West Valley Remediation Act of 2007 - Directs the Secretary of Energy to remediate the Western New York Nuclear Service Center in West Valley, New York. Requires the Secretary to decontaminate and decommission: (1) Center facilities in which certain solidified high level radioactive waste was stored; (2) facilities used in waste solidification; and (3) material and hardware used in connection with the West Valley Demonstration Project. Makes the Secretary responsible for all remediation costs. Instructs the Secretary to: (1) transport high level radioactive waste at the Center to a federal repository for permanent disposal; (2) safeguard and ensure safe storage of such waste; and (3) dispose of low level radioactive waste and transuranic waste located at the Center, including future radioactive waste generated as a result of remediation. Directs the Nuclear Regulatory Commission (NRC) to regulate the remediation of radioactive waste and nuclear materials at the Center. Requires the Secretary to develop and submit a specified decommissioning plan for NRC approval. Requires the Secretary to: (1) enter into a consultation agreement with New York State regarding remediation of the Center; (2) prepare an environmental impact statement for decommissioning or long-term stewardship of the Center; and (3) assume exclusive use and possession of the Center after execution of a Cooperative Agreement with the New York State Energy Research and Development Authority. Requires the Secretary to take title to any land or facilities at the Center that have not been approved by the NRC for release for unrestricted use, and title to all radioactive and nonradioactive wastes and materials located at the Center. Repeals the West Valley Demonstration Project Act upon assumption of exclusive use and possession of the Center by the Secretary.

LIHEAP Equity Act of 2007 - Amends the Low-Income Home Energy Assistance Act of 1981 governing state allotments under the low-income energy assistance program (LIHEAP) to limit to 50% the earmark for home heating purposes of amounts appropriated for program implementation.

Instructs the Secretary of Energy to report to Congress on the Secretary's review of the fuel supply plan components of state evacuation plans and the National Capitol region. Prescribes report contents. Authorizes the Secretary, during any federally declared emergency or disaster, to provide direct assistance to private sector entities that operate critical energy infrastructure, including refineries. Allows such assistance to include emergency preparation and recovery assistance, particularly power generation equipment, other protective or emergency recovery equipment, assistance to restore access to water, power, or other raw materials, and transportation and housing for critical employees. Establishes in the Treasury the Critical Energy Assurance Account.

Renewable Fuels and Energy Independence Promotion Act of 2007 - Amends the Internal Revenue Code to make permanent the income and excise tax credits for alcohol and biodiesel used as fuel. Amends the Harmonized Tariff Schedule of the United States to move the effective date for tariff duties on ethyl alcohol and ethyl tertiary-butyl ether (ethanol) to the effective date of this Act.

Idling Reduction Tax Credit Act of 2007 - Amends the Internal Revenue Code to allow a business tax credit for 25% of the cost of a qualifying idling reduction device, up to $1,000. Defines "qualifying idling reduction device" as any device that is: (1) installed on a heavy-duty diesel-powered on-highway vehicle to provide services that would otherwise require the operation of the main drive engine while the vehicle is temporarily parked or stationary; and (2) certified by the Secretary of Energy to reduce long-duration idling. Directs the Secretary to publish standards for certifying such devices.

Energy Technology Transfer Act - Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to award grants for a five-year period to nonprofit institutions, state and local governments, cooperative extension services, or universities (or consortia thereof) to establish a geographically dispersed network of Advanced Energy Technology Transfer Centers, located in areas the Secretary determines have the greatest need of their services. Requires the Secretary to give priority to applicants already operating or partnered with an outreach program capable of transferring such knowledge and information about advanced energy efficiency methods and technologies.

To Encourage Alternatively fueled vehicle Manufacturing up for Energy Independence Act of 2007 or the TEAM up for Energy Independence Act - Amends the Internal Revenue Code to impose an excise tax on the first retail sale of each passenger automobile sold by manufacturers, producers, or importers. Exempts alternative fueled automobiles from such tax. Amends federal transportation law to revise the definitons of "automobile" and "passenger automobile" to increase the gross vehicle weight limit from 6,000 to 10,000 pounds. Directs the Secretary of Energy to make grants for alternative fuel refueling infrastructure projects from a trust fund into which revenues from the excise tax on passenger automobiles shall be deposited. Amends the Automobile Information Disclosure Act to require labeling for new automobiles to indicate: (1) whether a new automobile is an alternative fueled automobile; and (2) the types of fuel on which such automobile can operate.

Smarter Funding for All of America's Homeland Security Act of 2007 - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to establish a State and Regional First Responder Grant Program under which the Secretary may make grants to states and eligible regional entities on the basis of the threat to a state or region's population and critical infrastructure, as determined by the Under Secretary for Information Analysis and Infrastructure Protection. Requires the Secretary, acting through the Under Secretary, to evaluate and prioritize grant applications, considering factors such as threats to the population, specific economic sectors, major communications nodes and transportation systems, specific elements of the food supply, the water and energy supplies, civic infrastructure and emergency response capabilities, and specific structures of symbolic national importance. Bars the use of grant funds to supplant state or local funds that would otherwise be available for homeland security or first responder projects. Directs the Secretary to: (1) establish the Advisory Council on First Responders, which shall report to the Secretary through the head of the Office of State and Local Government Coordination; and (2) revise the Homeland Security Advisory System to require that any designation of a threat level or other warning be accompanied by a designation of the geographic regions and economic sectors to which it applies. Directs the Under Secretary for Science and Technology to conduct a study of whether there is a need to assign additional bands of frequencies of electromagnetic spectrum to assist first responders.

Energy Efficient Buildings Act of 2007 - Directs the Secretary of Energy to: (1) establish a pilot program to award grants to businesses and organizations for new construction or major renovations of energy efficient buildings that will result in innovative energy efficiency technologies, especially those sponsored by the Department of Energy; and (2) give due consideration to proposals for buildings that are likely to serve low and moderate income populations. Defines "energy efficient building" as one that after construction or renovation: (1) uses heating, ventilating, and air conditioning systems that perform at no less than Energy Star standards; or (2) if Energy Star standards are not applicable, uses Federal Energy Management Program recommended heating, ventilating, and air conditioning products.

Directs the Secretary of Energy to enter into an arrangement with the National Academy of Sciences to: (1) develop recommendations for evaluation measures and criteria for programs under this Act; and (2) evaluate the feasibility of prize and best practices award programs as tools to promote self-powered farms. Directs the Secretary to: (1) establish an award program for up to 30 state agricultural research programs for self-powered farm demonstrations; (2) provide low-cost revolving loans and loan guarantees to eligible entities for the commercial application of energy or other technologies that will contribute to establishing self-powered farms, with highest preference given to applicants who propose to meet their energy needs from biobased feedstocks or other renewable energy sources produced on that farm; and (3) enter into an arrangement with the National Academy of Sciences for a review of the programs under this Act.

Expresses the sense of the House of Representatives that the United States: (1) must move rapidly to increase the productivity with which it uses fossil fuel, and to accelerate the transition to renewable fuels and a sustainable, clean energy economy; and (2) should establish, in collaboration with other international allies, an energy project with the magnitude, creativity, and sense of urgency of the "Man on the Moon" project to develop a comprehensive plan to address the challenges presented by Peak Oil (the peak in the world's oil production believed by some petroleum experts likely to occur in the next decade).
