Keeping Russia's Energy and Military Liable for Invading its Neighbors Act or the KREMLIN Act This bill temporarily prohibits federal agencies from contracting with persons that have business operations with the government of Russia or with fossil fuel companies that operate there, with exceptions where necessary to provide humanitarian assistance or disaster relief or where vital to U.S. national security interests. The bill terminates the prohibition when the President submits to specified congressional committees a written certification determining that Russia has reached an agreement relating to the withdrawal of Russian forces and cessation of military hostilities that is accepted by the Ukrainian government, poses no immediate military threat of aggression to any North Atlantic Treaty Organization member, and recognizes the right of the people of Ukraine to independently and freely choose their own government.

Reclaiming the Solar Supply Chain Act of 2022 This bill requires the Department of Energy to establish a program that awards grants and direct loans to support a solar component manufacturing supply chain. Under the program, manufacturers and other eligible entities must use grants and loans for (1) constructing new facilities that manufacture solar components; and (2) retooling, retrofitting, or expanding existing facilities that manufacture solar components.

National Wildland Fire Risk Reduction Program Act of 2022 This bill directs the President to establish a National Wildland Fire Risk Reduction Program to achieve major measurable reductions in the losses of life, property, and natural resources from wildland fires. This program shall coordinate federal efforts to improve the assessment of fire environments and the understanding and prediction of wildland fires, associated smoke, and their impacts; develop and encourage the adoption of science-based and cost-effective measures to enhance community resilience to wildland fires, to prevent and mitigate wildland fire and associated smoke impacts and to restore natural fire regimes in fire-dependent ecosystems; and improve the understanding and mitigation of the impacts of climate change, drought, and climate variability on wildland fire risk, frequency, and severity and inform the other goals described here. Not later than 90 days after enactment of this bill, the National Institute of Standards and Technology (NIST) shall establish an Interagency Coordinating Committee on Wildland Fire Risk Reduction to oversee the planning, management, and coordination of the program. The committee shall submit a strategic plan for the program to Congress. The Government Accountability Office shall submit a report to Congress on the progress and performance of the program. Further, the bill sets forth the responsibilities of NIST, the National Science Foundation, the National Oceanic and Atmospheric Administration, the Federal Emergency Management Agency, the National Aeronautics and Space Administration, the Environmental Protection Agency, and the Department of Energy with respect to the program.

Thorium Energy Security Act of 2022 This bill requires the Department of Energy and other relevant agencies to preserve uncontaminated inventories of uranium-233 to foster the development of thorium-based nuclear reactors. The bill also makes funding available for transferring inventories to interim or permanent storage facilities. Additionally, the bill requires various reports, including on the progress China has made in developing thorium-based reactors.

Transportation Fuel Market Transparency Act This bill expands prohibitions against manipulating fuel markets, establishes a body within the Federal Trade Commission (FTC) to monitor fuel markets to ensure competitiveness, and addresses related issues. Prohibitions against the manipulation of wholesale fuel markets or reporting false (or misleading) information shall apply to actions related to crude oil and transportation fuel, defined in this bill to include gasoline, distillate fuels, jet fuel, aviation gasoline, and biofuel. Currently, such prohibitions only apply to crude oil, gasoline, and petroleum distillates. The bill further expands the prohibition on reporting false information to include such information that (1) concerns the supply of, operational actions related to, or output related to wholesale fuel markets; (2) is not required to be reported by law; or (3) affects the analyses or data compiled by a private sector price-reporting agency. The bill also increases the maximum civil penalty for violating these prohibitions from $1 million to $2 million for each day of the violation. Furthermore, the bill establishes within the FTC the Transportation Fuel Monitoring and Enforcement Unit. The unit must continuously and comprehensively collect and analyze fuel market data to support competitive market practices, identify market manipulation and other unfair methods of competition, and facilitate enforcement of competition-related statutes. The Energy Information Administration within the Department of Energy must collect data to facilitate transparent and competitive transportation fuel markets, determine adherence to sanctions, and protect consumers.

Opportunities for the Nation and States to Harness Onshore Resources for Energy Act or the ONSHORE Act This bill makes various changes to expand and otherwise addresses onshore oil and gas resources on federal land and non-federal surface estates. Specifically, the bill requires, subject to some limits, the Department of the Interior and the Forest Service to lease certain public lands and Forest System land with known or potential oil or gas deposits. (Current law authorizes but does not require leasing.) Other changes in the bill include (1) allowing Interior to delegate authority over certain federal permitting and other regulatory responsibilities for oil and gas leases to states; (2) exempting some oil and gas activities conducted on non-federal surface estates from certain permitting and environmental review requirements; and (3) requiring deference to state regulations, guidance, and permit requirements for all activities regarding hydraulic fracturing (a type of process used to extract underground energy resources) on federal land.

Government Oversight of Unpatriotic Greed in Energy Act or the GOUGE Act This bill allows an exemption from the excise tax on gasoline, other than aviation gasoline, and the Leaking Underground Storage Tank Trust Fund financing rate, for the period beginning on the enactment of this bill, and ending on December 31, 2022 (gasoline tax holiday). It provides full reimbursement to states for any revenues lost due to the gasoline tax holiday. The bill also imposes an excise tax equal to 50% of the windfall profit of certain large oil and gas companies, beginning in 2022. The bill requires the Federal Trade Commission (FTC) to issue regulations prohibiting any sellers of crude oil, gasoline, or other petroleum distillate from engaging in price gouging. The FTC must investigate whether any oil company violated such prohibition during 2022, particularly during the period leading up to and after the Russian invasion of Ukraine on February 24, 2022, and impose specified civil penalties.

National Energy Community Transition Act of 2022 This bill establishes a federally chartered nonprofit corporation to assist communities that have historically relied on fossil fuel energy generation or extraction with transitioning away from that reliance. The bill also endows the corporation initially with funds from the Treasury and then with a percentage of amounts received by the Treasury each year from fossil fuel and renewable energy leases on federal land. The corporation is responsible for investing its endowment and using a portion of the earnings to fund activities to assist communities with economic development and diversification and the provision of government services.

Consumer Fuel Price Gouging Prevention Act This bill prohibits any person from selling, during a proclaimed energy emergency, a consumer fuel at a price that (1) is unconscionably excessive, and (2) indicates that the seller is exploiting the emergency to increase prices unreasonably. The President may issue a proclamation of such an emergency that specifies the consumer fuel and geographic area covered and how long the proclamation applies. The bill provides for enforcement of these provisions by the Federal Trade Commission and state attorneys general. Civil penalties collected by the commission through such enforcement must be used to provide assistance under the Low Income Home Energy Assistance Program.

Housatonic Wild and Scenic River Act of 2022 This bill designates specified segments of the Housatonic River in Connecticut as components of the National Wild and Scenic Rivers System. The designation of the river segments must not impact or alter the existing terms of permitting, licensing, or operation of the Falls Village Hydroelectric Generating Station located in Falls Village, Connecticut, or the Bulls Bridge Hydroelectric Generating Station located in New Milford, Connecticut. The designation of the river segments must also not preclude the Federal Energy Regulatory Commission from licensing, relicensing, or otherwise authorizing the operation or continued operation of those facilities. The authority of the Department of the Interior to acquire lands for the river segments shall be limited to acquisition by donation or acquisition with the consent of the owner, and subject to the additional criteria set forth in the Housatonic River Management Plan. No land or interest in land may be acquired for the river segments by condemnation.

Bulb Replacement Improving Government with High-efficiency Technology Act or the BRIGHT Act This bill expands requirements relating to the procurement and use of energy-efficient lighting in federal buildings. Under current law, public buildings that are constructed or managed by the General Services Administration (GSA) must be equipped with energy-efficient light bulbs and fixtures. Under the bill, buildings must be equipped with the most life-cycle cost effective and energy-efficient lighting systems available, including with respect to sensors, fixture distribution, and other elements. The bill also specifically establishes requirements relating to the procurement of such lighting systems and modifies other requirements accordingly. The bill also requires the GSA to provide information to federal, state, local, and tribal entities about procuring and using such lighting systems in furtherance of governmental efficiency.

Iranian Nuclear and Venezuelan Energy, Sanctions and Terrorism Investigation Government Accountability Report Act or INVESTIGAR Act This bill requires the President to, no later than 14 days after reaching an agreement with Iran regarding Iran's nuclear program, report to Congress describing the possible benefits that will accrue to the regime of Nicolas Maduro as a result of the agreement. (Maduro is the president of Venezuela whose reelection in 2018 is widely condemned, including by the United States, as fraudulent.) The President must update the report every 180 days.

Clean Energy Minerals Reform Act of 2022 This bill addresses mineral leasing, exploration, and development on federal land. For example, the bill prohibits the issuance of a patent for certain mining or millsite claims; establishes a permitting and leasing system for hardrock mining; establishes a 12.5% royalty on new mining operations and an 8% royalty on existing operations, with an exemption for small miners; protects special places, such as wilderness study areas, roadless areas, and wild and scenic rivers, from hardrock mining activity; requires consultation prior to undertaking any mineral activities that may have a substantial direct impact on the lands or interests of Indian tribes; establishes an environmental standard for mining activities to ensure that mining activities prevent undue degradation of public lands and resources; prescribes requirements for the exploration permit process and for operations permits, including financial assurances; and authorizes the Hardrock Minerals Reclamation Fund to be used for responding to hazardous substance releases on abandoned hardrock mine land, including efforts to reclaim the land.
