HHS must adjust Medicare payments to hospitals to cover additional costs incurred in providing services to Medicare beneficiaries that are attributable to compliance with these ratios. The bill states that nurses have a duty and a right to act based on their professional judgment and provide care in the exclusive interests of patients. Nurses may object to, or refuse to participate in, an assignment if it would violate minimum ratios or if they are not prepared by education or experience to fulfill the assignment without compromising the safety of a patient or jeopardizing their nurse's license. Hospitals may not: (1) take specified actions against a nurse based on the nurse's refusal to accept an assignment for such a reason; or (2) discriminate against individuals for good faith complaints relating to the care, services, or conditions of the hospital or related facilities. HHS must publish the names of hospitals penalized for violating the requirements in this bill. The bill adds stipends to the nurse workforce loan repayment and scholarship program. The nurse retention grant program is expanded to authorize programs to implement nurse preceptorship and mentorship projects.

This bill amends title XVIII (Medicare) of the Social Security Act to modify, with respect to graduate medical education (GME) payments under the Medicare program, provisions related to "approved medical residency training programs" by: (1) specifying that such programs include osteopathic community residency training programs; and (2) replacing the requirement for such programs to include certain postgraduate training in geriatric medicine with a requirement for approval by a certified accrediting body. Under current law, a "foreign medical graduate" is generally a resident who was not a graduate of a school that meets the standards for accreditation by one of several specified accreditors. (Foreign medical graduates are subject to certain examination requirements for purposes of being counted as residents with respect to Medicare GME payments.) The bill alters this definition such that a "foreign medical graduate" is a resident who is not a graduate of an accredited school. The Centers for Medicare & Medicaid Services must certify at least two accrediting bodies for the purpose of accrediting medical residency training programs in allopathic and osteopathic medicine.

Energy Savings and Building Efficiency Act of 2017 This bill amends the Energy Conservation and Production Act to revise provisions regarding the technical assistance that the Department of Energy (DOE) provides to states, Indian tribes, local governments, or model building energy code-setting and standard development organizations (model organizations) with respect to building energy codes. DOE must provide technical assistance to implement technically feasible and cost-effective building energy codes. States and Indian tribes must measure their compliance with applicable building energy codes or with the associated model building energy code. Standards for compliance are established. DOE may not promote or discourage the adoption of a particular building energy code, code provision, or energy savings target to a state or Indian tribe. Information provided by DOE is "influential information" subject to Office of Management and Budget guidelines. DOE may submit to the model organizations timely model building energy code amendment proposals after considering the economic feasibility of achieving the amendment proposals and the potential costs and savings for consumers and building owners by conducting a return on investment analysis using a simple payback methodology over a three, five, and seven years. (Simple payback is the time in years that is required for energy savings to exceed the incremental first cost of a new requirement or code.) DOE may not propose or provide assistance for any code or amendment that has a payback greater than 10 years. DOE must provide grants to establish building training and assessment centers at institutions of higher education. Any DOE program that may enable the owner of a building to obtain a rating, score, or label regarding energy usage or performance of a building must be made available on a voluntary basis.
