Reserve Component Parental Leave Parity Act of 2023 This bill provides parental leave to members of the National Guard or a reserve component who are on inactive-duty training. Under current law, only maternity leave is available to such inactive-duty members. The bill expands the parental leave benefit to all members for the birth or adoption of a child or the placement with the member of a minor child for adoption or long-term foster care.

Sanctions Targeting Aggressors of Neighboring Democracies with Taiwan Act of 2023 or the STAND with Taiwan Act of 2023 This bill requires the imposition of sanctions in the event of a military invasion of Taiwan by China and addresses related issues. If the President determines that China or any of its proxies has initiated a military invasion of Taiwan, or if a joint resolution making such a determination is enacted, the bill requires the President to impose visa- and property-blocking sanctions on certain senior officials of China's government and the Chinese Communist Party (CCP); the Department of the Treasury to impose property-blocking sanctions on specified foreign financial institutions, including banks under the jurisdiction of China and in which China's government holds an interest; Treasury to impose property-blocking sanctions on any entity affiliated with China's government or the CCP; the Securities and Exchange Commission (SEC) to prohibit the trading of the securities of an issuer affiliated with China's government or the CCP on a national securities exchange; Treasury to prohibit U.S. financial institutions from making certain investments, such as investments in an entity owned or controlled by China's government, the CCP, or China's military; the prohibition of the importation of certain goods, including goods produced wholly or in part in China or by certain entities owned or financed by China's government or the CCP; and a prohibition on any depository institution or SEC-registered securities broker or dealer processing funds transfers to or from China or for the benefit of Chinese government officials or CCP members.

Rebuilding the United States-Flag International Fleet Act This bill reinstates and augments certain cargo preference requirements and addresses related issues. (Cargo preference requirements specify that a minimum percentage of federally financed ocean cargo must be transported on U.S.-flagged commercial vessels.) Under current law, federal agencies must ensure that 50% of the gross tonnage of their purchases and cargo transported via ocean vessel is carried on eligible U.S.-flagged commercial vessels. The bill increases this requirement to 75%. The Maritime Administration (MARAD) must issue regulations and interagency guidance implementing this policy and an earlier-enacted preference applicable to military cargo. The bill also reinstates a requirement for 25% of the total gross tonnage of certain federally financed agricultural cargo to be transported on U.S.-flagged commercial vessels. This requirement, which was repealed in a 2012 law, shall apply in addition to the 75% requirement. Specifically, the additional 25% requirement applies to commodities, specialty crops, and food products exported by the Department of Agriculture under designated international food assistance programs, including the Food for Peace Act and the Food for Progress Act of 1985. The Department of Transportation (DOT) must finance any increased ocean freight expenses incurred as a result of the 25% cargo preference requirement. The bill also details registration requirements for a vessel to be eligible to haul cargo under each preference. DOT may temporarily waive these requirements under limited emergency circumstances if MARAD determines that there is an inadequate supply of vessels to satisfy the requirements.

Department of Veterans Affairs EHRM Standardization and Accountability Act This bill prohibits the Department of Veterans Affairs (VA) from commencing an Electronic Health Record Modernization Program activity at a facility of the Veterans Health Administration (VHA) until the VA certifies to Congress that the electronic health record system has met specified improvement objectives. The VA is prohibited from newly implementing the electronic health record system at a VHA facility until the VHA submits written certification to Congress that the staff and infrastructure of the facility are adequately prepared for the system.

Security and Oversight for International Landholdings Act of 2023 or the SOIL Act of 2023 This bill establishes and expands requirements for reviewing and disclosing transactions regarding foreign investments in agricultural land. The Committee on Foreign Investment in the United States (CFIUS) must review certain investments in agricultural land held by a person (i.e., individual or entity) that is a national of, or subject to the jurisdiction of, a country (1) designated as a nonmarket economy, or (2) identified as posing a risk to the national security of the United States. Under current law, CFIUS reviews the national security implications of certain foreign investments in U.S. businesses or real estate, including critical infrastructure or technologies. CFIUS must also review certain real estate acquisitions or transfers of an interest, other than a security, for nonresidential properties that are located within 50 miles of a military installation. The bill also prohibits federal assistance, including subsidies, from being provided to a person for an agricultural real estate holding which is owned by any of the foreign persons specified above. The bill requires any foreign person who enters into a leasing agreement for agricultural land that is longer than five years to report the lease to the Department of Agriculture (USDA). Current requirements only apply to agriculture land acquired or transferred. Further, USDA must prepare and make publicly available an annual report describing agricultural land holdings by foreign persons, including specific information related to foreign persons from China and Russia.

Servicemembers and Veterans Empowerment and Support Act of 2023 This bill modifies and implements policies and procedures related to Department of Veterans Affairs (VA) health care and benefits for veterans who have experienced military sexual trauma (MST), which is generally defined as physical assault of a sexual nature, battery of a sexual nature, or sexual harassment that occurred while the veteran was serving in the military. In the case of any veteran who claims that a covered mental health condition (e.g., post-traumatic stress disorder) based on MST was incurred or aggravated by active service, the VA must consider (1) a diagnosis of the condition by a mental health professional, (2) a medically proven link between current symptoms and MST, and (3) credible supporting evidence that MST occurred. The VA may not deny a veteran's claim of compensation for a covered mental health condition based on MST without first (1) advising the veteran that nonmilitary evidence and behavioral evidence may constitute credible corroborating evidence, and (2) allowing the veteran an opportunity to furnish the corroborating evidence or advise the VA of potential sources of such evidence. The Veterans Benefits Administration must conduct an annual special focus review on the accuracy of the processing of claims for disability compensation for disabilities relating to MST. Additionally, the bill (1) expands access to mental health care at VA facilities for survivors of MST, and (2) requires the Government Accountability Office to report on access to such care for MST survivors.

Protect American Power Infrastructure Act This bill prohibits certain transactions that involve using equipment used in bulk-power system substations, control rooms, or power generating stations to provide power for defense critical electric infrastructure in the United States if a foreign adversary owns or exercises influence over the equipment. Examples of such transactions include transactions that (1) involve equipment designed, developed, manufactured, or supplied by persons owned by, controlled by, or subject to the direction of a foreign adversary; and (2) pose an undue risk of catastrophic effects on the security or resiliency of such infrastructure. However, the Department of Energy may approve transactions if it designs or negotiates measures to mitigate such risks.

Preserving Lawful Utilization of Services for Veterans Act of 2023 or the PLUS for Veterans Act of 2023 This bill modifies provisions related to agents and attorneys who represent veterans in Department of Affairs (VA) benefit claims. The VA must determine whether to recognize an individual as an agent or attorney for purposes of VA benefit claims within 90 days of receiving an application from such an individual. If the VA cannot verify whether the agent or attorney meets its qualifications and standards before the end of the 90 days, the VA must recognize the agent or attorney. If the VA determines after the 90-day period that such an agent or attorney does not meet the VA's qualifications and standards, the VA may suspend the individual without regard to notice and hearing procedures. The VA may not refuse to recognize an agent or attorney solely because the agent or attorney charges a fee for services rendered in the preparation, presentation, or prosecution of a claim. Additionally, the bill addresses and establishes the circumstances under which fees may be charged for the preparation, presentation, or prosecution of a claim for VA benefits. Finally, the bill imposes criminal penalties on individuals for directly or indirectly soliciting, contracting for, charging, or receiving any unauthorized fee or compensation with respect to the preparation, presentation, or prosecution of any claim for VA benefits. The commission or attempted commission of such offenses is punishable by a fine, imprisonment for up to one year, or both.

This bill requires the Department of State to report to Congress on State Department efforts to implement the advanced capabilities pillar of the trilateral security partnership between Australia, the United Kingdom (UK), and the United States. Federal Employees and Retirees with Delinquent Tax Debt Initiative (FERDI) Act This bill disqualifies individuals with delinquent tax debt from federal employment and requires the Internal Revenue Service (IRS) to regularly publish a report on the tax liabilities of federal employees. Specifically, the bill disqualifies both applicants and current employees with seriously delinquent tax debt from federal employment. The bill defines seriously delinquent tax debt as a federal tax liability that has been assessed by the Department of the Treasury and that may be collected via levy or court proceeding, with specified exceptions. Agencies must provide for appropriate review of public records to determine if there are any liens against applicants or current employees, and may take certain personnel actions against employees who willfully fail to file taxes or understate their liability. The bill also directs the IRS to publish an annual report on current and retired federal civilian and military employees who have delinquent tax debt or an unfiled tax return for the most recent fiscal year. (The IRS currently investigates and reports on similar information through its Federal Employee/Retiree Delinquency Initiative, or FERDI.)

Block the Use of Transatlantic Technology in Iranian Made Drones Act This bill requires plans to prevent Iran from acquiring certain technologies related to unmanned aircraft systems (UAS). The bill requires the Department of Commerce to develop a strategy to supplement the existing U.S. sanctions regime against Iran by preventing the export to Iran of certain technologies (including microcontrollers, voltage regulators, and microprocessors) that can be used in the development and employment of UAS. The Department of State must develop a strategy to engage with European and Asian allies and partners to prevent the export of these technologies to Iran by such allies and partners. The Department of Defense must develop a range of options that may be employed by the U.S. Armed Forces to counter or deny the ability of Iran to acquire these technologies, computer-aided design software, and computer numerical control machines.

Expanding Veterans' Options for Long Term Care Act This bill requires the Department of Veterans Affairs (VA) to implement a three-year pilot program to assess the effectiveness of providing assisted living services to eligible veterans, including by assessing the satisfaction of veterans participating in the pilot program. Eligible veterans are those who (1) are eligible for assisted living services as determined by the VA; and (2) are already receiving nursing home level care paid for by the VA, are eligible for such care from the VA, or exceed the requirements for domiciliary care paid for by the VA but do not meet the requirements for nursing home level care paid for by the VA. The Inspector General of the VA must report to Congress on the pilot program, and the VA must submit a follow-up plan to address any deficiencies that are identified in the report.

Ensuring Military Readiness Not Discrimination Act This bill addresses the standards for eligibility for service in the Armed Forces. Specifically, the bill provides that any qualifications established or applied relating to eligibility for service in an Armed Force must not include any criteria relating to the race, color, national origin, religion or sex (including gender identity, sexual orientation, or sex characteristics) of an individual. Additionally, any personnel policy developed or implemented by a military department with respect to members of the Armed Forces must ensure equality of treatment and opportunity for all persons, without regard to race, color, national origin, religion, and sex (including gender identity, sexual orientation, or sex characteristics).

Providing Resources for Exceptional Veterans to End Narcotic Trafficking of Fentanyl Act or the PREVENT Fentanyl Act This bill expands the Human Exploitation Rescue Operation Child-Rescue Corps program to address fentanyl trafficking. (The program, which is part of U.S. Immigration and Customs Enforcement, trains eligible members and veterans of the Armed Forces as computer forensic analysts to combat child exploitation.) Under this bill, program participants must investigate and analyze fentanyl trafficking in addition to the issues required under current law, such as child exploitation and human trafficking. The bill also changes the name of the program to the Human Exploitation Rescue Operation Corps.

Get Rewarding Outdoor Work for our Veterans Act or the GROW Act This bill addresses certain federal activities related to veterans who are transitioning from service to civilian life. First, the bill requires the Department of Veterans Affairs to annually report to Congress on the Warrior Training Advancement Course (WARTAC) of the Veterans Benefits Administration. The report must include specified elements, including information regarding how many members of the Armed Forces who are participating in the Transition Assistance Program have participated in WARTAC. The bill also requires the Veterans' Employment and Training Services within the Department of Labor to establish guidelines containing best practices for departments and agencies that implement programs to employ veterans who are transitioning from service. Additionally, the Department of the Interior must implement a two-year pilot program under which veterans are employed by the federal government in positions that relate to the conservation and resource management activities of Interior.
