Justice for 9/11 Act This bill provides that any plea agreement entered into by Khalid Shaikh Mohammad, Walid Muhammad Salih Mubarak Bin ‘Attash, or Mustafa Ahmed Adam al Hawsawi for actions involving the terrorist attack on September 11, 2001, and its related judgment must not preclude the trial of such individuals under other provisions of law for that attack. In any trial of such individuals, the death penalty must be available. In the case of any sentence imposed on Khalid Shaikh Mohammad, Walid Muhammad Salih Mubarak Bin ‘Attash, or Mustafa Ahmed Adam al Hawsawi, the individual must (1) be held at U.S. Naval Station, Guantanamo Bay, Cuba, in solitary confinement; (2) not be provided contact with foreign nationals; (3) not be provided with psychological treatment except that specifically authorized by medical authorities at Guantanamo Bay; and (4) not be transferred to the continental United States or any other country.

Energy and Water Development and Related Agencies Appropriations Act, 2025 This bill provides FY2025 appropriations for U.S. Army Corps of Engineers civil works projects, the Department of the Interior's Bureau of Reclamation, the Department of Energy (DOE), and several independent agencies. The bill provides appropriations for U.S. Army Corps of Engineers civil works projects, including for Investigations; Planning, Engineering, and Design; Construction; Mississippi River and Tributaries; Operation and Maintenance; the Regulatory Program; the Formerly Utilized Sites Remedial Action Program; Flood Control and Coastal Emergencies; Expenses; the Office of the Assistant Secretary of the Army for Civil Works; and the Water Infrastructure Finance and Innovation Program. The bill provides appropriations to the Department of the Interior for the Central Utah Project and the Bureau of Reclamation. The bill provides appropriations to DOE for energy programs, including Energy Efficiency and Renewable Energy; Manufacturing and Energy Supply Chains; Cybersecurity, Energy Security, and Emergency Response; Electricity; Grid Deployment; Nuclear Energy; Fossil Energy and Carbon Management; Energy Projects; Naval Petroleum and Oil Shale Reserves; the Strategic Petroleum Reserve; the Northeast Home Heating Oil Reserve; the Energy Information Administration; Non-Defense Environmental Cleanup; the Uranium Enrichment Decontamination and Decommissioning Fund; Science; Nuclear Waste Disposal; Technology Coordination and Commercialization; Clean Energy Demonstrations; the Advanced Research Projects Agency—Energy; the Title 17 Innovative Technology Loan Guarantee Program; the Advanced Technology Vehicles Manufacturing Loan Program; the Tribal Energy Loan Guarantee Program; Indian Energy Policy and Programs; Departmental Administration; and the Office of the Inspector General. The bill also provides appropriations to DOE for Atomic Energy Defense Activities of the National Nuclear Security Administration, Environmental and Other Defense Activities, and the Power Marketing Administrations. The bill provides appropriations to several independent agencies, including the Federal Energy Regulatory Commission and the Nuclear Regulatory Commission. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

Department of Defense Appropriations Act, 2025 This bill provides FY2025 appropriations to the Department of Defense (DOD) for military activities. (The bill excludes military construction, military family housing, civil works projects of the Army Corps of Engineers, and nuclear warheads, which are all included in other appropriations bills.) Within the DOD budget, the bill provides appropriations for Military Personnel; Operation and Maintenance; Procurement; Research, Development, Test and Evaluation; and Revolving and Management Funds. The bill provides appropriations for Other Department of Defense Programs, including the Defense Health Program, Chemical Agents and Munitions Destruction, Drug Interdiction and Counter-Drug Activities, and the Office of the Inspector General. In addition, the bill provides appropriations for Related Agencies, including (1) the Central Intelligence Agency Retirement and Disability System Fund, and (2) the Intelligence Community Management Account. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

American Cures Act This bill permanently funds several federal agencies and programs that perform biomedical research. The bill provides specified funding for the National Institutes of Health, the Centers for Disease Control and Prevention, the Department of Defense health program, and the Department of Veterans Affairs medical and prosthetics research program. The bill exempts the funding from sequestration, which is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals. It also exempts the budgetary effects of the funding from the Statutory Pay-As-You-Go (PAYGO) Act of 2010 and the Senate PAYGO rule.

Stop Copay Overpay Act This bill prohibits the Department of Defense (DOD) from charging a covered individual (i.e., individuals enrolled under the TRICARE program) a co-payment exceeding a certain rate for an outpatient visit for mental health or behavioral health under the TRICARE program, regardless of whether the visit is furnished by a specialty care provider. Specifically, the co-payment amount may not exceed the amount of a co-payment that would be charged under the TRICARE program for an outpatient visit for primary care services. During the one-year period beginning after this bill is enacted, DOD may not increase the co-payment amount charged to a covered individual above the amount that would have been charged in FY2021 for any service (1) furnished by a specialty care provider under the TRICARE program, and (2) that is not an outpatient visit for mental or behavioral health care.

Countering CCP Drones and Supporting Drones for Law Enforcement Act This bill prohibits the sale or operation in the United States of certain drone models manufactured in China, and authorizes funding for state and local law enforcement to purchase and use approved drones. Specifically, the bill requires the inclusion of certain equipment and software produced by the Chinese drone makers Shenzhen Da-Jiang Innovations Sciences and Technologies Company Limited (DJI Technologies) and Autel Robotics on a list of equipment determined by the Federal Communications Commission to pose an unacceptable risk to U.S. national security. Current law prohibits the sale or operation in the U.S. of any new equipment on the list. Under the bill, DJI Technologies and Autel Robotics would be prohibited from marketing or selling any drone model released after the addition of the companies to the list. The bill also temporarily authorizes the Department of Transportation to award grants to state and local law enforcement for the purchase and use of drones not manufactured or assembled in, or containing software or critical components from, specified foreign countries of concern. Finally, the bill directs the Department of Defense (DOD) to consider, through annual review of its list of Chinese military companies, whether any company that manufactures drones should be included in that list. Under current law, DOD is required to publish and annually update a list of companies that are owned or controlled by, or acting on behalf of, the Chinese military.
