Military Construction Authorization Act, 1986 - Title I: Army - Authorizes the Secretary of the Army to acquire real property, carry out military construction projects, and construct or acquire family housing units and facilities in specified amounts at specified installations and locations. Authorizes the Secretary to carry out projects to improve existing military family housing units at specified installations in specified amounts. Title II: Navy - Authorizes the Secretary of the Navy to acquire real property, carry out military construction projects, and construct or acquire family housing units and facilities in specified amounts at specified installations and locations. Authorizes the Secretary to make improvements in existing military family housing units in a specified amount and carry out a military family housing unit improvement project at a specified location for a specified amount. Authorizes the Secretary to convert certain transient housing units to family housing units. Title III: Air Force - Authorizes the Secretary of the Air Force to acquire real property, carry out military construction projects, and construct or acquire family housing units and facilities in specified amounts at specified installations and locations. Authorizes the Secretary to carry out projects to improve existing military family housing units at specified installations in specified amounts. Title IV: Defense Agencies - Authorizes the Secretary of Defense to acquire real property, carry out military construction projects, and construct or acquire family housing units and facilities in specified amounts at specified installations and locations. Authorizes the Secretary to make expenditures to improve existing military family housing units in a specified amount. Title V: North Atlantic Treaty Organization Infrastructure - Authorizes the Secretary of Defense to make contributions for the North Atlantic Treaty Organization (NATO) Infrastructure program. Title VI: Authorization of Appropriations and Recurring Administrative Provisions - Authorizes appropriations for fiscal years after FY 1985 for military construction, land acquisition, and military family housing functions of the Departments of the Army, the Navy, and the Air Force, and the defense agencies. Authorizes appropriations for the NATO Infrastructure program. Limits the total costs of all projects to the total amounts authorized to be appropriated for each military department concerned. States that such authorizations shall expire at the end of FY 1987 except as otherwise specified. Establishes maximum amounts on certain expenditures, including unspecified minor military construction projects and per unit improvement and rental costs for military family housing. Title VII: Guard and Reserve Forces Facilities - Authorizes appropriations for fiscal years after FY 1985 for the costs of acquisition, architectural and engineering services, and construction of facilities for the guard and reserve forces. Title VIII : - Authorizes appropriations for FY 1987 to establish or develop military installations and facilities by the acquisition, construction, conversion, rehabilitation, or installation of public works. Repeals Federal law requiring the Secretary of Defense to transmit to the Congress the annual military construction authorization request within a specified period.

Veterans' Employment Amendments of 1985 - Amends the Emergency Veterans' Job Training Act of 1983 to extend through July 1, 1986, the provisions of such Act. Increases the eligibility for job training assistance to veterans of the Korean and Vietnam conflicts by lowering the required period of unemployment necessary for such eligibility. Increases to GS-11 the level to which veterans may be appointed for veterans readjustment appointments and career-conditional appointments (currently to GS-9). Eliminates the disability requirement as a condition to such appointments for Vietnam-era veterans.

Military Family Services Act of 1985 - Implements a rate of 18 cents per mile as reimbursement allowances for travel and transportation expenses related to military service. Implements a weight allowance scale by pay grade for military moves. Limits temporary lodging expenses reimbursement to: (1) enlisted members only; and (2) $100 per day (currently $110). Authorizes the Secretary of Defense to establish voluntary enrollment premium-sharing dental benefit plans for spouses and children of members of the uniformed services who are on active duty for more than 30 days. Requires enrolled members to pay a premium established by the Secretary. Outlines coverage limits for such plan. Creates a separate variable housing allowance for enlisted members of the uniformed services. (Currently, such allowance is the same for enlisted as well as non-enlisted members.) Authorizes the Secretary of each military department to enter into agreements with lessors having rental housing units located near military installations to assure compensation to such lessors for a breach of a lease by members of the armed forces. Outlines details to be included in such agreement. Provides for reimbursement to the United States by a member if it is determined that damage to the unit or breach of the lease was caused by the member. Provides for deductions from a member's pay in such circumstances. Requires the Secretary of Defense to report to the Congress concerning such lease assurance agreements. Establishes in the Department of Defense the Office of Military Family Services to provide family services to the members of the armed services. Outlines the services to be provided. Requires the Director of such Office to report to the Secretary of Defense every 12 months following the date of enactment of this Act concerning issues related to military families.

Defense Cost Reduction Act of 1985 - Directs the Secretary of Defense to provide for the development, use, and joint use of standard equipment, including systems, components, parts, weapons, and automated data processing systems, throughout the Department of Defense. Requires the Secretary to consider cost, performance, reliability, and field maintainability. Directs the Secretary to review and adjust equipment specifications and to require defense contracts to specify functional or performance characteristics rather than method-of-manufacture or design. Directs the Secretary to simplify procurement procedures by replacing regulations with policy guidelines, simplifying contract language, limiting contractor to subcontractor flow down of terms, training procurement personnel, and centralizing procurement. Directs the Secretary to modernize and standardize existing automated data processing systems used for inventory management and control, including changes which would improve the readiness of the armed forces. Directs the Secretary to report to the Congress by December 1 of every year after 1984 on the progress of equipment standardization, procurement simplification, and inventory and management, including information on which equipment has been standardized and training improvements. Revises the commencement dates of military pensions for certain members of the uniformed services. Sets forth a formula for the computation of the military pension of a person who first became a member of a uniformed service after the enactment of this Act. Reduces the amount of such pension for a person who has completed fewer than 30 years of service and elects to receive such pension on the first day of entitlement.

Provides that, in the event a revenue ruling disallowing a Federal income tax deduction for a personal residence to the extent that otherwise deductible amounts are allocable to housing allowances received by military personnel is applied to members of the armed forces, the President shall raise the basic allowance for quarters of each member to offset the reduction in their tax benefit.

Authorizes the Armored Force Monument Committee, the United States Armor Association, the World Wars Tank Corps Association, the Veterans of the Battle of the Bulge, the 11th Armored Cavalry Regiment Association, the Tank Destroyer Association, the 1st, 2nd, 3rd, 4th, 5th, 6th, 7th, 8th, 9th, 10th, 11th, 12th, 13th, 14th, and 16th Armored Division Associations, and the Council of Armored Division Associations to erect a memorial in or near Arlington National Cemetery, Virginia, to honor and commemorate the American Armored Force. Directs the Secretary of the Interior, with the approval of the National Commission of Fine Arts and the National Capital Planning Commission, to select the site and approve the design and plans. Obligates the United States to expenses of maintenance only. Requires the commencement of the erection of the memorial within five years with a certification of sufficiency of funds necessary before commencement.

Philippine Scouts Pay Equity Act - Directs the Secretary of the Army to compensate members of the Philippine Scouts during World War II for the differential in basic pay between such scouts and other members of the U.S. Army in corresponding grades and lengths of service. Directs the Secretary to equalize military pensions as well.
