American Sovereignty Restoration Act of 2022 This bill directs the President to terminate U.S. membership in the United Nations (U.N.) and all affiliated bodies. It also ends U.S. participation in all U.N. conventions and agreements. Funds may be appropriated to facilitate U.S. withdrawal from the U.N. No funds may be made available for contributions or payments to any U.N. body. No member of the U.S. Armed Forces may serve under U.N. command, and no funds may be used to support U.S. Armed Forces participation in U.N. military or peacekeeping operations. The bill also repeals diplomatic immunity for officers and employees of the U.N. and for officers and employees of foreign government missions to the U.N. The bill repeals various acts related to the U.N., including the United Nations Participation Act of 1945, the United Nations Headquarters Agreement Act, the United Nations Environment Program Participation Act of 1973, and joint resolutions establishing U.S. membership in the World Health Organization and the U.N. Educational, Scientific, and Cultural Organization.

Veterans' Compensation Cost-of-Living Adjustment Act of 2022 This bill requires the Department of Veterans Affairs (VA) to increase the amounts payable for wartime disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Specifically, the VA must increase the amounts by the same percentage as the cost-of-living increase in benefits for Social Security recipients that is effective on December 1, 2022. The bill requires the VA to publish the amounts payable, as increased, in the Federal Register. The VA is authorized to make a similar adjustment to the rates of disability compensation payable to persons who have not received compensation for service-connected disability or death.

Eligible veterans are those who (1) are eligible for assisted living services as determined by the VA; and (2) are already receiving nursing home level care paid for by the VA, are eligible for such care from the VA, or exceed the requirements for domiciliary care paid for by the VA but do not meet the requirements for nursing home level care paid for by the VA. The Inspector General of the VA must report to Congress on the pilot program, and the VA must submit a follow-up plan to address any deficiencies that are identified in the report.

Lead Endangers Animals Daily Act of 2022 or the LEAD Act of 2022 This bill directs the Department of the Interior to promulgate final regulations prohibiting the discharge of a firearm using ammunition other than nonlead ammunition included on the list established pursuant to this bill on all lands and waters under the jurisdiction and control of the U.S. Fish and Wildlife Service. Interior shall establish and annually update a list of nonlead ammunition. The prohibition shall not apply to (1) a government official or agent who is carrying out a statutory duty unrelated to the management of wildlife; (2) a state, local, tribal, or federal law enforcement officer, or the agent of such an officer, who is carrying out a statutory duty; or (3) an active member of the U.S. military who is carrying out official duties. The regulations promulgated pursuant to this bill shall provide that any person that knowingly violates the prohibition may be assessed a civil penalty by Interior of (1) no more than $500 for the first violation, and (2) no less than $1,000 or more than $5,000 for each subsequent violation.

Protecting American Food Producers from Russia's Market Distortions Act This bill prohibits the importation of certain agricultural products, raw materials, and food from Russia if the Russian government prohibits the importation of these products from the United States. Specifically, the bill prohibits the importation of Russian products that are classified under chapters 1-24 of the Harmonized Tariff Schedule (which includes, among other products, live animals, animal and vegetable products, seafood, prepared foodstuffs, and beverages). Further, the bill prohibits federal funds from being obligated or expended for the procurement of these products from Russia. These prohibitions shall terminate on the date on which the President determines and certifies to Congress that (1) the Russian government has terminated its prohibition on the importation of these products from the United States, (2) the Russian government and its proxies have withdrawn all military and paramilitary forces from Ukraine, and (3) the President has received credible commitments from the Russian government that it will not engage in hostile action against Ukraine in the future.

Stop Reckless Student Loan Actions Act of 2022 This bill limits executive authority to (1) suspend or defer federal student loan payments or interest accrual on such loans, and (2) cancel federal student loans. Specifically, the bill prohibits the President or the Department of Education (ED) from suspending or deferring federal student loan payments or the accrual of interest on such loans for borrowers with annual household incomes over 400% of the federal poverty line. Further, ED may only suspend or defer federal student loan payments or the accrual of interest for such loans for a total of 90 days after the declaration of a national emergency by the President. ED must submit recommendations to Congress on relief necessary for recipients of student financial-aid assistance. Additionally, the bill prohibits the President or ED from cancelling the outstanding balances or portions of balances on student loans due to the COVID-19 national emergency or any other national emergency. Executive or regulatory action to suspend or defer federal student loan payments or to cancel federal student loans shall be subject to congressional review. The bill also revises the definition of affected individual for purposes of the Higher Education Relief Opportunities for Students (HEROES) Act of 2003 to exclude from relief under the act (1) an individual who resides or is employed in an area that is declared a disaster area in connection with a national emergency; or (2) an individual who suffered direct economic hardship as a direct result of a war, military operation, or national emergency.

The resolution also encourages the President to work with other parties to the NPT to (1) strengthen compliance and enforcement mechanisms, and (2) develop collective responses in the UN Security Council and in any other relevant multilateral forums to any notification of withdrawal from the NPT.
