Department of the Interior, Environment, and Related Agencies Appropriations Act, 2024 This bill provides FY2024 appropriations for the Department of the Interior, the Environmental Protection Agency (EPA), and several related agencies. The bill provides appropriations to Interior for the Bureau of Land Management, the U.S. Fish and Wildlife Service, the National Park Service, the U.S. Geological Survey, the Bureau of Ocean Energy Management, the Bureau of Safety and Environmental Enforcement, the Office of Surface Mining Reclamation and Enforcement, the Bureau of Indian Affairs, the Bureau of Indian Education, the Office of the Special Trustee For American Indians, Departmental Offices, and Department-Wide Programs. The bill also provides appropriations to the EPA and the Forest Service. Within the Department of Health and Human Services, the bill provides appropriations for the Indian Health Service, the National Institute of Environmental Health Sciences, and the Agency for Toxic Substances and Disease Registry. The bill provides appropriations to several related agencies, including the Council on Environmental Quality and Office of Environmental Quality, the Chemical Safety and Hazard Investigation Board, the Office of Navajo and Hopi Indian Relocation, the Institute of American Indian and Alaska Native Culture and Arts Development, the Smithsonian Institution, the National Gallery of Art, the John F. Kennedy Center for the Performing Arts, the Woodrow Wilson International Center for Scholars, the National Endowment for the Arts, the National Endowment for the Humanities, the Commission of Fine Arts, the Advisory Council on Historic Preservation. the National Capital Planning Commission, the U.S. Holocaust Memorial Museum, the Presidio Trust, and the U.S. Semiquincentennial Commission. Additionally, the bill sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

Financing Our Energy Future Act

Financing Our Energy Future Act This bill expands the types of partnerships that qualify for treatment as publicly traded partnerships instead of as corporations for tax purposes. Under current law, partnerships that meet certain gross income requirements (i.e., at least 90% of the partnership's gross income in a taxable year consists of qualifying income) are excepted from being treated as a corporation for tax purposes. This bill expands the sources of income that are considered qualifying income and make a partnership eligible for such an exception. Specifically, the bill provides that income derived from the generation of specified alternative energy, alternative fuel projects, or the associated property, storage, or transportation for such projects (e.g., the conversion of renewable biomass into renewable fuel or the storage or transportation of such fuel) is considered qualifying income.

Under the Inflation Reduction Act of 2022, Interior may not issue a lease unless (1) an offshore oil and gas lease sale has been held in the year prior to issuing the lease, and (2) Interior offers a specified minimum acreage for offshore lease sales in the previous year. The bill repeals those requirements.

CLEAN Energy Act

Comprehensive Legislation for Expanding and Advancing Nonrestrictive Energy Act or the CLEAN Energy Act This bill repeals certain requirements that the Department of the Interior must meet before issuing an onshore wind or solar right-of-way for wind or solar energy development on federal land. Under the Inflation Reduction Act of 2022, Interior may not issue a right-of-way for such development unless (1) an onshore oil and gas lease sale has been held in the 120 days prior to issuing the right-of-way, and (2) Interior offers a specified minimum acreage for oil and gas lease sales in the previous year. The bill repeals those requirements. 

Stopping Genetic Monitoring by China Act

Stopping Genetic Monitoring by China Act This bill imposes export controls on genetic testing and sequencing technologies and bars exports of such technologies to specific countries. The bill also imposes sanctions on foreign persons (individuals and entities) involved with certain activities, including human rights violations. Specifically, the End-User Review Committee must place on the Commerce Control List (CCL) technologies identified as genetic instruments by the Department of Defense, the Department of State, or the Department of Energy. The committee must also deny licenses required to export or transfer such technology to countries specified in this bill (e.g, Iran, North Korea, China, or Russia) unless the license applicant demonstrates that the technology will not be used for human rights abuses or by an entity engaged in human rights abuses. (Items covered by the CCL are subject to export controls and typically may not be exported without a license.) The bill also requires the President to impose property- and visa-blocking sanctions on certain foreign persons, including (1) persons that are responsible for or complicit in gross violations of internationally recognized human rights, (2) persons that conduct genetic testing and analysis and are located in a country targeted by the export controls in this bill, (3) any university in China involved in genetic monitoring and human rights abuses, (4) any private company in China with an owner or senior management official who is a delegate to the National People's Conference, and (5) corporate officers of entities sanctioned under this bill.

Abandoned Well Remediation Research and Development Act This bill requires the Department of Energy (DOE) to establish a research, development, and demonstration program concerning abandoned oil and gas wells. Under the program, DOE must work to improve (1) data collection on the location of abandoned oil or gas wells; (2) the plugging, remediation, reclamation, and repurposing of the wells; and (3) strategies to mitigate potential environmental impacts of documented and undocumented abandoned wells. The program terminates after five years.

To amend the Energy Policy and Conservation Act to direct the Secretary of Energy to submit to Congress a report containing an assessment of any physical or cybersecurity incidents to a storage facility or a related facility of the Strategic Petroleum Reserve.

Carbon Sequestration Collaboration Act This bill modifies the Energy Policy Act of 2005 to revise and expand the Department of Energy's program to research, develop, demonstrate, and commercialize carbon storage. Specifically, it directs the program to include terrestrial carbon sequestration (i.e., the storage of carbon in plants and biomass) and carbon sequestration in geologic formations (e.g., carbon sequestration in basins or aquifers). The Department of Energy (DOE) must also annually submit a long-term strategic and prioritized research plan that identifies and addresses scientific challenges for widespread adoption of terrestrial carbon sequestration and carbon sequestration in geological formations. DOE must submit the first research plan within two years of this bill's enactment.

CLEANER Act of 2023

CLEANER Act of 2023 or the Closing Loopholes and Ending Arbitrary and Needless Evasion of Regulations Act of 2023 This bill eliminates the exemption of waste associated with the exploration, development, or production of crude oil, natural gas, or geothermal energy from regulations governing the disposal of hazardous waste under the Resource Conservation and Recovery Act. Within a year of enactment, the Environmental Protection Agency (EPA) must determine whether such waste meets the criteria for hazardous waste, promulgate regulations concerning the disposal of such waste if the EPA determines it is hazardous, and revise regulations applicable to solid waste management and disposal facilities (e.g., landfills) to address such waste that is nonhazardous.

Safe Hydration is an American Right in Energy Development Act of 2023

Safe Hydration is an American Right in Energy Development Act of 2023 This bill requires hydraulic fracturing operations to test for and report on underground sources of drinking water that are contaminated by such operations. Hydraulic fracturing, or fracking, is a process to extract underground resources such as oil or gas from a geologic formation by injecting water, a propping agent (e.g., sand), and chemical additives into a well under enough pressure to fracture the geological formation. Specifically, this bill revises requirements governing state underground injection control programs. In order to obtain primary enforcement responsibility for such programs, states must prohibit the underground injection of fluids or propping agents pursuant to hydraulic fracturing operations related to oil, gas, or geothermal production activities unless the hydraulic fracturing operations agree to test for and report on contamination of drinking water. Hydraulic fracturing operations are exempted from those testing and reporting requirements if there is no accessible underground source of drinking water within a radius of one mile of the site where the operations occur. The Environmental Protection Agency must establish and maintain a publicly accessible and searchable database of the testing results.

Stop CCP Land Act

Stop China’s Continuous Purchase of Land Act or the Stop CCP Land Act This bill requires states that receive certain federal program funds to restrict the purchase of agricultural land by a covered foreign country.  Covered foreign country means a country included in Department of State regulations as subject to certain prohibitions (i.e., Belarus, Burma, China, Cuba, Iran, North Korea, Syria, and Venezuela), as well as Russia. Specifically, a state may not receive funds for certain programs funded by the Inflation Reduction Act of 2022 (e.g., certain energy efficiency and conservation programs) unless that state has a law prohibiting a covered foreign country (or persons acting on behalf of the country) from purchasing agricultural land in the state. Further, a state must require that a person from a covered foreign country that holds agricultural land in the state prior to the state law's enactment submit an annual report to the state on the agricultural holdings. The Department of Agriculture must submit a report to Congress on how the Agricultural Foreign Investment Disclosure Act of 1978 should be updated to ensure accurate documentation and monitoring of foreign investment in agricultural land. The Government Accountability Office must submit a report to Congress that includes (1) an assessment of this bill's impact on national security, and (2) any measures that can be taken to better secure U.S. real estate from foreign manipulation.

Regional Integration and Normalization Act of 2023 or RINA This bill requires and authorizes actions to support the Abraham Accords and the Negev Forum. (The Abraham Accords are agreements to normalize or improve relations between Israel and four members of the Arab League: the United Arab Emirates, Bahrain, Morocco, and Sudan. The Negev Forum is a framework for cooperation in the Middle East and North Africa involving several countries including Israel, Egypt, Morocco, and the United States.) The bill establishes within the Department of State the Office of the Special Presidential Envoy for the Abraham Accords, Negev Forum, and Related Integration and Normalization Fora and Agreements. The office's responsibilities include (1) leading diplomatic efforts to strengthen and expand the Negev Forum and the Abraham Accords, and (2) implementing U.S. policy to expand normalization within the Middle East and North Africa. The bill also authorizes activities related to the Abraham Accords and the Negev Forum, such as (1) expanding the participation of Negev Forum countries in the Middle East Desalination Research Center; (2) supporting interfaith dialogue between Abraham Accords countries, Negev Forum countries, and other relevant actors; (3) expanding educational and cultural exchange programs; and (4) authorizing grants for initiatives to facilitate scientific and industrial research cooperation between the relevant countries. Furthermore, the bill establishes within the State Department the Young Middle East Leaders Initiative to build the capacity of young leaders in Negev Forum countries to address issues such as energy diversification, education and coexistence, and regional security.

A bill to improve coordination between the Department of Energy and the National Science Foundation on activities carried out under the National Quantum Initiative Program, and for other purposes.

Specifically, the National Quantum Coordination Office must establish a liaison between the Department of Energy and the National Science Foundation to coordinate activities under the National Quantum Initiative Program. The National Academies of Sciences, Engineering, and Medicine must report on the program's progress.  The bill also requires the National Institute of Standards and Technology to support a Manufacturing USA institute that focuses on manufacturing processes and the related workforce for quantum computing and technology.

Tennessee Valley Authority Salary Transparency Act This bill expands reporting requirements for the Tennessee Valley Authority (TVA). TVA is a government corporation that provides electricity in Tennessee and in portions of several surrounding states. It also provides flood control, navigation, and land management services for the Tennessee River system. The bill reinstates the requirement for TVA to file an annual financial statement and report with Congress in March. (The requirement was terminated by the Federal Reports Elimination and Sunset Act of 1995.) The bill also modifies the requirement that the report include the names, salaries, and duties of employees earning more than $1,500 a year. Under the bill, this information is only required for employees earning more than the maximum rate of basic pay for grade GS-13 of the General Schedule.

Advisory Committee on Reactor Safeguards Reform Act or the ACRS Reform Act This bill modifies requirements concerning the Advisory Committee on Reactor Safeguards. Among other duties, the committee currently advises the Nuclear Regulatory Commission (NRC) on the hazards of certain nuclear facilities and reviews safety studies and reactor facility license applications.  The bill limits the committee's review of such applications to those that present novel issues or issues of significant safety concern, based on a risk-informed determination by the NRC. The bill also prohibits the NRC from assessing and collecting fees for costs associated with any reviews conducted by the committee. Additionally, the bill requires the committee's chairman to be designated by a majority of the members of the NRC. Finally, the bill prohibits the committee from forming any subcommittees.

Vehicle Innovation Act of 2023

Vehicle Innovation Act of 2023 This bill authorizes through FY2028 Department of Energy (DOE) activities to support the research, development, and commercialization of innovative vehicle technologies in partnership or collaboration with industry, fuel producers and energy suppliers, electric utilities, universities, and laboratories. DOE must conduct a research and development program on materials, technologies, and processes with the potential to substantially reduce petroleum use and the emissions of U.S. passenger and commercial vehicles, including in the areas of natural gas and hydrogen vehicle technologies, electrification of vehicle systems, and hydraulic hybrid technologies. DOE must seek opportunities to leverage resources and support initiatives of state and local governments in developing and promoting advanced vehicle technologies, manufacturing, and infrastructure. The bill also requires DOE to carry out a research, development, and commercial application program for advanced vehicle manufacturing technologies and practices, including innovative processes to increase the production rate and decrease the cost of advanced battery and fuel cell manufacturing. In addition, DOE must conduct a program on advanced technologies for medium- to heavy-duty commercial, vocational, recreational, and transit vehicles; conduct a competitive grant program to demonstrate the integration of multiple advanced technologies on Class 8 trucks and trailers; and undertake a pilot program for technologies to improve total machine or system efficiency for nonroad mobile equipment (e.g., agricultural, construction, air, and seaport equipment).

This bill requires the President to direct the U.S. representative to each relevant international organization to call for a moratorium on the permitting of deep seabed mining and exploration and oppose support of such activities until the President (1) certifies that the International Seabed Authority has promulgated regulations that ensure the effective protection of the marine environment from any harmful effects of such mining, and (2) reports to Congress on the details of the regulations and related information. The regulations must be informed by the scientific consensus on impacts to ocean ecosystems in order for the President to certify them.

No Fuel Credits for Batteries Act of 2023 This bill prohibits the Environmental Protection Agency from authorizing the generation of credits—called renewable identification numbers or eRINs—for electricity generated from renewable fuel for purposes of satisfying the volume of renewable fuel that needs to be contained in transportation fuel under the Renewable Fuel Standard program. Further, it prohibits the use or transfer of such credits that were generated before the enactment of this bill.

Community Facilities Program for Rural Clean School Bus Infrastructure Act This bill expands the essential community facilities direct loan and grant program of the Department of Agriculture to allow loans or grants to be used for deploying clean school buses and related infrastructure. Specifically, loans or grants may be used for (1) acquisition and labor costs for charging or other infrastructure needed to charge or maintain clean school buses, or (2) planning and technical activities to support the adoption and deployment of clean school buses. 

To require the Comptroller General of the United States to conduct a study to evaluate any adverse effects of electric vehicles on United States infrastructure, and for other purposes.

This bill directs the Government Accountability Office (GAO) to evaluate any adverse effects of electric vehicles, such as effects on infrastructure, the security of the electric grid, or the labor market. After the GAO completes the evaluation, Congress must include in any legislation that addresses the use of electric vehicles a provision describing how the evaluation's findings are taken into consideration in such legislation.

Natural Gas Appliances Standards Act of 2023 or the Natural GAS Act of 2023 This bill modifies energy efficiency requirements under the Energy Policy and Conservation Act to limit what the Department of Energy (DOE) may include in future rules related to the following natural gas appliances: gas water heaters, furnaces, boilers, kitchen cooktops, ranges, and ovens. Specifically, the bill requires DOE to certify that rules are not likely to result in a significant shift from gas appliances to electric appliances. DOE must also require a full fuel cycle analysis for energy efficiency standards as part of the rulemaking process. In addition, the bill exempts certain small manufacturers of major household appliances from future energy efficiency standards for such appliances. Future rules for such appliances must require energy efficiency labels displayed at the point of sale to disclose full-fuel-cycle efficiency rather than point-of-use energy consumption. The bill also prohibits any future rule relating to kitchen cooktops, ranges, and ovens from limiting the features (e.g., quick-to-boil times) and functionality available on residential gas kitchen cooktops, ranges, and ovens.

Survival Aid For Emergencies through Medicare Act or the SAFE through Medicare Act This bill provides for Medicare coverage of medically necessary services for beneficiaries who are determined to be medically at-risk during a climate or manmade disaster (i.e., home resiliency services), such as heat pumps, batteries for medical equipment, and energy efficient storage for medical supplies.
