Proactive Cyber Initiatives Act of 2022

Proactive Cyber Initiatives Act of 2022 This bill addresses proactive cybersecurity initiatives. Specifically, each department or agency must (1) conduct regular penetration testing on the information systems of such department or agency; and (2) provide to the Cybersecurity and Infrastructure Security Agency (CISA) and the Office of Management and Budget a report on the results of such testing, including identifying any risks discovered and describing how cybersecurity may be improved. CISA must issue guidance to facilitate the implementation of such requirements. Further, CISA must report to Congress, including an analysis of whether increased engagement is needed from national laboratories and the private sector to assist with the protection of the information systems of agencies through the use of active defense techniques, deception technologies, and penetration testing; the feasibility and benefits of consolidating within CISA proactive cybersecurity initiatives; and whether CISA requires additional authorities or resources to carry out proactive cybersecurity initiatives for agencies. The bill directs the Office of the National Cyber Director to deconflict overlapping cybersecurity jurisdiction between agencies. The Government Accountability Office must report to Congress on penetration testing and active defense techniques, and study innovative uses of proactive cybersecurity initiatives.

National Mesonet Authorization Act

National Mesonet Authorization Act This bill provides statutory authority for the National Mesonet Program of the National Weather Service (NWS). The program shall obtain observations from observing platforms in all geographic environments to improve understanding of and forecast capabilities for atmospheric events, with a prioritization on leveraging available commercial, academic, and other nonfederal weather data to enhance coordination across the private, public, and academic sectors of the U.S. weather enterprise. The program must carry out specified activities, including improving environmental observations used by the National Oceanic and Atmospheric Administration (NOAA) and the NWS to support baseline forecasts and warnings that protect the nation's citizens, businesses, military, and government agencies and enable such individuals and entities to operate in safe, efficient, and orderly manners. NOAA shall ensure the program has an active advisory committee of subject matter experts to identify, implement, procure, and track data needed to supplement the program, and recommend improvements, expansions, and acquisitions of available data. The advisory committee shall establish partnerships with one or more institutions of higher education to identify, evaluate, and recommend potential partnerships, regional or subregional consortia, and collaborative methods that would expand the number of participants and volume of data in the program.

This bill requires the Department of Veterans Affairs (VA) to establish paid predoctoral and postdoctoral internship programs for the purpose of training licensed officials (e.g., licensed professional counselors) to work as VA behavioral health providers at VA medical facilities. As a condition of participating in such an internship program, the participant must enter into an agreement with the VA to work on a full-time basis as a behavioral health provider for a period of time that is at least equivalent to the period of participation in the internship program.

To require the Department of Defense to share best practices with, and offers training to, State and local first responders regarding how to most effectively aid victims who experience trauma-related injuries.

Prohibited activities include sharing intelligence or providing logistical support to enable offensive strikes by the coalition led by Saudi Arabia. This joint resolution shall not affect any military operations directed at Al Qaeda or forces associated with Al Qaeda.

Specifically, the bill authorizes the military departments to provide (1) the use of facilities or equipment of the United States on an unreimbursed basis, and (2) endorsement from specified individuals related to an organization and its events and activities.

Additionally, DOD must brief Congress regarding the effects of this bill on living allowances.

Certain grounds of deportability shall not apply to a qualifying non-U.S. national ( alien under federal law) who is (1) the spouse, widow or widower, parent, child, or sibling of a member of the Armed Forces or a veteran; or (2) eligible for a Gold Star lapel button (for certain immediate relatives of a member of the Armed Forces who died while serving). A qualifying non-U.S. national is one who (1) has not have been convicted of a felony, significant misdemeanor, or three misdemeanors; and (2) is not a threat to national security or public safety.

The report must include (1) an assessment of how Western Balkan security cooperation with Russia and China affect the security interests of the United States and NATO; (2) an assessment of the Russian Humanitarian Center in Nis, Serbia, and any influence or coordination it may have with Russian intelligence agencies; and (3) a determination by the State Department on whether any Western Balkan country has conducted a significant transaction with a person that is part of Russia's defense or intelligence sectors.

Faster Payments to Veterans' Survivors Act of 2022 This bill modifies policies and procedures related to the payment of benefits under certain life insurance programs administered by the Department of Veterans Affairs (VA). If a primary beneficiary has not made a claim for payment within one year (currently two years) after the death of the insured under the National Service Life Insurance (NSLI) program or the United States Government Life Insurance (USGLI) program, the VA is authorized to make payment to another designated beneficiary as if the primary beneficiary had predeceased the insured. If no designated beneficiary makes a claim within two years (currently four years) after the death of the insured, the VA is authorized to make a payment to a person the VA deems to be equitably entitled to such benefit. The bill also modifies the beneficiary designation process under NSLI and USGLI. Specifically, if a person does not designate a beneficiary for insurance, or if the designated beneficiary predeceases the insured person, the VA must determine the beneficiary in a specified order of succession. Additionally, the bill requires the VA to improve its processes and procedures with respect to identifying, locating, and paying hard-to-find beneficiaries of life insurance policies, including by improving its website search tools.

Military Housing Affordability Act of 2022

Military Housing Affordability Act of 2022 This bill extends certain authorities of the Department of Defense (DOD) to adjust basic housing allowances for military housing in certain areas. Specifically, the bill extends to December 31, 2024, DOD's authority to increase the rates of basic housing allowance in areas of a declared major disaster or areas containing one or more military installations that are experiencing a sudden increase in the number of members assigned to the installation. The bill also extends to September 30, 2024, DOD's authority to prescribe a temporary adjustment to basic housing allowance rates if DOD determines the costs of adequate housing for civilians in that military housing area differs from the current allowance rates by more than 20%.

Specifically, the bill requires defense contractors to disclose the provenance of permanent magnets that contain those elements or minerals and expands prohibitions that restrict the Department of Defense from procuring goods or services, including those elements and minerals, from companies affiliated with China. The bill also expands the President's authorities under the Defense Production Act of 1950 to support domestic sources for those elements and minerals. (The Defense Production Act of 1950 confers on the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods needed for the national defense.)

Energy and Water Development and Related Agencies Appropriations Act, 2023 This bill provides FY2023 appropriations for U.S. Army Corps of Engineers civil works projects, the Department of the Interior's Bureau of Reclamation, the Department of Energy (DOE), and independent agencies such as the Nuclear Regulatory Commission. The bill provides appropriations for U.S. Army Corps of Engineers civil works projects, including for Investigations, Construction, Mississippi River and Tributaries, Operation and Maintenance, the Regulatory Program, the Formerly Utilized Sites Remedial Action Program, Flood Control and Coastal Emergencies, Expenses, the Office of the Assistant Secretary of the Army for Civil Works, and the Water Infrastructure Finance and Innovation Program. The bill provides appropriations to the Department of the Interior for the Central Utah Project and the Bureau of Reclamation. The bill provides appropriations to DOE for energy programs, including Energy Efficiency and Renewable Energy; Cybersecurity, Energy Security, and Emergency Response; Electricity; Nuclear Energy; Fossil Energy and Carbon Management; Energy Projects; Naval Petroleum and Oil Shale Reserves; the Strategic Petroleum Reserve; the Northeast Home Heating Oil Reserve; the Energy Information Administration; Non-Defense Environmental Cleanup; the Uranium Enrichment Decontamination and Decommissioning Fund; Science; Nuclear Waste Disposal; Technology Transitions; Clean Energy Demonstrations; the Defense Production Act Clean Energy Accelerator; the Advanced Research Projects Agency—Energy; the Title 17 Innovative Technology Loan Guarantee Program; the Advanced Technology Vehicles Manufacturing Loan Program; the Tribal Energy Loan Guarantee Program; Indian Energy Policy and Programs; Departmental Administration; and the Office of the Inspector General. The bill also provides appropriations to DOE for Atomic Energy Defense Activities of the National Nuclear Security Administration, Environmental and Other Defense Activities, and the Power Marketing Administrations. The bill provides appropriations to several independent agencies, including the Federal Energy Regulatory Commission and the Nuclear Regulatory Commission. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

Military Energy Security Act of 2022

Military Energy Security Act of 2022 This bill requires the Department of Defense (DOD) to set a goal to eliminate the use of Russian energy on each main operating base in the area of responsibility of the U.S. European Command (USEUCOM) not later than five years after the implementation of an installation energy plan for each base. Under the bill, DOD must submit to Congress (1) a list of main operating bases within the area of responsibility of USEUCOM ranked according to mission criticality and vulnerability to energy disruption, (2) an installation energy plan for each base on the list, and (3) an assessment of the feasibility of reaching the goal for the elimination of the use of Russian energy on each base. DOD must begin implementing plans not later than 30 days after submitting the plans to Congress. Additionally, DOD must establish a policy to ensure that any new military base in the area of responsibility of USEUCOM is established to include the consideration of energy security, energy resilience, and mitigation of risk due to energy disruption. DOD must annually brief Congress on the installation energy plans.
