Additionally, the resolution expresses regret for the mistreatment of veterans and their families during and after the Vietnam war and urges the President to formally acknowledge the widespread mistreatment of such veterans.

Countering CCP Drones and Supporting Drones for Law Enforcement Act

Countering CCP Drones and Supporting Drones for Law Enforcement Act This bill prohibits the sale or operation in the United States of certain drone models manufactured in China, and authorizes funding for state and local law enforcement to purchase and use approved drones.  Specifically, the bill requires the inclusion of certain equipment and software produced by the Chinese drone makers Shenzhen Da-Jiang Innovations Sciences and Technologies Company Limited (DJI Technologies) and Autel Robotics on a list of equipment determined by the Federal Communications Commission to pose an unacceptable risk to U.S. national security. Current law prohibits the sale or operation in the U.S. of any new equipment on the list. Under the bill, DJI Technologies and Autel Robotics would be prohibited from marketing or selling any drone model released after the addition of the companies to the list.  The bill also temporarily authorizes the Department of Transportation to award grants to state and local law enforcement for the purchase and use of drones not manufactured or assembled in, or containing software or critical components from, specified foreign countries of concern.   Finally, the bill directs the Department of Defense (DOD) to consider, through annual review of its list of Chinese military companies, whether any company that manufactures drones should be included in that list. Under current law, DOD is required to publish and annually update a list of companies that are owned or controlled by, or acting on behalf of, the Chinese military.

This bill makes changes to federal criminal laws related to various offenses, particularly sexual abuse offenses against minors. The bill revises the federal kidnapping statute by specifying that obtaining a victim by defrauding or deceiving a third party constitutes the offense of kidnapping. Additionally, for a kidnapping offense that involves a victim who has not attained the age of 16, the bill specifies that it is not a defense that the victim consented to the conduct of the offender, unless the offender establishes by a preponderance of the evidence that the offender reasonably believed that the victim had attained the age of 16. The bill also revises statutes related to sexual abuse offenses against minors to specify the following: that crossing international lines with the intent to engage in a sexual act with a child who has not attained the age of 12 constitutes aggravated sexual abuse (currently, the statute only references crossing state lines), that the offense of sexual abuse of a minor also includes knowingly causing the intentional touching of any person by a person who has not attained the age of 16, and that attempting to commit abusive sexual contact is also a crime that is subject to the same penalty as the completed offense.

The bill provides appropriations to DOE for energy programs, including Energy Efficiency and Renewable Energy; Cybersecurity, Energy Security, and Emergency Response; Electricity; Grid Deployment; Nuclear Energy; Fossil Energy and Carbon Management; Naval Petroleum and Oil Shale Reserves; the Strategic Petroleum Reserve; the Northeast Home Heating Oil Reserve; the Energy Information Administration; Non-Defense Environmental Cleanup; the Uranium Enrichment Decontamination and Decommissioning Fund; Science; Nuclear Waste Disposal; Technology Transitions; Clean Energy Demonstrations; the Advanced Research Projects Agency—Energy; the Title 17 Innovative Technology Loan Guarantee Program; the Advanced Technology Vehicles Manufacturing Loan Program; the Tribal Energy Loan Guarantee Program; Indian Energy Policy and Programs; Departmental Administration; and the Office of the Inspector General. The bill also provides appropriations to DOE for Atomic Energy Defense Activities of the National Nuclear Security Administration, Environmental and Other Defense Activities, and the Power Marketing Administrations. The bill provides appropriations to several independent agencies, including the Federal Energy Regulatory Commission and the Nuclear Regulatory Commission.
