Campus Accountability and Safety Act This bill addresses sexual harassment, sexual assault, and other violence and harassment on the campuses of institutions of higher education (IHEs). Grief Resilience Investment and Education Fund Act or the GRIEF Act This bill requires the Department of Health and Human Services to support activities to address grief and loss, with a particular focus on grief and loss related to the COVID-19 pandemic. Specific activities required include (1) a public education campaign on understanding grief and loss; (2) grants for training providers on bereavement care and providing such care to individuals affected by COVID-19 and related deaths; and (3) research on complicated and prolonged grief, including interventions for its prevention and treatment.

Expanding Representation at HHS Act of 2022 This bill requires certain agencies and offices within the Department of Health and Human Services to address diversity in their procurement activities and workforce. The bill specifically covers offices and agencies that are authorized to award grants or other financial assistance, such as the Centers for Medicare & Medicaid Services and the Centers for Disease Control and Prevention. Each covered entity must establish an Office of Minority and Women Inclusion that is responsible for managing diversity within the entity and with respect to the entity's activities. This new office is not, however, responsible for enforcing civil rights statutes, regulations, or executive orders. In addition, an entity subject to the bill's requirements must modify its evaluation, award, and termination of grants and contracts to ensure, to the maximum extent feasible, the inclusion of minorities; women; and minority-led and women-led grantees, contractors, subgrantees, and subcontractors. Each entity must also undertake actions to increase diversity in its workforce, including by recruiting at institutions of higher education where the majority of the students are members of minority populations.

National Medical Corps Act or the NMC Act This bill establishes a program to create pathways for community college students from economically or educationally disadvantaged backgrounds to pursue careers in primary care medicine or psychiatry by awarding grants or contracts to medical schools, institutions of higher education, or other health or educational institutions (excluding nursing schools) that form consortia comprised of specified educational institutions and health care institutions.

Unrecognized Southeast Alaska Native Communities Recognition and Compensation Act This bill allows five Alaska Native communities in Southeast Alaska to form urban corporations and receive land entitlements. Specifically, the bill allows the Alaska Native residents of each of the Alaska Native villages of Haines, Ketchikan, Petersburg, Tenakee, and Wrangell, Alaska, to organize as Alaska Native urban corporations and to receive certain settlement land. The bill directs the Department of the Interior to convey specified land to each urban corporation. Further, Interior must convey the subsurface estate for that land to the regional corporation for Southeast Alaska. Interior must also convey to each urban corporation any U.S. interest in all roads, trails, log transfer facilities, leases, and appurtenances on or related to the land conveyed to the urban corporation. The bill also allows each urban corporation to establish a settlement trust to (1) promote the health, education, and welfare of the trust beneficiaries; and (2) preserve the Alaska Native heritage and culture of their communities.

Public Service Reward Act This bill makes changes to the Public Service Loan Forgiveness (PSLF) program. Among these changes, the bill (1) directs the Department of Education to provide partial loan forgiveness to a borrower for every 12 months of qualifying payments and employment, and (2) makes additional loan types (e.g., Federal Family Education Loans and Perkins Loans) eligible for forgiveness under the PSLF program.

Reproductive Health Care Accessibility Act This bill establishes various grants and related programs that address sexual and reproductive health care for individuals with disabilities. Specifically, the Health Resources and Services Administration must support training for health care providers who offer sexual and reproductive health care to individuals with disabilities, and educating individuals with disabilities about sexual and reproductive health care. The Administration for Community Living must establish a national center to provide recommendations, technical assistance, and other resources related to the provision of sexual and reproductive health care for individuals with disabilities. The bill also authorizes support for medical schools, nursing schools, and other educational institutions that offer obstetrics and gynecology training programs to expand the number of individuals with disabilities entering the reproductive health care workforce. Additionally, the Department of Health and Human Services must study the effectiveness and other aspects of reproductive health care services and programs for individuals with disabilities.

Community and Technical College Investment Act of 2022 This bill establishes four grant programs, including a tuition-free community college grant program, to expand access to higher education. Specifically, the bill directs the Department of Education to establish a grant program to facilitate tuition-free community college for all eligible students, a grant program to provide institutional capacity and wraparound service support with respect to the implementation of tuition-free community college, a grant program to provide emergency aid subgrants to eligible students enrolled at public institutions of higher education, and a grant program to provide technical assistance to states applying for any of these grants.

Non-Profit Hospital Tax Exemption Transparency Act The bill imposes additional community benefit standards for tax-exempt hospital organizations. A hospital organization must have a board of directors drawn from the community in which it is located and must provide medical care for patients who pay their bills through public programs, including Medicare and Medicaid. The organization may not limit the number of patients served at any clinical site it owns or controls and must spend specified amounts on (1) training, education, or research designed to improve patient care; (2) improvements to facilities and equipment; and (3) free or discounted care. The Inspector General for Tax Administration of the Department of the Treasury must conduct a review of the financial assistance policies of tax-exempt hospital organizations. The Government Accountability Office must review and report on the effectiveness of the Internal Revenue Service in enforcing compliance of tax-exempt hospitals with the new community benefit standards.

Student Loan Earned Relief Act This bill revises the Public Service Loan Forgiveness (PSLF) program by providing for partial loan cancellation and providing statutory authority for certain limited waiver flexibilities. Specifically, the bill directs the Department of Education (ED) to cancel 50% of the principal and interest due on a borrower's Federal Direct Loans after the borrower makes 60 monthly loan payments while employed in a public service job. ED must cancel the remaining balance on these loans after the borrower makes an additional 60 monthly payments. The bill also provides statutory authority for the Limited PSLF Waiver, which was carried out by ED beginning on October 6, 2021, and ending on October 31, 2022. This waiver allowed borrowers to receive credit for certain past periods of repayment on loans that would otherwise not qualify for the PSLF program.

DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act This bill restricts funding to an institution of higher education (IHE) that has a relationship with a Chinese entity of concern or Confucius Institute. A Confucius Institute is a cultural institute directly or indirectly funded by the Chinese government. Specifically, the Department of Homeland Security (DHS) must ensure that an IHE that has awarded a contract to, entered into an agreement with, or received an in-kind donation or gift from a Chinese entity of concern or Confucius Institute is ineligible to receive specified funds from DHS. The IHE may regain eligibility for these funds if it terminates the relationship.

Foster Youth and Driving Act This bill expands state foster care and adoption assistance programs to provide driving preparation assistance to foster youth and related training for foster parents. Protect Student Borrowers Act of 2022 This bill requires institutions of higher education (IHEs) participating in the William D. Ford Federal Direct Loan program to accept specified risk-sharing requirements for defaulted student loans, which shall include requiring certain IHEs to make payments to address the risk of such defaults. The bill also establishes in the Treasury a separate account for the deposit of such risk-sharing payments.

Living Schoolyards Act of 2022 This bill directs the Department of Education (ED) to award grants to local educational agencies for developing outdoor learning spaces on school grounds. Outdoor learning space refers to an outdoor physical space on school grounds that is (1) dedicated to meet or conduct curriculum-tied activities, (2) a dedicated space for outdoor classrooms that has seating and tables installed for students and teachers to meet regularly, or (3) a place that is used when the need arises to take learning outdoors. Additionally, ED must maintain a clearinghouse that provides specified information, including links and information about state and local entities with expertise in outdoor learning spaces and environmental education.

Education and Training for Health Act of 2022 or the EAT for Health Act of 2022 This bill directs the Department of Health and Human Services to issue guidelines to federal agencies to ensure that federal, full time primary care health professionals have continuing education relating to nutrition. Agencies must annually report information including the extent to which they have adopted and encouraged the guidelines. The continuing education must: (1) include content on the role of nutrition in the prevention, management, and reversal of obesity, cardiovascular disease, diabetes, or cancer; and (2) meet requirements for continuing medical education or continuing education by medical or nurse practitioner professional organizations or certified accrediting bodies.

This bill abolishes the Department of Education and terminates any applicable program for which it has administrative responsibility, except for the Federal Pell Grant Program and the Federal Direct Loan Program. The bill transfers administrative responsibility for these programs to the Department of the Treasury. The bill also directs Treasury to make allocations to states to support elementary and secondary education.
