Blocked Rail Crossings Safety Improvement Act of 2021 This bill addresses safety and congestion along railroad right-of-way and highway-rail grade crossings. For example, the bill directs the Department of Transportation (DOT) to provide grants to (1) assist state, local, and tribal governments in funding the cost of highway-rail grade crossing separation projects; and (2) help nonprofit organizations carry out public information and education programs to help prevent and reduce rail-related pedestrian, motor vehicle, and other incidents, injuries, and fatalities, and to improve awareness along railroad right-of-way and at highway-rail grade crossings. Additionally, the bill prohibits railroad carriers from obstructing travel at public highway-rail crossings for more than 10 minutes, except under limited circumstances (e.g., safety issues). Further, DOT must (1) establish a national blocked crossings database for the public to report blocked crossing incidents; (2) conduct a comprehensive review of the national highway-rail crossing inventory; and (3) revise its regulations, guidance, or other relevant agency documents to include the number of suicides on a railroad crossing or railroad right-of-way in the total number of rail fatalities it reports each year.

Know Your Body Act This bill directs the Office on Women's Health of the Department of Health and Human Services to create educational materials with respect to covered disorders for elementary and secondary school students. Rare disease Advancement, surveillance Research, and Education Act of 2022 or the RARE Act of 2022 The bill reauthorizes through FY2028 the National Institutes of Health Rare Disease Regional Centers of Excellence and expands activities to facilitate research and increase awareness of rare diseases and conditions. (Rare diseases and conditions are those with a prevalence of fewer than 200,000 individuals in the United States.) The Centers for Disease Control and Prevention may expand infrastructure and activities to track the epidemiology of up to four rare diseases and conditions and incorporate this information into a National Rare Disease or Condition Surveillance System. The Agency for Healthcare Research and Quality must expand its activities to increase health care providers' awareness of rare diseases and conditions. The National Academies of Sciences, Engineering, and Medicine, or another appropriate entity, must update the 2010 report Rare Diseases and Orphan Products: Accelerating Research and Development.

Interstate Teaching Mobility Act This bill authorizes the Department of Education to establish a voluntary interstate teaching application program for participating states. Holocaust Education and Antisemitism Lessons Act or the HEAL Act This bill directs the Institute of Education Sciences to study and report on Holocaust education efforts in public elementary and secondary schools. Among other elements, the study must (1) identify the states and local educational agencies that require (and those that do not require) Holocaust education as part of the curriculum taught in public elementary and secondary schools, (2) assess the quality of Holocaust education provided by schools, and (3) assess the types and quality of instructional material used to teach students about the Holocaust.

Aviation Workforce, Opportunity, Recruiting, Knowledge, and Supply Act or the Aviation WORKS Act This bill extends through FY2028 and expands aviation workforce development programs of the Department of Transportation (DOT). Specifically, the bill directs DOT to establish an aviation manufacturing development grant program to develop the aviation manufacturing and supplier workforce. It also requires DOT to develop and support the education of workers who design or produce any aircraft, aircraft engine, propeller, or appliance, or a component, part, or system thereof, that (1) is produced under a production approval issued by the Federal Aviation Administration (FAA), (2) has been issued a design approval by the FAA, or (3) has an active application for a design approval. This bill expands liability protections for the donation of food and grocery products. Specifically, the bill expands the liability protections to include donations of an apparently fit grocery product or apparently wholesome food for which the recipient is charged a good Samaritan reduced price that is no greater than the cost of handling, administering, harvesting, processing, packaging, transporting, and distributing the food or product; or that is donated directly to a needy individual at zero cost by a retail grocer, wholesaler, agricultural producer, agricultural processor, agricultural distributor, restaurant, caterer, school food authority, or institution of higher education.

Higher Standards for Higher Education Act This bill requires the Department of Education, in its annual report on cohort default rates (generally, a percentage of how many current and former students default on their student loans in a fiscal year), to collect and report additional data for institutions of higher education with an endowment of $1 billion or more.

High-skilled Immigration Reform for Employment Act This bill increases the annual cap on H-1B visas (nonimmigrant visas for workers in specialty occupations) and authorizes grants for education. Specifically, the bill (1) increases the cap on such visas for each fiscal year to from 65.000 to 130,000, and (2) exempts from this cap all visas for individuals with a postgraduate degree from a U.S. institution of higher education (currently, only up to 20,000 such visas are exempted each fiscal year). The bill also modifies the criteria for determining whether an employer is an H-1B-dependent employer. (Such employers are subject to additional requirements.) The Department of Education may make grants to states to support science, technology, engineering, and mathematics (commonly referred to as STEM) education.

Student Loan Forgiveness for Farmers and Ranchers Act This bill establishes a student loan forgiveness program for certain farmers or ranchers. Specifically, to receive loan forgiveness under this bill, a borrower must (1) make 120 monthly loan payments under a specified repayment plan while employed full-time at a qualified farm or ranch; and (2) fall within certain categories of individuals such as a beginner farmer or rancher, an individual underrepresented in the agricultural profession, or a veteran farmer or rancher.

Maternal Health Pandemic Response Act of 2022 This bill addresses data collection, public education, workplace safety, and other matters related to maternal health during public health emergencies. Specifically, the bill supports (1) the collection of maternal data (including racial, ethnic, and other demographic data) through surveillance systems of the Centers for Disease Control and Prevention (CDC), and (2) research activities of the National Institute of Child Health and Human Development. Additionally, the CDC and the Centers for Medicare & Medicaid Services must make publicly available and periodically update pregnancy and postpartum data that is collected across COVID-19 surveillance systems. The data must be disaggregated by factors such as race, ethnicity, insurance status, and location. The bill also requires the CDC to educate pregnant people, their employers, and their health care providers about evidenced-based health information concerning COVID-19 and pregnancy; the Department of Health and Human Services to convene a task force to develop recommendations on the provision of maternity care during the COVID-19 (and future) public health emergencies with a particular focus on communities of color and rural populations; the Occupational Safety and Health Administration to issue an emergency temporary standard to protect employees who are at risk from occupational exposure to COVID-19 that considers the risks and needs of pregnant and postpartum employees; and the Government Accountability Office to report on maternal health and public health preparedness, including prenatal, labor and delivery, and postpartum care during the COVID-19 emergency.

Resilience Investment, Support, and Expansion from Trauma Act or the RISE from Trauma Act This bill establishes and extends various programs to support infants, children, youth, and families who have experienced, or may experience, trauma. Specifically, the bill allows federal agencies to use specified discretionary funds to implement pilot projects to improve outcomes for children experiencing trauma. It also requires the Department of Health and Human Services to provide tool kits and other guidance to train frontline service providers and certain community members about trauma, toxic stress, and resilience. In addition, the Department of Justice (DOJ) must establish a national center to disseminate to law enforcement agencies best practices and other assistance to enhance interactions with infants, children, youth, and families who are exposed to violence and trauma. Furthermore, the bill establishes grants for multi-sector demonstration projects to prevent and mitigate trauma and toxic stress; interventions to improve outcomes for hospital patients who experience drug overdoses, suicide attempts, or violent injury; and clinical training in infant and early childhood mental health. The bill also authorizes DOJ grants to reduce violence and substance use by preventing children's trauma from exposure to violence and substance use. Additionally, it incorporates trauma-informed practices and otherwise addresses trauma in programs for health care professional education, increasing access to health services, and training for educators.

Simplifying Access to Student Loan Information Act of 2022 This bill expands the National Student Loan Data System (NSLDS) to include information about private education loans. Specifically, the bill requires private educational lenders to submit to the NSLDS information regarding private education loans made to borrowers, including the outstanding balances and interest rates of such loans. Currently, only federal student loan information is available in the NSLDS. The bill requires the Department of Education to ensure that a cosigner of a private education loan for which information is included in the NSLDS has access only to that information in a separate account, ensure that a private educational lender has access to the NSLDS only to submit information regarding the lender's loans, and establish a functionality within the NSLDS that enables a student borrower of federal student loans to input the information necessary to compare repayment plans.

Alaska Land Conveyances and Trails Act This bill addresses issues involving Alaska lands and trails and Alaska Natives. Specifically, the bill establishes within the Bureau of Land Management a program to (1) identify and convey available state-selected land to the University of Alaska to support higher education in the state; and (2) acquire, by purchase or exchange, University of Alaska-owned inholdings (certain interests in land owned by the university) in the state. Improving Access to Higher Education Act This bill addresses accessibility issues of students with disabilities in higher education. Specifically, the bill revises a grant program that supports institutions of higher education (IHEs) in educating students with disabilities. The Department of Education must award at least five grants to an IHE that provides professional development and technical assistance in order to improve access to and completion of postsecondary education for students, including students with disabilities. The bill also (1) revises and reauthorizes through FY2028 a program for national technical assistance centers that assist students with disabilities, and (2) reauthorizes through FY2028 a program to promote training and job placement of real-time writers to provide closed captioning of videos. Further, the bill establishes a new program that awards grants to IHEs for certain activities that improve accessibility of instruction and materials, such as distance education courses. The bill also establishes an independent commission to develop guidelines for accessible postsecondary electronic instructional materials and related technologies. In addition, the bill requires each IHE to establish an office of accessibility to develop and implement policies that support students with disabilities.

Specifically, funding to support or oppose a campaign for election to public office may only be provided through (1) contributions by individual citizens to the principal campaign committee controlled by the candidate, or (2) a public election financing or voter education system. Funding to support or oppose a state ballot measure may only be provided through (1) contributions by individuals eligible to vote on the measure, or (2) through a public election financing or voter education system. Congress, the states, and local jurisdictions must establish contribution limits.

Teacher and Educator Access to Crucial Health and Wellness Act of 2022 or the TEACH Act of 2022 This bill directs the Department of Education to award grants to state educational agencies and, through them, subgrants to local educational agencies to implement or improve health and wellness programs for education professionals. It also requires the National Institutes of Health to study the impact of COVID-19 on the mental health of education professionals.

No Trafficking Zones Act or the NTZ Act This bill establishes an enhanced penalty—an additional prison term of up to five years—for certain interstate human trafficking offenses or coercion of sexual activity that occurs in a school zone or on or within 1,000 feet of a premises on which a school-sponsored activity is taking place or of a premises owned by an institution of higher education.

Developing Innovative Partnerships and Learning Opportunities that Motivate Achievement Act or the DIPLOMA Act This bill authorizes the Department of Education to award grants to states and, through them, subgrants to consortia of local educational agencies and community partners to address school readiness and achievement. Subgrants may be used for activities including early learning, academic support services, parent-education programs, and teacher training.
