Access to Healthcare for Reservists Act This bill requires the Department of Defense (DOD) to study the feasibility of expanding eligibility for TRICARE Reserve Select and the TRICARE dental program to include all members of the Selected Reserve of the Ready Reserve of a reserve component of the Armed Forces, their dependents, and their non-dependent children under the age of 26. The study must also assess potential cost effects, changes in out-of-pocket costs to beneficiaries, and effects on other federal programs. DOD must contract with a federally funded research and development center that is qualified and appropriate to conduct the study. Additionally, DOD must brief Congress on the methodology and approach of the study and submit a report on the results.

Reduce Our Military's Reliance on Foreign Fuel Act This bill requires the Department of Defense (DOD) to implement a pilot program on the use of sustainable aviation fuel by DOD. Under the bill, sustainable aviation fuel means liquid fuel that (1) consists of synthesized hydrocarbon; (2) meets the requirements of ASTM International Standard D7566; (3) is derived from biomass, waste streams, renewable energy sources, or gaseous carbon oxides; and (4) is not derived from palm fatty acid distillates.

Fire Department Repayment Act of 2022 This bill requires standard operating procedures for reciprocal fire suppression cost share agreements. The Departments of Agriculture, the Interior, Homeland Security, and Defense shall establish standard operating procedures relating to fire suppression cost share agreements established under the Reciprocal Fire Protection Act; and with respect to each agreement in operation on one year after enactment of this bill, review each agreement and modify it as necessary to comply with the standard operating procedures. The standard operating procedures shall include a requirement that each fire suppression cost share agreement be aligned with each of the cooperative fire protection agreements applicable to the entity subject to such fire suppression cost share agreement. The standard operating procedures shall also include a requirement that the departments, to the maximum extent practicable, complete reviews, including second-level reviews of a fire suppression cost share agreement, as soon as practicable after a wildfire related to the area covered by such cost share agreement is contained; and a requirement that in completing such reviews, the department concerned consults with state and local fire suppression organizations.

This bill expands the period of time during which members of the Ready Reserve can earn credit to reduce the age at which they can receive retired pay. Under this bill, credit may be earned for qualifying types of active duty or active service performed after September 11, 2001. Current law permits this from January 28, 2008 onwards. The bill also allows credit to accrue for such active duty or active service which spans two fiscal years from September 11, 2001, onwards. Current law permits this from September 30, 2014, onwards. The bill applies to retired pay applications pending on or submitted on or after the date of the enactment of this bill.

Restoring Essential Energy and Security Holdings Onshore for Rare Earths Act of 2022 or the REEShore Act of 2022 This bill establishes a strategic reserve of rare earth metals and rare earth metal products and sets out other requirements related to rare earth metals. Specifically, the bill requires defense contractors to disclose the provenance of rare earth metal permanent magnets and restricts the use of rare earth metals sourced from China in certain defense items and services. Additionally, the U.S. Trade Representative must investigate China for unfair trade practices related to the rare earth metals market, and the Department of Defense must report on efforts to reduce the dependence of U.S. allies on non-allied sources of rare earth metals.

Improving Military Aviation Readiness Act of 2022 This bill requires the Department of the Air Force and the Department of the Navy to include Federal Aviation Administration (FAA) certified airworthy used, overhauled, reconditioned, and remanufactured commercial common/dual use parts, except for life limited parts, in supply chain solutions to provide for replacement or increased inventories for all Department of Defense commercial derivative aircraft and engines and aircraft that are based on commercial design. Additionally, the Air Force and the Navy must ensure acquisition of all such parts is conducted on a competitive basis, based on price and quality, and procured only from suppliers who provide FAA-certified parts that possess an FAA Authorized Release Certificate, FAA Form 8130-3 Airworthy Approval Tag from certified repair stations.

Military Vehicle Fleet Electrification Act This bill requires that not less than 75% of the total number of contracted non-tactical vehicles purchased, leased by, or for use of the Department of Defense (DOD) must be electric or zero emission vehicles (or a federally authorized alternative) and use a charging connector type that meets applicable industry accepted standards for interoperability and safety. The bill also authorizes DOD to furnish electric vehicle charging stations at a commissary store or MWR retail facility (i.e., exchange stores and other revenue-generating facilities operated by nonappropriated fund activities of DOD) for commercial use by individuals authorized to access such facilities.

No Guardsman Left Behind Act of 2022 This bill establishes a special rule for members of the National Guard, for purposes of retirement pay, to include in the regular calculation of creditable service state active duty that would normally be credited with fewer than 50 points. Specifically, a member of the National Guard may be credited one point for each day of state active duty during a one-year period, subject to certain limitations.

Restore Veterans Dignity Act of 2022 This bill permanently authorizes the Department of Veterans Affairs (VA) to use specified funding to provide assistance to homeless veterans and veterans participating in the Department of Housing and Urban Development-VA Supportive Housing (HUD-VASH) program. Additionally, the VA may collaborate with one or more organizations to manage the use of VA land for homeless veterans for living and sleeping. Stop Communist Construction of Public Infrastructure Act of 2022 or the Stop CCP Infrastructure Act of 2022 This bill prohibits certain entities related to China or the Chinese government from receiving federal funds for public works projects in the United States. Specifically, this prohibition applies to entities that are (1) headquartered in China; or (2) owned, financed, influenced by, or affiliated with the Chinese government, the Chinese Communist Party (CCP), or the Chinese military. Further, state and local governments must verify that a recipient for federal funds for a public works project is free from any obligations, influences, or connections to any of these entities.

Providing Expanded Representation FOR Military families with Special Needs Act or the PERFORMS Act This bill expands the membership of the Advisory Panel on Community Support for Military Families with Special Needs and provides for more transparency and accessibility of the panel's meetings and progress. VA Workforce Investment and Expansion Act of 2022 This bill addresses workforce and employment matters of the Department of Veterans Affairs (VA). Among other elements, the bill requires the VA to develop and implement a national rural recruitment and hiring plan for the Veterans Health Administration (VHA); authorizes the VA to buy out non-VA service contracts of certain health care professionals in exchange for employment at rural or highly rural VA facilities; requires the VA to establish qualifications for each of its human resources positions and establish standardized performance metrics for such positions; increases the pay cap for certain employees of the VHA; expands employment opportunities for housekeeping aides by removing the requirement that competition for VA housekeeping aide positions is restricted to preference eligibles; modifies the authority of the VA related to hours, conditions and employment, and pay for certain employees of the VHA; authorizes the VA to establish an awards program for certain appointed personnel; authorizes the VA to waive any annual premium or aggregate limitation on pay for an employee of the VHA during the calendar year in which the official duty station of the employee is closed or the office, facility, activity, or organization of the employee is realigned; provides additional authority for the VA to provide recruitment and relocation bonuses, retention bonuses, merit awards, incentives for critical skills, and student loan repayments; and authorizes specified health care professionals to prescribe controlled substances through telemedicine.

No Transferring GITMO Terrorists to America Act of 2022 This bill prohibits the use of Department of Defense (DOD) funds to transfer, release, or assist in the transfer or release of any individual detained at Guantanamo to or within the United States or its territories or possessions. Individuals detained at Guantanamo means those detained as of October 1, 2009, who are not citizens of the United States or members of the U.S. Armed Forces and are in the custody or under the control of DOD or otherwise under detention. The bill also prohibits DOD funds from being used to construct or modify any facility in the United States or its territories or possessions to house any individual detained at Guantanamo for the purpose of detention or imprisonment in the custody or under the control of DOD. This prohibition does not apply to any modification of facilities at United States Naval Station, Guantanamo Bay, Cuba.

Dynamic Airspace Pilot Program Act of 2022 This bill directs the Federal Aviation Administration (FAA) to establish a pilot program on developing and testing dynamic management of special activity airspace to accommodate emerging military training requirements through flexible scheduling and increase access to special activity airspace used by the Department of Defense (DOD) for test and training. Under the pilot program, the FAA and DOD must jointly test at least three areas of episodic or permanent special activity airspace designated for use by DOD, including at least two areas over U.S. land and one over U.S. coastal waters. Any increase in access to airspace made available for test and training shall not conflict with the safe management of the national airspace system or the safety of stakeholders of the system.

Military Housing Affordability Act of 2022 This bill extends certain authorities of the Department of Defense (DOD) to adjust basic housing allowances for military housing in certain areas. Specifically, the bill extends to December 31, 2024, DOD's authority to increase the rates of basic housing allowance in areas of a declared major disaster or areas containing one or more military installations that are experiencing a sudden increase in the number of members assigned to the installation. The bill also extends to September 30, 2024, DOD's authority to prescribe a temporary adjustment to basic housing allowance rates if DOD determines the costs of adequate housing for civilians in that military housing area differs from the current allowance rates by more than 20%.

Armed Forces Fuel Choice Act of 2022 This bill requires each commissary or exchange store located on a military installation in the United States (or any territory or possession of the United States) that offers gasoline for commercial sale to offer the sale of at least one fuel that contains not less than 13% ethanol not later than January 1, 2024. Commissaries and exchanges that require the replacement of an underground storage tank to offer such fuel must offer the sale not later than January 1, 2025.

Drone Act of 2022 This bill creates a federal statutory framework to criminalize various conduct involving the misuse of drones. Emergency Infant Formula Act This bill addresses the shortage of infant formula in the United States, including by authorizing the President to take certain actions to expedite the importation of such formula. Specifically, the bill authorizes the President to declare through an executive order that a shortage of infant formula exists in the United States. The President may use authorities provided under the Defense Production Act of 1950 in the production of infant formula. Additionally, the President may authorize the importation, distribution, and sale of any covered infant formula if the applicable brand, manufacturer, manufacturing plant, or the specific infant formula product is included in the executive order. Covered infant formula generally refers to any infant formula that is lawfully marketed in the European Union, Canada, Japan, the United Kingdom, or any country the President determines has sufficient health and safety standards with respect to infant formula. The bill exempts imported infant formula from U.S. labeling requirements. The Food and Drug Administration (FDA) must require retailers of imported infant formula to place a label on the product indicating it has not been approved by the FDA. The bill also authorizes the President to reduce or suspend any duties on the importation of covered infant formula or articles used in the production of infant formula. U.S. Customs and Border Protection must give the highest priority and take steps as necessary to expedite the processing of all entries of covered infant formula and articles used in the production of infant formula.

Student Veteran Emergency Relief Act of 2022 This bill provides permanent authority for the application of certain flexibilities to assist veterans with their educational assistance benefits during emergency situations (as declared by the President). Specifically, the bill extends certain program adjustments that were implemented during the COVID-19 emergency to other emergency situations that may arise and have an effect on veterans and their educational assistance benefits. Among other flexibilities, the bill authorizes the Department of Veterans Affairs to continue to provide educational assistance, including monthly housing stipends or subsistence allowances, for programs of education that have been converted to distance learning due to an emergency or health-related situation; ensures that an educational assistance payment will not be charged against any entitlement to educational assistance or counted against the aggregate period in situations where an individual was unable to complete a course or program due to an emergency situation; extends the time limitation for using educational assistance under the Montgomery GI Bill, Post-9/11 GI Bill, or vocational rehabilitation program when institutions are closed due to an emergency situation or executive order; authorizes the payment of work-study allowances during emergency periods; ensures an educational assistance payment shall not be charged against an individual's entitlement if the individual was unable to complete a course or program due to the temporary closure of an educational institution or the temporary termination of a program by reason of an emergency situation; and adjusts the administration of certain benefits for veterans participating in an apprenticeship or other on-job training.

Veteran Service Recognition Act of 2022 This bill addresses immigration-related issues pertaining to noncitizen (or non-U.S. national) military veterans, including by authorizing the Department of Homeland Security (DHS) to provide lawful permanent resident status to a veteran subject to removal. If a noncitizen veteran appears to be eligible for lawful permanent resident status under this bill, that veteran must receive a reasonable opportunity to apply for such status and may not be removed until there is a final administrative decision on the veteran's eligibility. For the purposes of providing such status under this bill, DHS may waive any applicable grounds of inadmissibility, except for certain crime- or security-related grounds. The bill also extends certain deadlines relating to obtaining citizenship after serving in the Armed Forces. DHS must create a system for identifying noncitizens who are or may be veterans. Before initiating removal proceedings against a noncitizen, DHS must attempt to determine whether the noncitizen is a veteran. DHS must ensure that veteran status is considered in immigration proceedings. The bill also requires U.S. Citizenship and Immigration Services (USCIS) and the Department of Defense to take certain actions to facilitate opportunities for military recruits and veterans to obtain U.S. citizenship, such as by training Judge Advocate General Corps members to act as liaisons between the Armed Forces and USCIS on servicemember citizenship applications. The bill also establishes the Military Family Immigration Advisory Committee to provide recommendations on cases involving the removal of a servicemember, veteran, or certain family members of such an individual.

Allowing Military Exemptions, Recognizing Individual Concerns About New Shots Act of 2022 or the AMERICANS Act This bill modifies the classification of discharge and remedies available to specified individuals who were discharged for failing to obey an order to receive a COVID-19 vaccine. Such individuals include members of the Armed Forces, individuals enrolled at a military service academy, or individuals enrolled in the Junior Reserve Officers' Training Corps (JROTC) or Senior Reserve Officers' Training Corps (SROTC) program.

Military Spouse Entrepreneur Reimbursement Act This bill authorizes the military department concerned to reimburse certain business costs (e.g., equipment removal or relocation) incurred by the spouse of a member of the Armed Forces when the member is reassigned or moved to a new duty station.
