Bill· HRH.R. 6440 (119th)referred
United States · United States Congress · 4 December 2025
Right to Read Act of 2025 This bill expands access to school libraries and literacy skills support for elementary and secondary school students. It also outlines certain constitutional rights and liability protections related to school libraries. Specifically, the bill reauthorizes through FY2030 (1) the Comprehensive Literacy State Development Program, which provides grants to ensure high-quality instruction and effective strategies in reading and writing for children through 12th grade; and (2) the Innovative Approaches to Literacy Program, which provides grants to support the development of literacy skills in low-income communities. Additionally, the bill allows Supporting Effective Instruction State Grants to be used to assist local educational agencies (LEAs) and schools in recruiting, hiring, and retaining state-certified school librarians. Further, the bill authorizes states and LEAs to use Student Support and Academic Enrichment grants for programs and activities that promote the development of digital literacy and information literacy skills. The Department of Education (ED) must direct the National Center for Education Statistics to biennially collect data on school libraries. ED must require an assurance from each state and LEA receiving certain funds confirming that it will (1) protect the First Amendment rights of students in school libraries, and (2) provide equal protection in the conduct of school libraries in compliance with the requirements of the Fourteenth Amendment and nondiscrimination laws. The bill also provides liability protection to teachers, school librarians, school leaders, paraprofessionals, and other staff for actions that conform with state or local policies regarding the right to read.

Childhood Diabetes Reduction Act of 2025 This bill requires health warnings on labels and in advertisements for food and beverages that are sweetened, processed, or contain a high level of certain nutrients, and it prohibits specifically advertising such products to children. It also expands research and outreach on proper nutrition. The bill requires various Food and Drug Administration (FDA) warnings on labels for (1) sugar-sweetened beverages, (2) food and beverages with non-sugar sweeteners, (3) ultra-processed food and beverages (as defined by the FDA based on recommendations from the National Academies of Science, Engineering, and Medicine), and (4) food and beverages with certain nutrients (e.g., sugar, saturated fat, sodium) at levels that increase health risks. These warnings must contain specified information regarding the risks of developing certain health conditions (e.g., diabetes); warnings for sugar-sweetened beverages and for non-sugar sweetened food and beverages must specifically say that these products are not recommended for children. Additionally, the bill prohibits marketing or advertising these products to children under the Federal Food, Drug, and Cosmetic Act, which is primarily enforced by the FDA. Further, marketing or advertising these products to children, or without the required warnings, is considered an unfair or deceptive trade practice that is subject to action by the Federal Trade Commission (FTC). The bill specifically restores the FTC's statutory authority to regulate advertising targeting children (this authority was removed in 1980). Finally, the bill expands research on nutrition science and requires a public education campaign about nutrition and the new warning labels.

Albuquerque Indian School Act of 2025 This bill takes three tracts of specified federal land (approximately 9.89 acres) in Albuquerque, New Mexico, into trust for the benefit of the 19 Pueblos of New Mexico. (These three tracts of land were historically part of the Albuquerque Indian School, which was an Indian boarding school until 1981.) The land is currently administered by the General Services Administration (GSA). Within 90 days of this bill's enactment and the relocation of all federal tenants, the bill requires (1) the GSA to transfer administrative jurisdiction over the land to the Department of the Interior, and (2) Interior to take the land into trust for the benefit of the 19 Pueblos. The land taken into trust must be subject to a right-of-way easement, as determined by the GSA, on the federal land located within Tract 1 for purposes of retrieving or relocating federal property from the land to another location. (Tract 1, which is approximately 3.57 acres, contains a warehouse that is 76,682 square feet.) The bill requires the land taken into trust to be used for the educational, health, cultural, business, and economic development of the 19 Pueblos. Further, the land must remain subject to existing private and municipal encumbrances, rights-of-way, restrictions, easements of record, and utility service agreements. The bill prohibits gaming on the land taken into trust.

This bill directs the Forest Service to convey approximately one acre of land to Perry County, Arkansas, upon the request of the county. The county must use the land for public purposes, such as supporting education and youth development. If it ceases to be used for such purposes, then the property must, at the discretion of the Forest Service, revert to the United States. The exact acreage of land to be conveyed must be determined by a survey satisfactory to the Forest Service. The conveyance must be subject to valid existing rights, made without consideration, made by quitclaim deed, and subject to other terms and conditions that the Forest Service considers to be appropriate to protect the interests of the United States. As a condition of the conveyance, the county must pay costs associated with the conveyance, including the cost of a survey, any environmental analysis or resources survey required under federal law, and any analysis required to comply with the National Historic Preservation Act. The bill prohibits the Forest Service from having to provide any covenant or warranty for the property and improvements conveyed to the county.

Strengthening Rural Cooperatives and Communities Act This bill reauthorizes through FY2029 and modifies the Rural Cooperative Development Grant (RCDG) Program. This Department of Agriculture (USDA) program provides grants to nonprofit institutions to help individuals and businesses start, expand, or improve rural cooperatives and other mutually-owned businesses through Rural Cooperative Development Centers. USDA may give an additional preference to grant applications that commit to providing a 25% matching contribution for the center with private funds and in-kind contributions. Specifically, USDA may award the maximum points in application scoring criteria to applicants that satisfy this requirement. Under the bill, cooperative development includes activities (e.g., outreach, education, training, and technical assistance) to support the startup, expansion, or ongoing sustainability of new and existing cooperatives. Current law does not define cooperative development. The bill directs the RCDG interagency working group to submit an annual report to Congress on its activities. Finally, the program currently includes cooperative research program requirements to collect data on the effects of all types of cooperatives on the national economy. Under the bill, USDA must analyze the data resulting from the research and include the data and analysis in the annual report to Congress.
