Strengthening our Servicemembers with Milk Act This bill requires the Department of Defense (DOD) to provide varieties of fluid or powdered milk (e.g., unflavored or organic) to members of the Armed Forces at dining facilities on military installations. Under the bill, DOD is prohibited from purchasing such milk from an entity owned or controlled by a foreign adversary.

Homeward Bound Act This bill allows dogs under six months of age, and dogs without microchips born before the bill becomes law, to be imported into the United States from low-risk countries for rabies. The bill delays the applicability of new requirements on importing dogs for certain government personnel importing dogs from low-risk countries, and for service animals imported from low-risk countries.  On May 13, 2024, the Centers for Disease Control and Prevention (CDC) published a rule adding new requirements for importing dogs to prevent the reintroduction and spread of rabies. The rule, among other things, requires that every dog imported into the United States must be at least six months of age and must have a microchip implanted. The bill requires the CDC to revise the rule so that dogs of any age may be imported from low-risk countries for rabies, and so that dogs imported from low-risk countries do not need a microchip if born before the bill becomes law. In addition, the bill delays the applicability of the rule by 18 months for (1) members of the Armed Forces stationed in a foreign country, personnel serving at a diplomatic or consular post, and their families seeking to import a dog from a low-risk country; and (2) individuals seeking to import service animals from low-risk countries.

Pay Our Troops Act This bill provides continuing appropriations for military pay for any period during which interim or full-year appropriations for FY2025 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2025 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service during the period; and (2) civilian employees and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard when the Coast Guard is not operating as a service in the Department of the Navy) who are providing support to such members of the Armed Forces. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2026.

Low Income Housing for Defense Communities Act

Low Income Housing for Defense Communities Act This bill broadens the exclusion of amounts received by members of the Armed Forces as a basic allowance for housing from income for purposes of meeting the income requirements of the low-income housing tax credit (LIHTC). This bill also increases the basis of properties developed within 15 miles of large military installations, generally making the developer of the property eligible for a larger LIHTC. Under current law, to be eligible for the LIHTC, properties must rent a percentage of units to individuals with incomes equal to or less than a percentage of an area’s median gross income (often referred to as the set-aside test). For purposes of calculating an individual’s income to determine if it is equal or less than an area’s median gross income, the basic allowance for housing received by members of the Armed Forces is excluded only if the property is in a specific location that meets requirements related to population growth for a defined time period.  This bill excludes amounts received by members of the Armed Forces as a basic housing allowance in determining their income and eligibility for low-income housing, without restrictions on the location of the property or population growth of the location.  Finally, this bill treats properties developed within 15 miles of a large military installation as located in a difficult development area, which qualifies the property for an increased basis of 130% (instead of 100%) and generally increases the amount of the LIHTC.

Federal Acquisition Security Council Improvement Act of 2024

Federal Acquisition Security Council Improvement Act of 2024 This bill revises the structure and function of the Federal Acquisition Security Council (FASC), including by authorizing FASC to declare certain vendors associated with foreign adversaries ineligible to participate in federal procurement. Specifically, Congress may designate for FASC review vendors (1) that are operating on behalf of, or are subject to the jurisdiction or control of, foreign adversaries; or (2) that pose a risk to national security based on their association with a foreign adversary’s military or intelligence forces. The covered foreign adversaries are China, Iran, North Korea, and Russia. FASC must review each designated vendor to determine whether to issue an order excluding the vendor from executive agencies’ procurement actions or requiring covered articles produced or provided by the vendor to be removed from agencies’ information systems. (Currently,  c overed articles include telecommunications equipment and services, information technology and information processing, and other systems or devices that include information technology.) Vendors subject to an exclusion or removal order may submit information in opposition for FASC’s consideration before the order is finalized.  Separately, the bill broadens FASC’s functions related to supply chain risk to include a focus on acquisition security and risks associated with the procurement and use of covered articles.  The bill also reallocates authorized funding for FASC from the Office of Management and Budget to the Office of the National Cyber Director (ONCD), and establishes a FASC program office within ONCD to provide subject matter expertise and administrative and legal support.

Continuing Appropriations and Other Matters Act, 2025 This bill provides continuing FY2025 appropriations for federal agencies, provides emergency funding for disaster relief, extends various expiring programs and authorities, and modifies voter registration requirements for federal elections. Specifically, the bill provides continuing FY2025 appropriations to federal agencies through the earlier of March 28, 2025, or the enactment of the applicable appropriations act. It is known as a continuing resolution (CR) and prevents a government shutdown that would otherwise occur if the FY2025 appropriations bills have not been enacted when FY2025 begins on October 1, 2024.  The CR funds most programs and activities at the FY2024 levels with several exceptions that provide funding flexibility and additional appropriations for various programs. For example, the bill provides (1) additional funding to the Department of Defense (DOD) for the Virginia Class Submarine program, and (2) emergency funding to the Federal Emergency Management Agency for the Disaster Relief Fund. In addition, the bill extends several expiring programs and authorities, including the National Flood Insurance Program, the Department of Agriculture's Livestock Mandatory Reporting program, DOD's authority to use funds for certain military construction projects, and the authority for states to use timber sale revenues received under Good Neighbor Agreements.  The bill also prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship.
