Training for Realtime Writers Act of 2019 This bill establishes a grant program to recruit, train, and place real-time writers for closed captioning of television programming. Specifically, the bill requires the Department of Education to award grants to court reporting programs that possess the most substantial capacity to train real-time writers for closed captioning English and Spanish video programming. Grant recipients shall use the funds to recruit, train and assist, and place real-time writers.

School Modernization and Efficient Access to Lunches for Students Act of 2019 or the School MEALS Act of 2019 This bill establishes programs and revises requirements relating to direct certification processes for the National School Lunch Program. Direct certification allows schools to use data matching procedures to approve school meals without the need for applications for children who receive assistance under other programs, such as the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program). Specifically, the bill directs the Department of Agriculture to provide grants and technical assistance for states and tribal organizations to improve their direct certification processes, including with respect to children who receive assistance under a food distribution program on Indian reservations. The bill also expands the time frame for schools to elect and gather eligibility data for the Community Eligibility Provision that permits schools in high-poverty areas to serve free meals to all enrolled students without the need for applications.

Higher Education Loan Payment and Enhanced Retirement Act of 2019 or the HELPER Act of 2019 This bill permits annual tax and penalty-free withdrawals of up to $5,250 from 401(k) plans for higher education expenses and penalty-free withdrawals from individual retirement accounts (IRAs) for student loan expenses. The bill also excludes from gross income, for income tax purposes, distributions up to $5,250 from employer-sponsored student loan and tuition payment plans. It repeals the limitation on the deduction of interest on student loans and increases from $15,000 to $25,000 (adjusted for inflation) the maximum contribution amounts for certain tax-preferred retirement plans. The bill allows employees an election to treat contributions to a 401(k) plan as Roth contributions (thus exempting withdrawals from such plans from tax at retirement).

Protecting Students from Worthless Degrees Act This bill makes an institution of higher education (IHE) ineligible to receive federal student financial assistance if it fails to meet certain requirements, and it requires an IHE to make certain certifications about its gainful employment programs. Specifically, an IHE that offers a degree or certificate program to prepare students for entry into a profession that requires licensing or certification as a precondition for entry is not eligible to receive any federal student financial assistance unless (1) a student is fully qualified to take the required entry examination or be licensed or certified for the profession upon the successful completion of the program, and (2) the institution provides timely placement for all of the academically related pre-licensure requirements for entry into the profession (e.g., clinical placements or internships). An IHE must also certify that each eligible gainful employment program meets specified requirements, including approval or accreditation by a recognized agency and satisfaction of applicable educational prerequisites for professional licensure or certification. If an IHE does not satisfy such prerequisites, it must notify a student who intends to enroll in the program and obtain a handwritten acknowledgement from the student that they wish to enroll. Lastly, an IHE that offers distance education or correspondence courses must be legally authorized within each state in which its enrolled students are located.

Luke and Alex School Safety Act of 2019 This bill requires the Department of Homeland Security (DHS) to establish a Federal Clearinghouse on School Safety Best Practices for use by state and local educational and law-enforcement agencies, institutions of higher education, health professionals, and the public. DHS shall, among other things collect clearinghouse data analytics, user feedback on the implementation of best practices and recommendations identified by the clearinghouse, and any evaluations conducted on these best practices and recommendations; and coordinate with the Department of Education, the Department of Health and Human Services, and the Department of Justice to assess and identify best practices and recommendations and establish an advisory board to provide feedback and propose additional recommendations. The bill specifies the criteria for best practices and recommendations of the clearinghouse, including evidence that the best practice or recommendation has had a significant effect on improving the health, safety, and welfare of persons in school settings. The bill provides for grant program review.

Technology in Criminal Justice Act of 2019 This bill sets forth initiatives to improve the capacity of law enforcement to utilize digital evidence in conducting criminal justice activities. Among other things, the bill does the following: establishes within the Department of Justice (DOJ) a new office—the Office of Digital Law Enforcement—to train, support, and prepare criminal justice personnel; requires DOJ to designate a federal entity to be the Center of Excellence for Digital Forensics; provides for a review of existing programs that provide training, education, and technical assistance to improve digital evidence capacity of criminal justice personnel; establishes a new program—a Law Enforcement Technology Support to State and Local Law Enforcement program—to facilitate the use of existing grant funds to improve the digital evidence capacity of law enforcement personnel; and establishes the Department of Justice Technology Policy Advisory Board to foster dialogue on policy issues.

Closing the Homework Gap Through Mobile Hotspots Act This bill requires the National Telecommunications and Information Administration (NTIA) to establish the Mobile Hotspot Grant Program. Under the program, the NTIA may provide grants to eligible institutions (e.g., elementary and secondary schools, universities, Indian Tribes, or libraries) to facilitate a mobile hotspot program that provides students with a portable hotspot device for connecting to the internet. The NTIA shall prioritize institutions that will provide hotspots to the highest number of low-income students and, to the extent practicable, shall disburse at least 5% of grant funds to Indian Tribes and 5% to U.S. territories and the District of Columbia.

Transportation Alternatives Enhancements Act This bill revises and reauthorizes the surface transportation block grant program (Transportation Alternatives Program) in the Department of Transportation (DOT). For example, states are allowed to allocate funds under the program to counties, metropolitan planning organizations, regional transportation planning organizations, and local governments. Additionally, metropolitan planning organizations that serve an urbanized area with a population of 200,000 or fewer are eligible for funding. The bill also (1) adjusts the funding limits for states to improve the ability of applicants to access funding in an efficient and expeditious manner, (2) limits the transferability of funds under the program unless a state meets certain requirements, and (3) expands the safe route to school program of DOT to high schools. Currently, the safe route to school program is carried out for the benefit of children in primary and middle schools (schools providing education from kindergarten through eighth grade).

Elijah E. Cummings Family Asthma Act This bill requires the Centers for Disease Control and Prevention (CDC) to collaborate with state and local health departments to (1) conduct activities regarding asthma, including deterring the harmful consequences of uncontrolled asthma, and disseminating health education and information regarding prevention of asthma episodes and strategies for managing asthma; and (2) develop state plans incorporating public health responses to reduce the burden of asthma, particularly regarding disproportionately affected populations. Additionally, the bill revises and expands requirements for asthma surveillance activities and requires the CDC to coordinate data collection activities to maximize the comparability of results. Further, the Department of Health and Human Services must submit an assessment of current activities related to asthma prevention, management, and surveillance that includes recommendations for the future direction of asthma activities.

Supporting Healthy Mothers and Infants Act of 2019 This bill modifies the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) to add requirements for supporting individuals impacted by a substance use disorder. Specifically, the bill requires the Department of Agriculture to: collaborate with the Department of Health and Human Services to develop and disseminate nutrition education materials for individuals impacted by a substance use disorder, including materials for infants impacted by prenatal substance exposure and neonatal abstinence syndrome; conduct outreach to individuals who are potentially eligible for the WIC program and who are impacted by a such a disorder; and make available to states through an online clearinghouse any nutrition education and training materials related to nutrition for individuals impacted by a substance use disorder or neonatal abstinence syndrome.

Recycling Enhancements to Collection and Yield through Consumer Learning and Education Act of 2019 or the RECYCLE Act This bill provides support for recycling programs. Specifically, the bill requires the Environmental Protection Agency (EPA) to establish a program to award grants to improve the effectiveness of residential and community recycling programs through public education and outreach. In addition, the EPA must develop a model recycling program toolkit for states, Native American tribes, and local governments. Finally, the bill specifies that the EPA's review of its federal procurement guidelines for purchasing certain recycled materials and items made with such materials must occur at least once every five years.

Recognizing Education, Employment, New skills, and Treatment to Enable Reintegration Act of 2019 or the RE-ENTER Act This bill establishes procedures and requirements for U.S. district courts to issue federal certificates of rehabilitation. These certificates acknowledge that federal offenders have demonstrated a commitment to a law-abiding future and successfully reintegrated into society. The bill also establishes a presumption that an individual who has obtained a certificate is rehabilitated for purposes of regaining eligibility for federally assisted housing and other benefits.

Student Apprenticeship Act of 2019 This bill requires the Department of Education to award grants to certain partnerships to enable the development and implementation of a postsecondary apprenticeship program. An eligible partnership must consist of (1) at least one institution of higher education, (2) at least one individual employer, and (3) a workforce intermediary (an entity that demonstrates expertise in fostering partnerships in order to support postsecondary apprenticeship programs). Such partnership may also include other entities such as a state agency responsible for administering career and technical education, a labor organization, or an economic development agency. A partnership that receives a grant must use the funds to develop and implement a postsecondary apprenticeship program in a high-skill, high-wage, and in-demand industry sector or occupation. Additionally, an apprenticeship shall qualify as a work-study program through which a student apprentice is eligible for federal financial assistance.

Higher Education Standards Improvement Act This bill requires states to take certain actions related to their oversight of institutions of higher education (IHEs). Specifically, states must (1) evaluate each IHE to determine if it meets standards for facilities, equipment, program length, and other relevant factors for a student to receive a professional license from the state; (2) accept and report student complaints that present consistent allegations with respect to an IHE; and (3) establish policies and procedures to anticipate and respond to the closure of an IHE. Such policies and procedures shall include maintaining sufficient cash reserves to ensure the repayment of any required refunds, a plan to ensure custodial record-keeping of institutional records and student transcripts, and the maintenance of contact information to ensure direct communication between the state and each student in the event of an IHE closure.

Classrooms Reflecting Communities Act of 2019 This bill directs the Department of Education to award grants to eligible partnerships to develop and run a Grow Your Own Program to recruit diverse teacher candidates from the community into the teaching profession and support them through high-quality preparation to full teacher certification or licensure. The program is particularly aimed at growing the educator workforce in rural communities. Such a program includes targeted recruitment efforts, including promotion of the teaching profession at high schools, minority-serving institutions, and community centers; creation of curriculum and coursework with principles of culturally responsive education woven throughout; mentorship and assistance with the teacher licensure and certification process, including test preparation; and direct financial assistance, including reduced tuition and in-kind financial support, such as childcare, especially for teachers being certified or licensed to teach in high-need fields or high-need communities. The bill requires a partnership, at the end of each grant year, to submit a report that includes (1) a description of activities undertaken; (2) graduation rates; (3) the percentage and total number of teacher candidates who have been certified or licensed to teach; (4) the three- and five-year teacher retention rate in the same school and local educational agency, within the profession, and in the subjects for which the teachers were trained; and (5) surveys of teachers and community members.

Advancing FASD Research, Prevention, and Services Act This bill reestablishes and expands programs for fetal alcohol spectrum disorders (FASD). The Department of Health and Human Services must establish a research agenda on FASD, facilitate and disseminate findings on public health surveillance and research to prevent FASD, and establish multiple grant programs. Depending on the specific grant program, eligible grantees may include states, tribes and tribal organizations, public and private nonprofits, and educational institutions. Among other purposes, the grants support research on the diagnosis, intervention, and prevention of FASD; expand and coordinate surveillance; and foster collaboration to provide integrated services to individuals with FASD. The bill also directs the Department of Education and the Department of Justice to develop and disseminate trainings and best practices related to FASD.

Bringing Registered Apprenticeships to Veterans Education Act or the BRAVE Act This bill requires the Department of Labor, in the implementation of the Transition Assistance Program, to provide information concerning apprenticeship programs to members of the Armed Forces who are separating from active duty. The bill expands an existing monthly housing stipend under the Post-9/11 GI Bill by authorizing the stipend to be used for other purposes. The Department of Veterans Affairs (VA), in coordination with Labor, must establish a publicly accessible and user-friendly website on which veterans can find specified information about apprenticeship programs that are approved under VA education benefit provisions.

Coastal Resilience Research and Education Act This bill directs the National Oceanic and Atmospheric Administration (NOAA) to designate public institutions of higher education as National Centers of Excellence in Coastal Resilience Research and Education. NOAA shall designate as a center only a public institution of higher education that, among other things (1) has demonstrated proven expertise in the physical, engineering, and environmental sciences, particularly research and education on the impacts of sea-level rise, coastal flooding, or shoreline erosion; (2) has demonstrated a commitment to understanding the socioeconomic impacts of climate change; and (3) is in a state that frequently experiences coastal flooding or shoreline erosion in connection with sea-level rise, severe coastal storms, or seawater intrusion into groundwater supplies. NOAA must review reports from the centers to ensure that their recommendations and guidance regarding sea-level rise, coastal flooding, shoreline erosion, and related issues are communicated to relevant federal agencies. In carrying out this bill, NOAA may use (1) the National Oceanographic Partnership Program, (2) the Coastlines and People initiative, and (3) the National Sea Grant College Program.

Counseling for Career Choice Act This bill directs the Department of Education to award grants to states to develop and implement comprehensive school career counseling programs that provide students with effective postsecondary education planning and career guidance services. The bill requires each program to be aligned with a statewide counseling framework that (1) encompasses the middle grades through grade 12 and postsecondary education, and (2) is supported by at least five stakeholders that include at least one business or industry and at least one local educational agency or secondary school. Grant funds shall, among other things, be used to train and hire school counselors; identify regional workforce trends and postsecondary options available in the state; establish, improve, or coordinate postsecondary opportunities; recommend curricular improvements to better align curricula with workforce trends and available postsecondary opportunities; establish partnerships with one-stop centers; leverage the resources and emerging technologies being developed by stakeholders to support the counseling framework; and evaluate secondary and postsecondary outcomes for individuals served by the career counseling programs.

Veterans' Entry to Apprenticeship Act of 2019 This bill requires the Department of Veterans Affairs to provide the same amount and type of educational assistance to pre-apprenticeship programs as apprenticeship programs in certain circumstances. A pre-apprenticeship program is designed to prepare individuals to enter an apprenticeship program via education and training. Under the bill, a pre-apprenticeship program may be treated like an apprenticeship program for purposes of educational assistance if the program complies with state standards or meets other accepted criteria if state standards do not apply. If an individual is not paid as part of a pre-apprenticeship program, they are eligible for a specified amount of housing assistance.

This bill prohibits the use of county funds distributed under the Secure Rural Schools and Community Self-Determination Act of 2000 for (1) any expenses related to lobbying, or (2) any activity that is to influence a state or federal lawmaker. Currently, the funds are authorized to be used for activities such as emergency services on federal land or wildfire protection. The Forest Service, in coordination with the Bureau of Land Management (BLM), must promulgate regulations that provide guidance to participating counties on the appropriate use of county funds. The Forest Service and the BLM each must publish such guidance on a public website. Each participating county shall submit to the Department of Agriculture or the Department of the Interior an annual report that includes a description of how the county used its county funds.

Protect Veterans' Education and Taxpayer Spending Act of 2019 This bill designates certain educational assistance funds as federal educational assistance for the purpose of determining a for-profit institution's revenue sources. Under current law, a for-profit institution must receive at least 10% of its revenue from non-federal sources (known as the 90/10 Rule). Certain federal educational assistance funds provided to students who are servicemembers or veterans are not currently counted as federal sources, which enables a for-profit institution to count those funds towards its 10% requirement. This bill designates such educational assistance funds as federal educational assistance, prohibiting a for-profit institution from counting such funds towards its 10% requirement. In addition, the bill establishes a tiered system of penalties for a school that violates the 90/10 Rule, but it also provides an appeal process that allows a for-profit institution to seek temporary relief from such penalties upon a showing that it meets certain conditions (e.g., offering high-quality academic or job-training programs and placing veterans and servicemembers in jobs after graduation). The bill also requires disclosure—on the Department of Education's College Navigator website and the Department of Veterans Affairs' GI Bill Comparison Tool website—of any for-profit institution that is not in compliance, as well as the applicable sanction on such institution. Troops Educating And Managing Schools Act or the TEAMS Act This bill renames the Troops-to-Teachers Program as the Veterans-to-Classrooms Program, expands the program to include recruitment of veterans to non-teaching positions such as positions for nurses, counselors, and school resource officers, and generally modifies the program's scope and related requirements.

21st Century Space Grant Modernization Act of 2019 This bill revises provisions relating to the National Space Grant College and Fellowship Program. The National Aeronautics and Space Administration (NASA) shall carry out the program with the objective of providing hands-on research, training, and education programs with measurable outcomes in each state. NASA shall carry out the program through a space grant consortium in each state. The bill revises the purposes of the program to support space research programs that promote equally the state and regional STEM (science, technology, engineering, and mathematics) interests of each space grant consortium. NASA shall award grants to the lead institution of each state's space grant consortium to carry out at least three of six specified research, training, and education programs. The bill repeals certain provisions relating to the program, including provisions establishing the space grant review panel.

GI Bill Planning Act of 2019 This bill extends or removes specified deadlines for certain Department of Veterans Affairs (VA) education benefits. Specifically, the bill updates the Montgomery GI Bill program by extending the period of time under which an election must be made for entitlement to educational assistance under the program. The bill phases the program out to end on September 30, 2029. The bill also removes a deadline that prevents certain veterans from receiving in-state tuition, regardless of their state of residence, using VA education benefits at public institutions of higher education. Currently, a veteran who is discharged or released after at least 90 days of active service must be within three years of their discharge from active duty to receive in-state tuition (regardless of their state of residence). The VA must post on a public VA website a database explaining any requirements established by a public institution of higher learning for an individual to be charged in-state tuition. The VA must disapprove a course of education at a public institution of higher learning that does not provide the VA with an explanation of the requirements (or a timely update of such requirements) for an individual to be charged in-state tuition.

Election Technology Research Act of 2019 This bill directs the National Institute of Standards and Technology (NIST), the National Science Foundation (NSF), and other agencies to support research on voting systems. NIST, in collaboration with the NSF, must carry out research related to the security and integrity of voting systems. NIST shall make an award to an institution of higher education or a nonprofit organization to establish a Center of Excellence in Election Systems. The NSF, in collaboration with other agencies, shall award basic research grants to increase the understanding of cyber and other threats to voting systems and to inform the development of technologies, processes, and policies that contribute to more secure, fair, and accessible elections. The NSF shall award grants to institutions of higher education or nonprofit organizations to establish at least one multidisciplinary center for elections systems research and education. NIST shall establish and make available common data format specifications for auditing, voter registration, and other elements of voting systems. The General Accountability Office must report on, among other things, the extent to which NIST's efforts to assist in the development of voluntary voting systems guidelines have resulted in market-ready standardized voting equipment and software.

Veterans Education and Transfer Extension Act of 2019 or the VET Extension Act of 2019 This bill updates Post-9/11 GI Bill educational assistance for certain veterans or active duty military service members. Specifically, the bill increases the number of months of educational assistance available by the lesser of (1) 15 months, or (2) the amount of months needed to complete remedial and deficiency courses that may be needed prior to beginning a program of education. Under the bill, individuals who do not currently have a dependent, but wish to elect to transfer educational assistance to a dependent, may do so at such a time when they do have a dependent. The bill removes a restriction on the timing of the transfer of educational assistance and also authorizes an individual to designate a new dependent or dependents to receive an unused entitlement.

Investing in American Workers Act This bill allows a business-related tax credit for employers who increase worker training expenditures. The credit is equal to 20% of the excess of (1) the qualified training expenditures for the taxable year, over (2) the average of the adjusted qualified training expenditures for the three previous taxable years. If the employer had no qualified training expenditures in any one of the three previous years, the credit is equal to 10% of the adjusted qualified training expenditures for the year. The credit applies to expenditures for the training of non-highly compensated employees (annual compensation does not exceed $82,000). The training must result in the attainment of a recognized postsecondary credential and be provided through an apprenticeship program; a program of training services that is included on a list of eligible training providers that states are required to maintain under the Workforce Innovation and Opportunity Act; a program that is conducted by an area career and technical education school, a community college, or a labor organization; or a program that is sponsored and administered by an employer, industry trade association, industry or sector partnership, or labor organization. Certain small businesses and tax-exempt organizations may apply the credit against payroll taxes, subject to specified limits and requirements. Eligible small businesses may also apply the credit against the alternative minimum tax.

National Aeronautics and Space Administration Authorization Act of 2019 This bill reauthorizes the National Aeronautics and Space Administration (NASA) for FY2020. The bill provides for continued use of the International Space Station through 2030 and authorizes NASA programs and activities, including a rocket engine test infrastructure program, a low-Earth orbit commercialization program, a Lunar Discovery Program for lunar science research, a 21st Century Aeronautics Capabilities Initiative, a Skilled Technical Education Outreach Program for secondary school students, and a 21st Century Space Launch Infrastructure Program. NASA shall establish the Planetary Defense Coordination Office to implement a program for surveying threats posed by near-Earth objects equal to or greater than 140 meters in diameter. NASA shall also continue providing opportunities for formal and informal STEM (science, technology, engineering, and mathematics, including computer science) education engagement activities, including under the Established Program to Stimulate Competitive Research (EPSCoR).

Fostering Stable Housing Opportunities Act of 2019 This bill requires public housing agencies (PHAs) that administer housing choice voucher programs to, in coordination with the Department of Housing and Urban Development, extend tenant-based assistance for youth aging out of foster care under specified circumstances. Under current law, public housing assistance is available for up to 36 months for low-income youth who are 18 to 24 years old, left foster care at age 16 or older (or will soon leave foster care), and are homeless or at risk of becoming homeless. The bill requires PHAs to extend such housing assistance for up to 24 months (subject to available funds) for youth who are (1) employed; (2) enrolled in a workforce development program; (3) pursuing postsecondary education, high school diploma, or equivalent; or (4) participating in a family self-sufficiency program. Youth who are (1) parents (or have a dependent under age 6), (2) participating in an addiction recovery program, or (3) unable to comply due to a medical condition must receive extended housing assistance without meeting these requirements. Further, youth receiving extended housing assistance are eligible for available supportive services. PHAs also must coordinate with local child welfare agencies to receive referrals for the housing assistance program.
