits of Florida Planning Area, or any area west of the Military Mission Line in the Gulf of Mexico—if energy exploration, leasing, or development in that area has been identified as having any adverse effect on national security, military readiness, or the Department of Defense's testing capabilities. However, Interior may issue leases in those areas for environmental conservation purposes, including the purposes of shore protection, beach nourishment and restoration, wetlands restoration, and habitat protection.

Buttressing Our National Defense Act of 2022 or the BOND Act of 2022 This bill amends provisions related to the detention of non-U.S. nationals ( aliens under federal law). For example, the bill (1) increases to $3,000 (currently $1,500) the minimum amount of a security bond that the Department of Homeland Security may require before releasing a detained non-U.S. national from custody while a decision is pending as to whether to remove that non-U.S. national from the United States, (2) allows for the detention of a non-U.S. national who is a suspected terrorist for up to 30 days (currently 7 days) before that individual must be placed in removal proceedings or charged with a crime, and (3) increases the length of time such an individual may be detained.

This bill requires that the service of specified U.S. merchant marines be considered as active duty for purposes of determining the individual's eligibility for veterans benefits. Specifically, the bill applies to merchant marines who served as crewmembers of vessels in oceangoing service during the Vietnam Era in the Southeast Asia theater of operations and receive a certificate of honorable discharge.

TCJA Permanency Act This bill makes permanent provisions affecting individual and business taxpayers that were enacted in 2017 by the Tax Cuts and Jobs Act and are scheduled to expire at the end of 2025. The bill makes permanent reductions in individual and capital gain tax rates. The bill increases the standard tax deduction for individual taxpayers. It also increases and modifies the child tax credit and raises the contribution base for the tax deduction for charitable contributions. The bill allows additional contributions to ABLE accounts (tax-exempt accounts designed to enable individuals with disabilities to save and pay for disability-related expenses). It exempts from taxation combat zone benefits of members of the Armed Forces serving in the Sinai Peninsula of Egypt and limits the deduction for moving expenses to active duty members of the Armed Forces. Additionally, the bill expands the types of elementary and secondary school expenses eligible for payment from qualified tuition programs (529 programs); lowers to $750,000 the amount of mortgage debt eligible for an interest expense tax deduction; reinstates after 2023 the exclusion of income from the gross income of student loan borrowers for loan debt discharged due to death or total and permanent disability; makes permanent the limitation on the tax deduction for state and local taxes and denies a deduction for foreign real property taxes; makes permanent the tax deduction of the income of certain pass-through business entities; repeals the tax deduction for personal tax exemptions and the exclusion of employer-provided bicycle commuter fringe benefits; terminates certain miscellaneous itemized tax deductions; doubles the estate and gift tax exemption amount; and makes permanent the increase of the alternative minimum tax exemption amount for individual taxpayers.

Access to Reproductive Care for Servicemembers Act This bill establishes leave policies for the military departments regarding abortion care for members of the Armed Forces, including policy elements related to privacy. Additionally, the bill requires the military departments to reimburse members for travel costs incurred if a member must travel to a different jurisdiction for an abortion. Under the bill, no member may be subject to any adverse action for requesting or taking leave in relation to abortion care.

Protections for Student Veterans Act of 2022 This bill authorizes covered individuals who are utilizing Department of Veterans Affairs educational assistance benefits to withdraw or take a leave of absence after they receive orders for active service, inactive-duty training, or state active duty. A covered individual means a member of the Armed Forces (including reserve components) or the spouse of such a member. Institutions of higher education are prohibited from taking adverse actions against such individuals for withdrawing or taking a leave of absence, including assigning a failing grade, reducing the individual's grade point average, characterizing any absence as unexcused, or assessing financial penalties. The bill requires institutions of higher education to refund all tuition and fees (including for housing) for the academic term for which the individual withdraws. In situations where the individual takes a leave of absence, the institution of higher education must assign a grade of incomplete for the applicable term and permit the individual to complete the academic term after the period of service.

SBIR and STTR Extension Act of 2022 This bill reauthorizes through FY2025 and modifies the Small Business Innovation Research (SBIR) program, the Small Business Technology Transfer (STTR) program, and related pilot programs. The SBIR and STTR programs are administered by various federal agencies and provide competitive awards for domestic small businesses to conduct research and development projects that have the potential for commercialization. The bill requires agencies with an SBIR or STTR program to assess the security risks presented by applicants with financial ties or obligations to certain foreign countries. The programs may not make awards to businesses with certain connections to foreign entities. Additionally, businesses with more than a specified number of prior awards must meet expanded minimum performance standards. The Small Business Administration's Office of Inspector General must audit the small businesses subject to these expanded performance standards. The bill also establishes various reporting requirements, including directing the Department of Defense, the Department of Energy, the Department of Health and Human Services, and the National Science Foundation to assess the national security and research and integrity risks of the SBIR and STTR programs. The Government Accountability Office must evaluate and report on aspects of the programs such as the subcontracting practices of award recipients.

Food Security for All Veterans Act This bill establishes the Office of Food Security within the Department of Veterans Affairs to, among other duties, provide information to veterans concerning the eligibility requirements for federal nutrition assistance programs and develop policies to identify and treat veterans experiencing food insecurity.

Expanding Home Loans for Guard and Reservists Act This bill revises a provision that makes full-time National Guard members who serve for a specified period eligible for home loans from the Department of Veterans Affairs to instead make any individual who performed active service for the specified period eligible for the loans.

This bill requires the Department of Defense to submit a report outlining its plan to provide alternative water sources to affected communities surrounding military installations with levels of perfluoroalkyl substances that have been determined to be above the lifetime health advisory for contamination (as issued by the Environmental Protection Agency on June 21, 2022).

This bill authorizes the Department of Defense to award cash and other prizes to recognize outstanding achievements in the development of personal protective firefighting equipment (e.g., turnout gear pants) that does not contain an intentionally added perfluoroalkyl or polyfluoroalkyl substance, commonly known as PFAS. These substances are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing.

This bill requires the Department of Defense to notify the congressional defense committees, the Speaker of the House of Representatives, the majority leader of the Senate, the minority leader of the House of Representatives, and the minority leader of the Senate (in such order) upon the receipt of an order (and prior to implementation) by the President to use nuclear weapons without a declaration of war by Congress.

This bill requires the Office of the Under Secretary of Defense for Acquisition and Sustainment of the Department of Defense (DOD) to brief Congress on the feasibility of expanding the cooperation between DOD and allies and partners of the United States regarding critical minerals. Additionally, DOD must submit a strategy for expanding the collaboration between DOD and allies and partners of the United States to strengthen the supply chains for critical minerals and address the risks to such supply chains.

This bill authorizes the Department of Defense (DOD), in addressing specified elements of the national defense strategy (i.e., priority missions and the assumed strategic environment), to seek the advice and views of the congressional defense committees, through the chair and ranking members of the committees. Any advice and views may be submitted to DOD in writing and must be published as an annex to the national defense strategy.

This bill requires the Department of Defense (DOD) to submit, at the same time the President submits the budget to Congress, a report containing specified elements on the programs and activities of DOD that received funding through the National Defense Authorization Act for FY2023 or the Defense Appropriations Act, FY2023, in an amount that exceeded the amount requested for the activity or program in the budget submitted by the President for FY2023.

Tracking and Reporting Absent Community-Members Everywhere Act or the TRACE Act This bill requires the National Institute of Justice to include additional data categories in the National Missing and Unidentified Persons System (NamUs), including information about persons who go missing on federal land. It also requires the Departments of Agriculture, Interior, and Defense to report existing missing persons cases on their federal land to NamUs.

End Veteran Hunger Act of 2022 This bill requires the Department of Veterans Affairs to implement a five-year pilot program to make grants to eligible entities (e.g., nonprofit organizations, veterans service organizations, or government agencies) to support partnerships that address food insecurity among veterans and their family members, including veterans who utilize Vet Center services and those who have recently transitioned from serving as members of the Armed Forces to civilian life.

Accelerating Arms Transfers to Taiwan Act This bill adds Taiwan to the statutory list of high priority countries for transferring defense articles, directs the Department of Defense to use the Special Defense Acquisition Fund for defense articles to Taiwan, and eliminates restrictions on the stockpiling of defense articles in Taiwan.

Early Pell Promise Act This bill authorizes the Department of Education (ED) to carry out an Early Federal Pell Grant Commitment Program under which ED must make a commitment to award Pell Grants to certain students. To be eligible to receive a commitment, the student must be in grades 8-12 and a member of a household receiving assistance under the Supplemental Nutrition Assistance Program (SNAP). Pursuant to a commitment, the student shall receive a Pell Grant during the first two academic years of attendance at an institution of higher education (IHE) as an undergraduate if the student files the Free Application for Federal Student Aid (FAFSA) form for the award year in which the student will be in attendance at the IHE, and enrolls at the IHE not later than one year after receiving a secondary school diploma or not later than three years after release from the Armed Forces.

American Defense Programs, Logistics, and Acquisitions for our Nation's Security Act of 2022 or the American Defense PLANS Act of 2022 This bill requires the Department of Defense (DOD) to enter into an arrangement with a federally funded research and development center to conduct a study of the programs, acquisitions, and budget of DOD and make recommendations regarding how DOD can ensure program development cycles and acquisition of new technologies keep pace with the rate at which DOD technologies become outdated or are replaced.

Healthcare Cybersecurity Act of 2022 This bill requires the Cybersecurity and Infrastructure Security Agency (CISA) to undertake activities to improve the cybersecurity of the health care and public health sector. Specifically, CISA must collaborate with the Department of Health and Human Services (HHS) to improve cybersecurity in that sector. This includes making resources, including cyber-threat indicators and appropriate defense measures, available to federal and nonfederal entities that receive information through HHS programs. In addition, CISA must provide training on cybersecurity risks and mitigation strategies to owners of assets in the health care and public health sector. CISA must also conduct a study on cybersecurity risks in the health care and public health sector. The study must address, among other topics, the impact of the risks on rural entities and small- and medium-sized entities, cybersecurity workforce shortages in the sector, and challenges related to the COVID-19 emergency.

Air Force Rated Officer Retention Program Act This bill requires the Department of Defense to establish and carry out a demonstration program within the Department of the Air Force to assess and improve retention on active duty in the Air Force of rated officers, excluding those officers with a reserve appointment in the Air National Guard or Air Force Reserve whose continued service on active duty would be in the best interest of the Department of the Air Force and who have not more than three years and not less than one year remaining on a specified active duty service obligation.

Cobalt Optimizes Batteries And Leading Technologies Act of 2022 or the COBALT Act of 2022 This bill provides funding through the Defense Production Act Fund to increase stocks of domestically refined cobalt in the National Defense Stockpile. (The Defense Production Act of 1950 confers on the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods needed for the national defense.)

Military to Mariners Act of 2022 This bill modifies requirements related to U.S. Merchant Marine credentials for veterans and members of the uniformed services. Specifically, the bill requires the U.S. Coast Guard to review and examine all current procedures for issuing credentials for applicants who are veterans and members of the uniformed services seeking to become merchant mariners; provide the availability for a fully internet-based application process for a merchant mariner credential; issue new regulations to reduce the paperwork, delay, and other burdens for applicants for a merchant mariner credential who are veterans and members of the uniformed services and increase the percentages of time equivalent to sea service for such applicants; reduce burdens and create a means of alternative compliance to demonstrate instructor competency for Standards of Training, Certification and Watchkeeping for Seafarers courses; and assess the use of the SkillBridge program of the Department of Defense as a means for transitioning active duty sea service personnel toward employment as a merchant mariner.

Love Lives On Act of 2022 This bill extends various benefit programs and services for surviving spouses of deceased members of the Armed Forces or veterans, including by extending entitlement to dependency and indemnity compensation to surviving spouses who remarry, continuing eligibility for the Survivor Benefit Plan for certain surviving spouses who remarry, and providing commissary and exchange privileges to surviving spouses, regardless of marital status.

Taiwan Symbols of Sovereignty (SOS) Act of 2022 This bill directs the Department of State and the Department of Defense to permit representatives from Taiwan's government and armed forces to display Taiwan's flag and military insignia at U.S. government-hosted functions. (The U.S.-Taiwan relationship has been unofficial since 1979, when the United States established diplomatic relations with China and broke them with Taiwan.)

Protecting Our Homeland from Chinese Espionage Act This bill requires Department of Homeland Security (DHS) contractors to disclose relevant commercial ties with covered Chinese entities. DHS must terminate a contract with a contractor if, based on a disclosure required by this bill, DHS determines that continuation of the contract violates federal law or is not in the public's interest. The bill defines covered entity to include the Chinese government, the Chinese Communist Party, the Chinese military, and entities that have certain connections to China.

Securing American Acquisitions, Readiness, and Military Stockpiles Act of 2022 or the Securing American ARMS Act of 2022 This bill provides that acquisition procedures other than competitive procedures may be used to (1) replenish United States stockpiles with like defense articles when stockpiles are diminished as a result of the response to an armed attack by a foreign adversary against a U.S. ally or partner, or (2) contract for the movement or delivery of defense articles transferred to such ally or partner through the President's drawdown authorities in connection with such response, provided that the United States is not a party to the hostilities. The head of the applicable agency must provide the congressional defense committees written notification of the use of such procedures within one week after such use.

This concurrent resolution (1) calls on the Members of Congress and all people of the United States to observe September 11, 2022, as a National Day of Service and Remembrance in honor of those who lost their lives or were injured in the September 11, 2001, attacks and in tribute to those who came to the aid of those in need and to the defense of the United States; and (2) recognizes the heroic actions of first responders and other citizens in New York, New York, the District of Columbia, and Shanksville, Pennsylvania.
