Expediting Temporary Ratings for Veterans Act This bill requires the Department of Veterans Affairs (VA) to modify its information technology systems to provide for the automatic processing of claims for temporary disability ratings for specified veterans (i.e., those who have a service-connected disability that requires hospital treatment or observation for a period in excess of 21 days). In providing for the automatic processing of claims, the VA must ensure that (1) medical evidence is obtained from its corporate data warehouse, (2) VA employees continue to determine eligibility for a temporary disability rating for the specified veterans, and (3) claims may be processed manually if the evidence of record is not sufficient to decide the claim or if the medical evidence is provided in an incompatible format.

Veterans Rapid Retraining Assistance Program Restoration Act of 2022 This bill prohibits the Department of Veterans Affairs (VA) from charging any entitlement to retraining assistance under the Veteran Rapid Retraining Assistance Program in situations where an individual was unable to complete a course or program as a result of the closure of an educational institution or the disapproval of a program by the state approving agency or the VA. The period for which retraining assistance is not charged must be equal to the full amount of retraining assistance provided for enrollment in the program of education. In the event of a closure or disapproval, the educational institution must not receive any further payments under the program.

Information on Federal Resources for Military Servicemembers Act or the INFORMS Act This bill requires the Department of Veterans Affairs (VA) to create fact sheets for veterans and survivors of deceased veterans to compare VA benefits and compensation, certain monthly insurance benefits under the Social Security Act, and supplemental security income for the aged, blind, and disabled under the Social Security Act. The fact sheets must be updated at least annually. The VA must provide copies of such fact sheets whenever (1) an individual makes an initial claim for a benefit or compensation or a claim to increase a benefit or compensation; or (2) the VA notifies the individual it has denied a claim for, or decreased the amount of, a benefit or compensation.

Armed Forces Endangered Species Exemption Act This bill establishes exemptions from the Endangered Species Act of 1973 (ESA) for defense-related purposes. Specifically, the bill establishes exemptions from the ESA for (1) operations related to national defense, and (2) military personnel engaged in such operations. For example, the bill allows such personnel to take (e.g., harm or kill) endangered or threatened species. In addition, the bill expands restrictions on the Department of the Interior designating defense-related areas as critical habitat. It also exempts the Department of Defense from certain requirements to consult with Interior about critical habitats.

Healthcare Cybersecurity Act of 2022 This bill requires the Cybersecurity and Infrastructure Security Agency (CISA) to undertake activities to improve the cybersecurity of the health care and public health sector. Specifically, CISA must collaborate with the Department of Health and Human Services (HHS) to improve cybersecurity in that sector. This includes making resources, including cyber-threat indicators and appropriate defense measures, available to federal and nonfederal entities that receive information through HHS programs. In addition, CISA must provide training on cybersecurity risks and mitigation strategies to owners of assets in the health care and public health sector. CISA must also conduct a study on cybersecurity risks in the health care and public health sector. The study must address, among other topics, the impact of the risks on rural entities and small- and medium-sized entities, cybersecurity workforce shortages in the sector, and challenges related to the COVID-19 emergency.

A qualified military spouse is any individual who is certified by the designated local agency as being (as of the hiring date) a spouse of a member of the Armed Forces.

Long-Term Care Veterans Choice Act This bill authorizes the Department of Veterans Affairs (VA) to enter into contracts to pay for specified veterans (i.e., certain veterans who have service-connected disabilities and require nursing home care) to be placed in medical foster homes at their request. A medical foster home is a home designed to provide non-institutional, long-term, supportive care for veterans who are unable to live independently and prefer a family setting. Veterans receiving such care must agree, as a condition of payment for their care, to accept home health services furnished by the VA. Under the bill, no more than a daily average of 900 veterans may have their care in a medical foster home covered by the VA. The VA must create a monitoring system to assess its workload in carrying out the medical foster home payments. Additionally, the Government Accountability Office must submit to Congress reports that assess the implementation of this program and provide recommendations for improvements.

Leandra Wai Act This bill provides for the conveyance and return by the Department of Defense (DOD), to the state of Hawaii, without consideration, all interest of the United States in the parcel of property known as the Makua Military Reservation located in Oahu, Hawaii. DOD shall, in collaboration with the state, conduct a study to map out land hazards, including unexploded ordnance and other contaminants; determine an appropriate schedule, consistent with community standards, for the removal of such land hazards; and provide a cost estimate for the land remediation and restoration activities required to make the reservation suitable for agriculture, residential use, and human habitation. There is established a Makua Military Reservation Conveyance, Remediation, and Environmental Restoration Trust Fund to (1) make the reservation suitable for agriculture, residential use, and human habitation, including any remedial actions under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980; and (2) carry out this bill. The U.S. Army Corps of Engineers shall enter into a memorandum of understanding with the state that shall govern the study; the conveyance; the timing, planning, methodology, and implementation for the removal of unexploded ordnance; and the use of the sums appropriated to the fund.

Specifically, the program may not engage in (1) cooperative biological engagement; or (2) activities for facilitating the detection and reporting of diseases that could be used as an early warning detection mechanism for outbreaks, regardless of whether such diseases are caused by biological weapons.

PFAS are man-made and may have adverse human health effects. Hospital care and medical services may not be furnished for a condition that is found to have resulted from a cause other than the exposure to PFAS at a military installation. The VA may provide reimbursement for hospital care or medical services provided to a family member only after the family member or provider has exhausted all claims and remedies otherwise available for payment of such care. For disability compensation purposes, the bill establishes a presumption of service-connection for specified conditions in veterans who served at a military installation at which individuals were exposed to PFAS. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

Federal Student Loan Integrity Act This bill limits the authority of the Department of Education (ED) to waive or modify statutes and regulations in response to military contingencies or national emergencies, including by prohibiting ED from further using this authority in connection with the COVID-19 national emergency. Under the Higher Education Relief Opportunities for Students (HEROES) Act of 2003, ED may waive or modify any statutory or regulatory provision applicable to federal student-aid programs as ED deems necessary in connection with a war or other military operation or national emergency. This bill prohibits ED from issuing a waiver or modification that (1) provides for a period that exceeds 30 days during which payments of principal or interest due on federal student loans are suspended or interest does not accrue on such loans, or (2) results in the discharge or cancellation of federal student loans. Further, the bill prohibits ED from using this authority to waive or modify any statutory or regulatory provision applicable to federal student-aid programs in connection with the national emergency declared by the President on March 13, 2020, to respond to COVID-19.

Stopping Hindrances to Invigorate Ports and Increase Trade Act or the SHIP IT Act This bill temporarily waives various requirements and makes other changes to address congestion at U.S. ports. For example, the Federal Motor Carrier Safety Administration must waive the hours of service limits (i.e., the number of hours a driver may operate a truck or motor carrier in a set period of time) and minimum age requirements that apply to commercial driver's licenses for individuals transporting cargo directly to or from a U.S. port. Additionally, the Coast Guard may temporarily allow foreign-built, -owned, and -crewed vessels to transport cargo between U.S. ports and engage in certain ship-to-ship transfers of cargo. Current coastwise law, commonly known as the Jones Act, generally requires that vessels transporting cargo domestically be U.S.-built, -owned, and -crewed. The Department of Defense must (1) inventory its intermodal equipment (e.g., trailers and chassis used to transport shipping containers) to identify equipment available for loan to trucking companies to relieve congestion at U.S. ports, and (2) establish a process to allow trucking companies to request the loan of such equipment. The Maritime Administration and the Federal Maritime Commission must jointly convene a meeting to discuss the long-term feasibility of, and strategies for, using land or property under the jurisdiction of U.S. inland ports for the storage and transfer of cargo containers. The Government Accountability Office must submit to Congress a report describing the adoption of technology at U.S. ports as compared to foreign ports.

Advancing Human Rights-Centered International Conservation Act of 2022 This bill requires the U.S. Fish and Wildlife Service (USFWS) to take actions to ensure that the international financial assistance it provides does not go to any foreign security force unit (e.g., a military or paramilitary unit) where there is a reasonable belief that the unit has committed a gross violation of internationally recognized human rights. The USFWS must conduct risk analysis to ensure that a recipient (or subgrantee) of a grant does not fund or support any such unit. The prohibition against providing funding to such a unit shall not apply if the applicable government is taking effective steps to (1) bring the responsible members of the unit to justice, and (2) prevent gross violations of internationally recognized human rights by the unit in the future. The USFWS must take other actions to prevent funding such a unit, such as (1) coordinating with the Department of State on procedures for vetting potential assistance recipients, (2) publicly identifying units that are barred from receiving assistance, (3) requiring assistance recipients to provide certain information and to implement a safeguards plan, and (4) requiring periodic financial and programmatic audits of assistance recipients.

Protect Lifesaving Anesthesia Care for Veterans Act of 2022 This bill prohibits the Department of Veterans Affairs (VA) from modifying its policy relating to anesthesia care in a manner that would provide any medical professional other than a physician anesthesiologist with full practice authority for the furnishment of anesthesia care to veterans under VA health care laws. The VA is also prohibited from finalizing, implementing, or enforcing the provisions relating to anesthesia care of the proposed rule titled Advanced Practice Registered Nurses (81 Fed. Reg. 33155), or any substantially similar rule.

Record of Military Service for Members of the Armed Forces Act of 2022 This bill requires the Department of Defense (DOD) to create the Certificate of Military Service. The Certificate of Military service will be a standard record of military service for all members of active and reserve components of the armed forces to encompass all duty, including that of National Guard and Coast Guard duty. Under the bill, the document must (1) be standardized, (2) be the same for all members of the armed forces, and (3) replace and serve the same function as a discharge certificate or certificate of release (DOD Form DD-214). The bill also requires that a current record of service be issued to members of the reserve components upon the occurrence of any of the following events: permanent change to duty status (e.g., retirement or transfer to active duty), discharge or release from temporary active duty orders, specified promotions, and transfer to another state National Guard.
