Under the bill, the following activities carried out at the offices of Members of Congress qualify as work-study activities: the distribution of information to members of the Armed Forces, veterans, and their dependents concerning benefits and services; and the preparation and processing of documents, including those used to file veterans benefits claims.

Rural STEM Education Act

Rural STEM Education Act This bill directs the National Science Foundation (NSF) to support research regarding STEM (science, technology, engineering, and mathematics, including computer science) education in rural schools. The NSF must award grants to institutions of higher education or nonprofit organizations for (1) research and development to advance innovative approaches to support and sustain high-quality STEM teaching in rural schools, (2) research and development of programming to identify the barriers rural students face in accessing high-quality STEM education, (3) development of innovative solutions to improve the participation and advancement of rural students in grades Pre-K through 12 in STEM studies, and (4) research on online STEM education courses for rural communities. The NSF may establish a pilot program of regional cohorts in rural areas to provide peer support, mentoring, and hands-on research experiences for rural STEM educators of students in grades Pre-K through 12 in order to build an ecosystem of cooperation among educators, researchers, academia, and local industry. The NSF shall enter into an agreement with the National Academy of Sciences under which the National Academy agrees to evaluate aspects of STEM education and workforce development in rural areas. The National Institute of Standards and Technology must award prizes to stimulate research and development of creative technologies in order to deploy affordable and reliable broadband connectivity to underserved rural communities. The Office of Science and Technology Policy must establish a broadband research and development working group to address national research challenges and opportunities for improving broadband access and adoption across the United States.

Luke and Alex School Safety Act of 2019 This bill requires the Department of Homeland Security (DHS) to establish a Federal Clearinghouse on School Safety Best Practices for use by state and local educational and law-enforcement agencies, institutions of higher education, health professionals, and the public. DHS shall, among other things collect clearinghouse data analytics and user feedback on the implementation of resources, best practices, and recommendations identified by the clearinghouse; and coordinate with the Department of Education, the Department of Health and Human Services, and the Department of Justice to assess and identify best practices and recommendations and establish an advisory board to provide feedback and propose additional recommendations. The bill specifies the criteria for best practices and recommendations of the clearinghouse. The bill provides for grant program review.

Specifically, such access shall be achieved in such schools by developing and providing comprehensive materials to establish defibrillation programs, providing support for cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED) training programs, fostering new and existing community partnerships to promote the importance of defibrillation, establishing a clearinghouse database to gather information in a central location regarding sudden cardiac arrest in the pediatric population, and providing assistance to secondary school athletic departments for screening student athletes for risk of sudden cardiac arrest.

Family Friendly Schools Act

Family Friendly Schools Act This bill directs the Department of Education (ED) to provide grants to local educational agencies to establish family friendly school policies that align the school day with the work day to better support working families, and to establish a supplemental 21st century community learning centers grant program to support programs and activities during summer recess. Specifically, ED shall award five-year grants at 500 elementary schools that align the school day with the work day; report to Congress at the three-year mark and at the conclusion of the five-year grant period on best practices and recommendations for aligning school and work schedules, and for strengthening partnerships between schools and community resources; and carry out a supplemental grant program to establish or expand community learning center summer programs.

This education and training shall also satisfy the training requirements currently needed to obtain waivers to prescribe certain medication-assisted treatments for opioid-use disorders in settings other than opioid treatment programs.

Leveraging Effective Apprenticeships to Rebuild National Skills Act or the LEARNS Act This bill establishes, in the Employment and Training Administration of the Department of Labor, an Office of Apprenticeship to determine whether an apprenticeship program meets requirements for registration and maintains the standards necessary to remain registered, manage the national apprenticeship system (the collective group of registered apprenticeship programs and pre-apprenticeship programs in the nation), and make grants on a competitive basis to eligible entities to carry out projects that support development of pre-apprenticeship programs. The bill also establishes in Labor a National Advisory Committee on Apprenticeships. Labor and the Department of Education shall establish a voluntary Registered Apprenticeship-College Collaborative consisting of the sponsors carrying out registered apprenticeship programs, two- or four-year postsecondary educational institutions, and organizations that represent such programs or institutions, that agree to meet certain criteria in order to promote stronger connections between the registered apprenticeship programs involved and participating two- and four-year postsecondary educational institutions. Labor shall make assistance payments to eligible sponsors of new registered apprenticeship programs or of existing programs that add employers as new partners.

Caregivers, Access, and Responsible Expansion for Kids Act of 2019 or the CARE for Kids Act of 2019 This bill modifies program requirements for the National School Lunch Program and school breakfast program of the Department of Agriculture. A local educational agency (including any school operated by the Bureau of Indian Education) may certify as eligible for free lunches or breakfasts, without further application, the following: children whose placement with a caregiver was carried out with the involvement of an agency that administers a state plan or a tribal child welfare agency, without regard to whether the agency is responsible for the care and placement of the child; children being raised by a relative who receives adoption or guardianship assistance; and children of a family that lives in housing dedicated to low-income families with a caregiver who is a grandparent or another older person that cares for the child full-time or that receives housing or housing assistance under the Native American Housing Assistance and Self-Determination Act of 1996. The bill also extends eligibility for free or reduced-price school lunches for children who were determined to be eligible in the school year prior to placement with a grandparent or relative for the school year immediately following placement. The bill provides children who receive medical assistance under the Medicaid program with direct certification for free lunches and breakfasts under the school lunch and breakfast programs.

New Deal for New Americans Act of 2019 This bill provides assistance to immigrants and addresses issues related to naturalization. The bill establishes the National Office of New Americans to promote and support immigrant integration and encourage the pursuit of U.S. citizenship among immigrants. The bill also establishes grant programs for eligible entities that provide (1) legal services for immigrants, (2) English language education that focuses on integrating students into society, and (3) workforce development training that supports the economic integration of immigrants. The bill also reauthorizes the Citizenship and Integration Grant Program within U.S. Citizenship and Immigration Services (USCIS). USCIS may establish a nonprofit entity to spur innovation in the expansion of citizenship preparation programs and to support assistance for immigrants seeking permanent resident status or citizenship. The bill also requires the Department of Homeland Security to (1) report to Congress before increasing fees for immigration adjudication and naturalization services above the levels of such fees on January 1, 2019, and (2) waive or reduce certain immigration-related fees for low-income aliens. The bill also (1) waives the English proficiency requirement for the naturalization of certain permanent residents, (2) repeals the public charge ground for deportation, (3) requires states to provide for automatic voter registration to qualifying new citizens unless that individual declines, and (4) sets a floor of 110,000 to the maximum number of refugees who may be admitted into the United States each year.

Fast Track To and Through College Act

Fast Track To and Through College Act This bill provides grants for the establishment of fast track pathways that enable students to earn up to one year of college credits while still in high school. Grant recipients (i.e., certain partnerships that include states' educational agencies) shall use awarded funds to support statewide implementation of early college fast track pathways and early high school graduation fast track pathways. Early college fast track pathways are programs of advanced coursework resulting in credit that (1) is equivalent to two semesters of full-time postsecondary enrollment, and (2) satisfies the requirements for a high school diploma. Early high school graduation fast track pathways are scholarships for students who graduate high school early, do not require remedial coursework in postsecondary education, and attend a public two- or four-year institution of higher education. A grant recipient may also use grant funds to offer scholarships to students who graduate high school early, provide training or professional development for faculty who teach courses in an early college fast track pathway, or provide students with transportation to and from advanced courses in an early college fast track pathway. The bill also makes certain high school students participating in an early college fast track pathway eligible to receive Pell Grants.

Healing Communities through Health Care Act

Healing Communities through Health Care Act This bill establishes and revises programs to support health care and related services in communities that exhibit indicators that lead to adverse health outcomes. Specifically, the bill requires the Department of Health and Human Services (HHS) to conduct innovative demonstration projects through the Medicaid program in six states to provide housing services to individuals with behavioral health needs who are experiencing housing insecurity, including referrals to housing services from within a health care setting. The bill reauthorizes the HHS health-care occupation education and training grants program for low-income individuals and extends eligibility for such grants to hospitals. The National Institutes of Health also must establish and support a clinical research network to study trauma-informed, community-based interventions for victims of violence. Further, the Health Resources and Services Administration (HRSA) must grant a preference for funding specified health career programs in communities that have high rates of community trauma, such as elevated intergenerational poverty, drug-overdose deaths, or violence-related injuries or deaths. The bill also reauthorizes through FY2025 the HRSA National Health Service Corps, which supports education and student loan repayment for eligible primary care providers in health-professional shortage areas. Additionally, the bill expands the availability of funds for local workforce boards to support employer-sponsored employee training programs that have demonstrated specified results.

Educational Notification and Disclosure of Actions risking Loss of Life by Hazing Act or the END ALL Hazing Act This bill requires institutions of higher education (IHEs) that participate in federal student-aid programs to collect information and publicly report on hazing-related misconduct. Specifically, IHEs must prepare biannual reports and post such reports on their websites. The reports must include information on hazing-related misconduct committed by a student organization, including the name of the student organization that committed the violation, a description of the violation, and sanctions placed on the organization. IHEs must report to campus police and law enforcement authorities within 72 hours of becoming aware of any allegation of hazing that involved serious bodily injury or a significant risk of serious bodily injury. The bill does not apply to foreign IHEs.

School Modernization and Efficient Access to Lunches for Students Act of 2019 or the School MEALS Act of 2019 This bill establishes programs and revises requirements relating to direct certification processes for the National School Lunch Program. Direct certification allows schools to use data matching procedures to approve school meals without the need for applications for children who receive assistance under other programs, such as the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program). Specifically, the bill directs the Department of Agriculture to provide grants and technical assistance for states and tribal organizations to improve their direct certification processes, including with respect to children who receive assistance under a food distribution program on Indian reservations. The bill also expands the time frame for schools to elect and gather eligibility data for the Community Eligibility Provision that permits schools in high-poverty areas to serve free meals to all enrolled students without the need for applications.

Putting Our Veterans Back to Work Act of 2019 This bill addresses programs and policies related to the employment of veterans. Specifically, the bill reauthorizes through December 31, 2021, the veterans retraining assistance program, which previously provided assistance for programs of education that led to in-demand jobs. The bill authorizes up to 50,000 veteran participants in the program during FY2020 through December 31, 2023. Under the bill, the program entitles veterans for an aggregate of 12 months retraining assistance. The bill also reauthorizes through (1) March 31, 2022, additional Department of Veterans Affairs (VA) programs for certain disabled veterans who have completed a VA rehabilitation program and have exhausted their rights to state unemployment benefits; and (2) FY2023, the collaborative veterans' training, mentoring, and placement program. The VA must develop a single, unified federal web-based employment portal for veterans to access information on federal programs and activities concerning veteran employment, unemployment, and training. The bill requires the (1) Department of Homeland Security to award grants to hire veterans as firefighters, and (2) Department of Justice to award grants to hire veterans as law enforcement officers. Finally, the bill requires the Office of Federal Procurement Policy within the Office of Management and Budget to establish a preference for the procurement of certain contracts (including defense contracts) valued at $25 million or higher. Specifically, the office must establish a preference for contracting with offerors that employ a specified percent of veterans as full-time employees.

State Workforce Incentive Act This bill establishes a state-directed program of loan repayment credits to replace the public service loan forgiveness program. Specifically, the bill provides each state with an annual allotment of loan repayment credits, and it tasks states with determining the occupations for which a borrower shall be able to receive such credits (i.e., occupations that fill state-specific workforce and public service needs). Upon a determination that a borrower has met certain requirements, the Department of Education shall cancel an amount of the borrower's outstanding balance on their federal student loans that is equal to the amount of credits allocated to the borrower by their state under this program.

Better Education and Skills Training for America's Workforce Act This bill amends the Internal Revenue Code to allow tax credits for (1) qualified training expenses paid with respect to U.S.-based positions for job trainees who have been unemployed for at least 90 days before enrolling in a training program and have not been employed by the taxpayer during the two-year period before the trainee was hired, and (2) investment in a qualified job training partnership between a private business and an institution of higher education or a labor organization. The bill defines "qualified training expenses" as an eligible trainee's qualified tuition costs, which may include costs for books and enrollment in a training program at an institution of higher education that may include a single course, multiple courses, or a combination of work training and study and that is reasonably necessary for employment with the taxpayer. It terminates the credit for qualified training expenses of job trainees after December 31, 2030. The bill also (1) requires the Department of the Treasury to establish a Qualified Job Training Partnership program to consider and award certifications for qualified investments eligible for credits to qualified job training partnerships, and (2) authorizes Treasury to make grants to individuals who make an investment in a qualified job training partnership, in lieu of a tax credit.

Alice Cogswell and Anne Sullivan Macy Act This bill expands special education and related services for students who are deaf or hard of hearing, for students with visual disabilities, and for children and youth who are deaf-blind. The individualized education program for each child who is visually and/or hearing impaired must include specified components and must provide the child with instruction that meets the child's unique learning needs. In addition, a state's closure of a special school serving deaf or blind children shall count as a reduction of its financial support for special education and related services. Among other provisions, the bill authorizes support, including grants for training special education personnel, to be used in preparing individuals to become qualified teachers and early intervention specialists for children with hearing disabilities. The bill establishes within the Department of Education the Anne Sullivan Macy Center on Visual Disability and Educational Excellence to better support students with visual disabilities.

SOAR Permanent Authorization Act This bill permanently reauthorizes and amends the Scholarships for Opportunity and Results (SOAR) Program, which provides education funding for the District of Columbia, including for private school vouchers, public schools, and public charter schools. The bill requires participating private schools to be fully accredited by (1) an accrediting body with jurisdiction in the District that is recognized by the Student and Visitor Exchange English Language Program administered by U.S. Immigration and Customs Enforcement, or (2) any international accrediting body designated by the Department of Education (ED). The bill revises the manner in which tutoring services provided under the program are funded. The bill revises several requirements concerning SOAR evaluations, including concerning (1) frequency; (2) ED's and the Institute of Education Sciences' duties; and (3) the issues to be evaluated, including high school and college performance measurements.
