To amend title 38, United States Code, to require, after the effective date of this amendment, licensure, certification or registration of social workers appointed in the Department of Veterans Affairs.

Requires social workers appointed in the Department of Veterans Affairs: (1) to hold a master's degree in social work from a college or university approved by the Secretary of Veterans Affairs; and (2) where their State so requires, to be licensed, certified, or registered as a social worker. Allows the Secretary to waive such requirement for three years after appointment in order to allow for completion of such requirements.

Designating September 21, 1990, as "National POW/MIA Recognition Day", and recognizing the National League of Families POW/MIA flag.

Prohibits any reduction or suspension of such adjustments under any presidential order or any other provision of law, except applicable Federal armed forces provisions.

A resolution to express the sense of the Senate that the President of the United States be commended for his actions toward Panama and that the American servicemen and women who participated in "Operation Just Cause" merit the gratitude and appreciation of the nation for their service to the cause of peace and freedom.

Directs the Secretary of Defense to establish the Commission on Base Realignment and Closure to: (1) determine if certain savings and cost-efficiency can be realized through closure or realignment of domestic and overseas U.S. military installations; and (2) make recommendations for such closures and realignments. Directs the Secretary to initiate and complete all recommended closures and realignments by specified dates. Outlines conditions for such closures and realignments, including congressional reports and the lack of a joint resolution from the Congress disapproving the Commission's recommendations. Terminates the authority to carry out any closure or realignment under this Act on October 1, 1996. Directs the Secretary to carry out any recommended base closure or realignment and to provide economic adjustment assistance, community planning assistance, and environmental restoration with respect to affected areas or communities. Directs the Administrator of General Services to delegate to the Secretary all appropriate authority to dispose of property for purposes of such closures or realignments, after consultation with the Governor of the State and the heads of local governments concerning other uses of the property to be disposed. Requires the Secretary to notify all other departments and other instrumentalities of the availability of property made excess by such closures or realignments. Outlines the applicability of the National Environmental Policy Act of 1969 with respect to actions of the Commission and the Secretary concerning base closures and realignments under this Act. Directs the Secretary to report to the Congress on the schedule for, cost savings from, and environmental effects of base closures and realignments. Establishes the Department of Defense Base Closure Account 1990 to receive deposits for, and proceeds from, base closures or realignments to be used for such closures and realignments. Requires certain reports with respect to the use of Account funds. Outlines the legislative process for the consideration of a joint resolution to disapprove the Commission's recommendations.

Condemning the deliberate and systematic human rights violations of the Government of Haiti.

Condemns the military Government of Haiti for its forced exile of opposition leaders, abridgement of civil and political rights, and disregard for the Haitian Constitution and international law. Urges such Government to cease censorship of the media and to extend to all people in Haiti rights guaranteed in relevant human rights accords. Calls upon the Secretary of State to: (1) make free and fair elections, a democratic transition, and respect for human rights key issues in determining U.S. relations with Haitian authorities; (2) urge such Government to guarantee the safe return of exiled opposition leaders, provide security to candidates, and assure voter safety; (3) call attention to the state of siege and ongoing human rights violations by such Government in international fora; and (4) cooperate with other governments in multilateral appeals to focus world attention on the situation in Haiti.

Extends the otherwise-applicable ten-year delimiting period for the use of veterans' educational assistance in the case of Vietnam veterans who received special pay while performing active service in Vietnam by one day for each day in which such veteran performed such service.

To amend the compensation for work injuries provisions of title 5, United states Code, to require that members of, or applicants for membership in, the Reserve Officers' Training Corps who are injured or incur illness or disease are fully informed of their rights and responsibilities under such provisions.

A bill to limit the use of appropriated funds for the B-2 advanced technology bomber aircraft program.

Prohibits funds appropriated to the Department of Defense (DOD) from being used to commence production of B-2 aircraft. Limits the use of funds already appropriated to DOD for the B-2 to the following purposes: (1) completion of the production of such aircraft which began prior to the enactment of this Act; (2) research and development in connection with the B-2 program; and (3) flight testing of such aircraft.

To direct the Secretary of the Army to carry out a four-year test program to examine the implications of the removal of limitations on the assignment of female members of the Army to combat and combat-support positions.
