Urges the Lao government to: (1) cease military and security force attacks and actions against Lao and Hmong civilians and dissident Laotian political and minority religious groups; (2) provide international access to closed areas and military zones in Laos where Laotians and Hmong are being killed, persecuted, or have been internally displaced or fled; and (3) release the leaders of the Lao Students Movement for Democracy of October 1999 and other Lao political and religious opposition leaders and prisoners of conscience. Urges His Majesty King Bhumibol Adulyadej of Thailand, the Royal Thai government, and commanders of the Thai Army and military to: (1) allow access to, and relief for, the Lao and Hmong political refugees and asylum seekers at Ban Huay Nam Khao and elsewhere in Thailand; (2) allow Lao and Hmong refugees and asylum seekers to have sanctuary in Thailand until they can be assisted by the international community; and (3) refrain from further repatriation of Lao and Hmong refugees and asylum seekers in Thailand.

Javits-Wagner-O'Day and Randolph-Sheppard Modernization Act of 2008 - Establishes the Committee for the Advancement of Individuals with Disabilities. Javits-Wagner-O'Day Act - Reauthorizes the Javits-Wagner-O'Day Act program providing for government procurement of goods and services from qualified nonprofit agencies for individuals who are blind or with significant disabilities. Directs the Committee to designate central nonprofit agencies to: (1) facilitate government procurement of such goods and services; (2) establish permanent Javits-Wagner-O'Day Endowment Funds; and (3) makes grants or enter contracts with nonprofit agencies to carry out demonstration projects for the employment of students with significant disabilities. Randolph-Sheppard Act - Reauthorizes the Randolph-Sheppard Act program providing self-support opportunities to licensed vendors with disabilities through the operation of vending machines in federal facilities. (Currently, only blind individuals are provided such opportunities.) Directs the Committee to: (1) identify new vending facility sites for licensed vendors; and (2) provide for the designation of state licensing agencies to issue licenses to such vendors. Exempts contracts for the operation of full food service dining at Department of Defense (DOD) facilities from Javits-Wagner-O'Day program requirements. Gives equal priority to the award of such contracts to: (1) a state licensing agency bidding for the contract under the Randolph-Sheppard Act program; and (2) a small business concern, a HUBZone entity, an Alaska Native Corporation, and other socially-disadvantaged groups. Transfers to the Committee specified functions of the Commissioner of the Rehabilitation Services Administration of the Department of Education (relating to the Randolph-Sheppard Act program). Repeals former provisions of the Javits-Wagner-O'Day Act and the Randolph-Sheppard Act.

Veterans Disability Benefits Claims Modernization Act of 2008 - Requires the Secretary of Veterans Affairs to conduct a study on adjusting the schedule for rating veterans' disabilities in order to base such schedule on current standards, practices, and codes in common use by the medical, mental health, and disability professions. Establishes in the Department of Veterans Affairs (VA) the Advisory Committee on Disability Compensation to consult with and advise the Secretary with respect to the maintenance and periodic readjustment of the above schedule. Directs the Secretary to conduct a study on the: (1) employee work credit system of the VA's Veterans Benefits Administration (VBA), which is used to measure the work production of VBA employees; and (2) VBA work management system, with the goal of improving accountability, quality, and accuracy and reducing the time for processing claims. Requires the Secretary to: (1) develop a certification examination for VBA employees and managers responsible for processing benefits claims; and (2) evaluate the training of VBA employees responsible for matters relating to veterans' compensation or pension benefits. Directs the Secretary to conduct a study of the use of information technology at the VBA, including the technology known as "VistA." Allows a claim beneficiary to be substituted as a claimant in the case of the death of a veteran claimant while a claim is awaiting adjudication or appeal.

Vessel Hull Design Protection Amendments of 2008 - Amends federal copyright law to specify that the design of a vessel's hull, deck, or combination of a hull and deck, including a plug or mold are protected (currently, only the design of the vessel hull is protected, including a plug or mold and the definition of hull includes the deck). Requires that Department of Defense rights in a registered design, including the right to build to such a design, be determined solely by provisions of federal Armed Forces law relating to rights in technical data or by the instrument under which the design was developed for the U.S. government. Redefines "useful article" and "hull." Defines "deck" as the horizontal surface of the vessel that covers the hull, including exterior cabin and cockpit surfaces, and exclusive of masts, sails, yards, rigging, hardware, fixtures, and other attachments.

Directs the Secretary of Defense to pay (subject to the availability of appropriated funds) a specified amount of compensation to those members of the Armed Forces and U.S. civilian employees, or to the surviving spouses of such members and employees, who were captured by Japan and who were used as slave labor during World War II.

Pilot College Work Study Programs for Veterans Act of 2008 - Directs the Secretary of Veterans Affairs to conduct a five-year pilot project to test the feasibility and advisability of expanding the scope of qualifying veterans' work-study activities, including positions available on site at educational institutions.

Injunctive Relief for Veterans Act of 2008 - Requires (current law authorizes) the appropriate U.S. district court to use its equity powers in any case in which the court determines it is appropriate, including injunctive relief, to fully vindicate a veteran's employment or reemployment rights with respect to a state or private employer.

Veteran-Owned Small Business Protection and Clarification Act of 2008 - Requires that, if the Secretary of Veterans Affairs enters into a contract or other arrangement, on or after June 1, 2007, to acquire goods or services (or both), the Secretary shall include in such contract or arrangement a requirement that the contractee comply with Department of Veterans Affairs (VA) contracting goals and preferences with respect to small businesses owned and controlled by veterans and service-disabled veterans. Directs the Secretary to modify current contracts and arrangements to comply with requirements of this Act.

Impeaches President George W. Bush for high crimes and misdemeanors. Sets forth articles of impeachment stating that President Bush, in violation of his oath of office: (1) illegally spent public dollars on a secret propaganda program to manufacture a false cause for war against Iraq; (2) misused intelligence reports to deceive Congress and the public about a connection between Saddam Hussein and al Qaeda and the the terrorist attacks of September 11, 2001; (3) mislead Congress and the public into believing that Iraq possessed weapons of mass destruction and posed an imminent threat to the United States; (4) illegally misspent funds to begin a war in secret prior to congressional authorization; (5) invaded Iraq in violation of U.S. law, the United Nations Charter, and international criminal law and failed to obtain a declaration of war; (6) failed to protect U.S. troops in Iraq by not providing them with body and vehicle armor and promoted false stories about the deaths and injuries of members of the U.S. military; (7) used public funds to construct permanent U.S. military bases in Iraq; (8) invaded Iraq to obtain control of its oil resources; (9) created a secret task force to guide U.S. energy and military policy in usurpation of the role of Congress in legislating such policy; (10) misused classified intelligence information and conspired to identify a covert agent of the Central Intelligence Agency (CIA); (11) established policies granting U.S. government contractors in Iraq immunity from prosecution; (12) recklessly misspent public dollars on private contractors in Iraq; (13) detained U.S. citizens and foreign captives indefinitely and without charge; (14) authorized torture of captives in Afghanistan and Iraq; (15) kidnapped and transported individuals to countries known to practice torture; (16) authorized the arrest and detention of at least 2,500 children as enemy combatants in violation of the Geneva Convention; (17) mislead Congress and the public about threats from Iran; (18) created secret laws through the issuance of legal opinions by the Department of Justice and violated the Posse Comitatus Act; (19) authorized warrantless electronic surveillance of U.S. citizens; (20) directed telecommunication companies to create databases of the private telephone numbers and emails of U.S. citizens; (21) used signing statements to claim the right to violate laws enacted by Congress; (22) failed to comply with congressional subpoenas and instructed former executive branch employees not to comply with such subpoenas; (23) tampered with the conduct of free and fair elections and corrupted the administration of justice; (24) conspired to violate the voting rights of U.S. citizens; (25) pursued policies calculated to destroy the Medicare program; (26) failed to prepare for the predictable disasters caused by Hurricane Katrina; (27) mislead Congress and the public in an effort to undermine efforts to address global climate change; and (28) failed to take proper steps to protect the United States against the terrorist attacks of September 11, 2001, obstructed investigations into such attacks, and recklessly endangered the health of first responders near the site of such attacks.

$150 Barrel Energy Extortion Act of 2008 - Instructs the Secretary of the Treasury to prescribe certain income tax regulations relating to an election to expense certain refineries. Amends the Internal Revenue Code (IRC) to treat domestic use oil refinery facilities bonds as exempt facility bonds. Instructs the President to designate, and make available to the private sector, at least 10 federal sites for siting and construction of an oil refinery or natural gas refinery (or both). Amends the Energy Policy Act of 2005 to revise the terms and conditions under which the Secretary of Energy (Secretary) is authorized to guarantee obligations for innovative technologies. Revises requirements governing the Secretary's authority to enter into contracts with sponsors of an advanced nuclear facility. Directs the Secretary to carry out a Nuclear Power 2010 Program to position the nation to start construction of new nuclear power plants as close to 2010 as achievable. Establishes an Interagency Working Group to make recommendations to coordinate federal actions and programs to promote increasing domestic manufacturing capacity and export of domestic nuclear energy products and services. Amends the IRC to allow tax credits for: (1) investment in a qualifying nuclear power manufacturing project or equipment; and (2) nuclear power facility construction. Instruct the Secretary of Labor to promulgate regulations to implement a training program to meet the demand for a nuclear energy workforce. Instructs the Secretary to establish a National Nuclear Energy Council. Authorizes the Secretary to initiate temporary spent nuclear fuel storage agreements. Declares that no consideration of the public health and safety, common defense and security, or environmental impacts of the storage of high-level radioactive waste and spent nuclear fuel generated in reactors licensed by the Nuclear Regulatory Commission (NRC) is required in connection with development, construction, and operation of a civilian nuclear power reactor or any facility for the treatment or storage of spent nuclear fuel or high-level radioactive waste. Amends the IRC to: (1) apply the tax credit for producing fuel from nonconventional sources to gas produced onshore from formations more than 15,000 feet deep; and (2) allow a tax credit for carbon dioxide captured from industrial sources and used as a tertiary injectant in enhanced oil and natural gas recovery. Terminates all laws prohibiting expenditures for oil and natural gas leasing and preleasing activities for areas of the outer Continental Shelf. American-Made Energy and Good Jobs Act - Provides for: (1) a competitive leasing program for the exploration, development, and production of oil and gas on the Alaskan Coastal Plain; (2) distribution of federal and state revenues from federal oil and gas leasing and operations; (3) rights-of-way and easements across the Coastal Plain for oil and gas transportation; and (4) financial assistance for local government impact aid and community service assistance.

Medicare Efficiency and Development of Improvement of Care and Services Act (MEDICS Act) of 2008 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for coverage of additional preventive services. Provides for gradual elimination of copayment rates for Medicare psychiatric services. Places prohibitions and limitations on certain sales and marketing activities under Medicare Advantage (MA) plans and prescription drug plans. Requires offering of a range of Medicare supplemental policies. Extends the qualifying individual program. Provides for application of a full low-income subsidy assets test under the Medicare Savings Program. Eliminates Medicare part D (Voluntary Prescription Drug Benefit Program) late enrollment penalties paid by subsidy-eligible individuals. Directs the Secretary of Health and Human Services to make grants to states for state health insurance assistance programs, area agencies on aging, and aging and disability resource centers. Authorizes the Secretary to award grants to states for increasing the delivery of mental health services or other health care services to meet the needs of veterans of Operation Iraqi Freedom and Operation Enduring Freedom living in rural areas. Permits rebasing for sole community hospitals. Directs the Secretary to establish a demonstration project for development and testing of new community health integration models in certain rural counties. Amends the Tax Relief and Health Care Act of 2006, as amended by the Medicare, Medicaid, and SCHIP Extension Act of 2007, to extend through FY2009 the reclassification of certain hospitals. Increases physicians' payments. Revises requirements for and extends the quality reporting system, including incentive payments. Directs the Secretary to establish a Physician Feedback Program. Provides for: (1) incentives for electronic prescribing of medicine; (2) expanded access to primary care services; (3) extension of the floor on Medicare work geographic adjustment under the Medicare physician fee schedule; and (4) an accreditation requirement for advanced diagnostic imaging services. Revises requirements for Medicare anesthesia teaching programs. Makes permanent the exception to the 60-day limit on Medicare reciprocal billing arrangements between two physicians over a longer continuous period during all of which one of them is ordered to active duty as a member of a reserve component of the armed forces. Provides for coverage of pulmonary and cardiac rehabilitation. Revises payment rules for power-driven wheelchairs. Extends increased Medicare payments for ground ambulance services. Amends the Public Health Services Act to direct the Secretary to establish pilot projects with respect to chronic kidney disease. Revises requirements for renal dialysis. Provides for phase-out of indirect costs of medical education from capitation rates. Revises requirements for MA private fee-for-service plans as well as MA plans for special needs individuals. Modifies requirements for quality improvement programs. Requires prompt payment of clean claims by prescription drug plans and MA-Prescription Drug plans under Medicare part D. Revises the definition of medically accepted indication for drugs. Directs the Secretary to: (1) contract with a consensus-based entity for certain activities relating to health care performance measurement; and (2) evaluate and report to Congress on approaches for the collection of data regarding health care disparities. Creates the Medicare Improvement Fund. Extends the transitional medical assistance (TMA) and allotments for disproportionate share hospitals (DSHs) under SSA title XIX (Medicaid). Amends the Deficit Reduction Act of 2005 to extend supplemental grants under SSA title IV part D (Temporary Assistance for Needy Families) (TANF), as well as special diabetes grant programs. Directs the Secretary to submit to Congress an effective plan to increase the number of primary care physicians, particularly in locations classified as underserved or with a disproportionate number of Medicare beneficiaries.

Prohibits the use of funds made available by any Act by the Department of Defense (DOD) for propaganda purposes within the United States not otherwise specifically authorized by law. Directs the DOD Inspector General and the U.S. Comptroller General to each conduct a study of, and report to Congress on, the extent to which the DOD has violated the prohibition on propaganda established in specified laws. Defines "propaganda" as any form of communication in support of national objectives designed to influence the opinions, emotions, attitudes, or behavior of the people of the United States in order to benefit the sponsor, either directly or indirectly.

Helping Our Veterans to Keep Their Homes Act of 2008 - Increases from 90% to 100% of the reasonable value of a veteran's dwelling or farm residence the amount of the loan to be guaranteed or made in the case of a loan to refinance certain loans. Prohibits collecting a fee from a veteran for a housing loan, unless the loan is used to refinance indebtedness. Changes the loan fee for such loans to 1% of the total amount of the loan guaranteed, insured, or made, or in the case of a loan assumption, the unpaid principal balance of the loan on the date of the transfer of the property. Extends the demonstration projects involving: (1) adjustable rate mortgages through FY2018; and (2) hybrid adjustable rate through FY2012. Increases the maximum loan guaranty amount of the Federal Home Loan Mortgage Corporation (Freddie Mac) conforming limit limitation determined for a single-family residence, as adjusted for the year involved. Directs the Secretary of Veterans Affairs to review and streamline the process of guaranteeing home loans for the purchase of a condominium. Increases the maximum guaranty amount for certain refinanced loans or other liens. Sets, for a veteran whose income is below an amount set by the Secretary, the maximum amount of guaranty entitlement available for a home loan in any amount at the greater of: (1) the guaranty amount for veterans whose income is not below such amount set by the Secretary; or (2) 30% of the loan.

TRICARE Continuity of Coverage for National Guard and Reserve Families Act of 2008 - Makes a member of the Retired Reserve who is qualified for a non-regular (reserve) retirement at age 60, but is not yet 60, eligible for health benefits under TRICARE Standard (a Department of Defense (DOD) managed health care program for members of the reserves). Terminates such eligibility when the member becomes eligible for TRICARE Standard at age 60. Includes immediate family members under such coverage. Requires members to pay a premium for such coverage.

Iraqi Police Service Improvement Act of 2008 - Directs: (1) the Secretary of State to assume responsibility from the Department of Defense (DOD) over the Police Training Teams being used in Iraq to provide advisory support, training and development, and equipment for the Iraqi Police Service; (2) the Secretary to ensure that a majority of the members of each Police Training Team consists of qualified civilian advisors, including Department of State employees and contractor employees; and (3) the Secretary and the Secretary of Defense to submit to Congress a statement of understanding on command structure, including the responsibilities of members of the Police Training Teams. States that: (1) in addition to members of the Armed Forces serving on Police Training Teams the Secretary of Defense, at the request of the Secretary, shall make DOD equipment available for the Police Training Teams; and (2) the Armed Forces shall continue to provide security for Police Training Teams.

Oil Savings Act of 2008 - States that it is U.S. policy to reduce the dependence of the United States on oil and thereby: (1) alleviate the strategic dependence of the United States on oil-producing countries; (2) reduce the economic vulnerability of the United States; and (3) reduce the greenhouse gas emissions associated with oil use. Directs an Interagency Task Force, composed of the Secretaries of Energy, Transportation, Defense, Agriculture, and the Treasury, as well as the Administrator of the Environmental Protection Agency (EPA) and any other agency head determined appropriate by the President, to: (1) publish an action plan for achieving specified oil savings targets during calendar years 2016, 2026, and 2030; and (2) report to Congress on the progress achieved in implementing such targets and expected oil savings under the action plan. Requires the plan to include an analysis demonstrating expected oil savings that result from changes to motor vehicle fuel consumption standards and under the renewable fuel program. Requires a revised action plan if oil savings fall short of targets.

Military Voting Protection Act of 2008 - Amends the Uniformed and Overseas Citizens Absentee Voting Act to direct the Secretary of Defense (the presidential designee) to establish procedures for: (1) collecting absentee ballots of military overseas voters in elections for federal office; and (2) delivering such ballots to the appropriate state election officials. Requires the designee to: (1) ensure that such ballots are delivered prior to the time established for the closing of the polls on the date of the election; (2) carry out delivery requirements through a contract with a private provider of express mail services, which shall include a mechanism for ballot tracking; and (3) take steps to ensure that such voters are able to cast their votes in a private and independent manner, and that vote contents remain private while in the designee's possession or control. Expresses the sense of Congress that the Department of Defense (DOD) should: (1) utilize existing and emerging technologies to enhance the ability of members of the Armed Forces to meaningfully participate in elections and have their votes counted; and (2) continue to closely examine the option of electronic voting, with the objective of protecting voter privacy and guarding against voter fraud.

Military Family Separation Benefits Enhancement Act of 2008 - Entitles a member of the Armed Forces without dependents, in addition to certain other allowances or per diems, to a monthly allowance if the member is, for over 30 days, on: (1) duty on board a ship away from home port; or (2) temporary duty away from the member's permanent station. Sets the allowance amount at one-half the amount of the monthly allowance under existing family separation allowance provisions. Requires an annual increase in the family separation allowance based on the Consumer Price Index.

Naval Vessel Transfer Act of 2008 - Authorizes the President to transfer on a grant basis to: (1) Pakistan, the OLIVER HAZARD PERRY class guided missile frigate MCINERNEY; (2) Greece, the OSPREY class minehunter coastal ships OSPREY and ROBIN; (3) Chile, the KAISER class oiler ANDREW J. HIGGINS; and (4) Peru, the NEWPORT class amphibious tank landing ships FRESNO and RACINE. States that: (1) the value of such vessels transferred on a grant basis shall not be counted against the aggregate value of excess defense articles transferred to countries in any fiscal year under the Foreign Assistance Act of 1961; (2) transfer costs shall be charged to the recipient; and (3) to the maximum extent practicable, the country to which a vessel is transferred shall have necessary vessel repair and refurbishment carried out at U.S. shipyards (including U.S. Navy shipyards). Terminates transfer authority two years after enactment of this Act.

William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 - Amends the the Trafficking Victims Protection Act of 2000 to direct the Secretary of State to establish within the Department of State an Office to Monitor and Combat Trafficking. (Current law authorizes such Office's establishment.) Directs the President to implement an anti-trafficking program monitoring system. Authorizes the President to establish the Paul D. Wellstone Presidential Award for Extraordinary Efforts to Combat Trafficking in Persons. Sets forth protections for aliens who: (1) may be trafficking victims or who may testify against traffickers (including parole entry for certain family members); (2) are work-based nonimmigrants; (3) are domestic workers; or (4) are employees of foreign diplomatic or other government personnel, or employees of international organization personnel. Sets forth provisions respecting: (1) assistance for trafficking victims, including child victims and U.S. citizens; (2) offenses of trafficking, forced labor, enticement into slavery, sex trafficking of children, and sex tourism. Directs the Secretary to develop: (1) policies and procedures to ensure that unaccompanied alien children in the United States are safely repatriated to their country of nationality or of last habitual residence; and (2) a safe repatriation pilot program for alien children. States, with specified exceptions, that the care and custody of unaccompanied alien children in the United States shall be the responsibility of the Secretary of Health and Human Services. Sets forth related provisions and authorizations of appropriations. Child Soldiers Prevention Act of 2008 - Prohibits, with a national interest waiver, funds for specified military and related areas from being made available to the government of a country identified by the Department as having governmental armed forces or government supported armed groups that recruit and use child soldiers. Authorizes the President to reinstate assistance upon certifying to Congress that a government is implementing: (1) compliance measures; and (2) mechanisms to prohibit future use of child soldiers. Authorizes the President to provide assistance to a country for international military education and training otherwise prohibited under this Act upon certifying to Congress that such assistance is for implementation of measures to demobilize child soldiers and for programs to support professionalization of the military. Makes it a federal crime to recruit or use child soldiers. Makes such recruitment or use a grounds for an alien's removal from the United States.

Entitles a member of the uniformed services to additional pay of $1,500 per month while the member's service is extended, or eligibility for retirement is suspended, by the exercise of any provision of law commonly referred to as a "stop-loss authority."

Authorizes the Secretaries of the Army and the Air Force to spend from operations and maintenance appropriations whatever amounts are necessary to carry out unspecified minor military construction projects at the Massachusetts Military Reservation for the installation of wind turbines and other renewable energy generating technology, notwithstanding provisions limiting the amount that may be spent on unspecified minor military construction projects.

Refinery Permit Process Schedule Act - Authorizes the Administrator of the Environmental Protection Agency (EPA), upon the request of a state governor, or in the case of Native American tribes or tribal territories, the designated leader of the tribe or tribal community, to provide financial assistance to hire additional personnel to assist the state or tribe or tribal community with expertise in fields relevant to consideration of federal refinery authorizations. Requires a federal agency responsible for refinery authorization to provide, upon the request of a state governor, or in the case of Native American tribes or tribal territories, the designated leader of the tribe or tribal community, technical, legal, or other nonfinancial assistance to facilitate state or tribal consideration of such authorizations. Directs the President to appoint a federal coordinator to facilitate such authorizations. Requires the coordinator, upon the request of an applicant seeking a federal refinery authorization, to establish a memorandum of agreement, executed by relevant federal and state agencies, setting forth the most expeditious coordinated schedule possible for completion of all such authorizations. Instructs the President to designate at least three closed military installations as potentially suitable for the construction of a refinery. Requires that at least one such site be designated as potentially suitable for construction of a refinery to refine biomass in order to produce biofuel. Requires the redevelopment authority, in preparing or revising the redevelopment plan for each such designated installation, to consider the feasibility and practicability of siting a refinery on the installation. Amends the Energy Policy Act of 2005 to repeal certain requirements regarding refinery revitalization.

Veterans' Medical Personnel Recruitment and Retention Act of 2008 - Authorizes the Secretary of Veterans Affairs to appoint personnel for health care positions within the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA) not specifically listed as authorized categories for appointment, as long as the Secretary provides prior notification to the congressional veterans' committees and the Office of Management and Budget. Requires newly-appointed nurses to serve a probationary period. Authorizes the Secretary to: (1) appoint nurse assistants; and (2) waive required pay offsets for federal annuitants reemployed in VA health care positions. Sets the minimum rate of basic pay for appointees to certain positions in the Office of the Under Secretary for Health at the lowest rate of basic pay for a Senior Executive Service position. Allows for the payment of: (1) comparability pay of up to $100,000 annually for Office positions which are not physicians or dentists; and (2) special incentive pay of up to $40,000 annually to a VHA pharmacist executive. Removes or waives certain pay restrictions for: (1) physicians or dentists occupying administrative or executive leadership positions; (2) nurses; and (3) certified registered nurse anesthetists. Revises locality pay scale computations. Increases from $25,000 to $100,000 the special pay for nurse executives. Makes part-time nurses eligible for additional nurse pay. Provides limitations on overtime duty, weekend duty, and alternative work schedules for nurses, with exceptions for emergency situations. Reinstates the VA's health professionals educational assistance scholarship program, and increases maximum assistance amounts. Authorizes the Secretary to provide an educational loan repayment program for clinical researchers from disadvantaged backgrounds.

End the Pain at the Pump Act of 2008 - Amends the Internal Revenue Code to: (1) allow an excise tax credit between June 1, 2008, and May 30, 2011, for individuals commuting to work in a vehicle fueled primarily by gasoline or diesel fuel; (2) treat the income of partners performing investment management services as ordinary income and set forth tax rules for the treatment of partnership acquisition indebtedness and other partnership interests; and (3) require the inclusion in gross income for income tax purposes of employee compensation deferred under a nonqualified deferred compensation plan of a nonqualified entity when there is no substantial risk of forfeiture of the rights to such compensation. Refinery Permit Process Schedule Act - Authorizes the Administrator of the Environmental Protection Agency (EPA), upon request of a state governor, to provide financial assistance to hire additional personnel with expertise in federal refinery authorizations. Directs the President to: (1) appoint a federal coordinator to implement federal refinery authorizations; and (2) designate certain closed military installations as potentially suitable refinery construction sites. Directs the Secretary of the Interior to establish and implement a competitive oil and gas leasing program in the Coastal Plain of Alaska. Repeals the prohibition against producing oil and gas from the Arctic National Wildlife Refuge. Sets forth requirements for the sale of oil and natural gas leases in the Coastal Plain, environmental protection, and transportation easements. Establishes the Coastal Plain Local Government Impact Aid Assistance Fund to provide financial assistance to specified jurisdictions in Alaska. Deep Ocean Energy Resources Act of 2008 - Amends the Outer Continental Shelf Lands Act (OCSLA) to revise the outer Continental Shelf leasing program. Federal Energy Natural Resources Enhancement Act of 2008 - Authorizes appropriations for a natural resources enhancement program for the management of fish, wildlife, and natural resources. Terminates existing federal laws prohibiting the spending of appropriated funds to conduct oil and natural gas leasing or the issuance of a lease to any individual for any area of the outer Continental Shelf. Rigs to Reefs Act of 2008 - Amends the OCSLA to authorize the Secretary to use decommissioned offshore oil and gas platforms for artificial reef and scientific research. Allows the cancellation and exchange of certain oil and gas leases within 100 miles of the coastline within the California or Florida Adjacent Zones. Repeals: (1) the requirement to conduct a comprehensive inventory of outer Continental Shelf oil and natural gas resources; (2) the coastal impact assistance program; and (3) the Oil Shale, Tar Sands, and Other Strategic Unconventional Fuels Act of 2005. Amends the Energy Independence and Security Act of 2007 to repeal emission requirements with respect to the procurement and acquisition of alternative fuels.

Authorizes the President to authorize the design and construction of a petroleum refinery for each of the Army, Navy, Air Force, and Marine Corps that will be located on a military installation and reserved for the exclusive purpose of manufacturing petroleum products designated for consumption by units and elements of that branch of the Armed Forces. Directs the President to solicit proposals for the design and construction of a refinery under this Act. Amends the Energy Independence and Security Act of 2007 to repeal the reduced lifecycle greenhouse gas emissions requirement relating to federal agency procurement and acquisition of alternative fuels.

Amends the Internal Revenue Code of 1986 to allow an unconventional aviation fuel mixture credit. Defines "unconventional aviation fuel mixture" as an aviation-grade fuel consisting of a mixture of unconventional fuel (any liquid fuel derived from coal and any oil produced from shale) and aviation-grade kerosene. Authorizes the Secretary of Defense to enter into contracts or other agreements to procure liquid fuel derived from coal to meet the fuel requirements of the Department of Defense (DOD), including multi-year contracts for up to 25 years.

PROTECT Act or Protecting the Retirement of Our Troops by Ensuring Compensation is Timely Act - Prohibits the Secretary of a military department, regarding a participant in the Survivor Benefit Plan who the Secretary of State has determined was kidnapped in Iraq or Afghanistan on or after October 7, 2001, from making a determination that the participant is missing, with the presumption of death, until the earlier of: (1) at least seven years after the Secretary of State's determination; or (2) the date on which the participant is confirmed dead. Directs the Secretary of a military department, regarding such a participant who was presumed to be dead before enactment of this Act, to pay retired pay for periods before and after enactment of this Act until one of the above conditions is met.

Condemns all forms of sexual violence, including rape, in the Democratic Republic of the Congo. Calls on the government of the Democratic Republic of the Congo to address the large-scale sexual violence in the Democratic Republic of the Congo. Urges an increased U.S. and donor country effort to provide greater assistance for police and military human rights training in the Democratic Republic of the Congo. Calls on the Secretary of State to: (1) appoint a special envoy to the Democratic Republic of the Congo to sustain U.S. engagement in a peace process and stabilization programs; and (2) encourage the Congolese government to refer individuals or armed groups found guilty of rape and sexual violence consistent in magnitude to crimes against humanity to an international criminal court system. Encourages: (1) the international community to ensure greater coordination in its response to sexual violence and to provide further humanitarian assistance in the eastern Democratic Republic of the Congo; (2) full implementation of U.N. Security Council Resolution 1325 and related law and policy on the protection of women and girls; and (3) U.S. companies in the Democratic Republic of the Congo to exert oversight concerning where their products are coming from and who is benefiting from the trade. Reaffirms support for constitutional government, the rule of law, human rights, and democratic processes in the Democratic Republic of the Congo.

Expresses support for: (1) the goals and ideals of National Better Hearing and Speech Month; and (2) the efforts of speech and hearing professionals to improve the speech and hearing development of children. Urges increased coordination of community-based, comprehensive care for members of the Armed Forces, veterans, athletes, and accident victims who have experienced hearing and speech deficiencies as a result of traumatic brain injury. Encourages the people of the United States to have their hearing checked regularly and to avoid environmental noise that can lead to hearing loss. Commends the 46 states that have implemented routine hearing screenings for every newborn.

State Regulation of Marriage Is Appropriate Act - Amends the Defense of Marriage Act to repeal the statutory definition of "marriage" as meaning only a legal union between one man and one woman as husband and wife, and of "spouse" as referring only to a person of the opposite sex who is a husband or a wife.

Simplifying and Updating National Standards to Encourage Testing of the Human Immunodeficiency Virus of 2008 or SUNSET Act of 2008 - Amends the Veterans' Benefits and Services Act of 1988 to repeal provisions prohibiting the Secretary of Veterans Affairs from performing widespread human immunodeficiency virus (HIV) testing, but allowing voluntary testing of certain individuals.

Veterans Pain Care Act of 2008 - Directs the Secretary of Veterans Affairs to develop and implement a comprehensive policy on the management of pain experienced by veterans, including department-wide management of acute and chronic pain, the standard of care, the consistent application of pain assessments, health care personnel education and training, and education for veterans and their families.
