SFC Richard Stayskal Military Medical Accountability Act of 2019 This bill allows claims to be brought against the United States for damages relating to the personal injury or death of a member of the Armed Forces arising out of a negligent or wrongful act or omission in providing medical, dental, or related health care functions at a military medical treatment facility. However, the bill does not apply to care provided at a medical treatment location deployed in an area of armed combat.

Protecting Immigrant Gold Star and Military Families Act This bill limits the deportability of certain relatives of current and former members of the Armed Forces. Certain grounds of deportability shall not apply to a qualifying alien who is (1) the spouse, widow or widower, parent, child, or sibling of a member of the Armed Forces or a veteran; or (2) eligible for a Gold Star lapel button (for certain immediate relatives of a member of the Armed Forces who died while serving). A qualifying alien is one who (1) has not have been convicted of a felony, significant misdemeanor, or three misdemeanors; and (2) is not a threat to national security or public safety.

Border Officers Utilization for National Defense Act of 2019 or the BOUND Act This bill sets a minimum number of U.S. Customs and Border Protection officers that must be deployed along the border between the United States and Canada. The minimum number of officers is the maximum number of officers that were deployed along that border at any time between January 1, 2016, and the enactment of this bill.

Protecting Children of Public Servants and Service Members Abroad Act of 2019 This bill nullifies certain U.S. Citizenship and Immigration Services (USCIS) guidance issued on August 28, 2019, as to what constitutes residence in the United States for the purposes of acquiring citizenship. (Residence in the United States is a requirement for acquiring citizenship in certain contexts. The guidance states, among other things, that [1] temporary visits to the United States do not establish U.S. residence, and [2] USCIS no longer considers a child living abroad with a parent who is a U.S. government employee or Armed Forces member as residing in the United States when determining whether that child automatically acquires U.S. citizenship.)

Fair Pay for the Modesto VA Act This bill provides that the cost of living shall be included in any determination of the rate of basic pay for employees of a Department of Veterans Affairs duty station in Stanislaus County, California. The bill also requires the rate of basic pay in such location be redetermined at least once every five years. The bill includes Stanislaus County, California, in the locality pay area applicable to San Francisco, California. The changes implemented in the bill shall not be construed to (1) result in a lower rate of basic pay for any employee, (2) affect any payment in addition to basic pay that an employee is eligible to receive, or (3) supersede or otherwise effect any limitation on total pay.

Special Guerrilla Unit (SGU) Veterans Service Recognition Expansion Act of 2019 This bill expands eligibility for internment in national cemeteries to include certain individuals who the Department of Veterans Affairs determines served honorably with a special guerilla unit or irregular forces in Laos in support of the U.S. Armed Forces between February 28, 1961, and May 7, 1975. Such individuals are eligible if, at the time of their death, they resided in the United States and were a U.S. citizen or alien lawfully admitted for permanent residence in the United States.

Women Veterans Support Act This bill implements programs and studies to improve mental health care for veterans, with a focus on women veterans. Specifically, the Department of Veterans Affairs (VA) must enter into an agreement with an independent entity to conduct a study on suicide by women veterans. The bill requires the VA to perform outreach on a national, regional, and local scale to prevent suicide by women veterans. The VA must establish a five-year grant program for certain nonprofit organizations to provide specified services to women veterans. Such services include, but are not limited to, mental health support services and financial counseling services. The bill requires the VA to provide financial assistance to eligible entities to provide or coordinate the provision of specified mental health supportive services for a veteran with a mental health condition who is seeking mental health treatment. Such entities must apply, and the VA shall provide training and technical assistance to entities regarding the planning, development, and provision of such services. For purposes of this financial assistance program, eligible entities include tribally designated housing entities and certain private entities (e.g., incorporated private institutions). The bill authorizes the VA to collect information from a participating entity relating to a mental health condition of a veteran for inclusion in the electronic health record of the VA in order to improve care provided to such veteran. The bill requires the VA to implement, with a specified framework, the Department of Veterans Affairs Readjustment Counseling Service Scholarship Program.

No Federal Funding for Confederate Symbols Act This bill prohibits federal funds from being used for the creation, maintenance, or display of any Confederate symbol on federal public land or other federal property. An exception to such prohibition is provided (1) if the use of such funds is necessary to allow for the removal of the Confederate symbol to address public safety; or (2) in the case of a Confederate symbol created, maintained, or displayed in a museum or educational exhibit. The Department of Defense shall redesignate the following military installations with such designation as it determines appropriate: Fort Rucker, Alabama, Fort Benning, Georgia, Fort Gordon, Georgia, Camp Beauregard, Louisiana, Fort Polk, Louisiana, Fort Bragg, North Carolina, Fort Hood, Texas, Fort A.P. Hill, Virginia, Fort Lee, Virginia, and Fort Pickett, Virginia.

Religious Freedom Peace Tax Fund Act This bill directs the Department of the Treasury to establish the Religious Freedom Peace Tax Fund for the deposit of income, gift, and estate taxes paid by or on behalf of taxpayers (1) who are designated conscientious objectors opposed to participation in war in any form based upon their sincerely held moral, ethical, or religious beliefs or training (within the meaning of the Military Selective Service Act); and (2) who have certified their beliefs in writing. Amounts deposited in the fund shall be allocated annually to any appropriation not for a military purpose. Treasury shall report to the House and Senate Appropriations Committees on the total amount transferred into the fund during the preceding fiscal year and the purposes for which such amount was allocated. The privacy of individuals using the fund shall be protected.

Leave no Veteran Behind Act This bill requires the Department of Veterans Affairs (VA) to seek to contact covered veterans to encourage them to receive comprehensive physical, mental health, eye, and audiological examinations. A covered veteran is a veteran who is enrolled in the VA health care system and has not received health care furnished or paid for by the VA in the past two years. Under the bill, if a covered veteran elects to receive more than one of the comprehensive examinations at a VA health care facility, the VA shall seek to furnish all such examinations on the same day. A covered veteran may also receive an examination from another specified health care provider. The bill provides that the VA may pay for a rural covered veteran to travel to a health care facility to receive a comprehensive examination. The VA shall seek to enter into agreements with non-profit organizations to provide shuttle service to rural covered veterans for such examinations.

Department of Veterans Affairs Information Technology Reform Act of 2019 This bill revises several policies and procedures related to the management of information technology projects and programs of the Department of Veterans Affairs (VA). Among other requirements, the bill requires the VA to do the following: update the review process for information technology projects to ensure active risks are factored into the Information Technology Dashboard Chief Information Officer ratings; submit a plan for expenditures relating to large information technology projects and investments; include a specific accounting of funds requested for VA information technology programs in budget justification materials; comply with applicable requirements of the Data Center Optimization Initiative of the Office of Management and Budget; submit a comprehensive, prioritized list of information technology projects being funded by the VA; assess information technology investments to determine the suitability of the investments for migration to a cloud computing service; create a mechanism to track savings and cost avoidances from migration to cloud computing services and deployment of such services; ensure that information technology management policies address the role of the Chief Information Officer with respect to key responsibilities; develop a continuous monitoring strategy to address organization metrics, frequency of monitoring metrics, ongoing status monitoring of metrics, and reporting of security status; and revise Office of Information and Technology processes relating to risk management. The bill also requires the Government Accountability Office to review the VA's updated processes related to the review of information technology projects and risk management.

Improving Oversight of Women Veterans' Care Act of 2019 This bill requires the Department of Veterans Affairs (VA) to submit an annual report on women veterans' access to gender-specific services under arrangements entered into by the VA with non-VA medical providers for the provision of hospital care or medical services. Manufacturing, Investment, and Controls Review for Computer Hardware, Intellectual Property, and Supply Act of 2019 or the MICROCHIPS Act of 2019 This bill establishes the National Supply Chain Intelligence Center within the Office of the Director of National Intelligence (ODNI) and contains other provisions related to supply chain intelligence and security. The center shall (1) aggregate all-source intelligence relating to supply chains; (2) share supply chain-related warnings with the intelligence community, other parts of the federal government, at-risk industry partners, and U.S. allies; and (3) serve as the central resource for supply chain threats and related information. The President may make funds available to eligible U.S. entities that produce components, products, or technology that will increase supply chain security. The ODNI shall report to Congress a plan for strengthening supply chain intelligence functions.

Sabika Sheikh Firearm Licensing and Registration Act This bill establishes a process for the licensing and registration of firearms. It also prohibits the possession of certain ammunition and large capacity ammunition feeding devices. First, the Bureau of Alcohol, Tobacco, Firearms and Explosives must establish (1) a licensing system for the possession of firearms or ammunition, and (2) a registration system for firearms. In addition, the Department of Justice (DOJ) must establish and maintain a publicly available database of all registered firearms. Next, the bill creates licensing requirements for the possession of a firearm and ammunition. DOJ shall issue such a license if the individual is 21 years of age or older, undergoes a criminal background check and psychological evaluation, completes a certified training course, and has an insurance policy. It also outlines the circumstances under which DOJ must deny a license (e.g., the individual was hospitalized with a mental illness). It also establishes additional requirements for an antique firearm display license and a military-style weapons license. The bill generally prohibits and penalizes the possession of a firearm or ammunition unless the individual complies with licensing and registration requirements. Further, it prohibits the transfer of a firearm or ammunition to an unlicensed person. Finally, it generally prohibits and penalizes (1) the possession of ammunition that is 0.50 caliber or greater, and (2) the possession of a large capacity ammunition feed device.

Protection for Veterans' Burn Pit Exposure Act of 2019 This bill requires the Department of Veterans Affairs (VA) to make a determination, after receipt of a study by the National Academies of Sciences, Engineering, and Medicine (NASEM) titled Respiratory Health Effects of Airborne Hazards Exposures in the Southwest Asia Theater of Military Operations, on whether a positive association exists between (1) the exposure of humans to toxic airborne chemicals and fumes caused by open air burn pits (areas used for burning solid waste in open air without equipment) and other airborne hazards, and (2) the occurrence of a diagnosed illness in humans. Upon determination of a positive association, the VA must prescribe regulations providing that (1) a presumption of service-connection is warranted for certain illnesses manifesting in certain time frames, and (2) covered veterans shall be presumed to have been exposed to toxic airborne chemicals caused by open burn pits unless conclusive evidence proves otherwise. Covered veterans are veterans who were deployed on or after September 11, 2001, in support of a contingency operation and based at a location where an open burn pit was used. If the VA determines a presumption of service-connection is not warranted, a notice must be published and include an explanation of the basis for the determination. The bill also requires the VA to remove previous presumptions if evidence indicates such presumption is not warranted. The Department of Defense must provide NASEM with access to information it requests for the study on Respiratory Health Effects of Airborne Hazards Exposures in the Southwest Asia Theater of Military Operations .

VA Design-Build Construction Enhancement Act of 2019 This bill requires the Department of Veterans Affairs (VA) to utilize design-build selection procedures when seeking to enter a contract for the design and construction of a medical building or facility. Design-build is a method for construction projects where the design and construction services are managed by a single entity. Under the bill, a non-VA federal entity that is managing a project involving a total expenditure of over $100 million may not be discouraged by the VA from using design-build selection procedures.

Coast Guard Authorization Act of 2019 This bill reauthorizes the U.S. Coast Guard and the Federal Maritime Commission for FY2020-FY2021 and authorizes a specified end-of-year strength for active duty personnel and military training student loads for the Coast Guard for such fiscal years. Among other things, the bill addresses (1) retirement grades for Coast Guard personnel, (2) promotion authority for Coast Guard personnel, (3) the use of unmanned maritime and aircraft systems in the Coast Guard, and (4) access to child care for Coast Guard families. The bill revises or sets forth policies relating to the Coast Guard, including vessel safety standards, vessel operation requirements, acquisition workforce authorities, continuation of pay during a lapse in appropriations, Coast Guard advisory committees, reporting requirements, the use of engine cut-off switches on recreational vessels, and polar security cutter acquisitions.

Veterans, Employees, and Taxpayers Protection Act of 2019 or the VET Protection Act of 2019 This bill directs the Department of Veterans Affairs (VA) to track the use of official time by VA employees without using estimates or time ranges. Official time is time granted to an employee under federal labor-management relations provisions to perform representational or consultative functions, during which the employee would otherwise be in a duty status. The bill prohibits (1) a VA employee from using official time to carry out political or lobbying activities; (2) specified health care employees, probationary employees, or employees above a certain salary level from using official time for any purpose without a waiver; and (3) any VA employee from spending more than 25% of the time such employee would otherwise be in a duty status on official time without a waiver. The authority provided to the VA to grant a waiver shall not be subject to bargaining, and the exercise of (or failure to exercise) such authority shall not be an unfair labor practice. An exclusive bargaining agreement shall allow a VA employee to terminate a voluntary dues allotment at any time. A covered VA employee shall serve a two-year probationary period, after which the employee's supervisor shall determine within 90 days whether or not the appointment is permanent. A covered employee is any individual appointed to a permanent position within the competitive service or the Senior Executive Service and does not include specified health care practitioners.

Safe Career Transitions for Intelligence and National Security Professionals This bill prohibits certain individuals with security clearances from receiving funding or employment from specified entities. Specifically, the prohibition is in effect while a security clearance is active and for five years afterwards, and applies to any (1) officer or employee of a federal agency or contractor, or (2) member of the Army, Navy, Air Force, or Marine Corps. The prohibition shall apply to specified entities such as Huawei Technologies Company and Kaspersky Lab. The Office of the Director of National Intelligence may add to or remove from this list based on whether there is a reasonable belief that an entity is owned by or receives financial support from the government of China, Russia, Iran, or North Korea. A person who knowingly violates this prohibition shall be subject to fines or imprisonment, or both.

Veterans Preventive Health Coverage Fairness Act This bill eliminates veterans' copayments for medication, hospital care, and medical services related to preventive health services provided by the Department of Veterans Affairs. The bill expands the definition of preventive health services to include (1) evidence-based items or services that have an A or B rating in the recommendations of the United States Preventive Services Task Force; (2) immunizations that have a recommendation from the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention with respect to the individual involved; and (3) with respect to women, the preventive care and screenings provided for in the Health Resources and Services Administration Preventive Services Guidelines in effect as of January 1, 2017.

This bill allows the Deputy Administrator of the Federal Aviation Administration (FAA) who is serving as an officer on active duty in the Armed Forces, or is a retired or former officer, to continue to serve as deputy administrator even if the FAA Administrator is a former regular officer of the Armed Forces.

This resolution expresses support for the designation of a national day of remembrance for members of the U.S. Armed Forces who were killed or injured by the terrorist attack on the Marine Corps barracks in Beirut, Lebanon, on October 23, 1983.
