This bill requires a state seeking assistance for a state home facility to provide reasonable assurances that, for furnishing care to veterans' spouses, during a period in which a facility is operating with a bed occupancy rate of 90% or less, at least 40% of the bed occupancy at any one time shall consist of patients who are not receiving such level of care as veterans.

Expressing the sense of the House of Representatives that the use of continuing resolutions to fund defense-related activities erodes military readiness and poses an unacceptable risk to the national security of the United States.

Matthew Young Pollard Intelligence Authorization Act for Fiscal Years 2018 and 2019 This bill reauthorizes appropriations for FY2018-FY2019 for intelligence community programs and activities and adjusts personnel limits. It also authorizes appropriations for the Central Intelligence Agency Retirement and Disability Fund for FY2018-FY2019. The intelligence community agencies are authorized to provide higher pay for positions requiring expertise in science, technology, engineering, and mathematics, and for cyber-related positions. The Office of the Director of National Intelligence (ODNI) shall: (1) assist the Department of Homeland Security in sharing classified information regarding threats to state election systems to certain senior state election officials, who will receive top secret security clearances; and (2) designate a national counterintelligence officer within the National Counterintelligence and Security Center to lead, manage, and coordinate matters relating to election security. The bill sets forth provisions regarding security clearances. The bill contains several directives for the ODNI related to Russia, including to: (1) assess Russian threat finance (which includes the financing of cyber operations and sanctions evasion), and (2) provide notice of travel by diplomatic and consular personnel of Russia. The Department of Energy shall establish a two-year pilot program for securing energy infrastructure.

Specifically, such an acknowledgement is required if a service member declines life insurance, elects less coverage than the maximum amount provided, or the service member chooses a beneficiary other than the spouse or child or the member.

Burn Pits Accountability Act

Burn Pits Accountability Act This bill requires the Department of Defense (DOD) and the military departments to evaluate whether each member of the Armed Forces has been (1) based or stationed where an open air burn pit was used to dispose of waste, or (2) exposed to toxic airborne chemicals. Members located where an open burn pit was used or exposed to toxic airborne chemicals must be enrolled in the Airborne Hazards and Open Burn Pit Registry, unless the member elects not to enroll. The evaluations must be included in periodic health assessments, physical exams conducted immediately prior to separation from active duty, and deployment assessments. DOD must share the results of the evaluations with the Department of Veterans Affairs.

Thailand Veteran Agent Orange Parity Act of 2018 The Department of Veterans Affairs may provide to any spina bifida-affected child of a veteran who served on active duty in Thailand beginning on January 9, 1962, and ending on May 7, 1975, and who was exposed to a herbicide agent during such service, the same health care, vocational training and rehabilitation, and monetary allowance required to be paid to a similarly affected child of a Vietnam veteran. (The bill extends the presumption of service connection for certain diseases associated with herbicide exposure to such veterans, thus permitting health care benefits and disability compensation to be provided to their children.)

Family Unity Rights and Protection Act

Family Unity Rights and Protection Act This bill requires the Departments of Health and Human Services, Homeland Security, State, and Defense to ensure that alien children (i.e., children under the age of 18 removed from their parents or legal guardians at or near a port of entry or within 100 miles of the U.S. border pursuant to a zero tolerance policy for criminal illegal reentry) are reunited at the earliest possible date with their parents and guardians from whom they were separated. It also requires notification of parents and guardians of procedures for reuniting with such children and for the location of such children. The bill requires the creation of an electronic registry for information used to locate such alien children and their parents and guardians. The information in such registry may only be used for locating such children and may not be used in any criminal prosecution or other immigration proceeding. The bill also sets forth conditions on the termination of parental rights in immigration proceedings and requires the consolidation of asylum and immigration proceedings involving alien children.

A resolution expressing the sense of the Senate regarding the strategic importance of NATO to the collective security of the transatlantic region and urging its member states to work together at the upcoming summit to strengthen the alliance.

The bill also authorizes for FY2018 and FY2019 the CIA Retirement and Disability System and revises the computation of annuities under that system. Codifying President Trump's Affording Congress an Opportunity to Address Family Separation Executive Order Act This bill amends the Immigration and Nationality Act to codify policies relating to the separation of alien family members who enter the United States illegally. The bill requires the Department of Homeland Security (DHS) to maintain custody of alien families during the pendency of any criminal improper entry or other immigration proceedings. DHS may not detain an alien family together when detention of an alien child with the child's parent would pose a risk to the child's welfare. The Department of Defense shall provide new and existing facilities for the housing and care of alien families. Executive departments and agencies shall also provide appropriate facilities for the housing and care of alien families pending court proceedings for improper entry. The Department of Justice shall (1) file a request to modify an existing settlement agreement to permit the detention of alien families together during improper entry criminal or removal proceedings, and (2) prioritize the adjudication of cases involving detained family.

Fair Pay and Safe Workplaces Act of 2018 This bill requires an executive agency head to represent compliance with specified labor and other laws in the solicitation of contracts and subcontracts for property and services in excess of $500,000 (covered contracts and subcontracts). Each executive agency shall designate a senior official to act as the agency's Labor Compliance Advisor. The Department of Defense, the General Services Administration (GSA), and the National Aeronautics and Space Administration (NASA) shall reissue the final rule entitled "Federal Acquisition Regulation; Fair Pay and Safe Workplaces." GSA shall establish a single Internet website for federal contractors to use for all federal contract reporting requirements. Each executive agency entering into a covered contract or subcontract must provide employees with information concerning hours worked and overtime and additions to or subtractions from pay.

Family Medical Leave Modernization Act

Family Medical Leave Modernization Act This bill amends the Family and Medical Leave Act of 1993 to expand the number of individuals who are permitted to take leave pursuant to that Act. The bill lowers the eligibility theshhold under the Act to any employee who is employed at a worksite at which there are fewer than 15 employees if the total number of employees within 75 miles of such site is fewer than 15. The bill allows an employee to leave under the Act to care for a domestic partner and any individual related by blood or affinity whose close association with the employee is the equivalent of a family relationship if: such an individual has a serious health condition, or because of any qualifying exigency arising out of the fact that such an individual is on covered active duty (or has been notified of an impending call or order to such duty) in the Armed Forces. The bill entitles an employee who is a domestic partner, next of kin of a covered service member, or any individual related by blood or affinity to a covered service member whose close association is the equivalent of a family relationship to leave to care for the service member. The bill entitles employees to specified additional leave to participate in or attend their childrens' and grandchildrens' school or community organization activities, meet routine family medical care needs, or care for their elderly relatives.

Veteran Empowerment and Training to Facilitate Agricultural Revitalization and Mobilization Act of 2018 or the VET-2-FARM Act of 2018 This bill requires the Department of Agriculture (USDA) Military Veterans Agricultural Liaison to provide additional information to veterans and members of the Armed Forces regarding agriculture-related employment and training opportunities. The Military Veterans Agricultural Liaison must: provide information to veterans concerning the availability of, and eligibility requirements for, positions identified within USDA that are available to employ or train veterans; consult with specified federal departments and agencies regarding activities that assist veterans with agriculture-related employment; and establish and periodically update a website with information regarding employment and training opportunities for service members and veterans. USDA must report annually to Congress regarding positions and training opportunities for members of the Armed Forces and veterans.
