Extension of Continuing Appropriations Act, 2022 This joint resolution provides continuing FY2022 appropriations to federal agencies through March 15, 2022. It is known as a continuing resolution (CR) and prevents a government shutdown that would otherwise occur if the FY2022 appropriations bills have not been enacted when the existing CR expires on March 11, 2022. The joint resolution also (1) extends the temporary scheduling order issued by the Drug Enforcement Administration to place fentanyl-related substances in Schedule I of the Controlled Substances Act, and (2) increases the limit on the value of the defense articles and services that the President is authorized to draw down to address unforeseen emergencies.

American Ammo in Defense of Ukraine Act This bill authorizes the President to waive certain payments and requirements for deliveries of ammunition to Ukraine until the armed conflict in Ukraine ends. Specifically, for certain types of ammunition or ordnance to be delivered to a qualified entity providing such items to Ukraine, the President may transport the items without charging the transportation costs to Ukraine. The President may also, to expedite delivery of such items, waive any applicable Department of State or Department of Commerce export criteria.

Say No to the Silk Road Act This bill requires various actions pertaining to China's sovereign digital currency. Safely Accessing Telecommunications Act of 2022 This bill authorizes the Department of Defense and the Department of State to enter into contracts with satellite-based companies to provide internet and mobile services in countries where the U.S. government is engaged in certain activities, such as providing military or humanitarian assistance. Dignity for MST Survivors Act This bill modifies communications and procedures for the Department of Veterans Affairs (VA) and Board of Veterans' Appeals (BVA) regarding claims for compensation based on military sexual trauma (MST) experienced by veterans. The bill requires the VA to ensure each member of the BVA is offered annual training on MST and proceedings that concern a claim for compensation based on MST. A proceeding that concerns a claim for compensation based on MST may not be assigned to a member of the BVA (or a panel of members) unless such persons have completed the annual training. When a notice of disagreement is filed, the BVA must promptly determine whether it is filed for a case that concerns a claim for compensation based on MST and for which the appellant has requested a hearing in the notice. The VA must audit the language used in letters sent to individuals to explain decisions denying claims for compensation based on MST. Letters must be modified to ensure (1) the use of trauma-informed language, and (2) veterans are not retraumatized through insensitive language. The VA must establish protocols for contract medical providers to ensure that the medical providers use trauma-informed practices in conducting examinations in relation to claims for compensation based on MST.

Energy Unleashing in Response to the Offenses of Putin against Europeans Act or the EUROPE Act This bill expedites approvals for natural gas exports to certain countries, imposes sanctions related to Russia, and addresses various energy-related issues. Under this bill, an application to export natural gas to a country with a mutual defense treaty with the United States must be (1) deemed consistent with the public interest, and (2) granted without modification or delay. Further, the Federal Energy Regulatory Commission must expedite the approval for liquefied natural gas terminals intended for exporting natural gas to one or more of such treaty countries. The Department of the Interior must immediately resume oil and gas leasing on public land and offshore waters without further review. The bill also requires the President to, subject to various exceptions and conditions, impose sanctions related to (1) Russia's central bank, and (2) foreign financial institutions that knowingly facilitate transactions with Russia's central bank or other sanctioned Russian financial institutions. The Export-Import Bank (Ex-Im Bank) must make assistance available to finance exports directly regarding clean energy technology, energy infrastructure, and the production of natural resources, with the goal of using at least 25% of its annual authorizations for such assistance. The Ex-Im Bank must set a goal to maximize the amount financed in certain situations, such as when an international strategic competitor is likely competing against a U.S. exporter for an energy-related contract.

Asset Seizure for Ukraine Reconstruction Act This bill authorizes the President to, subject to certain conditions, seize assets belonging to a foreign person whose wealth is derived in part through political support for or corruption linked to Russian President Vladimir Putin. Specifically, for two years starting from this bill's enactment, the President may seize such assets if (1) Russia remains engaged in a conflict of territorial conquest in Ukraine; (2) the President has imposed sanctions on the owner of the assets for reasons related to corruption, human rights violations, malign influence, or conflicts in Ukraine; and (3) the assets are valued at over $5 million. Such seized assets may be liquidated, and the resulting funds may only be used for specified purposes, including (1) the post-conflict reconstruction of Ukraine, (2) humanitarian assistance and refugee support for the Ukrainian people, (3) weapons for Ukraine's uniformed military forces, and (4) humanitarian and development assistance for the Russian people.

Afghanistan Vetting and Accountability Act of 2022 This bill requires the Department of Homeland Security to verify the personal and biometric information and conduct in-person vetting of each individual, other than a U.S. citizen or member of the Armed Forces, evacuated from Afghanistan during a specified time period. An individual who has not provided such information and undergone in-person vetting may not receive any federal means-tested public benefit. The bill also requires the Office of the Director of National Intelligence to declassify all intelligence products relating to the withdrawal of the Armed Forces from Afghanistan.

Special Russian Sanctions Authority Act of 2022 This bill imposes sanctions pertaining to Russia and addresses related issues. The President must impose property- and visa-blocking sanctions on (1) members of the United Russia Party in the lower house of Russia's legislature, (2) Russian government officials and officers of Russia's armed forces above certain levels or ranks, and (3) and members of Russia's intelligence apparatus. The President must also impose property-blocking sanctions on (1) specified individuals, including businessperson Roman Abramovich and Russian Prime Minister Mikhail Mishustin; and (2) the Wagner Group, a Russian private military company. Furthermore, the bill designates (1) the Wagner Group as a specially designated global terrorist organization, (2) Vladimir Putin as a specially designated global terrorist, and (3) any country in the Western Hemisphere with a military cooperation agreement with Russia as having engaged in a grave hostile act of a foreign power. The bill also establishes the Joint Task Force on Russian Sanctions, which must coordinate the imposition of Russia-related sanctions. The President may confiscate and liquidate any Russian government property subject to U.S. jurisdiction and transfer the resulting funds to the government of Ukraine. The President may provide military hardware to Ukraine's government to resist the Russian invasion. The Department of State must close all Russian diplomatic facilities in the United States except for the Russian embassy in Washington, DC. The Department of the Treasury must impose certain reporting requirements related to residential real estate transactions involving Russian politically exposed persons.

Ukraine Emergency Appropriations Act of 2022 This bill provides emergency supplemental appropriations for assistance to Ukraine and for other related purposes. Specifically, the bill provides appropriations to the Department of Defense (DOD) to (1) provide specified weapons and equipment to the government of Ukraine, (2) provide NATO member countries with certain weapons and defense articles to bolster deterrence efforts against Russia and to replace items such countries have donated to Ukraine, (3) enhance DOD capabilities to defend against a cyberattack originating from Russia or Belarus and targeting U.S. critical infrastructure or the ability of the United States to retaliate against a nuclear attack, and (4) deliver humanitarian assistance to Ukraine. The bill also provides appropriations to the Department of State to (1) address humanitarian needs in Ukraine caused by Russia's invasion, (2) assist refugees from Ukraine, (3) rebuild infrastructure in Ukraine damaged by Russia's invasion, and (4) support the revitalization of Ukraine's economy after Russia's invasion.

Stopping Communist Regimes from Engaging in Edits Now Act or the SCREEN Act The bill limits the Department of Defense (DOD) and the Department of State from providing technical support or access to DOD/State facilities or assets to U.S. firms producing or funding films. The limitation does not apply if the firm enters into a written agreement with DOD or State not to alter the content of the film in response to, or in anticipation of, a request from China or the Chinese Communist Party. The bill also prohibits U.S. government agencies from providing technical support or access to U.S. firms producing or funding films if the film is co-produced by an entity subject to Chinese government or Chinese Communist Party conditions on content.

Ukraine Democracy Defense Lend-Lease Act of 2022 This bill temporarily waives certain requirements related to the President's authority to lend or lease defense articles if the defense articles are intended for Ukraine's government to help bolster Ukraine's defense capabilities and protect its civilians from a potential Russian military invasion. For FY2022 and FY2023, an agreement to lend or lease defense articles under this bill shall not be subject to certain requirements and provisions that typically apply to such lend-lease agreements, including (1) a requirement that prohibits a loan period from exceeding five years, (2) a requirement that the United States may recall the loaned defense article at any time, (3) a requirement that the receiving party has agreed to pay the United States all costs incurred in leasing the defense article, and (4) a provision that allows Congress to prohibit certain transfers of defense articles upon the enactment of a joint resolution. The President must establish expedited procedures to ensure the timely delivery of defense articles loaned or leased under this bill.

This bill restricts various presidential and federal authorities related to the acquisition of supplies to combat COVID-19. Specifically, the bill prohibits the President from exercising certain authorities under the Defense Production Act of 1950 to prioritize the performance of federal contracts or orders for COVID-19 supplies over the performance of state or territorial contracts or orders. In addition, states or territories may use federal COVID-19 relief funds for COVID-19 supplies that they had been unable to purchase because of prioritized performance of federal contracts or orders. (The Defense Production Act of 1950 confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods needed for the national defense.) Additionally, the Food and Drug Administration may not ration, limit, restrict access to, or otherwise control the quantity of a medical product authorized for use during an emergency, including by requiring products to be distributed through a state- or territorial-based system.

Supplying Ukraine with Provisions to Protect against Ongoing Russian Threats Act or the SUPPORT Act This bill states that it is U.S. policy to take necessary and appropriate steps to support Ukraine's efforts to reassert control of its territory and defend its sovereignty in the event of a Russian invasion of Ukraine, including by providing lethal and nonlethal assistance and sharing intelligence. The bill also requires the Department of Defense to report to Congress a plan for providing such support to a Ukrainian insurgency. The National Intelligence Council must produce an intelligence community assessment relating to Russia's gray zone activities and assets. (Under this bill, a gray zone activity is an activity to advance a foreign state's interests that (1) falls between ordinary statecraft and open warfare, (2) is designed to maximize the advancement of such interests without provoking a U.S. kinetic military response, and (3) falls on a spectrum ranging from covert adversary operations to open adversary operations.

The waivers provided by this bill shall be in effect until (1) the conflict beginning with Russia's annexation of the Crimea region of Ukraine in 2014 has ceased, and (2) Russia has reduced its military force on Ukraine's eastern border to the levels maintained prior to March 1, 2021. The President must establish expedited procedures to ensure the timely delivery of defense articles loaned or leased under this bill.

This bill requires the Department of State to (1) submit to Congress any classified State Department cables or memos that express a dissenting opinion relating to the withdrawal of the U.S. Armed Forces from Afghanistan, and (2) make publicly available unclassified versions of such cables and memos.

This resolution commends the courage, resolve, and restraint shown by the Ukrainian people in their pursuit of sovereignty and democracy and reaffirms unwavering U.S. support for a secure, democratic, and independent Ukraine. It also condemns Russia's attempted annexation of Crimea in 2014 and denounces Russia's military buildup of over 150,000 troops on Ukraine's border.
