Saving America's Future by Educating Kids Act of 2021 This bill directs the Department of Education (ED) to develop and support implementation of an evidence-based, K-12 curriculum on the dangers of substances of misuse, including opioids, vaping, and synthetic drugs. ED must review and update the curriculum every two years. ED must award grants to state educational agencies to implement the evidence-based curriculum. In awarding these grants, ED must give priority to those states that have experienced the highest drug overdose death rates.

Expanding Medical Education Act This bill authorizes the Health Resources and Services Administration (HRSA) to award grants to institutions of higher education, or consortia of such institutions, to establish or expand medical schools. In awarding these grants, HRSA must prioritize minority-serving institutions or those that propose to establish or expand schools in medically underserved communities or areas with shortages of health professionals where no such schools exist.

This bill modifies the tax deduction for the expenses of an eligible educator (an individual who is a kindergarten through grade 12 teacher, instructor, counselor, principal, or aide in a school for at least 900 hours during a school year) to include as an eligible educator an interscholastic sports administrator or coach. It also eliminates the exclusion of nonathletic supplies for courses of instruction in health or physical education as a deductible expense.

Guaranteeing Ukrainian Autonomy by Reinforcing its Defense (GUARD) Act of 2021 This bill provides support for Ukraine and imposes sanctions related to Nord Stream 2, the pipeline constructed to increase exports of natural gas from Russia. If Russia or any of its proxies militarily advance into Ukraine's territory or airspace beyond the area occupied as of December 15, 2021, the Department of State must designate Russia a state sponsor of terrorism. The bill authorizes the State Department to provide Foreign Military Financing assistance to Ukraine in FY2022. The bill also authorizes providing Ukraine with lethal assistance, such as anti-armor weapon systems and anti-aircraft weapons systems. From FY2022-FY2026, Ukraine shall have priority access to excess defense articles. During the same time period, the bill also authorizes providing Ukraine with assistance, including (1) International Military Education and Training assistance; (2) assistance to strengthen cybersecurity and intellectual property enforcement; (3) support and training for banking reform, subsidy reform, corporate governance, and the privatization of state-owned enterprises; and (4) assistance to combat corruption and improve the rule of law. Within 15 days of this bill's enactment, the President must impose sanctions on any entity responsible for planning, constructing, or operating Nord Stream 2, as well as any corporate officer of such an entity. The bill also subjects the President's authority to waive certain sanctions to congressional review. The bill requires reports to Congress on various topics, including a strategy on using U.S. diplomacy to support Ukraine.

STEM Education in Accounting Act This bill authorizes states and local educational agencies (LEAs) to use grant funds provided through the Student Support and Academic Enrichment Program for accounting education. In particular, LEAs may use these grant funds to implement programs to teach accounting, including by increasing access to high-quality accounting courses through 12th grade for students who are members of underrepresented groups.

Protect Black Women and Girls Act of 2021 This bill establishes an Interagency Task Force to examine the conditions and experiences of Black women and girls to identify and assess the efficacy of policies and programs of federal, state, and local governments designed to improve outcomes for such individuals and to make recommendations to improve such policies and programs. The task force shall (1) cover issues involving Black women and girls in education, economic development, health care, justice and civil rights, and housing; and (2) submit recommendations at specified intervals to Congress, the President, and each state or local government on policies, practices, programs, and incentives that may be adopted to improve outcomes. The U.S. Commission on Civil Rights shall conduct a comprehensive study and collect data with respect to the effects on Black women and girls of a wide range of specified economic, health, criminal justice, and social services factors.

For the Parents Act This bill conditions receipt of federal education funds on compliance with guidance issued by the Department of Education on (1) banning in public education the teaching of critical race theory and the usage of any teaching methodology or curriculum that promotes or causes a racial divide or lack of equality, and (2) requiring that all races be treated equally. Specifically, institutions of higher education must comply with the guidance and each state must certify that each public elementary and secondary school in the state complies with such guidance.

Cerebral Cavernous Malformations Clinical Awareness, Research, and Education Act of 2021 or the CCM-CARE Act of 2021 This bill requires the National Institutes of Health (NIH) and other agencies to expand and coordinate their efforts to research cerebral cavernous malformation. (Cerebral cavernous malformation is a condition in which blood vessels in the brain and spinal cord become enlarged, which can lead to seizures, paralysis, hearing or vision loss, and bleeding in the brain.) The NIH must (1) award grants for medical, clinical, and pharmacological research; (2) award grants to support a network of clinical research centers intended to develop a cure for the condition; and (3) convene a Cerebral Cavernous Malformations Research Consortium to develop programs for clinicians, scientists, and patients. The Centers for Disease Control and Prevention must award grants to research entities for collecting and reporting data about cerebral cavernous malformation. The Food and Drug Administration must accelerate the clinical trial process for cerebral cavernous malformation by supporting (1) appropriate laboratory indicators of the condition, (2) the qualification of clinical outcome measures related to quality of life, (3) investigational drug applications, and (4) expedited peer-review pathways.

Defense Language Continuing Education Act of 2021 This bill requires the Office of the Under Secretary of Defense for Personnel and Readiness within the Department of Defense (DOD) to establish policies and procedures to provide continuing language education to linguists of the Army, Navy, Air Force, Marine Corps, or Space Force who have made the transition from formal training programs to operational and staff assignments. The office must establish a procedure by which the military branches may reimburse a DOD organization that provides continuing language education. The office must brief Congress on the implementation of the policies and procedures established by this bill.

Food Donation Improvement Act of 2021 This bill expands liability protections for the donation of food and grocery products. Specifically, the bill expands the liability protections to include donations of an apparently fit grocery product or apparently wholesome food for which the recipient is charged a good Samaritan reduced price that is no greater than the cost of handling, administering, and distributing the food or product; or that is donated directly to a needy individual by a retail grocer, wholesaler, agricultural producer, restaurant, caterer, school food authority, or institution of higher education. The Department of Agriculture must issue regulations that clarify the quality and labeling standards that food products donated under the Bill Emerson Good Samaritan Food Donation Act must meet to be eligible for liability protection.

Respiratory Syncytial Virus (RSV) Impact Act This bill requires the Department of Health and Human Services to contract with the National Academy of Sciences for a study on respiratory syncytial virus (RSV) transmission in schools and day cares. In particular, the study must evaluate the impact of RSV on the economy, including through parents' absences from work. RSV is a common respiratory virus that typically causes mild, cold-like symptoms although it may be more serious for infants, older adults, and other vulnerable populations.

Correctly Recognizing Educational Achievements To Empower Graduates Act or the CREATE Graduates Act This bill directs the Department of Education (ED) to take specified actions to increase postsecondary degree attainment. Specifically, the bill requires ED to provide grants to states to support institutions of higher education in awarding associate degrees to students who have accumulated enough credits. Additionally, the bill allows the release of a transfer student's educational records from an institution of postsecondary education where a student earned credit for coursework to an institution of postsecondary education where the student was previously enrolled in order to apply the student's coursework and credits toward completion of a recognized postsecondary credential, such as an associate's degree. In particular, the bill allows ED to provide funding to an institution of postsecondary education that releases a student's records of postsecondary coursework and credits without the consent of the student or the student's parents if the student provides written consent prior to receiving the credential.

Making Advances Kinetic Education, Research, and Skills Act or the MAKERS Act This bill directs the National Science Foundation to award competitive grants to institutions of higher education or their consortia to support the research and development of makerspaces to assist in the formation of a workforce capable of STEM (science, technology, engineering, and mathematics). Makerspaces are community spaces that (1) provide access to tools, technology, and knowledge for learners and entrepreneurs; (2) result in prototyping or creation of physical goods, interdisciplinary learning, and educational innovation; and (3) support the development of educational opportunities for personal growth, workforce training, and early stage business ventures. Grants may be used for (1) research on the effectiveness of makerspaces in engaging students and the community in STEM skills and in teaching and learning, (2) the compilation and dissemination of best practices on the use of makerspaces for STEM learning and workforce preparedness, and (3) equipment to achieve such purposes. Funds furnished through a grant may not be used for the construction of a building or facility to hold a makerspace unless such construction is necessary for safety reasons or the use of relevant equipment.

Supplemental Impact Aid Flexibility Act This bill revises the Impact Aid Program application process for FY2023. Specifically, the bill requires local educational agencies (LEAs) participating in the Impact Aid Program to use the student count or federal property valuation data from their FY2022 program applications, as applicable, for their FY2023 program applications. Building Equitable Access to Contribute to Our National Security Act of 2021 or the BEACON Act of 2021 This bill implements plans and requirements related to minority institutions of higher education and their contributions to national security efforts. Specifically, the bill requires the Department of Defense (DOD) to submit a plan for the establishment of the Minority Institute for Defense Research. The plan must be made available on a publicly accessible DOD website. DOD is authorized to establish a program to award grants to leading minority institutions to, among other purposes, advance research capabilities relating to national security. Under the bill, certain contracts awarded to educational institutions must include a requirement to subcontract with one or more minority institutions for a total amount of at least 5% of the amount awarded in the contract.

21st Century Dyslexia Act This bill addresses the education of children with disabilities, with a particular focus on children with dyslexia. Currently, dyslexia is listed as one of the disabilities under the definition of specific learning disability in the Individuals with Disabilities Education Act (IDEA). This bill instead removes dyslexia from the definition of specific learning disability and establishes a stand-alone definition for dyslexia within IDEA. Specifically, the bill defines dyslexia for purposes of IDEA as an unexpected difficulty in reading for an individual who has the intelligence to be a much better reader, most commonly caused by a difficulty in the phonological processing (the appreciation of the individual sounds of spoken language), which affects the ability of an individual to speak, read, and spell. Additionally, the bill requires a local educational agency or other agency, in determining eligibility for or providing an accommodation or service under IDEA, to provide equal access to (1) children from low-income families or from families with low socioeconomic status, and (2) other children.

TSA Reaching Across Nationalities, Societies, and Languages to Advance Traveler Education Act or the TRANSLATE Act This bill directs the Transportation Security Administration (TSA) to develop a plan to ensure that TSA material disseminated in major airports is better understood by people accessing such airports, including by foreign language speakers and people with vision or hearing impairments. In developing a plan, the TSA must take into consideration data regarding international enplanement and local populations surrounding major airports. Unrecognized Southeast Alaska Native Communities Recognition and Compensation Act This bill allows five Alaska Native communities in Southeast Alaska to form urban corporations and receive land entitlements. Specifically, the bill allows the Alaska Native residents of each of the Alaska Native villages of Haines, Ketchikan, Petersburg, Tenakee, and Wrangell, Alaska, to organize as Alaska Native urban corporations and to receive certain settlement land. The bill directs the Department of the Interior to convey specified land to each urban corporation. Further, Interior must convey the subsurface estate for that land to the regional corporation for Southeast Alaska. Interior must also convey to each urban corporation any U.S. interest in all roads, trails, log transfer facilities, leases, and appurtenances on or related to the land conveyed to the urban corporation. The bill also allows each urban corporation to establish a settlement trust to (1) promote the health, education, and welfare of the trust beneficiaries; and (2) preserve the Alaska Native heritage and culture of their communities.

Parental Rights Protection Act This bill restricts government entities from requiring that individuals age 18 or younger receive certain COVID-19 vaccines that were authorized through emergency use and related procedures. Specifically, a federal, state, tribal, territorial, or local government entity (including a local educational agency) that receives funding from either the Department of Education or the Department of Health and Human Services may not require such COVID-19 vaccinations for individuals age 18 or younger. In particular, a local educational agency that mandates COVID-19 vaccinations for students loses its eligibility for federal education funding. The bill also requires the prior, informed, written consent of a parent or guardian before administration of such COVID-19 vaccines to an individual age 18 or younger.

Protect Minority Student Borrowers Act This bill prohibits discrimination on the basis of a credit applicant's institution of higher education (IHE). Specifically, the bill makes it unlawful for a private educational lender to discriminate against a credit applicant based on the IHE that the applicant plans to attend, currently attends, or previously attended. The Department of Justice may bring a civil action against a private educational lender for violations. The bill also requires the Government Accountability Office to study and report on the extent to which private educational lenders discriminate against applicants who attend minority-serving IHEs.

Smaller Class Sizes for Students and Educators Act of 2021 This bill directs the Department of Education to award grants for local educational agencies to reduce class sizes in the early elementary grades (grades K-3) in targeted public elementary schools by recruiting, hiring, and supporting qualified teachers.

Responsible Education Mitigating Options and Technical Extensions Act of 2021 or the REMOTE Act of 2021 This bill addresses the administration of certain Department of Veterans Affairs (VA) educational assistance benefits, including by authorizing the VA to waive certain enrollment verifications, exempting foreign educational institutions from certain requirements, and extending the time limitations on the use of educational assistance benefits.

HBCU National Security Innovation Act of 2021 This bill authorizes the Office of the Under Secretary of Defense for Research and Engineering within the Department of Defense (DOD) to establish activities to better connect historically Black colleges and universities (HBCUs) and minority-serving institutions to the programs of the Defense Innovation Unit (DIU). DOD must brief the congressional defense committees on activities conducted to expand DIU programs to HBCUs and minority-serving institutions and recommendations for how DOD and the federal government can support such institutions to successfully participate in DIU programs.
