Veterans Suicide Study Act - Directs the Secretary of Veterans Affairs conduct a study to determine the number of veterans who died by suicide between January 1, 1997, and the date of the enactment of this Act.

Caleb Martin-Travis Dodson Wounded Warrior Retention Act - Authorizes a member of the Armed Forces who would normally be retired, placed on the temporary disability retired list, or separated as the result of a combat-related disability to elect to instead be retained on active service in an active status, as long as the member: (1) remains medically able to perform noncombat-related military occupational specialties or duties; and (2) is not disqualified from performing such specialties or duties because of performance, mandatory retirement for age, or other reasons. Subjects members placed in such status to periodic physical examinations, as provided to members placed on the temporary disability retired list. Authorizes the Secretary of Defense to permit, on a case-by-case basis, the reenlistment or appointment in such status of a member who, during the period beginning on September 1, 2001, and ending on the date of enactment of this Act, was retired or separated as the result of a combat-related disability. Requires a report from the Secretary to Congress on the number and types of noncombat-related military occupational specialties in the Armed Forces and Department of Defense (DOD) civilian employee positions that would be available for such members.

Department of Veterans Affairs Medical Facility Authorization and Lease Act of 2008 - Authorizes the Secretary of Veterans Affairs to carry out major medical facility projects (projects) in FY2009 in: (1) Palo Alto, California; (2) San Antonio, Texas; and (3) San Juan, Puerto Rico. Amends the Veterans Benefits, Health Care, and Information Technology Act of 2006 to increase the amount authorized under such Act for: (1) all projects; and (2) specified projects in Florida, Nevada, and Pennsylvania in connection with the Capital Asset Realignment Initiative. Authorizes the Secretary to carry out specified major medical facility leases (leases) in FY2009 in Arizona, California, Colorado, Florida, Georgia, Ohio, Oregon, Puerto Rico, South Carolina, and Wisconsin. Authorizes the Secretary to carry out a project in Okaloosa County, Florida. Authorizes appropriations for projects and leases authorized or increased under this Act. Directs the Secretary to submit to the congressional veterans' committees: (1) a report updating progress made in complying with provisions requiring the establishment of, and responsibilities for, a Department of Veterans Affairs (VA) Director of Construction and Facilities Management; and (2) an annual report on VA community-based outpatient clinics and other outpatient clinics.

Homeownership Protection and Housing Market Stabilization Act of 2008 - Sets forth a licensing and registry system for residential mortgage loan originators. Amends the Truth in Lending Act to require additional creditor disclosures on residential mortgage loans. Expand and Preserve Home Ownership Through Counseling Act - Amends the Department of Housing and Urban Development Act to establish the Office of Housing Counseling in the Office of the Secretary of Housing and Urban Development (HUD). Amends the Community Reinvestment Act of 1977 to grant community investment credit for certain lender practices. Expanding American Homeownership Act of 2008 - Amends the National Housing Act to revise the single family mortgage insurance program under the Federal Housing Administration (FHA), including Hawaiian home lands and Indian reservations, and home equity conversion (reverse) mortgages. Amends the Economic Stimulus Act of 2008 to grant a temporary increase in the maximum loan guaranty amount for veterans' housing loans guaranteed by Secretary of Veterans Affairs. Directs the Secretary of Defense to implement a mortgage foreclosure prevention counseling program for members of the Armed Forces returning from active duty abroad. Amends the Servicemembers Civil Relief Act to extend the period of protection against mortgage foreclosures. Amends the Truth in Lending Act to: (1) require escrow and impound accounts for periodic payments for certain credit transactions; and (2) set forth property appraisal requirements. Authorizes appropriations for federal prosecution of mortgage fraud. Federal Housing Finance Reform Act of 2008 - Amends the Housing and Community Development Act of 1992 to establish: (1) the Federal Housing Finance Agency (FHFA) to exercise oversight authority over the Federal Home Loan Banks, the Federal Home Loan Mortgage Corporation (Freddie Mac), and the Federal National Mortgage Association (Fannie Mae) (enterprises) ; and (2) the Federal Housing Enterprise Board. Prescribes: (1) minimum and critical capital levels for regulated entities; and (2) special enforcement powers. Requires the FHFA Director to establish standards for enterprise assets and liabilities. Abolishes: (1) the Office of Federal Housing Enterprise Oversight; and (2) the Federal Housing Finance Board. Transfers their functions, personnel, and property to the FHFA. Terminates enterprise-related functions of HUD.

National MS Disease Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Agency for Toxic Substances and Disease Registry, to: (1) develop a system to collect data on multiple sclerosis (MS); and (2) establish a national surveillance system for the collection and storage of such data, including a population-based registry of U.S. cases of MS. Requires the Secretary to establish the Advisory Committee on the MS National Surveillance System. Allows the Secretary to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on MS. Requires the Secretary to: (1) identify, build upon, expand, and coordinate existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for research access to MS data. Requires the Secretary to ensure that epidemiological and other types of information collected are made available to agencies such as the National Institutes of Health (NIH), the Department of Veterans Affairs (VA), and the Department of Defense (DOD).

Wartime Enforcement of Fraud Act of 2008 - Amends the federal criminal code to revise provisions that suspend the statute of limitations for wartime frauds against the United States by: (1) making such provisions applicable to an authorization for the use of Armed Forces (currently, applicable only if a war has been declared); (2) extending such limitation period from three to five years after the termination of hostilities; and (3) requiring a presidential proclamation, with notice to Congress, to signal the end of hostilities and thus end the suspension of the statute of limitations.

Alternative Minimum Tax and Extenders Tax Relief Act of 2008 - Amends the Internal Revenue Code to extend expiring provisions relating to the alternative minimum tax, individual and business taxpayers, energy conservation, and tax administration. Extends through 2008 for individual taxpayers: (1) the offset of nonrefundable personal tax credits against alternative minimum tax (AMT) liability; and (2) increased AMT exemption amounts. Extends through 2009: (1) the election to include combat zone compensation as earned income for purposes of the earned income tax credit; (2) tax-free distributions from individual retirement plans (IRAs) for individuals called or ordered to active military duty and for charitable purposes; (3) the election to deduct state and local sales taxes in lieu of state and local income taxes; (4) the tax deductions for qualified tuition and related expenses and for certain expenses of elementary and secondary school teachers; (5) authority for use of qualified mortgage bonds to finance residences for veterans; (6) provisions relating to regulated investment companies and qualified investment entities; and (7) the special rule for charitable contributions of capital gain real property for conservation purposes. Extends through 2009 various business-related tax provisions, including: (1) the tax credit for increasing research activities; (2) the new markets tax credit; (3) provisions relating to foreign personal holding company income; (4) accelerated deprecation for qualified leasehold and restaurant improvements, for motorsports racing track facilities, and for business property on Indian reservations; (5) the expanded tax deduction for charitable contributions of food and book inventories by noncorporate taxpayers; (6) the special rule for the tax treatment of certain payments to tax-exempt organizations by a controlled subsidiary; (7) the special rule for reductions in the basis of S corporation stock for charitable contributions of property; (8) increases in alcohol excise taxes payable to Puerto Rico and the Virgin Islands; (9) parity provisions for group health insurance mental health benefits; (10) the economic development credit for American Samoa; (11) tax incentives for mine rescue team training and advanced mine safety equipment; (12) the expensing allowance for film and television production expenditures and for environmental remediation costs; (13) the tax deduction for income attributable to domestic production activities in Puerto Rico; (14) issuance authority for qualified zone academy bonds; (15) the Indian employment tax credit; (16) the tax credit for railroad track maintenance; and (17) work opportunity tax credit eligibility for Hurricane Katrina employees. Extends through 2009 tax credits for: (1) energy efficient appliances; (2) nonbusiness energy property; (3) residential energy efficient property; (4) producing electricity from renewable resources; (5) new energy efficient homes; and (6) investment in certain energy property and in clean renewable energy bonds. Extends through 2009 the tax deduction for energy efficient commercial buildings. Makes permanent the authority for Internal Revenue Service (IRS) undercover operations and combined employment tax reporting. Extends through 2009 IRS authority for disclosure of tax information relating to terrorist activities.

Veterans Health Care Act of 2008 - Authorizes the Secretary of Veterans Affairs to contract to provide specialized residential care and rehabilitation services to a veteran of Operation Enduring Freedom or Operation Iraqi Freedom who suffers from a traumatic brain injury, has an accumulation of deficits in activities of daily living and instrumental activities of daily living and, because of these deficits, would otherwise require nursing home admission even though such care would generally exceed the veteran's nursing needs. Directs the Secretary to provide full-time board-certified physicians and dentists the opportunity to continue their professional education through VA sponsored continuing education programs. Authorizes (currently, directs) the Secretary to reimburse such physicians or dentists up to $1,000 per year for continuing professional education not available through VA sources. Exempts hospice care from requirements to pay a copayment in connection with hospital or nursing home care or medical services. Repeals a provision that prohibits the Secretary from performing widespread human immunodeficiency virus (HIV) testing but does allow voluntary testing of certain individuals. Authorizes the Secretary to disclose the name and address of present or former Armed Forces members and their dependents to collect charges for care or services provided for a non-service-connected disability. Removes provisions ending, on September 30, 2008, the Secretary's authority to obtain information from the Secretary of the Treasury or the Commissioner of Social Security under specified provisions of the Internal Revenue Code. Directs the Secretary to increase certain disability compensation and dependency and indemnity compensation amounts.

Makes technical corrections to provisions of the National Defense Authorization Act for Fiscal Year 2008 which provide special immigrant status for certain Iraqis employed by or on behalf of the U.S. government. Authorizes the Secretary of Homeland Security or State to convert approved petitions for such status with respect to which visas are not immediately available to approved petitions for petitions filed before October 1, 2008.

Directs the Secretary of the Navy to transfer the decommissioned Naval Security Group Activity, Skaggs Island, in Sonoma County, California, to the administrative jurisdiction of the Secretary of the Interior to permit such Secretary, acting through the U.S. Fish and Wildlife Service, to administer the transferred property as a wildlife refuge in the National Wildlife Refuge System. Requires the Secretary of the Navy, before completing the transfer of the property, to demolish and remove all structures on the property identified by the Secretary of the Interior as appropriate for removal to facilitate the conversion of the property into a wildlife refuge. Permits the Secretary of the Navy to accept contributions from the state of California and other entities to help cover the costs of demolishing and removing structures on the property and conducting environmental remediation activities with respect to the property. Requires the Secretary of the Navy to submit reports on the progress made in connection with the remediation and transfer of the property.

Separating Servicemember Handbook Development Act - Amends the National Defense Authorization Act for Fiscal Year 2008 to direct the Secretary of Defense to develop and maintain, in a handbook and on a publically-available Internet website, a comprehensive description of the compensation and other benefits to which an Armed Forces member, and the family of the member, would be entitled on separation or retirement resulting from a serious injury or illness. Requires that the handbook be provided to each member as soon as practicable following an injury or illness for which the member may retire or separate.

Military Healthcare for Dependents Act - Amends federal provisions concerning contracts for medical care for spouses and children of members of the Armed Forces (members) to: (1) eliminate the requirement that the dependent must reside with the member in order to be eligible for such care; (2) remove a duty order condition with respect to coverage for a dependent of a member who has relocated without the dependent from a remote location where the member and dependent resided together; and (3) remove the condition that, in order for dependents of certain reserve members to be eligible for such care, the residence must be located more than 50 miles, or more than one hour's drive, from the nearest adequate military medical treatment facility.

Calls on the President not to commit the United States to any status of forces agreement or any other bilateral agreement with the Republic of Iraq that involves the presence of the U.S. Armed Forces in Iraq unless under the agreement Iraq agrees to reimburse the United States for all costs related to the presence of the U.S. Armed Forces in Iraq after such agreement's effective date, including pay and allowance costs for U.S. Armed Forces members serving in Iraq.

Hubbard Act - Amends federal employment, armed forces, military pay, and veterans' benefits law to authorize the provision of the following benefits to a member of the Armed Forces who is discharged at the member's request pursuant to a Department of Defense (DOD) policy permitting the early discharge of a member who is the only surviving child in a family in which the father or mother, or one or more siblings, served in the Armed Forces and, incident to such service, was killed, died as a result of wounds, accident, or disease, is in a captured or missing in action status, or is permanently disabled: (1) continued payment, through the original agreed-upon service period, of any bonus, incentive, or similar benefit to which the member was entitled during service; (2) separation pay, even though the member has completed less than six years of active service before discharge; (3) transitional health care, on the same basis as an active-duty member, for 180 days after discharge; (4) transitional commissary and exchange benefits, on the same basis as an active-duty member, for two years after discharge; (5) veterans' housing loan, employment and training, and basic educational assistance; (6) federal unemployment compensation; and (7) veteran's preference for federal employment purposes. Makes this Act effective with respect to any such discharge granted after September 11, 2001.

Reserve Education Assistance Program (REAP) Enhancement Act of 2008 - Recodifies and revises under federal veterans' benefits law a current chapter under federal armed forces law concerning educational assistance for reserve personnel supporting contingency operations and certain other operations. Requires the Secretary of Veterans Affairs (Secretary) to carry out such assistance program. Directs the Secretary of each military department, and the Secretary of Homeland Security when it is not operating as a service in the Navy, to provide notice to individuals who meet program eligibility requirements. Revises educational assistance allowance rates based on periods of active duty service. Provides a ten-year limit after separation for the use of such assistance for a member of the Selected Reserve who completes a required period of service under other than dishonorable conditions. Requires the Secretary of Defense to transfer to the Secretary, by the beginning of FY2010, amounts provided or remaining in the Department of Defense Education Benefits Fund that are attributable to the reserve educational assistance program.

Veterans Disability Fairness Act - Directs the Secretary of Veterans Affairs, in order to carry out the Department of Veterans Affairs (VA) quality assurance program with respect to the administration of veterans' disability compensation, to ensure the accuracy and consistency across VA offices of the treatment of claims for disability compensation, including disability rating determinations and whether a disability is service-connected. Requires the Secretary to conduct reviews and audits, at least annually, to identify and correct any inaccuracies or inconsistencies in disability ratings and the adjudication of disability compensation claims by VA regional offices and employees responsible for such ratings or adjudications.

Veterans' Compensation Cost-of-Living Adjustment Act of 2008 - Directs the Secretary of Veterans Affairs to increase, as of December 1, 2008, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled adult children, and dependency and indemnity compensation for surviving spouses and children. Requires each such increase to be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.

Veterans Mortgage Education Act of 2008 - Directs the Secretary of Defense to develop and implement a program to advise members of the Armed Forces who are returning from active duty abroad on actions to prevent or forestall mortgage foreclosures, including credit counseling and home mortgage counseling.

Military Honor and Decency Act - Directs the Secretary of Defense to review, at least annually, material that is not deemed to be sexually explicit to determine if the material should be deemed sexually explicit and thus prohibited under provisions prohibiting the sale or rental of sexually explicit material: (1) on property under the jurisdiction of the Department of Defense (DOD); or (2) by a member of the Armed Forces or a civilian DOD officer or employee acting in an official capacity. Revises the definition of "sexually explicit material" to (among other things) prohibit print periodicals that regularly feature or give prominence to nudity or sexual or excretory activities.

Corporate Executive Compensation Accountability and Transparency Act - Amends the Internal Revenue Code to the limit annual aggregate amounts which may be deferred under nonqualified deferred compensation arrangements. Amends the Sarbanes-Oxley Act of 2002 to extend from 12 to 36 months the look-back period for any bonuses, incentive-based or equity-based compensation, or profits realized from the sale of securities which must be reimbursed to a securities issuer by its chief executive officer and chief financial officer if the issuer is required to prepare an accounting restatement because of material noncompliance, as a result of misconduct, with any financial reporting requirement. Requires the Securities Exchange and Commission (SEC) to promulgate regulations to ensure more effective enforcement of such forfeitures. Requires such regulations to cite specified illicit accounting irregularities. Amends the Securities Exchange Act of 1934 to require that any proxy, consent, or authorization for an annual (or special) meeting of shareholders provide for a separate nonbinding shareholder vote on executive compensation, especially executive compensation (golden parachute payments) based on or related to disposition of substantially all the assets of an issuer in an acquisition, merger, consolidation, sale, or other disposition. Directs the SEC to promulgate regulations: (1) clarifying and strengthening requirements governing disclosure of compensation of consultants or advisors to a compensation committee; and (2) requiring each company subject to its jurisdiction to disclose the full grant date present value of equity instruments used as executive compensation awards in the Summary Compensation Table of the company. Amends the Federal Property and Administrative Services Act of 1949 to require certain federal contractors to disclose their executive compensation structures. Requires Armed Forces defense procurement contracts also to disclose such structures.

Training and Rehabilitation for Disabled Veterans Enhancement Act of 2008 - Allows services and assistance for veterans with service-connected disabilities to include services necessary to improve a veteran's quality of life. Entitles a veteran determined not capable of achieving a vocational goal to a program that improves such veteran's quality of life, in addition to other services currently provided. Directs (current law authorizes) the Secretary of Veterans Affairs to provide programs of independent living services and assistance to such veterans. Removes provisions limiting the initiation of programs of independent living services to no more than 2,500 veterans each fiscal year.

Military Personnel Citizenship Processing Act - Amends the Homeland Security Act of 2002 to establish an Office of the FBI Liaison in United States Citizenship and Immigration Services (USCIS), which shall monitor and assist with Federal Bureau of Investigation (FBI) functions related to expeditiously processing naturalization applications filed by members and former members of the Armed Forces. Amends the the Immigration and Nationality Act to require that USCIS, within six months of receipt of a naturalization application filed by a member of the Armed Forces: (1) process and adjudicate the application; or (2) provide the applicant with an explanation for the inability to meet such deadline and an estimate of the adjudication date. Repeals the provisions of this Act five years after the date of enactment of this Act.

National Guard and Reserve Retired Pay Equity Act of 2008 - Amends the National Defense Authorization Act for Fiscal Year 2008 to back-date to September 11, 2001, the period of active duty or performed active service, in support of a contingency operation or in other emergency situations, for which members of Ready Reserve components of the armed forces shall receive credit in determining eligibility for early receipt of non-regular service retired pay.

Constitutional Amendment - States that a person born in the United States shall not be a U.S. citizen unless: (1) one parent of the person is a U.S. citizen; (2) one parent of the person is an alien lawfully admitted for permanent residence in the United States who resides in the United States; (3) one parent of the person is an alien performing active service in the U.S. Armed Forces; or (4) the person is naturalized in accordance with the laws of the United States.

Post-9/11 Veterans Educational Assistance Act of 2008 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill individuals in certain length-of-service categories who, commencing on or after September 11, 2001, serve on active duty in the Armed Forces. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Makes individuals entitled to assistance under this Act also eligible for supplemental educational assistance for additional active duty service. Requires the Secretary to carry out a program, to be known as the "Yellow Ribbon G.I. Education Enhancement Program," under which colleges and universities may enter into an agreement with the Secretary to cover, for certain individuals, a portion of established charges not otherwise covered and match contributions toward such costs. Requires educational assistance under this Act to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

Makes technical corrections to provisions of the National Defense Authorization Act for Fiscal Year 2008 which provide special immigrant status for certain Iraqis employed by or on behalf of the U.S. government. Authorizes the Secretary of Homeland Security or State to convert approved petitions for such status with respect to which visas are not immediately available to approved petitions for petitions filed before October 1, 2008.

Spina Bifida Health Care Program Expansion Act - Requires the Secretary of Veterans Affairs to provide comprehensive health care coverage through the Department of Veterans Affairs (VA) for a child of a Vietnam veteran who is suffering from spina bifida. (Current law requires the Secretary to provide such child such health care as the Secretary determines is needed by the child for the spina bifida or any disability that is associated with such condition.) Includes domiciliary care as part of such comprehensive coverage.

Directs the Secretary of Veterans Affairs to ensure that an Injured and Amputee Veterans Bill of Rights is displayed prominently in each Department of Veterans Affairs (VA) prosthetic and orthotic clinic. Includes in the Bill of Rights the right to: (1) access the highest quality prosthetic and orthotic care; (2) select the practitioner that best meets their prosthetic and orthotic needs; (3) timely and efficient prosthetic and orthotic care; and (4) transition and readjust to civilian life in an honorable manner, including by having ample access to vocational rehabilitation, employment programs, and housing assistance.

Repeals specified exceptions to rights of certain Department of Veterans Affairs (VA) employees to engage in collective bargaining. Requires a final decision of the VA with respect to the review of an adverse personnel action against a VA employee to be issued not later than 60 days after such action has been appealed. Subjects such decision to judicial review in the appropriate U.S. District Court or, if the decision is made by a labor arbitrator, in the U.S. Court of Appeals for the Federal Circuit.

Veterans' Compensation Equity Act of 2008 - Requires that, for each veteran requiring continuous medication or the use of one or more adaptive devices (such as a hearing aid) prescribed by the Department of Veterans Affairs (VA) or other licensed health care provider for the treatment of a service-connected disability, the Secretary of Veterans Affairs shall assign a disability rating of not less than 10%.
