Corporate Welfare Elimination Act of 2001 - Title I: Tax Reform - Termination of Energy and Natural Resource Tax Subsidies Act of 2001 - Amends the Internal Revenue Code to repeal or terminate the following: (1) the expensing of intangible drilling and development costs and of mining exploration and development costs; (2) the credit for producing fuel from a nonconventional source; (3) the percentage depletion deduction for mines, oil and gas wells, other natural deposits, and timber; (4) tax benefits for alcohol fuels; (5) the enhanced oil recovery credit; (6) the credit and deduction for electric vehicles, clean-fuel vehicles, and certain refueling property; (7) the deduction for tertiary injectants; (8) the rehabilitation credit for non-historic structures (reduces such credit for certified historic structures); (9) the provisions concerning the treatment of Blue Cross and Blue Shield Organizations; (10) the small life insurance company deduction; (11) the alternative tax on small property and casualty insurance companies; (12) provisions permitting farming businesses to use the cash method of accounting; (13) the deduction for soil and water conservation expenditures; (14) the deduction for expenditures by farmers for fertilizer, etc.; (15) certain exceptions permitting farm businesses to use the cash method of accounting; (16) the exclusion for the cancellation of qualified farm indebtedness; (17) the exclusion for certain cost-sharing payments; (18) the reforestation credit; (19) the rapid amortization of reforestation expenditures; (20) the exclusion of certain income of citizens or residents living abroad; (21) the exclusion for income of foreign sales corporations; (22) the deferral of income of controlled foreign corporations; (23) the deferral of tax under the Merchant Marine Capital Construction Fund; (24) the special treatment for magazine circulation expenditures; and (25) the special treatment for returns of magazines, paperbacks, and records. Title II: Natural Resources - Public Resources Deficit Reduction Act of 2001 - Subtitle A: General Provisions -Prohibits any timber, minerals, forage, or other natural resources owned by the United States and any federally owned water, or hydroelectric energy of a Federal facility from being sold, leased, or otherwise disposed of by any Federal entity for less than fair market value. (Sec. 212) Authorizes the Secretaries of the Interior and Agriculture to establish and collect user fees as necessary to reimburse the United States for expenses incurred in administering programs. (Sec. 213) Requires the revenues from the sale, lease, and transfer of Federal assets to be included in the President's budget submission to Congress. Subtitle B: Revenue from Mining Claims - Requires the holders of mining claims to pay an annual claim maintenance fee of $100 per claim per calendar year. Allows the waiver of such fee for holders of more than ten claims. (Sec. 223) Requires claimholders to pay a royalty of eight percent of gross income for production of locatable minerals on Federal lands. (Sec. 224) Amends the Internal Revenue Code to impose an excise tax on gross income resulting from the severance of any locatable mineral, or mineral concentrates or products, from a mine or other natural deposit. Makes such tax inapplicable to gross income to which a royalty is imposed. (Sec. 225) Establishes the Abandoned Locatable Minerals Mine Reclamation Fund for the reclamation and restoration of land and water resources adversely affected by past mineral activities on Federal lands. Credits the royalties and excise tax under this title to such Fund. (Sec. 226) Prohibits the issuance of a patent for any mining claim unless the Secretary of the Interior determines that, for the claim concerned: (1) a patent application was filed before January 27, 1995; and (2) all requirements are met under the Revised Statutes for vein or lode claims and for placer claims. (Sec. 227) Requires the Secretary to adjust all dollar amounts under this title for changes in purchasing power every ten years, employing the Consumer Price Index as the basis for adjustment. Subtitle C: Use or Disposal of Federal Natural Resources - Amends the Federal Land Policy Management Act of 1976 to direct the Secretary of Agriculture, with respect to National Forest lands in the 16 contiguous Western States, and the Secretary of the Interior, with respect to public domain lands, where domestic livestock grazing is permitted under applicable law, to establish an annual domestic livestock grazing fee equal to fair market value, based on a specified formula. Sets forth provisions regarding: (1) abolition of grazing advisory boards; and (2) the U.S. share of receipts. (Sec. 232) Amends the National Forest Management Act of 1976 to prohibit below-cost timber sales from National Forest System Lands. (Sec. 233) Amends the Forest and Rangeland Renewable Resources Planning Act of 1974 to require the Secretary of Agriculture in revising land management plans to take into account the economic suitability of lands for timber production. (Sec. 234) Amends the Food Security Act of 1995 and the Federal Crop Insurance Act to provide for the reduction of payment limitations for persons who receive Federal irrigation water for agricultural purposes. (Sec. 237) Amends the Emergency Livestock Feed Assistance Act of 1988 to repeal the livestock feed assistance program. (Sec. 238) Amends the Mineral Leasing Act to require that oil and gas rental prices for leases on public lands be established at fair market value. (Sec. 239) Requires that permits for the use of communications sites on public lands be established at fair market prices.

Prohibits additional emissions attributable to generation permitted solely because of such power emergency from being taken into account for purposes of determining the attainment or nonattainment status of an area under the Clean Air Act. Prohibits the Administrator of the Environmental Protection Agency from disapproving the State implementation plan, or promulgating a Federal implementation plan for the State, if the applicable plan for such State would not have been disapproved, and no Federal implementation plan promulgations would have been made, in the absence of such additional emissions. Prohibits any judicial stay or injunctions against the Administrator or the State of California regarding any additional emissions attributable to electric power generation permitted solely by reason of this Act.

Requires each Federal agency that maintains a motor vehicle fleet to develop a plan for fleet transition to vehicles powered by fuel cell technology. Directs the Secretary of Energy to establish a fuel cell technology grant program for State or local government to meet their energy requirements, including such technology as a motor vehicle power source.

Hydroelectric Licensing and Incentives Act of 2001 - Amends the Federal Power Act to prescribe procedural guidelines for the consideration of hydroelectric power licensing by Federal agencies and the Secretaries of the Interior and of Commerce. Instructs the Secretary of Energy to make incentive payments: (1) for a period of ten fiscal years to the owner or operator of electric energy generated and sold by a qualified hydroelectric facility; and (2) to the owner or operator of hydroelectric facilities at existing dams for capital improvements directly related to specified facility efficiency improvements. Amends the Public Utility Regulatory Policies Act of 1978 to redefine "an existing dam" for purposes of small hydroelectric power projects as one whose construction was completed on or before May 16, 2001 (currently, on or before April 20, 1977). Instructs the Secretary of Energy to study and report to certain congressional committees on cost-effective opportunities to increase hydropower generation at existing federally-owned or operated water regulation, storage, and conveyance facilities.

Forest Resources for the Environment and the Economy Act - Amends the Energy Policy Act of 1992 to direct the Secretary of Agriculture to report to Congress on forest carbon management in the National Forest System, including its impact upon timber harvests, wildlife habitat, recreation, and forest health. Prescribes guidelines on reporting, monitoring, and verification of carbon storage from tree planting and forest management actions. Directs the Secretary to establish a Carbon and Forestry Advisory Council to: (1) advise on voluntary reporting of greenhouse gas sequestration from forest management actions; (2) estimate the effect of proposed implementation on carbon sequestration and storage; and (3) assist the Secretary in assessing forest vulnerability to climate change. Prescribes guidelines for: (1) the monitoring of forest carbon; and (2) forest carbon cooperative agreements and loan program on specified lands. Instructs the Secretary to establish an assistance program provided through State revolving loan funds to Indian tribes and owners of nonindustrial private forest land to undertake forestry carbon activities. Permits the States of Washington, Oregon, Idaho, and Montana to apply for funding from the Bonneville Power Administration for purposes of funding loans that meet both the objectives of this Act and certain fish and wildlife objectives of the Bonneville Power Administration.

Electricity Supply Assurance Act of 2001 - Price-Anderson Amendments Act of 2001 - Amends the Atomic Energy Act of 1954 to extend the authority of the Nuclear Regulatory Commission (NRC) to indemnify licensees and Department of Energy contractors for public liability arising from nuclear incidents in excess of the required financial protection. Revises guidelines for licensee insurance premiums and liability and indemnification limits. Amends the Department of Energy Organization Act to add two Assistant Secretaries of Energy responsible, respectively, for: (1) the Office of Science; and (2) the Office of Nuclear Energy, Science, and Technology. Amends the USEC Privatization Act to prohibit the Secretary of Energy from selling surplus natural uranium and conversion services through 2005. Requires sale of uranium hexaflouride. Instructs the Secretary to begin construction of the Mixed Oxide Fuel Fabrication Facility by October 2003. Authorizes the Secretary to place the Portsmouth gaseous diffusion plant into cold standby condition for a five-year period. Mandates a program to: (1) demonstrate the NRC Early Site Permit process; (2) evaluate opportunities for completion of partially constructed nuclear plants; (3) assess opportunities for Generation IV reactors; and (4) research potential licensing issues associated with new reactor technologies and designs. Declares electricity generated by a nuclear plant to be an environmentally preferable product. Conditions Federal funding for a domestic or international organization that supports electricity production facilities upon reasonable efforts to include projects that use nuclear plants. Establishes the Office of Spent Nuclear Fuel Research. Directs the Secretary to: (1) conduct an advanced fuel recycling technology research and development program; and (2) establish the Advanced Accelerator Applications Program. Amends the Atomic Energy Act of 1954 to: (1) revise certain commercial license requirements; (2) repeal restrictions pertaining to foreign ownership of commercial licensees; and (3) grant firearms and arrest authority to employees of NRC licensees.

Electricity Emergency Relief Act - Directs the Federal Energy Regulatory Commission (FERC) to: (1) establish a clearinghouse system to facilitate agreements between wholesale sellers of electric energy and wholesale purchasers willing to forego temporarily electric energy purchases to which they are entitled; (2) implement a program that authorizes any electric consumer of any electric utility within the Western Systems to sell at market prices an amount of electric load the consumer is willing to forego; (3) study electric power transmission congestion jointly with the Secretary of Energy; and (4) develop a plan to relieve constraints that reduce the efficiency of electric power transmission, including Canadian and Mexican electric transmission systems. Authorizes the Administrator of the Western Area Power Administration System to expand its transmission system to remove the PATH 15 constraint. Establishes an Office of Tribal Energy within the Department of Energy. Sets guidelines for either a qualifying small power production facility or cogeneration facility suspension of electric energy due to nonpayment. Instructs FERC to promulgate a standard article to permit increased generation at licensed hydroelectric facilities. Permits, upon request of certain State Governors: (1) the Administrator of the Bonneville Power Administration to authorize maximized electric generation at hydropower facilities providing power to the Administration; (2) the Administrator of the Environmental Protection Agency to waive Clean Air Act requirements pertaining to oxides of nitrogen for new generation units; and (3) the Secretary to authorize a qualified Federal electric generation facility to generate electric energy for consumption or for sales for local State distribution. Authorizes a State Governor, on any high electricity emergency day, to waive Clean Air Act emission limitations. Provides for a regional transmission organization for the region covered by the Western Systems Coordinating Council.

Instructs the Federal Energy Regulatory Commission (FERC) to impose just and reasonable load-differentiated demand rates or cost-of-service based rates on sales by public utilities of electric energy at wholesale in the western energy market (the area covered by the Western Systems Coordinating Council). Authorizes a State public utility commission in such market to prohibit any utility under its jurisdiction from making any sale of electric energy to a purchaser outside the utility's service area if the commission believes that its delivery would impair the utility's ability to meet the demand for electric energy in its own service area.
