Acting on the Annual Duplication Report Act of 2021 This bill establishes requirements to facilitate the implementation of certain recommendations made by the Government Accountability Office. Specifically, the Department of Defense, through the Defense Security Cooperation Agency, must review options for expanding the use of administrative surcharges under the foreign military sales program. The bill modifies the calculation of military housing contractor pay for privatized military housing. With respect to the Department of Education, the bill revises requirements regarding forbearance rules and default rates. The Department of Energy must conduct a review of options for a long-range target for the optimal size and configuration of the Strategic Petroleum Reserve. The Department of Housing and Urban Development must report on the Government National Mortgage Association (Ginnie Mae), including (1) the adequacy of Ginnie Mae's guarantee fee for single-family mortgage-backed securities, (2) Ginnie Mae's workforce, and (3) alternate ways of overseeing Ginnie Mae. The Department of the Treasury must prescribe certain standards for the security of tax return information and information technology systems. The bill establishes a penalty for authorized providers of electronic filing services that fail to comply with electronic return security standards. The Internal Revenue Service must develop an organizational plan to coordinate all aspects of its efforts to protect return information while it is being held or transmitted by authorized providers of electronic filing services.

Energy Accountability Act This bill prohibits the Department of Energy (DOE) from making a loan guarantee for any entity that previously defaulted on an obligation under title XVII of the Energy Policy Act of 2005. Under that title, DOE must make loan guarantees for innovative energy technologies, such as technologies to reduce or sequester greenhouse gases.

Defense Energy Efficiency Act This bill requires the Department of Defense (DOD) to amend the Unified Facilities Criteria relating to military construction planning and design to ensure that DOD building practices and standards incorporate the latest consensus-based codes and standards for energy efficiency and conservation. Not more than 25% of the funds authorized for FY2022 for DOD planning and design accounts relating to military construction projects may be obligated until DOD certifies that it has initiated the Unified Facilities Criteria amendment process and intends to complete the process by September 1, 2022. Any DOD Form 1391 submitted after September 1, 2022, must comply with the amended Unified Facilities Criteria. Not later than March 1, 2023, DOD must certify to Congress the completion and full incorporation of the amendments to the Unified Facilities Criteria into military construction planning and design. DOD must annually review the Unified Facilities Criteria to compare it to industry best practices for energy efficiency and energy conservation.

United States Enrichment Corporation Fund Termination and Transfer Act This bill terminates the U.S. Enrichment Corporation (USEC) Fund and rescinds all amounts currently in the fund. The fund was established to assist the USEC, a government corporation, with providing uranium enrichment services for the federal government and utilities that operate nuclear power plants. USEC was privatized in 1998, thus eliminating the need for the fund.

Directed Energy Threat Emergency Response Act This bill requires actions to address anomalous health incidents. The President must designate an appropriate senior official as the Anomalous Health Incidents Interagency Coordinator. The interagency coordinator must (1) coordinate the U.S. government's response to anomalous health incidents, (2) ensure that affected personnel and dependents get access to care, and (3) ensure adequate training and education for relevant U.S. government personnel. The President must also appoint an appropriate senior official as the Deputy Anomalous Health Incidents Interagency Coordinator. The bill also requires certain agencies, including the Department of Defense and the Office of the Director of National Intelligence, to designate an appropriate senior official to serve as the Anomalous Health Incident Agency Coordination Lead. These officials must work with the interagency coordinator to (1) achieve objectives related to anomalous health incidents, and (2) jointly provide quarterly briefings to Congress on its activities. Such agencies must also develop updated workplace guidance to address anomalous health incidents. The bill authorizes the Department of State to take certain actions, such as increasing staffing for the Health Incident Response Task Force and collecting data related to anomalous health incidents.

Preventing the Recognition of Terrorist States Act of 2021 This bill imposes sanctions related to the Taliban and addresses other related issues. The President must impose sanctions on foreign individuals and entities that knowingly provide significant support to the Taliban or senior Taliban members. The bill also repeals an exception to existing sanctions against certain entities related to energy, shipping, and shipbuilding in Iran. Specifically, the bill repeals a provision authorizing the President to exempt certain entities involved in the reconstruction of Afghanistan from such sanctions. No federal department or agency may take any action that states or implies recognition of the Taliban's claim of sovereignty over Afghanistan. The bill also bars the Department of State, the U.S. Agency for International Development (USAID), and the Department of Defense from using federal funds to prepare or implement any policy that extends diplomatic recognition to the Taliban-controlled government in Afghanistan. The State Department must designate (1) the government of Afghanistan as a state sponsor of terrorism, and (2) the Taliban as a foreign terrorist organization. Furthermore, USAID must take appropriate steps to ensure that certain foreign assistance provided in or for certain countries, including Afghanistan and Pakistan, is not going to or through any individual or entity involved in terrorist activity. The bill also prohibits using certain federal funds to provide direct assistance to any country where the duly elected head of government has been deposed in a coup or decree in which the military played a decisive role.

Prioritizing Clean Energy and Climate Cooperation with India Act of 2021 This bill establishes the U.S.-India Climate and Clean Energy Agenda 2030 Partnership and addresses related issues. The partnership shall serve as the primary forum and funding mechanism for U.S.-India cooperation on clean energy technology matters. The Department of State must report to Congress a comprehensive multiyear strategy for implementing the partnership. The bill requires programs to promote U.S.-India partnerships in (1) research and innovation for clean energy technologies, (2) initiatives for providing technical assistance for grid improvement and energy efficiency in India, and (3) initiatives to develop new renewable energy generation capacity in India. The U.S. Agency for International Development must work cooperatively with India's government on integrating scientifically supported climate change risk reduction and building resilience capacities in India. The State Department must report to Congress on the prospects for cooperation between U.S. states and states in India on clean energy issues.

This bill expands the tax credit for nonbusiness energy property to include a credit for home energy audits. The amount of such credit is 30% of the cost of a home energy audit, not to exceed $150. The bill defines home energy audit to mean an inspection and written report for a dwelling located in the United States that is owned and used by a taxpayer as the taxpayer's principal residence. The audit must identify the most significant and cost-effective energy efficiency improvements for such dwelling, including an estimate of the energy and cost savings for each improvement, and be conducted and prepared by a certified home energy auditor.

Green Vehicle Adoption Nationwide Act of 2021 or the Green VAN Act of 2021 This bill allows a new tax credit through 2031 for an amount equal to 30% of the basis of a qualified commercial electric vehicle. A qualified commercial electric vehicle must meet certain eligibility requirements, and must be mobile machinery and primarily propelled by an electric motor that draws electricity from a battery that (1) has a capacity of not less than 30 kilowatt hours, (2) is capable of being recharged from an external source of electricity, and (3) is not powered or charged by an internal combustion engine.

Clean Hydrogen Production and Investment Tax Credit Act of 2021 This bill allows a new tax credit for the production of qualified clean hydrogen. The bill defines qualified clean hydrogen as hydrogen produced through a process that, as compared to hydrogen produced by steam-methane reforming, achieves a percentage reduction in lifecycle greenhouse gas emissions that is not less than 40%. The bill also (1) expands the tax credit for electricity produced from renewable resources if the electricity is used to produce clean hydrogen, (2) allows an election to treat clean hydrogen production facilities as energy property for purposes of the energy tax credit, and (3) eliminates the excise tax credit for liquefied hydrogen.

Energy Efficient Commercial Buildings Act of 2021 This bill temporarily modifies the tax deduction for energy efficient commercial buildings for taxable years beginning after December 31, 2021, and before January 1, 2032. Among other provisions, the bill provides for a lower (25%) reduction of annual energy and power costs for certain energy systems, revises the maximum amount of the deduction, and allows an alternative deduction for costs relating to energy efficient retrofit building property.

Home Energy Savings Act of 2021 This bill extends the nonbusiness energy property tax credit through 2031 and increases the credit percentage from 10% to 30% for qualified energy efficiency improvements. The bill also imposes a $1,200 annual limitation on the credit and limits for windows and doors. The bill allows a credit for 30% of the cost of home energy audits. A home energy audit is an inspection and written report for a taxpayer's principal residence that identifies the most significant and cost-effective energy efficiency improvements and is conducted and prepared by a certified home energy auditor. The bill also requires that energy property placed in service after 2023 be produced by a qualified manufacturer and that the taxpayer includes the qualified product identification number for such property on the return of tax.

TREAT Water Act or the Transitioning Research to Ensure Appropriate Treatment of Water Act This bill requires the Department of Energy (DOE) to establish a demonstration program for on-site treatment of produced water (e.g., water used to drill oil or gas wells). In carrying out the program, DOE should prioritize (1) first-of-a-kind or new approaches to treating produced water stationed on site, and (2) technologies that can be used at natural gas or oil development sites to reduce other environmental harm either through emissions or other environmental impact.

First Three Act of 2021 This bill requires the Advanced Manufacturing Office of the Department of Energy to establish a program to provide grants or loan guarantees for certain innovative technology projects at industrial plants. Insular Area Climate Change Act This bill provides support through programs and financial assistance for climate change planning, mitigation, adaptation, and resilience in U.S. territories (American Samoa, Guam, Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands), the Freely Associated States (Micronesia, Marshall Islands, and Palau), and other specified areas. For example, the bill requires the Technical Assistance Program of the Department of the Interior's Office of Insular Affairs to provide technical assistance for climate change planning, mitigation, adaptation, and resilience to the territories and Freely Associated States. It also establishes an Insular Area National Program Office within the Environmental Protection Agency to build and strengthen infrastructure to withstand natural disasters, expand renewable energy and energy efficiency, and provide technical assistance in the territories and Freely Associated States. Additionally, the bill establishes several grant programs to assess and reduce the impacts of climate change, expand renewable energy and energy efficiency, or expand sustainable infrastructure to withstand natural disasters in the territories and Freely Associated States.

Clean Hydrogen Energy Act This bill sets forth provisions to advance the research, development, demonstration, and deployment of hydrogen gas that is produced in compliance with greenhouse gas emission standards established by this bill. Specifically, the bill expands an existing hydrogen research and development program of the Department of Energy (DOE) established under the Energy Policy Act of 2005. For example, the bill establishes a new program goal to demonstrate a standard of clean hydrogen production in the transportation (i.e., vehicles, locomotives, airplanes, and maritime vessels), utility, industrial, commercial, and residential sectors by 2040. The bill also requires DOE to establish a program that supports the development of regional clean hydrogen hubs. In carrying out those programs, DOE must award grants for research, development, and demonstration projects to advance new clean hydrogen production, processing, delivery, storage, and use equipment manufacturing technologies and techniques. DOE must also develop a technologically and economically feasible national strategy and road map to facilitate wide scale production, processing, delivery, storage, and use of clean hydrogen. In addition, DOE must establish a research, development, demonstration, commercialization, and deployment program to improve the efficiency, increase the durability, and reduce the cost of producing hydrogen using electrolyzers. Electrolyzers are systems that produce hydrogen using electrolysis, a process that uses electricity to split water into hydrogen and oxygen. In carrying out the program, DOE must award grants for projects that reduce the cost of hydrogen produced using electrolyzers as specified by the bill.

Manufacturing America's Mineral Security Act This bill allows an additional 10% tax deduction for the cost of specified domestically produced materials if such materials are acquired by the taxpayer directly from the domestic smelter or processor of such material. The bill defines specified domestically produced materials to include mine products, metal or metal compound production, and alloy and magnet production. Specified material are minerals that are necessary for the energy infrastructure of the United States, for community resiliency, to support domestic manufacturing, agriculture, housing, telecommunications, health care, and transportation infrastructure, or for the economic security of, and balance of trade in, the United States.
