Student Loan Literacy Act of 2022 This bill provides funding for and establishes a grant program for community-based nonprofit student loan consumer assistance programs. Specifically, the bill directs the Department of Education (ED) to award grants to states for establishing, expanding, or providing support for community-based nonprofit student loan consumer assistance programs. These programs must provide assistance to borrowers of federal student loans, including by educating borrowers about their rights and responsibilities with respect to federal student loans. ED must (1) make publicly available through its website a list of programs receiving grant funds; and (2) ensure that each holder, servicer, and collector of federal student loans provides at least one federal student loan liaison to communicate with such assistance programs on various issues, including the handling of borrower complaints.

An IHE must also certify that each eligible gainful employment program meets specified requirements, including approval or accreditation by a recognized agency and satisfaction of applicable educational prerequisites for professional licensure or certification. If an IHE does not satisfy such prerequisites, it must notify a student who intends to enroll in the program and obtain a handwritten acknowledgement from the student that they wish to enroll. Lastly, an IHE that offers distance education or correspondence courses must be legally authorized within each state in which its enrolled students are located.

SCORE for Small Business Act of 2022 This bill reauthorizes through FY2024 the Service Corps of Retired Executives (SCORE) program, outlines the duties of the SCORE Association, and requires the Small Business Administration (SBA) to cooperate with the association to carry out the program. Specifically, the bill requires the association to manage nationwide chapters of the program to enable volunteers participating in the program to provide personal, cost-free business expertise and facilitate education workshops to small businesses. The association must also offer online counseling through web-based platforms to small businesses. In consultation with the association, the SBA must ensure that the program (1) recruits diverse volunteers for each chapter of the program, and (2) provides services to rural and underserved communities.

Creating Access to Residency Education Act of 2022 This bill requires the Centers for Medicare & Medicaid Services to award matching funds to teaching hospitals or other graduate medical education training programs for medical residency training programs in states where there are fewer than 44 medical residents per 100,000 people. Recipients must cover one third of the costs for primary care residency training programs and one half of the costs for programs in other fields.

Graduate on Your Own Schedule Act This bill requires the Department of Education to make grants to local educational agencies for assisting eligible secondary school dropouts in reentering a secondary school or entering a general educational development program and providing these individuals with support services. College Cost Transparency and Student Protection Act This bill outlines requirements for financial aid offers that must be provided to prospective and enrolled students. Specifically, the bill requires the Department of Education (ED) to publish requirements for financial aid offers that each institution of higher education (IHE) participating in federal student aid programs must provide to students. These requirements include standardized terms and definitions, certain formatting requirements, and components regarding costs. In particular, a financial aid offer must first include a component related to direct costs (i.e., tuition, fees, and other expenses required for the student to enroll in the IHE). If the student completes the component related to direct costs and confirms that the student is seeking financial assistance for indirect costs (e.g., housing and food, books and supplies, and transportation), then the offer must include components related to those indirect costs. IHEs may not refer to these offers as award letters. The bill requires ED to ensure that information published on the website of each IHE or the College Scorecard includes information on costs, earnings, and loan payments in a manner consistent with financial aid offers. The College Scorecard is a comparison tool for information on school sizes, settings, graduation rates, average costs, and salary ranges per field of study.

Proprietary Education Interagency Oversight Coordination Improvement Act This bill requires certain actions to increase federal oversight of proprietary (i.e., for-profit) institutions of higher education (IHEs). Specifically, the bill establishes the Proprietary Education Interagency Oversight Coordination Committee and sets forth its duties and membership. The bill also directs the Department of Education (ED) to collect and track student complaints regarding the services or activities of any proprietary IHE that is eligible for federal education assistance. Further, ED must publish a warning list for parents and students that is comprised of proprietary IHEs that have engaged in certain activities, including those that have been sued for financial relief or have pending claims for borrower relief discharge.

Saving America's Future by Educating Kids Act of 2022 This bill directs the Department of Education (ED) to develop and support implementation of an evidence-based, K-12 curriculum on the dangers of substances of misuse, including opioids and vaping. ED must review and update the curriculum every two years. ED must award grants to state educational agencies to implement the evidence-based curriculum. In awarding these grants, ED must give priority to those states that have experienced the highest drug overdose death rate per capita.

Recruit and Retain Act This bill expands the Community Oriented Policing Services (COPS) grant program to support recruitment efforts by law enforcement agencies. Specifically, the bill expands the COPS program by allowing funds to be used for reducing application-related fees (e.g., fees for background checks, psychological evaluations, and testing); and directing the Department of Justice (DOJ) to award competitive grants to partnerships between law enforcement agencies and educational institutions (e.g., elementary schools and institutions of higher education) for recruiting activities, such as for career and job fairs. The bill requires DOJ to establish guidance for understaffed law enforcement agencies applying for COPS grants. The Government Accountability Office must study and report on the effects of recruitment and attrition rates on federal, state, tribal, and local law enforcement agencies.

Data on Interactions and Accountability for Law Enforcement with Individuals with Disabilities Act This bill expands activities to collect data about interactions between law enforcement officers and individuals with disabilities. In particular, the bill establishes a temporary advisory council within the Department of Health and Human Services (HHS) to develop a methodology for collecting and reporting data on interactions between law enforcement officers and individuals with disabilities. HHS must award a grant to an independent research organization or institution of higher education to test the validity and reliability of the council's methodology. The council must also provide the Department of Justice with best practices to collect disability status in cases where a death or injury occurred because of an interaction with law enforcement. The bill also requires certain federal initiatives that collect information about interactions with law enforcement (e.g., the National Use-of-Force Data Collection) to include disability status. Further, the Bureau of Justice must award a grant to an independent third-party organization (e.g., an institution of higher education) for identifying trends using certain survey data in violence committed by law enforcement officers against individuals with disabilities.

Legal Aid for Americans Act of 2022 This bill establishes a pro bono service requirement for law school graduates who borrow federal student loans for their graduate legal education. Specifically, such a borrower must agree to perform pro bono legal work for not fewer than 50 hours per year for three years after the borrower obtains a license to practice law in a state (or for three years after completing the program of study, for borrowers who already had a license to practice when they received the loan). The bill exempts certain individuals from this requirement, including a borrower who is employed in a public service job.

Endowment Transparency Act This bill requires certain actions regarding institutions of higher education (IHEs) and the management of their assets. Bruce's Law This bill reauthorizes certain grants through FY2027 and sets out other activities to address drug overdoses, with a particular focus on contamination with fentanyl or other synthetic opioids. Specifically, the bill (1) reauthorizes grants that are available through the White House Office of National Drug Control Policy (ONDCP) for community-based coalitions to address local drug crises, and (2) authorizes new grants for coalitions to implement education and prevention strategies in communities that face significant levels of drug overdoses related to fentanyl and other synthetic opioids. The ONDCP may delegate authority to execute the new grants to the Centers for Disease Control and Prevention. Additionally, the Department of Health and Human Services (HHS) must carry out a campaign to increase public awareness of the dangers of fentanyl and other synthetic opioids, including the risks of such substances contaminating counterfeit drugs. The bill also establishes an interagency work group to coordinate and improve federal efforts to reduce and prevent overdoses caused by illegal drugs contaminated with fentanyl or other synthetic opioids. Work group members include the ONDCP, HHS, the Department of Justice, and the Department of State.

Justice for All Act of 2022 This bill prohibits discrimination based on sex, sexual orientation, gender identity, or race-related characteristics in schools, businesses, federally funded programs, and other settings. It also provides statutory authority for and expands the types of civil actions that may be brought for violations. For example, the bill expands provisions under the Civil Rights Act of 1964 so as to (1) prohibit federally funded programs from discriminating based on sex or religion; and (2) prohibit public accommodations, including stores and transit services, from discriminating based on sex. The bill defines sex to include sex stereotypes, pregnancy, childbirth, sexual orientation, gender identity, and sex characteristics. It also expands the definition of race to include traits that have been historically associated with race (e.g., natural hair textures). The expanded definitions apply to the Civil Rights Act of 1964, the Fair Housing Act (discrimination in public and private housing), and Title IX of the Education Amendments of 1972 (discrimination based on sex in federally funded educational programs). Further, the bill provides statutory authority for disparate impact or intentional discrimination claims under the aforementioned acts, as well as the Age Discrimination Act of 1975 (discrimination based on age by federally funded programs) and the Rehabilitation Act of 1973 (discrimination based on disability by federally funded programs). The bill also includes other provisions that address (1) profiling by law enforcement officers, (2) employer liability with respect to civil rights violations, (3) predispute arbitration agreements in civil rights cases, and (4) governmental immunity in suits involving constitutional violations.

Stop the Sexualization of Children Act This bill prohibits the presentation of sexually oriented materials to children under the age of 10. The bill defines sexually oriented material as any (1) depiction or description of sexual activity; (2) lewd or lascivious depiction or description of human genitals; or (3) topic involving gender identity, gender dysphoria, transgenderism, sexual orientation, or related subjects. Specifically, the bill prohibits (1) the use of federal funds to develop, implement, facilitate, or fund any sexually oriented program, event, or literature for children under the age of 10; and (2) the use of federal facilities or properties to host or promote such programs, events, or literature. The bill grants a parent or guardian a private right of action against a government official, government agency, or private entity that violates this bill. Additionally, the bill prohibits federal agencies from disbursing federal funds to a government agency or private entity for three fiscal years if the agency or entity has received two or more injunctions for violations of the bill in a five-year period.

Student Protection and Success Act This bill establishes certain consequences for institutions of higher education (IHEs) that have low student loan repayment rates or high student loan balances among their students. The bill makes an IHE ineligible for federal student financial aid programs for two fiscal years if a certain percentage of its students are not able to start repaying the principal of their loans by specified deadlines. The Department of Education must award grants to IHEs that have a strong record of supporting low- and moderate-income students. The bill funds the grants by requiring IHEs with certain nonrepayment loan balances to make risk-sharing payments. Grants may be used to increase college access and success for the students using investments and practices such as awarding additional need-based financial aid, enhancing academic and student support services, and establishing or expanding accelerated learning opportunities. The bill also revises the types of student service expenditures and resources information collected by the National Center for Education Statistics.
