Decoupling from Foreign Adversarial Battery Dependence Act of 2024 This bill prohibits the Department of Homeland Security (DHS) from using appropriated funds to procure a battery produced by certain Chinese entities. This prohibition begins on October 1, 2027. The bill allows DHS to waive the prohibition if DHS assesses in the affirmative all of the following: the batteries to be procured do not pose a risk to U.S. national security, data, or infrastructure; the entity that produced such batteries does not satisfy the criteria for listing under Section 1260H of the National Defense Authorization Act for Fiscal Year 2021 (i.e., designation as a Chinese military company) or Public Law 117-78 (i.e., goods produced using forced labor in China, especially the Xinjiang Uyghur Autonomous Region); and  there is no available alternative to procure batteries that are of similar or better cost and quality and that are produced by an entity not specified in this bill. DHS may also waive the prohibition upon a determination that the batteries to be procured are for the sole purpose of research, evaluation, training, testing, or analysis. The bill requires DHS to notify Congress within 15 days after granting a waiver under this bill.

Stop Copay Overpay Act

Stop Copay Overpay Act This bill prohibits the Department of Defense (DOD) from charging a covered individual (i.e., individuals enrolled under the TRICARE program) a co-payment exceeding a certain rate for an outpatient visit for mental health or behavioral health under the TRICARE program, regardless of whether the visit is furnished by a specialty care provider. Specifically, the co-payment amount may not exceed the amount of a co-payment that would be charged under the TRICARE program for an outpatient visit for primary care services. During the one-year period beginning after this bill is enacted, DOD may not increase the co-payment amount charged to a covered individual above the amount that would have been charged in FY2021 for any service (1) furnished by a specialty care provider under the TRICARE program, and (2) that is not an outpatient visit for mental or behavioral health care.

Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2025 This bill provides FY2025 appropriations for military construction, the Department of Veterans Affairs (VA), and related agencies. The bill provides appropriations to the Department of Defense (DOD) for military construction for the Army; the Navy and Marine Corps; the Air Force; Defense-wide agencies and activities; the Army and Air National Guard; and the Army, Navy, and Air Force Reserves. The bill also provides appropriations to DOD for the North Atlantic Treaty Organization (NATO) Security Investment Program; the Base Closure Account; Construction and Operation and Maintenance of Family Housing for the Army, the Navy and Marine Corps, the Air Force, and Defense-wide agencies and activities; the Family Housing Improvement Fund; and the Military Unaccompanied Housing Improvement Fund. Within the VA budget, the bill provides appropriations for the Veterans Benefits Administration, the Veterans Health Administration, the National Cemetery Administration, and Departmental Administration. The bill provides appropriations for related agencies and programs, including the American Battle Monuments Commission, the U.S. Court of Appeals for Veterans Claims, Cemeterial Expenses of the Army, and the Armed Forces Retirement Home. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

End Veteran Homelessness Act of 2024 This bill requires the Department of Veterans Affairs (VA) to furnish case management to certain veterans who are eligible for the HUD-Veterans Affairs Supportive Housing (HUD-VASH) program administered by the Department of Housing and Urban Development (HUD) and the VA. Specifically, the VA must furnish case management to veterans who are eligible for HUD-VASH that the VA determines require case management. The VA must prioritize vulnerable homeless veterans in assigning case managers and providing services. The VA must take certain actions if a veteran refuses case management. HUD or a public housing authority may not revoke assistance solely on the basis that a veteran has refused case management. Additionally, a veteran may not be evicted or penalized by the owner of a property solely on the basis that they have refused case management or cannot be provided case management for health and safety reasons. The Government Accountability Office must report to Congress on veterans who are served by the HUD-VASH program, case managers and case management services provided under the program, and metrics about housing stability for veterans participating in federal housing assistance programs. The bill also provides statutory authority to expand eligibility for the HUD-VASH program to any veteran who is homeless, at risk of homelessness, or receiving assistance under another housing assistance program if the VA determines a voucher under HUD-VASH is more appropriate. (Currently, assistance is statutorily limited to certain veterans who have chronic mental illness or substance use disorders.)

Access to Care for Overseas Military Act This bill requires the Department of Defense (DOD) to establish a medical readiness program to (1) develop relationships with partner nations in the Indo-Pacific region, (2) facilitate the improvement of medical care during peacetime and wartime, and (3) maintain strategies and policies of DOD for medical readiness in the region. The Office of the Under Secretary of Defense for Personnel and Readiness must submit to Congress, not later than September 30, 2025, a strategy for the implementation of the program. DOD must establish the program by January 1, 2027.
