School Safety Notification System Act This bill requires each local educational agency (LEA), as a condition of receiving federal elementary and secondary education funds, to establish procedures for responding to school emergencies and for timely notifying parents of school emergencies. Specifically, the bill requires each LEA to (1) develop and implement emergency response procedures covering all students, faculty, and staff at public schools under the jurisdiction of the LEA; and (2) ensure that parents and guardians receive timely notification of covered threats and emergencies (e.g., active shooter situations, bomb threats, and natural disasters) that occur on school grounds, during school transportation, or during school-sponsored activities. These emergency response procedures must meet specified criteria, including by requiring commonly used alarm system responses for specific types of emergencies.

Gold Star Children Education Act of 2024 This bill provides eligibility for enrollment in schools operated by the Department of Defense Education Activity (DODEA) to dependents of certain deceased members of the Armed Forces. Specifically, the bill provides eligibility to dependents of members of the Armed Forces who died while serving on active duty or active Guard and Reserve duty. Such dependents are eligible to enroll in DODEA schools regardless of (1) whether the dependent was enrolled on the date of the death of the member, or (2) the proximity of the school to the location where the dependent resided on the date of the death. Enrollment of such dependents must be on a tuition-free and space-available basis.

Medical Laboratory Personnel Shortage Relief Act of 2024 This bill adds medical laboratory professionals to the National Health Service Corps (NHSC) and establishes a grant program to fund education programs for medical laboratory professionals. Specifically, it makes medical laboratory professionals eligible to participate in the NHSC, which provides scholarships and student loan repayment awards to health care providers who agree to work in areas with health care provider shortages. The bill also authorizes the Department of Health and Human Services to award grants to, or enter into contracts with, certain hospitals, schools, and nonprofits to develop and operate accredited education programs that award degrees or certificates to medical laboratory professionals.

Mel's Law This bill requires institutions of higher education (IHEs) that participate in federal student aid programs to establish policies for awarding posthumous degrees. Specifically, the IHE must certify that it has a policy to award a posthumous degree to a deceased student who (1) was enrolled in a degree program at the IHE; (2) died prior to completing such program; and (3) at the time of death, was in academic standing consistent with the requirements for graduation from such program (as determined by the IHE). The bill prohibits accrediting agencies from taking into consideration the number of posthumous degrees awarded to deceased students by the IHE. (Under current law, an IHE must be accredited by an accrediting agency to participate in federal student aid programs.)

No Foreign Gifts Act of 2024 This bill prohibits an institution of higher education (IHE) from receiving federal education funds if the IHE receives gifts from certain countries. Specifically, the bill prohibits an IHE from receiving a gift from (1) China, Russia, North Korea, or Iran; or (2) a country that has provided material support to a foreign terrorist organization, as determined by the Department of State. The bill also requires an IHE, as a condition of eligibility for federal education funds, to report any offer of a gift from such a foreign country.
