This resolution establishes (1) the Senate Active-Duty Military Spouses Fellowship Program, and (2) a central program to administer all of the Senate's military-connected fellowship programs. The newly established central program, the Stars of Valor Fellowships Program, must oversee and provide fellowships through the SFC Sean Cooley and SPC Christopher Horton Congressional Gold Star Family Fellowship Program, the McCain-Mansfield Fellowship Program, and the newly established Active-Duty Military Spouses Fellowship Program. Under the Stars of Valor Fellowships Program, qualifying individuals may serve a 24-month fellowship in the office of a Senator. The Senate Committee on Rules and Administration must issue regulations for program administration, including eligibility criteria.

Foreign Extortion Prevention Technical Corrections Act This act makes technical corrections and substantive changes to the Foreign Extortion Prevention Act (FEPA), which was enacted as part of the National Defense Authorization Act for Fiscal Year 2024. As originally enacted, FEPA established a new federal criminal offense involving bribery by foreign officials. Also, FEPA explicitly granted extraterritorial jurisdiction over offenses and established criminal penalties for violations.  This act narrows the scope of individuals who are foreign officials subject to the federal criminal provisions. Specifically, it redefines foreign official so that it does not include an individual acting in an unofficial capacity on behalf of a foreign government or international organization.  Additionally, this act broadens the scope of conduct that is prohibited. As originally enacted, FEPA generally prohibited conduct to solicit or accept a bribe in return for influence in the performance of any official act. This act broadens the scope of the prohibited conduct to include the solicitation or acceptance of a bribe in return for influence in the performance of any act or decision.  Finally, this act specifies that extraterritorial jurisdiction applies if the foreign official soliciting or accepting the bribe is in the United States.

Guarding Readiness Resources Act This bill modifies the treatment of funds received by the National Guard Bureau as a reimbursement from a state or other U.S. territory (e.g., Guam) for the use of military property. Specifically, the funds must be credited to (1) the appropriation, fund, or account used in incurring the obligation; or (2) an appropriation, fund, or account currently available for the purposes of which the expenditures were made. Further, the funds may only be used by the Department of Defense for the repair, maintenance, replacement, or other similar functions related directly to assets used by National Guard units while operating under state active duty status.

Decoupling from Foreign Adversarial Battery Dependence Act of 2024 This bill prohibits the Department of Homeland Security (DHS) from using appropriated funds to procure a battery produced by certain Chinese entities. This prohibition begins on October 1, 2027. The bill allows DHS to waive the prohibition if DHS assesses in the affirmative all of the following: the batteries to be procured do not pose a risk to U.S. national security, data, or infrastructure; the entity that produced such batteries does not satisfy the criteria for listing under Section 1260H of the National Defense Authorization Act for Fiscal Year 2021 (i.e., designation as a Chinese military company) or Public Law 117-78 (i.e., goods produced using forced labor in China, especially the Xinjiang Uyghur Autonomous Region); and  there is no available alternative to procure batteries that are of similar or better cost and quality and that are produced by an entity not specified in this bill. DHS may also waive the prohibition upon a determination that the batteries to be procured are for the sole purpose of research, evaluation, training, testing, or analysis. The bill requires DHS to notify Congress within 15 days after granting a waiver under this bill.

Stop Copay Overpay Act This bill prohibits the Department of Defense (DOD) from charging a covered individual (i.e., individuals enrolled under the TRICARE program) a co-payment exceeding a certain rate for an outpatient visit for mental health or behavioral health under the TRICARE program, regardless of whether the visit is furnished by a specialty care provider. Specifically, the co-payment amount may not exceed the amount of a co-payment that would be charged under the TRICARE program for an outpatient visit for primary care services. During the one-year period beginning after this bill is enacted, DOD may not increase the co-payment amount charged to a covered individual above the amount that would have been charged in FY2021 for any service (1) furnished by a specialty care provider under the TRICARE program, and (2) that is not an outpatient visit for mental or behavioral health care.

Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2025 This bill provides FY2025 appropriations for military construction, the Department of Veterans Affairs (VA), and related agencies. The bill provides appropriations to the Department of Defense (DOD) for military construction for the Army; the Navy and Marine Corps; the Air Force; Defense-wide agencies and activities; the Army and Air National Guard; and the Army, Navy, and Air Force Reserves. The bill also provides appropriations to DOD for the North Atlantic Treaty Organization (NATO) Security Investment Program; the Base Closure Account; Construction and Operation and Maintenance of Family Housing for the Army, the Navy and Marine Corps, the Air Force, and Defense-wide agencies and activities; the Family Housing Improvement Fund; and the Military Unaccompanied Housing Improvement Fund. Within the VA budget, the bill provides appropriations for the Veterans Benefits Administration, the Veterans Health Administration, the National Cemetery Administration, and Departmental Administration. The bill provides appropriations for related agencies and programs, including the American Battle Monuments Commission, the U.S. Court of Appeals for Veterans Claims, Cemeterial Expenses of the Army, and the Armed Forces Retirement Home. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.
