Camp Lejeune Family Member Protection Act This bill amends the federal judicial code to authorize a new tort claim against the United States. Specifically, it allows a tort claim for damages related to the injuries or death of a member of the U.S. Armed Forces caused by a negligent or wrongful act and arising out of a violation of environmental law.

Protection for Veterans' Burn Pit Exposure Act of 2018 This bill establishes (1) presumptions of service connection for any diagnosed or undiagnosed illness associated with exposure to toxic airborne chemicals and fumes caused by open burn pits, and (2) the Open Burn Pit Advisory Commission to make recommendations regarding what illnesses have associations with exposure to such chemicals and fumes.

Increasing Veteran Access to Colorectal Cancer Screening Act of 2018 This bill directs the Department of Veterans Affairs (VA) to ensure that the colorectal cancer preventive screening guidelines used in each VA and non-VA medical facility at which veterans receive hospital care or medical services include all strategies for preventive colorectal screenings included in: the latest recommendations of the U.S. Preventive Services Task Force, and the Healthcare Effectiveness Data and Information Set issued by the National Committee for Quality Assurance.

Homeless Veterans Community Care Act of 2018 This bill requires the outreach program of the Department of Veterans Affairs (VA) for homeless veterans and veterans who are at risk of homelessness to include collaboration with federally qualified health centers and primary care associations. The bill also extends certain housing assistance for homeless veterans through FY2020, requires the submission of new reports on outreach activities with respect to homeless veterans, and provides for 2,500 vouchers each for FY2019-FY2020 for certain homeless veterans under a housing program supported by the VA.

Maintaining Commitment on the Korean Peninsula Act This bill requires the Office of the Director of National Intelligence to report on: (1) the anticipated diplomatic, military, and intelligence impact of a significant reduction or complete withdrawal of U.S. forces from the Republic of Korea; or (2) the significant reduction or permanent suspension of U.S. exercises on or around the Korean peninsula.

Agent Orange Exposure Fairness Act This bill, with respect to veterans exposed to certain herbicide agents during military, naval, or air service in Vietnam between January 9, 1962, and May 7, 1975: (1) removes the manifestation period required for presumption of service connection for chloracne and porphyria cutanea tarda, and (2) includes in such presumption acute and subacute peripheral neuropathy becoming manifest to a disability degree of 10% or more. Under a presumption of service-connection, specific disabilities diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded without having to go through a separate adjudicative process.

Stop Outsourcing Security Act This bill requires the Department of State to ensure that only U.S. government personnel are providing diplomatic security services at diplomatic or consular missions in areas of contingency operations or other significant military operations. The President shall report to Congress on the status of the transition away from using private contractors in certain mission critical or emergency essential functions.

No NATO Withdrawal Act This bill prohibits the use of funds to withdraw the United States from the North Atlantic Treaty Organization (NATO). The Department of Defense shall report to Congress regarding: NATO forces committed to operations in which the United States participates and the number of NATO forces killed in the previous year during such operations, U.S. readiness to fill vacated NATO positions resulting from a U.S. withdrawal from NATO, and a description of NATO members' defense spending levels.

United States-India Enhanced Cooperation Act of 2018 This bill expresses the sense of Congress that the United States should conduct a joint assessment of the extent to which India possesses capabilities to carry out military operations of mutual interest to the United States and India, including an assessment of defense export control regulations and policies that need modification, in recognition of India's capabilities and its status as a major defense partner. The Arms Export Control Act is amended to extend foreign military sales status to India.

Waives a specified requirement of Rule XIII (Calendar and Committee Reports) to allow consideration of any resolution reported from the Committee on Rules through the legislative day of July 27, 2018 (relating to a measure authorizing appropriations for the Department of Defense), on the same day it is presented to the House. Makes it in order at any time on the legislative day of July 26, 2018, or July 27, 2018, for the Speaker of the House to suspend the rules as though under Rule XV (Business in Order on Special Days), relating to such a measure. Authorizes the Committee on Appropriations at any time before 3 p.m. on Thursday, August 2, 2018, to file privileged reports to accompany measures making appropriations for FY2019.

Veteran Empowerment and Training to Facilitate Agricultural Revitalization and Mobilization Act of 2018 or the VET-2-FARM Act of 2018 This bill expands the assistance that is available to veteran farmers or ranchers from Department of Agriculture (USDA) programs. The bill also specifies or modifies the definition of "veteran farmer or rancher" for several USDA programs, requires the USDA Military Veterans Agricultural Liaison to provide additional information to veterans and members of the Armed Forces regarding agriculture-related employment and training opportunities, requires the USDA Military Veterans Agricultural Liaison to consult with specified federal departments and agencies regarding activities that assist veterans with agriculture-related employment, and requires USDA to report annually to Congress regarding positions and training opportunities for members of the Armed Forces and veterans.

Marks the 20th anniversary of the passage of the International Religious Freedom Act of 1998. Reaffirms the commitment of: (1) the United States to advance religious freedom as a fundamental part of U.S. foreign policy, and (2) Congress to work with the Administration to carry out the religious-freedom priorities made in the 2018 National Security Strategy of the United States. Calls on the President, Department of State, and Members of Congress to leverage the growing network of foreign institutions focused on religious freedom. Calls on the President and State Department to continue strengthening religious freedom diplomacy. Calls on the President, State Department, and Department of Defense to develop a comprehensive response plan to protect and assist the victims of genocide, crimes against humanity, forced dislocations, mass detentions, and violence from extremist actors or terrorists. Calls on the President, the State Department, and the Office of the U.S. Trade Representative to ensure that trade negotiations include religious-freedom conditions.

Gold Star Spouses Leasing Relief Act This bill amends the Servicemembers Civil Relief Act to permit a widow or widower of a service member who died while in military service to terminate a lease of premises occupied, or intended to be occupied, by the service member or the service member's dependents for a residential, professional, business, agricultural, or similar purpose without penalty within one year of the service member's death.

VA Website Accessibility Act of 2018 This bill directs the Department of Veterans Affairs (VA) to report to Congress regarding the accessibility of VA websites (including attached files and web-based applications) to individuals with disabilities. The report shall identify all websites, files, and applications that are not accessible to such individuals and the VA's plan to make each of them accessible.

Justice for ALS Veterans Act of 2018 This bill extends increased dependency and indemnity compensation paid to the surviving spouse of a veteran who dies from amyotrophic lateral sclerosis (ALS or Lou Gehrig's disease) regardless of how long the veteran had such disease prior to death. (Under current law, such compensation is paid for a service-connected disability that was rated totally disabling, which ALS is, for a continuous period of at least eight years immediately preceding death.)

Veterans Hearing Benefits Act of 2018 This bill establishes a presumption of service-connection for veterans with permanent hearing loss, tinnitus, or both, who served on active duty in combat or in a military occupational specialty in which they were exposed to a high level of acoustic trauma.

Pandemic and All-Hazards Preparedness and Advancing Innovation Act of 2018 This bill amends the Public Health Service Act to establish several programs and entities relating to public health emergency preparedness and response, including: an interagency advisory panel on health security, a dedicated unit within the Centers for Disease Control and Prevention to address the needs of children during public health emergencies, a grant program to support the provision of services by military trauma teams at high-acuity trauma centers, and programs to address pandemic influenza and emerging infectious diseases. The bill also reauthorizes for FY2019-FY2023 and revises several other programs and entities relating to public health emergencies, including the National Disaster Medical System, the Volunteer Medical Reserve Corps, and the Biomedical Advanced Research and Development Authority. The bill also expands the responsibilities of the Assistant Secretary for Preparedness and Response (ASPR) and the scope of the National Health Security Strategy. ASPR must also develop a strategy to reunify children and parents who were separated at the U.S.-Mexico border under a specified immigration enforcement policy (i.e., the "zero-tolerance" policy) and submit weekly reports on the status and welfare of children awaiting reunification.

Hire Student Veterans Act This bill amends the Internal Revenue Code to: (1) allow a work opportunity tax credit for hiring a veteran attending an institution of education using educational assistance provided under certain programs administered by the Department of Defense or the Department of Veterans Affairs, and (2) modify the minimum employment period required for veterans that qualify for the credit under this bill.

Encouraging Small Business Innovators This bill amends the Small Business Act to require the Small Business Administration (SBA) to provide an increase to the past performance rating of small business participants who served as mentors in the SBA mentor-protege program under the Small Business Innovation Reseach or the Small Business Technology Transfer Program. This bill amends the Duncan Hunter National Defense Authorization Act for Fiscal Year 2009 to revise provisions of the Federal Acquisition Regulation to promote the use of government-wide and other interagency contracts.

Incentivizing Fairness in Subcontracting Act This bill amends the Small Business Act to modify provisions regarding what credit is given to small business prime contractors for the use of certain lower-tier subcontractors in order to attain the percentage goals specified in their subcontracting plans. Such credit may (currently, shall) be given if the goals pertain only to single contracts with federal (currently, executive) agencies. The bill eliminates provisions that allow credit to be given if the goals pertain to more than one contract with one or more federal agencies or to one contract with more than one federal agency. Credit is prohibited for subcontracts at any tier required to be reported under a commercial plan or a Department of Defense comprehensive subcontracting plan. In addition, the bill (1) requires each contracting agency to collect and review data on subcontracting plans, and (2) establishes a dispute process for non-payment to subcontractors.

Targeting Rogue and Opaque Letters Act of 2018 This bill makes sending bad faith patent demand letters an unfair or deceptive act in violation of the Federal Trade Commission Act. A patent demand letter is a written communication claiming that the recipient may be liable for patent infringement. "Bad faith" means making knowingly false or misleading statements, making claims with reckless disregard for the truth, or omitting information with the intent to deceive. Bad faith representations under the bill include false or misleading claims about the sender's right to assert the patent, whether lawsuits have been filed against the recipient or others, and whether others have purchased a license to exercise the patent. It is also bad faith to make written demands for compensation for invalid patents, or to demand compensation without identifying the ultimate parent entity of the letter sender. The sender has an affirmative defense that it acted in good faith, by proving its misstatements or omissions were unintentional and it made an error in spite of procedures to avoid such errors. The bill preempts state laws relating to patent assertion communications. The Federal Trade Commission and state attorneys general can bring actions to enforce these provisions.

Gay and Trans Panic Defense Prohibition Act of 2018 This bill generally prohibits a federal criminal defendant from asserting, as a defense, that the nonviolent sexual advance of an individual or a perception or belief of the gender, gender identify or expression, or sexual orientation of an individual excuses or justifies conduct or mitigates the severity of an offense.

Purple Heart and Disabled Veterans Equal Access Act of 2018 This bill extends access to Department of Defense (DOD) commissaries and morale, welfare, and recreation (MWR) facilities to Purple Heart recipients, veterans with a service-connected disability, Medal of Honor recipients, former prisoners of war, and veteran caregivers. (Commissaries are grocery/department stores on military installations that sell food and some household items. MWR facilities offer a range of services on bases including libraries, outdoor recreation, dining, golf courses, and sports and fitness centers.)

Allied Burden Sharing Report Act of 2018 This bill directs the Department of Defense to submit an annual report to Congress describing: each allied nation's annual defense spending, its contributions to military or stability operations in which the United States participates, and limitations it places on such contributions' use; and actions taken by the United States or by other countries to minimize such limitations.

Family Unity Rights and Protection Act This bill requires the Departments of Health and Human Services, Homeland Security, State, and Defense to ensure that alien children (i.e., children under the age of 18 removed from their parents or legal guardians at or near a port of entry or within 100 miles of the U.S. border pursuant to a zero tolerance policy for criminal illegal reentry) are reunited at the earliest possible date with their parents and guardians from whom they were separated. It also requires notification of parents and guardians of procedures for reuniting with such children and for the location of such children. The bill requires the creation of an electronic registry for information used to locate such alien children and their parents and guardians. The information in such registry may only be used for locating such children and may not be used in any criminal prosecution or other immigration proceeding. The bill also sets forth conditions on the termination of parental rights in immigration proceedings and requires the consolidation of asylum and immigration proceedings involving alien children.

Advancing Procurement Technical Assistance Centers Act This bill authorizes Procurement Technical Assistance Centers (i.e., entities that help businesses obtain and perform defense contracts) to form an association to pursue common interests. If more than a majority of centers form an association, the Department of Defense shall recognize the association and work with it in various capacities.
