This bill makes changes to federal criminal laws related to various offenses, particularly sexual abuse offenses against minors. The bill revises the federal kidnapping statute by specifying that obtaining a victim by defrauding or deceiving a third party constitutes the offense of kidnapping. Additionally, for a kidnapping offense that involves a victim who has not attained the age of 16, the bill specifies that it is not a defense that the victim consented to the conduct of the offender, unless the offender establishes by a preponderance of the evidence that the offender reasonably believed that the victim had attained the age of 16. The bill also revises statutes related to sexual abuse offenses against minors to specify the following: that crossing international lines with the intent to engage in a sexual act with a child who has not attained the age of 12 constitutes aggravated sexual abuse (currently, the statute only references crossing state lines), that the offense of sexual abuse of a minor also includes knowingly causing the intentional touching of any person by a person who has not attained the age of 16, and that attempting to commit abusive sexual contact is also a crime that is subject to the same penalty as the completed offense.

Energy and Water Development and Related Agencies Appropriations Act, 2025 This bill provides FY2025 appropriations for U.S. Army Corps of Engineers civil works projects, the Department of the Interior's Bureau of Reclamation, the Department of Energy (DOE), and several independent agencies. The bill provides appropriations for U.S. Army Corps of Engineers civil works projects, including for Investigations, Construction, Mississippi River and Tributaries, Operation and Maintenance, the Regulatory Program, the Formerly Utilized Sites Remedial Action Program, Flood Control and Coastal Emergencies, Expenses, the Office of the Assistant Secretary of the Army for Civil Works, and the Water Infrastructure Finance and Innovation Program. The bill provides appropriations to the Department of the Interior for the Central Utah Project and the Bureau of Reclamation. The bill provides appropriations to DOE for energy programs, including Energy Efficiency and Renewable Energy; Cybersecurity, Energy Security, and Emergency Response; Electricity; Grid Deployment; Nuclear Energy; Fossil Energy and Carbon Management; Naval Petroleum and Oil Shale Reserves; the Strategic Petroleum Reserve; the Northeast Home Heating Oil Reserve; the Energy Information Administration; Non-Defense Environmental Cleanup; the Uranium Enrichment Decontamination and Decommissioning Fund; Science; Nuclear Waste Disposal; Technology Transitions; Clean Energy Demonstrations; the Advanced Research Projects Agency—Energy; the Title 17 Innovative Technology Loan Guarantee Program; the Advanced Technology Vehicles Manufacturing Loan Program; the Tribal Energy Loan Guarantee Program; Indian Energy Policy and Programs; Departmental Administration; and the Office of the Inspector General. The bill also provides appropriations to DOE for Atomic Energy Defense Activities of the National Nuclear Security Administration, Environmental and Other Defense Activities, and the Power Marketing Administrations. The bill provides appropriations to several independent agencies, including the Federal Energy Regulatory Commission and the Nuclear Regulatory Commission. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2025 This bill provides FY2025 appropriations for military construction, the Department of Veterans Affairs (VA), and related agencies. Gold Star Children Education Act of 2024 This bill provides eligibility for enrollment in schools operated by the Department of Defense Education Activity (DODEA) to dependents of certain deceased members of the Armed Forces. Specifically, the bill provides eligibility to dependents of members of the Armed Forces who died while serving on active duty or active Guard and Reserve duty. Such dependents are eligible to enroll in DODEA schools regardless of (1) whether the dependent was enrolled on the date of the death of the member, or (2) the proximity of the school to the location where the dependent resided on the date of the death. Enrollment of such dependents must be on a tuition-free and space-available basis.
