Remote Access Security Act This bill broadens the scope of the U.S. export control system to include remote access of items. Remote access means (1) access to an item subject to the jurisdiction of the United States by a foreign person through a network connection, including the internet or a cloud computing service, from a location other than where the item is physically located; or (2) any other form of access specified in regulations promulgated by the Department of Commerce. The Export Control Reform Act of 2018 (ECRA), which is implemented through the Export Administration Regulations, provides a permanent statutory basis for controlling the export of dual-use goods (e.g., items with both civilian and military uses) and certain military parts and components. This bill applies export controls under ECRA to remote access of items, thereby allowing Commerce's Bureau of Industry and Security to issue licenses and impose penalties related to remote access of controlled items.

Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025 This bill authorizes for FY2025 and sets policies for Department of Defense (DOD) programs and activities, military construction, the national security programs of the Department of Energy (DOE), and the Maritime Administration. It also authorizes the Defense Nuclear Facilities Safety Board and the Naval Petroleum Reserves. The bill authorizes appropriations but it does not provide budget authority, which is provided by appropriations legislation. As examples, the bill includes provisions that authorize the procurement of various items, including aircraft, ships, and missiles; authorize active duty and reserve component personnel strength levels; require DOD to establish a quantum computing center at a military research laboratory with requisite expertise; authorize the Marine Corps to carry out a pilot program in a Marine Corps unit to improve military supply chain readiness, budget efficiency, and logistics productivity through the use of artificial intelligence and machine learning software; increase basic pay for enlisted personnel in pay grades E-1 through E-4 by an average of 15% with a smaller increase for certain enlisted personnel in pay grade E-5 (these changes are in addition to the 4.5% inflation adjustment for 2025); require the Missile Defense Agency to establish a fully operational third continental United States interceptor site on the East Coast of the United States no later than December 31, 2030; and authorize specified military construction projects and extend the authorization of certain projects from previous fiscal years.

Israel Security Supplemental Appropriations Act, 2024 This bill provides FY2024 supplemental appropriations for federal departments and agencies to respond to the conflict in Israel. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits. Specifically, the bill provides appropriations to the Department of Defense (DOD), the Federal Emergency Management Agency (FEMA), the Department of State, and the U.S Agency for International Development. The funding is provided for purposes such as supporting current U.S. military operations in the region; replacing defense articles that were provided to Israel; reimbursing DOD for defense services and training provided to Israel; Defense Production Act purchases; procuring Israel's Iron Dome, David's Sling, and Iron Beam defense systems to counter short-range rocket threats; procuring advanced weapons systems, defense articles, and defense services for Israel through the Foreign Military Financing Program; the FEMA Nonprofit Security Grant Program; migration and refugee assistance; international narcotics control and law enforcement; peacekeeping operations; security at U.S. diplomatic facilities; and humanitarian assistance. The bill also includes provisions that (1) expand the authorities of the President to transfer defense articles and services from DOD to foreign countries or international organizations, and (2) prohibit funds from being used for payments to the U.N. Relief and Works Agency.

Indo-Pacific Security Supplemental Appropriations Act, 2024 This bill provides FY2024 supplemental appropriations for the Department of State and the Department of Defense (DOD) to support U.S. allies and activities in the Indo-Pacific region. The funding is provided for purposes such as supporting current U.S. military operations in the region, the Ukraine Security Assistance Initiative, replacing defense articles that were provided to Ukraine, reimbursing DOD for defense services and training provided to Ukraine, the Foreign Military Financing Program, economic support for Ukraine, refugee and entrant assistance, international narcotics control and law enforcement, and the development and production of isotopes. The bill also includes provisions that expand the authorities of the President to transfer defense articles and services from DOD to foreign countries or international organizations, require the President to transfer long-range Army Tactical Missile Systems to Ukraine, require the President to enter into an agreement with Ukraine regarding repaying the United States for the economic assistance it has provided to Ukraine, require certain funds that are provided for Ukraine to be matched by other donors, and establish various oversight and reporting requirements for assistance provided to Ukraine.

Expanding Access to Child Care for Military Families Act of 2024 This bill requires the Department of Defense (DOD) to direct the military departments to implement a pilot program to improve the access of members of the Armed Forces and their families to high quality early child care opportunities. Under the pilot program, the military departments must establish partnerships with 12 child care providers to (1) increase the capacity of the providers, (2) improve early child care workforce development, and (3) increase recruitment and retention of employees for eligible child care providers. Child care providers under the program may not reduce early child care slots for nonmilitary families after entering into the partnership or enter into the construction of new child care facilities. DOD must direct the military departments to provide annual briefings to Congress on the implementation of the pilot program. The Government Accountability Office must submit an interim and a final report on the progress and results of the pilot program.
