Christopher Bryski Student Loan Protection Act or Christopher's Law This bill amends the Truth in Lending Act to require a private student loan lender to disclose clearly and conspicuously in writing a cosigner's obligations regarding a private student loan. The Consumer Financial Protection Bureau (CFPB) must publish a model form for such disclosure. The bill prohibits a private student loan lender from taking an adverse action against a borrower (e.g., placing a loan in default or accelerating a loan balance) upon a cosigner's death, disability, or bankruptcy. It also prohibits adverse actions against a cosigner for a borrower's death, disability, or bankruptcy. The CFPB must establish and a private student loan lender must disclose criteria for releasing a cosigner from a private student loan obligation. A private student loan lender must also: provide prompt notice of a cosigner's release; allow a borrower to designate a legal representative to make decisions upon the death or disability of such borrower; and ensure a borrower and cosigner receive comprehensive counseling on the terms, conditions, and responsibilities of a private student loan. Additionally, this bill amendsthe Higher Education Act of 1965 to expand the required elements of entrance counseling for a federal student loan borrower to include: conditions for loan discharge upon the death or disability of a borrower, options for loan repayment and forgiveness upon the death or disability of a borrower or cosigner, and obligations of a borrower or cosigner upon the death or disability of a borrower. It requires clear and conspicuous disclosure of a student's option to designate a legal representative to make decisions about a federal student loan upon such student's death or disability.

Disaster Recovery Reform Act This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act) to modify the Predisaster Hazard Mitigation Grant Program to: permit the use of technical and financial assistance to establish and carry out enforcement activities to implement codes, specifications, and standards that incorporate the latest hazard-resistant designs; direct the President to establish a National Public Infrastructure Predisaster Mitigation Fund; authorize the President's contribution to the cost of hazard mitigation measures to be used to increase resilience in any area affected by a major disaster; and direct the Federal Emergency Management Agency (FEMA) to issue a final rulemaking that defines the terms "resilient" and "resiliency." The bill authorizes the President to: (1) provide hazard mitigation assistance in any area affected by a wildfire for which assistance was provided; (2) provide incentives to invest in measures that increase readiness for, and resilience from, a future major disaster; and (3) waive Stafford Act provisions regarding duplication of benefits. The bill amends the Stafford Act to: (1) authorize states to use federal disaster assistance to directly administer temporary and permanent housing for disaster victims, (2) increase assistance to individuals with disabilities, and (3) establish fixed rates for reimbursing states and localities for costs incurred to implement disaster recovery projects. FEMA shall: (1) provide annual guidance and training for the prioritization of assistance to hospitals and nursing homes during a disaster; (2) issue guidance for the identification of evacuation routes; and (3) review the Unified Federal Environmental and Historic Preservation review process, improve closeout practices, and publish on its website specified information for grant awards and contracts in excess of $1 million. FEMA may establish one or more national veterinary emergency teams at accredited veterinary schools.

National Volcano Early Warning and Monitoring System Act This bill directs the United States Geological Survey (USGS) to establish the National Volcano Early Warning and Monitoring System to monitor, issue warnings of, and protect U.S. citizens from undue and avoidable harm from, volcanic activity. The purposes of the system are to: (1) organize, modernize, standardize, and stabilize the monitoring systems of U.S. volcano observatories; and (2) unify such systems into a single interoperative system. The objective of the system is to monitor all U.S. volcanoes at a level commensurate with the threat posed by the volcanoes by: (1) upgrading existing networks on monitored volcanoes, (2) installing new networks on unmonitored volcanoes, and (3) employing geodetic and other components when applicable. The system shall include: (1) a national volcano watch office that is operational 24 hours a day and 7 days a week, (2) a national volcano data center, (3) an external grants program to support research in volcano monitoring science and technology, and (4) modernization activities including the comprehensive application of emerging technologies. The USGS must: (1) submit to Congress a five-year management plan for establishing and operating the system, and (2) establish an advisory committee to assist in implementing the system. The USGS may enter into cooperative agreements designating institutions of higher education and state agencies as volcano observatory partners for the system.

Puerto Rico and Virgin Islands Equitable Rebuild Act of 2017 This bill provides for additional disaster-recovery assistance and other assistance to Puerto Rico and the U.S. Virgin Islands with respect to infrastructure, health care, agriculture, education, economic development, and environmental remediation, among other sectors. Specifically, regarding both territories, the bill: provides for the use of certain emergency assistance to rebuild electric grids; establishes several grant programs to promote energy efficiency and renewable energy; subject to specified oversight requirements, increases funding for transportation infrastructure, telecommunications systems, housing, and community development; increases funding for the Medicaid and Medicare programs; temporarily increases social-services block-grant allotments; increases funding for, and otherwise revises, rural and agricultural programs; increases funding for the Department of Veterans Affairs; provides for aid to the Head Start program, elementary and secondary education programs, and higher education programs; increases funding for training and employment services; modifies provisions concerning the earned-income tax credit, the child tax credit, and unemployment assistance; increases funding for economic and community development programs; increases funding for environmental remediation; and otherwise modifies provisions related to emergency funding and disaster-recovery assistance. In addition, the bill: extends Medicaid waiver authority to all territories, provides for Medicaid disproportionate share hospital allotments to the territories, and otherwise revises the Medicaid and Medicare programs with respect to the territories; extends participation in the Supplemental Nutrition Assistance Program to all territories; modifies provisions concerning the application of certain workers' protections in Puerto Rico; and requires the Federal Emergency Management Agency (FEMA) to submit to Congress a long-term disaster-relief plan with respect to Puerto Rico and the U.S Virgin Islands.

Constitutional Amendment This joint resolution proposes a constitutional amendment stating that: the liberty of parents to direct the upbringing, education, and care of their children is a fundamental right; the parental right to direct education includes the right to choose, as an alternative to public education, private, religious, or home schools, and the right to make reasonable choices within public schools for one's child; neither the United States nor any state shall infringe upon these rights without demonstrating that its governmental interest as applied to the person is of the highest order and not otherwise served; the parental rights guaranteed by this amendment shall not be denied or abridged on account of disability; and this amendment shall not be construed to apply to a parental action or decision that would end life.

Veterans' STEM Education Program This bill authorizes the Department of Veterans Affairs (VA) to pay an additional appropriate amount, beyond other educational assistance, to each individual entitled to post-9/11 educational assistance who is pursuing a program of education with a STEM focus (science, technology, engineering, and math). Information on such additional payments must be included in a currently required annual VA educational assistance report.

Go to High School, Go to College Act of 2017 This bill amends the Higher Education Act of 1965 to direct the Department of Education to carry out (from July 1, 2017, through June 30, 2023) a program awarding Early College Federal Pell Grants to students to support their enrollment in, and completion of, postsecondary courses offered through early college high schools. Students who would be eligible for a Federal Pell Grant if not for their enrollment in secondary school are deemed eligible for an Early College Federal Pell Grant upon their completion of a full-time postsecondary semester or its equivalent. Students may receive Early College Federal Pell Grants in an amount equal to the cost of not more than four full-time postsecondary semesters or the equivalent while enrolled in postsecondary courses offered by an early college high school. Early College Federal Pell Grants shall count toward the 12-semester, or equivalent, limit on a student's receipt of Federal Pell Grants.

Food and Farm Act This bill reauthorizes and modifies several Department of Agriculture (USDA) programs that address: commodity support, crop insurance, conservation, food assistance, nutrition, farm credit, beginning farmers and ranchers, food waste, research and educational programs, animal welfare, and regional food systems. The bill modifies agriculture and nutrition policies to: repeal the Agriculture Risk Coverage Program and the Price Loss Coverage Program, impose additional limits on farm subsidies, extend crop insurance premium subsidies to farmers who plant crops to reduce erosion, require recipients of farm subsidies to comply with additional conservation requirements, authorize increased funding for conservation programs, authorize additional assistance under the Environmental Quality Incentives Program for organic farmers, establish a loan program for conservation-based structural improvements, increase Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) benefits, authorize additional assistance for beginning farmers and ranchers, establish the Office of Food Waste within USDA, authorize additional funding for research and education programs, require USDA to comply with certain animal welfare standards at federal agricultural research centers, require USDA to reinstate online posting of Animal Welfare Act and Horse Protection Act enforcement records, and expand grant and loan programs for local and regional food systems.

Providing Rural Equity, Parity, and Reinvestment in Education Act or the PREPARE Act This bill amends the Carl D. Perkins Career and Technical Education Act of 2006 with respect to within-state funding allocations. States are required to reserve up to 15% (currently, 10%) of their grant funds for innovative career and technical education (CTE) activities in rural areas and in areas with high percentages and high numbers of CTE concentrators or participants. A "CTE concentrator" at the (1) secondary school level, is a student served by an eligible recipient who has completed three or more CTE courses or completed at least two courses in a single CTE program or program of study; or (2) postsecondary level, is a student enrolled in an eligible recipient who has earned at least 12 cumulative credits within a CTE program or program of study, or completed such a program if it encompasses fewer than 12 credits or the equivalent in total. A "CTE participant" is an individual who completes at least one course or earns at least one credit in a CTE program or program of study of an eligible recipient.

Fab Lab Classroom Modernization Act This bill authorizes the Department of Education to award grants for FY2019-FY2023 to states for local educational agencies to purchase digital-fabrication laboratory equipment or to provide professional development related to incorporating a digital-fabrication laboratory into the curriculum. A digital-fabrication laboratory is a high-technology workspace that includes equipment such as three-dimensional printers and laser engravers.

Nuclear Energy Research Infrastructure Act of 2017 This bill directs the Department of Energy (DOE) to establish a versatile reactor-based fast neutron source, which shall operate as a national user facility. DOE must consult with the private sector, universities, national laboratories, and relevant federal agencies to ensure that the versatile neutron source is capable of meeting federal research needs for neutron irradiation services. DOE must ensure the national user facility will provide fast neutron spectrum irradiation capability and capacity for upgrades to accommodate new or expanded research needs. DOE must also ensure that full operation of the facility occurs before December 31, 2025.

STEM Research and Education Effectiveness and Transparency Act This bill directs the National Science Foundation (NSF) to report on the effectiveness of all NSF research and education programs intended to broaden the participation of women and other historically underrepresented individuals in science, technology, engineering, and mathematics disciplines and careers. Each federal agency that expended at least $100 million on research and development in FY2017 shall annually submit to the NSF standardized record-level information on demographics, primary field, award type, review rating, budget request, funding outcome, and awarded budget for all applications for merit-reviewed research and development grants to institutions of higher education and federal laboratories. The first submission must include comparable record-level data for the five previous years. The NSF shall publish statistical summaries of the data in conjunction with the required biennial reports on the participation of men and women in scientific and engineering positions.

Supporting Veterans in STEM Careers Act This bill directs the National Science Foundation (NSF) to: (1) encourage veterans to study and pursue careers in STEM (science, technology, engineering, and mathematics) and computer science in coordination with other federal agencies that serve veterans, and (2) submit a plan to Congress for enhancing outreach efforts to veterans. The National Science Board shall provide in its annual report on the state of science and engineering in the United States relevant data on veterans in science and engineering careers or education programs. The bill provides for veterans' participation and outreach in: (1) the Robert Noyce Teacher Scholarship program to recruit and train mathematics and science teachers, (2) NSF fellowships and masters fellowships for mathematics and science teachers, (3) computer and network security capacity building grants, and (4) traineeship grants leading to a doctorate degree in computer and network security research. The Director of the Office of Science and Technology Policy shall: (1) establish a subcommittee under the Committee on STEM Education of the National Science and Technology Council to coordinate federal programs and policies for transitioning and training veterans and military spouses for STEM careers, and (2) monitor federal agency efforts to ensure that the objectives of the subcommittee's strategic plan required by this bill are met.

College Completion and Success Act This bill amends the Higher Education Act of 1965 to modify the amount of federal student assistance provided to an institution of higher education (IHE) if a student withdraws from the IHE. Under current law, an IHE receives all of a student's financial assistance after the student completes 60% of the period of enrollment (e.g., semester). This bill requires a student to complete 100% of the period of enrollment before an IHE receives all of the student's financial assistance.

Military and Veterans Education Protection Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to revise a requirement, commonly known as the 90/10 rule, which directs proprietary (for profit) institutions of higher education to derive at least 10% of their revenue from nonfederal financial aid sources, or risk becoming ineligible for title IV funding. Currently the rule allows federal educational assistance for military personnel and veterans to count toward the 10%. This bill defines federal educational assistance to include federal educational assistance for military personnel and veterans. Thus, the bill prohibits proprietary institutions from counting federal educational assistance for military personnel and veterans as nonfederal funding sources.

Public School Emergency Relief Act This bill authorizes a Department of Education program to provide temporary emergency impact aid payments to states for assisting local educational agencies and Indian schools in responding to increases in the enrollment of immigrant children.

Higher Education Reform and Opportunity Act of 2017 This bill amends the Higher Education Act of 1965 to make postsecondary education courses and programs, such as apprenticeship programs, that provide credits toward a postsecondary certification, credential, or degree eligible for federal student aid funding if the programs and courses are accredited by a state that has an alternative accreditation agreement with the Department of Education. The bill terminates loan forgiveness for borrowers under the income contingent repayment options for new loans made under the William D. Ford Federal Direct Loan Program. An institution that receives federal student aid funding must pay a default rate fine that is based on the default rate of loans made to its students.

Public Funds for Public Schools Act This bill amends the Internal Revenue Code to require the amount of a taxpayer's deductible charitable contributions to be reduced to account for the benefits of state income tax credits and deductions provided by a state to the taxpayer for a contribution to a specified school voucher organization. A "specified school voucher organization" is an organization with the primary purpose of providing vouchers, scholarships, or other funds for the expenses of students to attend elementary or secondary schools.

Flood Insurance Continuing Education and Training Act This bill amends the Bunning-Bereuter-Blumenauer Flood Insurance Reform Act of 2004 to require insurance agents selling flood insurance policies to complete a continuing education course every two years.
