Advancing Nuclear Regulatory Oversight Act This bill requires the Nuclear Regulatory Commission to report to Congress about changes to its regulation of nuclear reactors and materials during the COVID-19 public health emergency and actions (e.g., the use of risk-informed, performance-based procedures) that may be implemented to enhance the efficiency of oversight and inspection programs. Additionally, the Government Accountability Office must conduct a review of the commission's office and other facility space requirements and recommend ways to reduce office and facility costs.

Transparency and Honesty in Energy Regulations Act of 2022 This bill prohibits specified federal entities (e.g., the Department of Energy) from considering the social cost of carbon, methane, nitrous oxide, or greenhouse gas as part of any cost-benefit analysis required under any law or specified Executive Orders. In addition, such social costs must not be considered by such entities (1) in rulemaking, (2) in the issuance of guidance, (3) in taking other agency action, (4) or as a justification for any rulemaking, guidance document, or agency action.

Budgeting for Renewable Electrical Energy Zone Earnings Act or the BREEZE Act This bill makes various changes to the allocation of revenues from offshore oil, gas, and wind projects on the Outer Continental Shelf in the Gulf of Mexico, including to increase the share of revenues paid to states. It also exempts the payments to states from sequestration (a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals.)

If a sale is canceled, delayed, or otherwise paused due to Executive Order 14008 (titled Tackling the Climate Crisis at Home and Abroad and signed on January 27, 2021), the Department of the Interior must conduct a replacement sale within two calendar years of the cancelation, delay, or pause.

Steel Upgrading Partnerships and Emissions Reduction Act of 2022 or the SUPER Act of 2022 This bill requires the Department of Energy (DOE) to establish a program to reduce greenhouse gas emissions from the production of iron, steel, and steel mill products. Specifically, DOE must establish a program of research, development, demonstration, and commercial application of advanced tools, technologies, and methods for low-emissions steel manufacturing. In carrying out the program and in collaboration with industry partners, institutions of higher education, and its national laboratories, DOE must support an initiative for the demonstration of low-emissions steel manufacturing.

No Emergency Crude Oil for Foreign Adversaries Act This bill prohibits exports of crude oil from the Strategic Petroleum Reserve (SPR) to China, Russia, North Korea, and Iran. Specifically, the bill directs the Department of Energy (DOE) to require as a condition of any sale of crude oil from the SPR that the oil not be exported to such countries. However, DOE may issue a waiver of the prohibition if the sale of crude oil is in the national security interests of the United States. In addition, DOE must report on (1) the route to destination and place of refinement of all crude oil sold at auction from the SPR since November 23, 2021, and (2) the ownership of the refinement facilities at which such crude oil was refined.

Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2023 This bill provides FY2023 appropriations to the Department of Transportation (DOT), the Department of Housing and Urban Development (HUD), and several related agencies. This bill requires the Department of Homeland Security and the Federal Emergency Management Agency (FEMA) to report to Congress on Puerto Rico's progress toward rebuilding the electric grid and on the federal government's efforts to expedite such rebuilding. Such report must contain an analysis of the state of Puerto Rico's electric grid, an analysis of the state of Puerto Rico's renewable energy generation and storage capacities, recommendations for power companies and governments to reduce the number of outages and blackouts, proposals for legislative actions and funding needed to improve the process of fund disbursement for critical projects related to electric grids, and a plan for expediting such rebuilding by not later than three months after the report is submitted.

Vehicle Innovation Act of 20 22 This bill authorizes through FY2027 the Department of Energy (DOE) to research, develop, and commercialize innovative vehicle technologies. Among other things, the bill requires DOE to conduct a program on materials, technologies, and processes with the potential to substantially reduce or eliminate petroleum use and the emissions of U.S. passenger and commercial vehicles, including in the areas of natural gas and hydrogen vehicle technologies, electrification of vehicle systems, and hydraulic hybrid technologies; implement a program of advanced vehicle manufacturing technologies and practices, including innovative processes to increase the production rate and decrease the cost of advanced battery and fuel cell manufacturing; and seek opportunities to leverage resources and support initiatives of state and local governments in developing and promoting advanced vehicle technologies, manufacturing, and infrastructure.

Department of the Interior, Environment, and Related Agencies Appropriations Act, 2023 This bill provides FY2023 appropriations for the Department of the Interior, the Environmental Protection Agency (EPA), and several related agencies. Restoring Essential Energy and Security Holdings Onshore for Rare Earths Act of 2022 or the REEShore Act of 2022 This bill requires the inclusion of rare earth elements and certain other critical minerals in the National Defense Stockpile and sets out other requirements related to those elements and minerals. Specifically, the bill requires defense contractors to disclose the provenance of permanent magnets that contain those elements or minerals and expands prohibitions that restrict the Department of Defense from procuring goods or services, including those elements and minerals, from companies affiliated with China. The bill also expands the President's authorities under the Defense Production Act of 1950 to support domestic sources for those elements and minerals. (The Defense Production Act of 1950 confers on the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods needed for the national defense.)

Military Energy Security Act of 2022 This bill requires the Department of Defense (DOD) to set a goal to eliminate the use of Russian energy on each main operating base in the area of responsibility of the U.S. European Command (USEUCOM) not later than five years after the implementation of an installation energy plan for each base. Under the bill, DOD must submit to Congress (1) a list of main operating bases within the area of responsibility of USEUCOM ranked according to mission criticality and vulnerability to energy disruption, (2) an installation energy plan for each base on the list, and (3) an assessment of the feasibility of reaching the goal for the elimination of the use of Russian energy on each base. DOD must begin implementing plans not later than 30 days after submitting the plans to Congress. Additionally, DOD must establish a policy to ensure that any new military base in the area of responsibility of USEUCOM is established to include the consideration of energy security, energy resilience, and mitigation of risk due to energy disruption. DOD must annually brief Congress on the installation energy plans.

Fueling American Prosperity Act This bill requires the Department of the Interior to carry out sales of onshore and offshore oil and gas leases. If the sales are not carried out, the bill limits Interior from hiring, transferring, or reassigning duties among officers and employees. In addition, the bill (1) requires Interior to finalize its next offshore oil and gas leasing program by June 30, 2022; and (2) sets deadlines by which certain environmental assessments and environmental impact statements must be completed if the national average price of gasoline exceeds a specified threshold.

Generating Resilient and Energy Efficient Network Communications Act or the GREEN Communications Act This bill establishes a program and sets out other requirements for federal agencies concerning the efficiency and resiliency of communications infrastructure. Specifically, the National Telecommunications and Information Administration (NTIA) must competitively award grants and revolving loans to public or private providers, operators, or owners of communications networks or communications infrastructure for efficiency and resiliency projects. The NTIA must also (1) develop best practices concerning energy-efficient and carbon-neutral communications infrastructure, and (2) annually report on the energy efficiency and greenhouse gas emissions of communications infrastructure and certain network outages. Additionally, the Federal Communications Commission (FCC) must establish a framework to promote resilient communications networks and communications infrastructure. The FCC must consult with specified federal entities on the framework. The FCC must also report on the feasibility of maintaining a map of projected risks to communications infrastructure arising from severe weather, natural disasters, and climate change; provide technical assistance to a provider, owner, or operator of communications infrastructure concerning risks and vulnerabilities related to severe weather, natural disasters, and climate change; and require broadband network outages to be reported to the Network Outage Reporting System. The bill also requires the Department of Energy to report on the projected growth of electrical consumption of, and recommendations for energy efficiency standards for, data centers in the United States.

Prioritizing Clean Energy and Climate Cooperation with India Act of 2022 This bill establishes the U.S.-India Climate and Clean Energy Agenda 2030 Partnership and addresses related issues. The partnership shall serve as the primary forum and funding mechanism for U.S.-India cooperation on clean energy technology matters. The Department of State must report to Congress a comprehensive multiyear strategy for implementing the partnership. The bill requires programs to promote U.S.-India partnerships in (1) research and innovation for clean energy technologies, (2) initiatives for providing technical assistance for grid improvement and energy efficiency in India, and (3) initiatives to develop new renewable energy generation capacity in India. The U.S. Agency for International Development must work cooperatively with India's government on integrating scientifically supported climate change risk reduction and building resilience capacities in India. The State Department must report to Congress on the prospects for cooperation between U.S. states and states in India on clean energy issues.

Global Nuclear Energy Assessment and Cooperation Act This bill establishes requirements concerning international nuclear energy cooperation and safety. Specifically, the Department of Energy (DOE) must develop and carry out a program to train foreign nuclear energy experts and standardize safety practices. DOE must also study the global status of the civilian nuclear energy industry and its supply chain. In addition, the bill prohibits any person from possessing or owning enriched uranium from Russian or China unless specifically authorized by the Nuclear Regulatory Commission (NRC). NRC may not issue a license to possess or own such fuel if DOE and the Department of State determine that the possession or ownership would pose a threat to national security. NRC must establish an International Nuclear Reactor Export and Innovation Branch within its Office of International Programs to carry out and coordinate certain nuclear reactor export and innovation activities. NRC must also identify in its annual budget justification such activities.

Reduce Our Military's Reliance on Foreign Fuel Act This bill requires the Department of Defense (DOD) to implement a pilot program on the use of sustainable aviation fuel by DOD. Under the bill, sustainable aviation fuel means liquid fuel that (1) consists of synthesized hydrocarbon; (2) meets the requirements of ASTM International Standard D7566; (3) is derived from biomass, waste streams, renewable energy sources, or gaseous carbon oxides; and (4) is not derived from palm fatty acid distillates.

Critical Minerals Classification Improvement Act of 2022 This bill permits the inclusion of fuel minerals (e.g., uranium) on a list of mineral commodities that are critical to the U.S. economy and national security. (Fuel minerals are currently excluded from the list.) Additionally, the U.S. Geological Survey must revise the list to add critical fuel minerals if it determines the revisions are necessary.
