Hands Off Our Home Appliances Act This bill modifies the process by which the Department of Energy (DOE) amends, revokes, or implements energy conservation standards for certain consumer products (other than automobiles), such as household appliances. First, the bill eliminates the requirement under the Energy Policy and Conservation Act for DOE, within six years of issuing a final rule establishing or amending such standard, to issue a new proposed rule or publish a notice that the standard does not need to be amended. Instead, the bill allows DOE to publish a notice of proposed rulemaking for prescribing a new or amended energy conservation standard for a consumer product at any time. Next, the bill specifies that DOE may grant a petition to revoke or amend energy conservation standards if it finds that the standards (1) result in additional costs to consumers, (2) do not result in significant conservation of energy or water, (3) are not technologically feasible, and (4) result in a product (e.g., gas stoves) not being commercially available in the United States to all consumers. Finally, the bill modifies the criteria used to prescribe new or amended energy conservation standards. For example, new energy conservation standards must be technologically feasible and economically justified.

Protect Our Bases Act of 2023 This bill revises the authority of the Committee on Foreign Investment in the United States (CFIUS) to review the national security implications of foreign real estate transactions.  Specifically, the bill allows CFIUS to prescribe regulations for treating facilities and properties of the intelligence community and national laboratories as sensitive sites for national security purposes. Additionally, CFIUS must annually submit a classified report to Congress on the activities of CFIUS relating to federal facilities and property that are determined to be sensitive for national security purposes.  The bill also requires each member of CFIUS (i.e., each federal agency that is a member of CFIUS, such as the Department of Defense and the Department of Energy) to annually review the list of military installations and other U.S. government sites that are sensitive for national security purposes. (This list in the Code of Federal Regulations identifies the military installations around which certain real estate transactions are covered under the jurisdiction of CFIUS.) CFIUS must then submit an annual report to Congress certifying the completion of such review and information related to the list's accuracy.

America’s Revegetation and Carbon Sequestration Act of 2024 This bill requires various actions to address revegetation and promote the use of forest products. Among other provisions, the bill requires the Forest Service to continue its experimental forests and ranges network. The bill requires the Department of Labor to develop a career and technical education and training program focused on tree planting and revegetation, tree maintenance, nursery management, or seed collection as part of the Job Corps program. The Department of the Interior must establish a pilot program to establish native trees, shrubs, or grasses on mined land.  The bill authorizes the Forest Service to expend funds received from a nonfederal entity as a carbon credit to conduct forest revegetation activity that reduces greenhouse gases. Interior and the Forest Service must jointly develop and implement an action plan to map, treat, and control invasive grasses. The Department of Agriculture (USDA), in coordination with the Department of Energy, must expand research relating to the use of wood for various purposes, including renewable fuel and mass timber. The bill establishes an Office of Technology Transfer in the Forest Service. USDA must establish an innovation voucher pilot program to accelerate product development, demonstration, and commercialization in the forest products sector. The Forest Products Laboratory of the Forest Service must establish a mass timber science and education program. The bill designates, upon acquisition by the United States, approximately 2,693 acres of land within the Monongahela National Forest in West Virginia as the Patsye Crites Forest.

Specifically, the bill requires the Department of Energy's Office of Energy Efficiency and Renewable Energy to provide climate capital facilities grants to eligible entities (e.g., public schools and BIE schools). Grant recipients must use these funds to construct new, or convert existing facilities into, healthy zero-carbon schools. Healthy zero-carbon school refers to a school with highly energy-efficient facilities that produce or procure sufficient carbon-free and pollution-free renewable energy to meet the school's needs. The bill directs the Department of Education (ED) to award resource block grants to qualified local educational agencies (LEAs) to hire and retain educators and staff in high-need schools. ED must award grants to eligible consortia of LEAs for educational equity planning and implementation. ED must establish the Climate Change Resiliency Program to increase the resiliency of public and BIE schools during climate change-related events, natural disasters, and public health crises. Further, ED must establish a related grant program for state educational agencies. Grant recipients must use these funds for certain activities (e.g., green infrastructure projects). The bill establishes the Office of Sustainable Schools within ED to (1) administer the resource block grant and educational equity grant programs, and (2) coordinate with specified agencies and the White House Office of Domestic Climate Policy on climate capital facilities grants and the Climate Change Resiliency Program.

Maintaining and Enhancing Hydroelectricity and River Restoration Act of 2023 This bill establishes a new investment tax credit in the amount of 30% of the basis of any hydropower improvement property. The bill defines hydropower improvement property as property that adds or improves fish passage at a qualified dam; maintains or improves the quality of the water retained or released by a qualified dam; promotes downstream sediment transport and habitat maintenance; upgrades, repairs, or reconstructs a qualified dam to meet safety and security standards; improves public uses of, and access to, public waterways impacted by a qualified dam; removes an obsolete river obstruction; or places into service an approved remote dam. Further, written approval for hydropower improvement property must be obtained from the Federal Energy Regulatory Commission or state or local officials prior to January 1, 2032. The bill also allows an election to claim the investment tax credit for qualified progress expenses for some types of hydropower improvement property in advance of such property being placed into service. Any investment tax credit amount claimed for qualified progress expenses reduces the amount of the investment tax credit that may be claimed once the hydropower improvement property is placed into service.  The bill authorizes certain entities, including tax-exempt and governmental entities, to treat the investment tax credit for hydropower improvement property as a payment of tax and receive a refund of any overpayment (also known as elective pay).  Finally, the investment tax credit for hydropower improvement property may be transferred (i.e., sold).
