Rural and Municipal Utility Cybersecurity Act This bill reauthorizes through FY2030 a program that provides cybersecurity-related assistance and funding to rural electric cooperatives and municipal or small, investor-owned electric utilities. The bill also revises methods of awarding support and expands protections for information shared under the program. This program, known as the Rural and Municipal Advanced Cybersecurity Grant and Technical Assistance Program, is administered by the Department of Energy (DOE). Current law requires DOE to provide technical assistance and funding under the program on a competitive basis; under the bill, assistance and funding may be provided on a competitive or noncompetitive basis. Current law also requires DOE to prioritize providing technical assistance and funding to certain entities, including entities that own defense critical electric infrastructure . The bill specifies that DOE must also prioritize entities that operate such infrastructure. (Defense critical electric infrastructure is electric infrastructure that (1) is located in the contiguous United States, and (2) serves a designated critical defense facility but is not owned or operated by the owner or operator of the critical facility.) Finally, the bill expands an existing protection against disclosure to cover all information shared under the program by or with the federal government or a state, tribal, or local government. This provision protects against disclosure under the Freedom of Information Act and other state, tribal, or local disclosure laws.

Ending Importation of Laundered Russian Oil Act

Ending Importation of Laundered Russian Oil Act This bill prohibits the importation of energy products that were produced at any refinery that uses crude oil originating in Russia. Current law prohibits the importation of Russian products that are classified under Chapter 27 of the Harmonized Tariff Schedule of the United States (which includes mineral fuels, mineral oils and products of their distillation, bituminous substances, and mineral waxes) unless the President terminates the prohibition after meeting certain requirements. The bill extends this prohibition and the termination provisions to products that were produced at any refinery that uses crude oil originating in Russia. Under the termination provisions, the President may terminate this prohibition, subject to congressional disapproval, if the President certifies that Russia (1) has reached an agreement with Ukraine to withdraw Russian forces and cease military hostilities in Ukraine, (2) poses no immediate military threat of aggression to any North Atlantic Treaty Organization member, and (3) recognizes the right of the Ukrainian people to independently and freely choose their own government.

Developing Overseas Mineral Investments and New Allied Networks for Critical Energies Act or the DOMINANCE Act This bill establishes a Bureau of Energy Security and Diplomacy in the Department of State and authorizes several programs to address access to energy and critical minerals. The bureau must formulate and implement policies related to international energy, energy technology, critical minerals, and related supply chains. An assistant secretary is authorized to lead the bureau. The bill authorizes the State Department to establish multi-year energy security compacts with partner countries. The purpose of such compacts is to increase reliable access to energy, electricity, or critical minerals for both parties to the compact. The bill also authorizes the State Department to lead U.S. participation in a Minerals Security Partnership (MSP), whose purpose includes supporting investment in critical mineral mining, processing, and refining projects that enable critical mineral supply chains. The United States must prioritize MSP projects that advance the national and economic security interests of the United States and U.S. allies and partners. Fellowships are authorized to support (1) U.S. citizens attending foreign mining institutions in order to build the capacity of the U.S. mining workforce; and (2) foreign mining academics and professionals being placed at U.S. institutions to help advance research and development initiatives in the U.S. mining industry and expand U.S. mining education and workforce development programs.

This joint resolution nullifies Public Land Order 7917, which withdrew approximately 225,504 acres of National Forest System lands in Cook, Lake, and Saint Louis Counties, Minnesota, from mineral and geothermal leasing for 20 years. In 2023, the Bureau of Land Management issued the order to protect and preserve the Rainy River Watershed, the Boundary Waters Canoe Area Wilderness, the Boundary Waters Canoe Area Wilderness Mining Protection Area, and the 1854 Ceded Territory of the Lake Superior Chippewa from the potential adverse effects of mineral and geothermal exploration and development. The joint resolution removes such protections and allows such land to be leased for the exploration and development of minerals and geothermal energy.
