Securing American Acquisitions, Readiness, and Military Stockpiles Act of 2022 or the Securing American ARMS Act of 2022 This bill provides that acquisition procedures other than competitive procedures may be used to (1) replenish United States stockpiles with like defense articles when stockpiles are diminished as a result of the response to an armed attack by a foreign adversary against a U.S. ally or partner, or (2) contract for the movement or delivery of defense articles transferred to such ally or partner through the President's drawdown authorities in connection with such response, provided that the United States is not a party to the hostilities. The head of the applicable agency must provide the congressional defense committees written notification of the use of such procedures within one week after such use.

Stopping Harmful Incidents to Enforce Lawful Drone Use Act or the SHIELD U Act This bill authorizes Counter-Unmanned Aircraft System (C-UAS) activities on and off commercial service airport property to detect, identify, and mitigate threats posed by an unmanned aircraft (i.e., drone) or unmanned aircraft system. It authorizes the Department of Homeland Security (DHS), state and local law enforcement, and airport law enforcement to carry out these activities. Additionally, the bill allows DHS and the Departments of Defense, Justice, and Energy to contract with other entities to carry out C-UAS activities. The bill also (1) expands the Federal Law Enforcement Training Center curriculum to include use of C-UAS authorities as well as the ability for state, local, tribal, and territorial law enforcement to attend such training; and (2) allows state, local, and airport law enforcement to use jamming technology to mitigate a drone threat.

Army Facilitating Untapped Technology, Utilities, Resources, and Equipment for Servicemembers Act of 2022 or the Army FUTURES Act of 2022 This bill requires the Department of the Army to submit a plan to Congress that comprehensively defines the roles and responsibilities of officials and organizations of the Army with respect to the force modernization efforts of the Army. In the event the report is not submitted within the required 180-day period, the Commanding General of the Army Futures Command must have the roles, responsibilities, and authorities assigned pursuant to Army Directive 2020-15 and any provision of Army Directive 2022-07 that modifies or contravenes Army Directive 2020-15 must have no force or effect.

Block the Tok Act This bill prohibits the social media application TikTok from accessing user data of U.S. citizens from within China, and it requires the Federal Trade Commission to investigate whether TikTok has engaged in unfair or deceptive practices. Building Credit Access for Veterans Act of 2022 This bill requires the Department of Veterans Affairs (VA) to implement a pilot program to assess the feasibility and advisability of using alternative credit scoring information or models to improve the determination of creditworthiness of certain individuals and to increase the number of such individuals who are able to obtain VA housing and small business loans. Specifically, the program is for veterans or members of the Armed Forces who are eligible for VA housing or small business loans and have insufficient credit history. Under the program, the VA must assess the feasibility and advisability of establishing criteria for acceptable commercially available credit scoring models to be used by lenders for the purpose of guaranteeing or insuring a VA housing or small business loan. Participation is voluntary on an opt-in basis for lenders, borrowers, and individuals. The VA must conduct outreach to lenders and individuals to inform them of the pilot program.

Expanding Veterans' Options for Long Term Care Act This bill requires the Department of Veterans Affairs (VA) to implement a three-year pilot program to assess the effectiveness of providing assisted living services to eligible veterans, including by assessing the satisfaction of veterans participating in the pilot program. Eligible veterans are those who (1) are eligible for assisted living services as determined by the VA; and (2) are already receiving nursing home level care paid for by the VA, are eligible for such care from the VA, or exceed the requirements for domiciliary care paid for by the VA but do not meet the requirements for nursing home level care paid for by the VA. The Inspector General of the VA must report to Congress on the pilot program, and the VA must submit a follow-up plan to address any deficiencies that are identified in the report.

Protecting Immigrant Gold Star and Military Families Act This bill limits the deportability of certain relatives of current and former members of the Armed Forces. Certain grounds of deportability shall not apply to a qualifying non-U.S. national ( alien under federal law) who is (1) the spouse, widow or widower, parent, child, or sibling of a member of the Armed Forces or a veteran; or (2) eligible for a Gold Star lapel button (for certain immediate relatives of a member of the Armed Forces who died while serving). A qualifying non-U.S. national is one who (1) has not have been convicted of a felony, significant misdemeanor, or three misdemeanors; and (2) is not a threat to national security or public safety.

Afghan Adjustment Act This bill expands eligibility for special immigrant visas to certain Afghan nationals (and accompanying spouse and children) and addresses related issues. The Department of Homeland Security may provide such visas to Afghan nationals who provided qualifying service as a member of the Afghan Air Force or other specified entities and meet eligibility requirements, such as passing a background check. Currently, special immigrant visas for Afghan nationals are generally only available to those who were employed by or on behalf of the U.S. government in Afghanistan. Such visas shall also be available to an Afghan national who is a qualifying relative of a veteran or member of the U.S. Armed Forces. The bill also modifies procedures for providing lawful permanent resident status to certain classes of Afghan nationals, such as by (1) providing a streamlined process with specified vetting requirements for certain individuals, including those who provided support to the U.S. government in Afghanistan; and (2) preserving the eligibility of certain battered spouses whose eligibility for such status stemmed from a marriage that has terminated. Furthermore, the Department of State (1) must respond to inquiries from Members of Congress about specific applications from Afghan nationals seeking special immigrant or refugee status; and (2) establish an office in Afghanistan to perform certain tasks, such as issuing visas, if no U.S. embassies are operational in Afghanistan. The President must establish a task force to develop and implement a strategy to assist Afghan nationals who qualify for admission to the United States.

Wounded Warrior Research Enhancement Act This bill requires the Department of Defense to award grants to advance orthotic and prosthetic care for members of the Armed Forces, veterans, and civilians who have undergone amputation, traumatic brain injury, and other serious injuries resulting from combat or military experience. The grants must fund research on (1) outcomes for such patients, (2) materials used in orthotics and prosthetics, and (3) improving existing orthotic and prosthetic technology and the development of new technology.

Wounded Warrior Workforce Enhancement Act This bill requires the Department of Veterans Affairs (VA) to award grants to eligible institutions to (1) establish a master's degree program in orthotics and prosthetics, or (2) expand upon an existing master's degree program in such area. The VA shall give grant priority to institutions that have entered into a partnership with a medical center administered by the VA or a facility administered by the Department of Defense. An eligible institution is an educational institution that is either accredited by the National Commission on Orthotic and Prosthetic Education or that demonstrates an ability to meet such accreditation requirements if it receives a grant. The bill also requires the VA to award a grant to an institution with orthotic and prosthetic research and education experience to (1) establish the Center of Excellence in Orthotic and Prosthetic Education; and (2) improve orthotic and prosthetic outcomes for veterans, members of the Armed Forces, and civilians by conducting orthotic and prosthetic research.

Bicameral Congressional Trade Authority Act of 2022 This bill requires congressional approval for a presidential import adjustment due to a national security threat from an import related to military equipment, energy resources, or critical infrastructure essential to national security. Specifically, the bill requires the President to submit a proposal to Congress, which Congress may approve by a joint resolution. Under current law, the President determines whether any adjustment of an import is necessary and must submit to Congress the reasons for any action taken or not taken. The Department of Defense (currently, the Department of Commerce) must investigate the effect of these imports on national security. The bill retroactively applies to any proposed action made four years before enactment of this bill. In general, any rate of duty modification occurring in the time period beginning six years before and ending the day before enactment of this bill must revert to the previous rate unless it receives congressional approval.

Post-9/11 Veteran Business Acceleration Act This bill requires the Department of Veterans Affairs to collaborate with the Small Business Administration to implement a pilot program to provide financial assistance (in lieu of educational assistance) to eligible individuals under the Post-9/11 Educational Assistance Program for the purpose of (1) establishing and operating a new qualified business enterprise, or (2) operating an existing qualified business enterprise. Eligible individuals are those who (1) are entitled to 36 months of educational assistance under the Post-9/11 Educational Assistance Program, (2) are not in bankruptcy proceedings at the time of application, and (3) meet credit score requirements.

This bill authorizes approval of certain commercial driver education programs for purposes of Department of Veterans Affairs (VA) educational assistance if the programs meet specified requirements. Under current law, the VA may not approve enrollment of a veteran in courses for programs that do not lead to a standard degree that are offered at a new branch (i.e., a branch that has been operating for less than 2 years) of an educational institution. Under the bill, a commercial driver education program offered at a new branch of an educational institution may be approved if it is appropriately licensed and uses the same curriculum as a commercial driver education program offered by the educational institution at another location that is already approved for purposes of VA educational assistance. The educational institution must submit a report demonstrating the curriculum at the new branch is the same as the curriculum at the primary location in order to be exempt from the current prohibition against course approval at new branches.

Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2023 This bill provides FY2023 appropriations for military construction, the Department of Veterans Affairs (VA), and related agencies. The bill provides appropriations to the Department of Defense (DOD) for military construction for the Army; the Navy and Marine Corps; the Air Force; Defense-wide agencies and activities; the Army and Air National Guard; and the Army, Navy, and Air Force Reserves. The bill provides appropriations for related agencies and programs, including the American Battle Monuments Commission, the U.S. Court of Appeals for Veterans Claims, Cemeterial Expenses of the Army, and the Armed Forces Retirement Home. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

Autonomy for Disabled Veterans Act This bill increases the maximum amount authorized under the Home Improvements and Structural Alterations (HISA) grant program to $10,000 for veterans with a service-connected disability and $5,000 for those with disabilities that are not service-connected. The HISA grant program provides medically necessary improvements and structural alterations to veterans' (or service members') primary residence for specified purposes (e.g., allowing for entrance to their home). The bill requires the Department of Veterans Affairs to increase the dollar amount of the grant in accordance with inflation as determined by the Consumer Price Index.

Arctic Commitment Act This bill expands a variety of Arctic-focused provisions pertaining to national security, shipping, and trade. For example, the bill directs the Department of Transportation (DOT) to establish the Arctic Shipping Federal Advisory Committee to advise DOT on matters related to Arctic maritime transportation, including Arctic seaway development. It also requires the Department of the Navy to ensure that the Port of Nome in Alaska is usable for the implementation of the National Strategy for the Arctic Region and military service strategies for the Arctic. Additionally, the U.S. Coast Guard and Navy must jointly submit to Congress a report that outlines the requirements to establish a persistent, year-round presence of the Navy and Coast Guard in the Arctic region, including at the Port of Nome and any other deepwater port that would facilitate such a presence. The bill also requires the Committee on Maritime Transportation System to submit to Congress a report that describes the control and influence of the Russian Federation on shipping in the Arctic and includes a plan for eliminating or preventing a Russian monopoly on shipping in the region to enable an increased U.S. presence in the Arctic shipping domain. Further, the bill expresses the sense of Congress that (1) Arctic countries are important partners of the United States, and (2) the United States International Development Finance Corporation should make investments in Arctic countries to facilitate technologies that contribute to energy security and sustainable opportunities for indigenous groups.

Australia-United States Submarine Officer Pipeline Act This bill requires the Department of Defense to carry out an exchange program for Australian submarine officers. Under this program, two such officers shall be selected each year to receive training and, after completing such training, be assigned to duty on an operational U.S. submarine at sea.
