Safe Hydration is an American Right in Energy Development Act of 2019 This bill requires hydraulic fracturing operations to test for and report on underground sources of drinking water that are contaminated by such operations. Hydraulic fracturing, or fracking, is a process to extract underground resources such as oil or gas from a geologic formation by injecting water, a propping agent (e.g., sand), and chemical additives into a well under enough pressure to fracture the geological formation. Specifically, this bill revises requirements governing state underground injection control programs. In order to obtain primary enforcement responsibility for such programs, states must prohibit the underground injection of fluids or propping agents pursuant to hydraulic fracturing operations related to oil, gas, or geothermal production activities unless the hydraulic fracturing operations agree to test for and report on contamination of drinking water. Hydraulic fracturing operations are exempted from those testing and reporting requirements if there is no accessible underground source of drinking water within a radius of one mile of the site where the operations occur. The Environmental Protection Agency must establish and maintain a publicly accessible and searchable database of the testing results.

Specifically, the bill establishes a moratorium through June 30, 2029, on oil and gas exploration and leasing in the (1) Straits of Florida Planning Area, and (2) South Atlantic Planning Area that is south of the northernmost lateral seaward administrative boundary of Florida. The bill also extends to June 30, 2029, the moratorium on oil and gas exploration and leasing in certain areas of the Gulf of Mexico off the coast of Florida.

DOE and such agencies shall facilitate such installation and use, including by acquiring zero-emissions vehicles for the fleets of the Forest Service and the National Park Service. For purposes of determining whether the acquisition of alternative-fueled vehicles is practicable for the fleet of the Forest Service or the National Park Service, DOE shall take into account the availability on National Forest System land or National Park System land, as applicable, of zero-emissions vehicle infrastructure.

The bill requires the Department of Energy (DOE) to establish a competitive prize competition for affected communities to carry out alternatives to nuclear facilities, generating sites, and waste sites. DOE must also (1) establish the Stranded Nuclear Waste Task Force to study existing public and private resources and funding for affected communities, and (2) establish a grant program to assist localities near nuclear power plants to offset the impacts of stranded nuclear waste in affected communities.

Renewable Electricity Standard Act This bill requires retail electric suppliers to generate a significant amount of electricity from renewable energy resources. The Department of Energy must establish a program to (1) verify and issue federal renewable energy credits to generators of renewable energy; (2) track the sale, exchange, and retirement of the credits; and (3) enforce the federal renewable energy credits program. The bill prescribes rules for federal renewable energy credit trading and for borrowing and repayment of federal renewable energy credits. The bill establishes a state renewable energy account to provide grants for promoting renewable energy production and providing energy assistance and weatherization services to low-income consumers.

United States Export Finance Agency Act of 2019 This bill reauthorizes the U.S. Export-Import Bank through FY2026 and otherwise modifies its operations. Specifically, the bill redesignates the U.S. Export-Import Bank as the United States Export Finance Agency and increases the agency's lending cap over the period of its reauthorization. The bill also requires that at least an additional 5% of its total annual transactions are in support of small businesses. Additionally, the bill requires the agency to neutralize Chinese export subsidies by establishing a program to provide competitive financing. The bill also restricts access to agency financing for entities that are owned or controlled by China. Further, the bill establishes (1) the Office of Minority and Women Inclusion; (2) the Office of Territorial Exporting; and (3) the Office of Financing for Renewable Energy, Energy Efficiency and Energy Storage Exports. In the event that there is no board quorum for more than 90 days, the bill provides for the establishment of a temporary board. It also requires the agency to take certain measures to increase transparency and accountability.

Among other things, the bill addresses (1) retirement grades for Coast Guard personnel, (2) promotion authority for Coast Guard personnel, (3) the use of unmanned maritime and aircraft systems in the Coast Guard, and (4) diversity at the Coast Guard Academy. The bill revises or sets forth policies relating to the Coast Guard, including passenger vessel security and safety requirements, vessel operation requirements, coastwise endorsement determinations, Coast Guard advisory committees, safety zones to address special activities such as offshore energy development in the exclusive economic zone, the use of engine cut-off switches on recreational vessels, polar security cutter acquisitions, and vessel certification extensions.

WAPA must publicly display on its website a database of specific information dating back to FY2008, including rates charged to customers for power and transmission services, listed by power system; the amount of capacity or energy sold by power system; and a detailed accounting of its expenditures and costs by region and for the headquarters office. Additionally, WAPA must annually update the information it provides on the website. The updates must include specified details regarding changes to the information, the reasons for the changes, and the amount of unobligated balances retained. The pilot project shall terminate in seven years.

Department of State Authorization Act of 2019 This bill authorizes, revises, and repeals various provisions related to the Department of State. The bill provides statutory authority to establish an Assistant Secretary for International Narcotics and Law Enforcement Affairs and an Assistant Secretary for Energy Diplomacy and Security and eliminates the position for the Special Representative and Policy Coordinator for Burma (Myanmar). The bill imposes limitations on special appointments not expressly authorized by Congress. The State Department may not expend any amounts for reduction-in-force actions unless it has provided justification to Congress. The State Department shall make certain efforts to promote diversity in its workforce, including expanding anti-harassment and antidiscrimination training and gathering data to devise ways to promote participation from a range of demographic categories in professional development programs. The State Department shall semiannually consult with other departments and agencies regarding the security of certain information systems and commission independent penetration testing of such systems. The bill directs the State Department to take various actions to update its public diplomacy efforts, including establishing a Director of Research and Evaluation to assess existing programs. The State Department shall assess each country's capacity to combat public corruption. For countries that do not meet the minimum standards, the State Department shall utilize proper measures to combat corruption. The State Department shall establish a working group on security assistance, including activities such as peacekeeping and military financing assistance. The bill revises various requirements and limits related to such assistance and transferring defense articles to foreign countries.

Bulb Replacement Improving Government with High-efficiency Technology Act or the BRIGHT Act This bill revises and sets forth provisions related to the procurement of lighting systems. The General Services Administration (GSA) shall (1) issue guidance to federal agencies for the procurement and use of the most life-cycle cost effective and energy efficient lighting systems; and (2) publish or otherwise make available to state, local, and tribal entities information on ways of improving efficiency, effectiveness, and economy by procuring and using such lighting systems. The GSA must (1) procure the most life-cycle cost effective and energy efficient lighting systems, and (2) ensure that procurements of lighting systems or their individual components maximize life-cycle cost effectiveness and energy efficiency. Each public building that is constructed, altered, acquired, or leased by GSA must be equipped with the most life-cycle cost effective and energy efficient lighting systems. Each individual component of a lighting system that is replaced in the normal course of the maintenance of public buildings shall be replaced with the most life-cycle cost effective and energy efficient lighting system possible. The bill modifies requirements for the use of energy efficient lighting systems.

Credit Access and Inclusion Act of 2019 This bill allows for the reporting of certain positive consumer-credit information to consumer reporting agencies. Specifically, a person or the Department of Housing and Urban Development may report information related to a consumer's performance in making payments either under a lease agreement for a dwelling or pursuant to a contract for a utility or telecommunications service. However, information about a consumer's usage of any utility or telecommunications service may be reported only to the extent that the information relates to payment by the consumer for such service or other terms of the provision of that service. Furthermore, an energy-utility firm may not report a consumer's outstanding balance as late if the firm and the consumer have entered into a payment plan and the consumer is meeting the obligations of that plan. Specified provisions that establish civil liability with respect to furnishers of information to consumer reporting agencies shall not apply to any violation of the bill. The Government Accountability Office must report on the consumer impact of such reporting.

Securing Energy for our Armed Forces Using Engineering Leadership Act of 2019 or the SEA FUEL Act of 2019 This bill directs the Department of Defense to carry out a program of research, development, testing, evaluation, study, and demonstration of technologies related to blue carbon capture and direct air capture, with the goals of developing technologies to turn carbon dioxide into clean fuels, creating products for military uses, and using the technologies at military facilities and in military transportation. The bill defines "blue carbon capture" as the removal of dissolved carbon dioxide from seawater through engineered or inorganic processes and "direct air capture" as the use of equipment to capture carbon dioxide directly from the air.

Smoke-Ready Communities Act of 2019

Smoke-Ready Communities Act of 2019 This bill creates wildfire smoke mitigation, smoke resilient housing, and smoke resilient business grant programs. The bill authorizes the President to provide assistance, including grants, equipment, supplies, and personnel, to any eligible state, unit of local government, or Indian tribe for the mitigation, management, and control of smoke caused by one or more wildfires. The Department of Housing and Urban Development (HUD) shall establish a program under which HUD shall provide grants to eligible entities (a state, an Indian tribe, a homeowner, an individual or family renting a dwelling unit or home, and an owner of a building with rental dwelling units or of a home that is rented to an individual or family) to increase the smoke resiliency of dwellings owned or occupied by vulnerable persons and pay for any associated increases in energy costs. The Small Business Administration (SBA) shall establish a program under which the SBA shall provide grants to owners of small business concerns to increase the smoke resiliency of the business concern.

National Defense Authorization Act for Fiscal Year 2020 This bill authorizes FY2020 appropriations and sets forth policies regarding the military activities of the Department of Defense (DOD), military construction, and the national security programs of the Department of Energy (DOE). It does not provide budget authority, which is provided in subsequent appropriations legislation. The bill authorizes appropriations to DOD for (1) Procurement, including helicopters, weapons, aircraft, vessels, shipbuilding and conversion, and missiles; (2) Research, Development, Test, and Evaluation; and (3) Operation and Maintenance. The bill also authorizes the FY2020 personnel strengths for active duty and reserve forces. The bill authorizes appropriations and sets forth policies regarding military personnel; compensation and other personnel benefits; health care; acquisition policy and management; DOD organization and management; matters relating to foreign nations; cooperative threat reduction; working capital funds; chemical agents and munitions destruction; drug interdiction and counter-drug activities; the Defense Inspector General; the Defense Health Program; the National Defense Sealift Fund; Overseas Contingency Operations; strategic programs, cyber, and intelligence matters; and the establishment of the Space Force within the Air Force. The bill authorizes appropriations and sets forth policies regarding military construction for the Army, Navy, Air Force, defense agencies, the North Atlantic Treaty Organization Security Investment Program, and Guard and Reserve Forces facilities. The bill authorizes appropriations for base realignment and closure (BRAC) activities and prohibits an additional BRAC round. The bill also authorizes appropriations and sets forth policies for DOE national security programs, including the National Nuclear Security Administration, and the Defense Nuclear Facilities Safety Board. The bill authorizes appropriations for the Maritime Administration.
